In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Bayt Hanun, and level land before withdrawing. In the West Bank, IDF troops shoot and kill 3 Palestinian civilians and wound 18 others including 5 children during an arrest raid in Qalandia r.c. nr. Jerusalem. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. Meanwhile, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Bethlehem at night, patrols in Tulkarm in the morning, and in 2 villages nr. Jenin and 1 village nr. Jericho in the afternoon, and in Jenin at night. In a raid on Sanur village nr. Jenin, IDF troops clash with residents, shooting and wounding 2 Palestinians with rubber-coated metal bullets. In East Jerusalem, Israeli forces demolish 2 homes in al-Tur. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

The Israeli air force strikes a site nr. Damascus, in a new air strike on what unnamed Western intelligence sources say was a shipment of advanced, Iranianmade missiles heading to Hizballah in Lebanon. Israeli officials later stress that the airstrikes are aimed at Hizballah rather than destabilizing or undermining Pres. Bashar al-Asad’s regime. The Syrian government accuses Israel of ‘‘gross aggression’’ and says that the strike ‘‘opens a door to all options.’’ The opposition Syrian National Coalition also condemns the strike, saying that Israel is ‘‘taking advantage’’ of the conflict. A U.S. intelligence official says that Washington was not given any forewarning of the air raid. Iran’s Foreign Min. states that countries in the region should oppose the ‘‘assault,’’ while the Iran’s army ground forces commander Ahmad Reza Pourdastan says Tehran is ready to support its ally. Egypt condemns the airstrikes, as does the Lebanese pres. Michel Suleiman. The Palestinian Central Elections Commission (CEC) announces that 155,000 people in the Gaza Strip (79% of eligible voters) have registered to vote in planned legislative elections, with 2 days remaining until the electoral roll closes. The CEC says that 76% of eligible West Bank voters are on the roll. The voter registration drive is the necessary step towards as yet unscheduled elections, should Fatah and Hamas agree on how to proceed and with several outstanding issues that could cause a delay. European Union foreign affairs chief Catherine Ashton issues a statement calling on Israel to improve conditions for Palestinian prisoners, noting ‘‘with concern’’ the case of 4 particular inmates on long-standing hunger strikes. (REU 2/16)

IDF soldiers provide medical assistance to 7 injured Syrian nationals they discover nr. the border fence in the occupied Golan Heights. The injured men reportedly are rebels fleeing fighting against forces loyal to Syrian pres. Bashar al-Asad. (HA 2/16)

Hizballah leader Hasan Nasrallah makes a speech from an undisclosed location stating that his group does not need support from Syria or Iran for any future battle against Israel. The comments are seen as a reference to claims that Israel’s 1/30 attack on Syria targeted a weapons convoy destined for Hizballah. (REU 2/16)

Iran’s Supreme Leader Ayatollah Ali Khamenei says that the country does not want to build nuclear arms but that if they did, no country could stop them. Khamenei also promises revenge on Israel for the death of Revolutionary Guards commander Hessam Khoshnevis, also called Hassan Shateri in some news accounts, who was killed in Syria close to the Lebanese border by rebel fighters that Tehran accuses of working to advance U.S. and Israeli interests. The IDF expands Operation Summer Rains overnight, sending 50 tanks, troops back into n. Gaza in and around Gaza City, engaging in intense clashes with and conducting air strikes on Palestinian gunmen, leaving at least 7 Hamas mbrs., 5 Islamic Jihad mbrs., 9 civilians dead, at least 57 Palestinians wounded, bulldozing wide tracts of land. In at least 3 incidents in Jabaliya r.c., the IDF phones Hamas mbrs. warning them to evacuate their houses, then conducts air strikes destroying the homes. The IDF also closes the Qarni crossing. Palestinians fire 13 rockets fr. Gaza into Israel, lightly injuring 1 Israeli in Sederot. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Kafr Qadim nr. Qalqilya, surrounds a home, evacuates and checks residents, demolishes the home, arrests 1 Palestinian, injures 1; bars a Palestinian heart attack victim fr. crossing a checkpoint to reach a Qalqilya hospital, allowing him to die; patrols, searches cars in Yatta nr. Hebron; conducts arrest raids, house searches in and around Hebron, and in al-Fara‘a r.c. nr. Jenin, Nablus. In Rafah, a Palestinian is killed in an exchange of fire btwn. PA security forces, armed Palestinians. Israeli security sources reveal that Israeli-Canadian citizen Falah, arrested on 7/8 and held without access to a lawyer, was detained for photographing a military antenna nr. Ras al-Naqura, alleging that he was sent “to photograph and report where rockets have landed in Israel,” noting that he visited Beirut, Tehran within the last 2 yrs.; Falah, who was arrested before Hizballah’s 7/12 cross-border raid and the firing of rockets into Israel, said the photos were for academic purposes, he did not know the antenna was military, and his trips to Lebanon, Iran were public knowledge. The IDF faces intense fighting in s. Lebanon, where some 100 Hizballah mbrs. ambush an elite IDF Golani Brigade unit in Bint Jubayl, pinning them down for 1 hr. under a heavy barrage of mortars, antitank rounds, RPGs, and small-arms fire before they could return fire, killing 8 IDF soldiers, wounding at least 22; the IDF estimates that it killed around 20 Hizballah mbrs. A 9th IDF soldier is killed, 5 are wounded by antitank fire in clashes nr. Maroun al-Ras. Meanwhile, the IDF continues air strikes nr. Beirut and in s. Lebanon, including hitting an Amal command center and the Hizballah headquarters in Tyre. In Anjar nr. the Syrian border, a truck carrying emergency food, medical supplies donated by the UAE (see 7/18) is hit, killing the Syrian driver. Hizballah fires around 150 rockets into Israel, striking Carmiel, Haifa, Jish, Safad, Tiberias. Israel allows 2 Jordanian military transports carrying humanitarian aid to land at Beirut airport, though it still will not provide safety guarantees for trucks transporting the supplies southward on the coastal highway or across the border fr. Syria, where relief goods for 20,000 people have been stockpiled. Hizballah attacks an IDF post in s. Lebanon killing 3 IDF soldiers, wounding 4. Barak does not order a severe response but vows that Israel will retaliate "at the place and the time of our choosing." PC mbr. Musa Abu Sabha is detained by Israeli police at Gaza checkpoint for driving a car reported stolen in Israel.
