In the West Bank, a Palestinian man shot by Israeli forces on 1/8 in Beitunia succumbs to his wounds. Israeli settlers set olive trees and an agriculture structure on fire near Kafr ad-Dik. Israeli forces raid Nablus and Abud, injuring 8 people with live ammunition, including a child, and cause widespread destruction in Nablus. Israeli forces also demolish a car wash and a nursery in Kafl Haris. Elsewhere, Israeli forces raze 6 dunams (1.5 acres) of Palestinian-owned land planted with 50 olive trees in Hebron and 2 dunams (.5 acres) of Palestinian-owned land near Bethlehem. Israeli forces also raid a medical clinic near Bethlehem, causing damage. Israeli forces arrest 26 Palestinians during late-night raids in and around Bethlehem, Ramallah, Tulkarm, Tubas, Hebron, Jenin, and Nablus. In East Jerusalem, Israeli authorities demolish a Palestinian home in Sur Baher, displacing 8 people. In Gaza, Israel bombs Dayr al-Balah, Rafah, Gaza City, Khan Yunis, Maghazi, al-Bureij refugee camp, and Jabalia refugee camp, killing at least 147 people, including 4 crew members and 2 injured Palestinians being transported an ambulance, killing 40 people in a home at the entrance of al-Aqsa Hospital in Dayr al-Balah, and 15 people in an apartment building in Rafah. In the Naqab, Israeli forces demolish the al-Za’arura and Bir Hadaj Bedouin villages. In Lebanon, Israeli forces attack the home of a Hezbollah member in Kfarchouba, killing him. More than 23,357 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 59,410 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 335 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,148 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 184 Israeli soldiers have been killed and 1,076 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 193 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Haaretz reports that Israel demolished 140 Palestinian homes and 84 other structures in East Jerusalem in 2023, marking a 60% increase in home demolitions compared to 2022. The newspaper notes that during the first 9 months of 2023 10 housing units were demolished per month and after 10/7 the figure rose to 17 a month. (HA 1/10)

Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Hamdan maintains the Hamas position that it will not engage until Israel stops its attacks on Gaza. Hamdan also calls on the ICJ not to be pressured by the U.S. (AJ, HA, NYT 1/10)

PA president Mahmoud Abbas meets with U.S. secretary of state Antony Blinken in Ramallah, discussing the situation in Gaza and the West Bank. Reports describe the meeting as intense, with Abbas pressing Blinken on Israel’s freezing of the PA’s tax revenue and Israel’s attacks on Gaza. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. Abbas flies to Aqaba in Jordan after the meeting with Blinken where he meets Jordanian king Abdullah II and Egyptian president Abdel Fattah el-Sisi, discussing ways to end Israel’s war in Gaza and prevent the displacement of Palestinians. PA prime minister Mohammad Shtayyeh meets with U.S. deputy assistant secretary for Palestinian affairs Hady Amr in Ramallah. In an English language post on X Israeli prime minister Benjamin Netanyahu says, “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” contradicting statements by several of his coalition members. Israeli war cabinet member Benny Gantz says Hamas no longer has ruling capabilities in Gaza and that Israel will continue its war to prevent Hamas from regaining control. Gantz also says that security in Gaza will remain “in our hands.” Likud member and deputy speaker of the Knesset Nissim Vatur tells the Kol Barama radio station that “Gaza and its people must be burned.” (AJ, AP, HA, HA 1/10)

The UN Security Council passes a resolution demanding that Yemen’s Houthi government ends its attacks on ships in the Red Sea and frees the ship Galaxy Leader and its crew. U.S. Republican presidential candidate Ron DeSantis suggests at a presidential primary debate that Egypt or Saudi Arabia should resettle some Palestinians from Gaza if Israel “makes the calculation that [it is needed] to avert a second Holocaust.” Another candidate, Nikki Haley, says the U.S. should give Israel “whatever it wants.” (AJ, HA 1/11)

A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. A YouGov poll commissioned by Medical Aid for Palestinians and the Council for Arab-British Understanding shows that 71% of people in the UK support an immediate ceasefire in Gaza, while 17% approve of the UK government’s handling of the war on Gaza. The Jewish Forward reports that the Anti-Defamation League (ADL) has started including pro-Palestine rallies in its tally of anti-Semitic incidents. The report also says that the ADL now deems all anti-Zionist chants and slogans anti-Semitic, leading to pro-Palestine rallies where anti-Zionist slogan were chanted constituting 40% of incidents of anti-Semitism counted in a recent ADL report. The International Ice Hockey Federation bars Israel from participating in world championship events, citing security concerns. Israel calls the ban “anti-Semitic.” The decision prevents the U20 Israeli hockey team from participating in a Division III world championship tournament later this month. (HA, TOI 1/11)

In the West Bank, 4 Israeli settlers attacked 1 Palestinian farmer working his land in al-Khadir; the man was later taken to a hospital for treatment of his injuries. Israeli forces raided Salfit, leading to tear-gas related injuries. 26 Palestinians were arrested during late-night raids in and around Bayt Kahal, Hebron, Dheisheh refugee camp, al-Mughayyir, Tell, and Nablus. In East Jerusalem, Israeli forces handed the former Grand Mufti of Jerusalem Shaykh Ekrima Sabri a notice banning him from traveling for 2 months. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water on Palestinian fishermen within 6 nautical miles west of Dayr al-Balah, causing damage to 1 boat, which sank; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. In Israel, anti-Palestinian Israelis vandalized more than 30 cars by slashing tires and writing in Hebrew “expel or kill” on them with graffiti in Kafr Kassim; The mayor of Kafr Kassim called it “an act of terrorism.” Israeli forces demolished the bedouin village al-‘Araqib for the 185th time since 2000. In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. In East Jerusalem, 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. In the West Bank, Israeli forces killed 1 Palestinian during a protest in Tulkarm. 11 Palestinians and 2 Israeli soldiers were injured during clashes in ‘Azun, where Palestinians mourned the death of the PA police officer who was killed on 2/6; 8 of the Palestinians were shot by live ammunition. Israeli forces also violently dispersed protests against the U.S. administration’s peace plan in and around Nablus, Jenin, Kafr Qaddum, and Jericho, leading to tear-gas related injuries. 6 Palestinians were arrested, including 2 at checkpoints in Hebron and near Nablus, 1 during a house raid in Hebron, and 3 during clashes with Israeli forces near Ramallah. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound, injuring 3 Palestinians. Israeli forces also arrested 1 Palestinian during a house raid in Ras al-Amud. In Gaza, Palestinians gathered to protest near Khuza‘a; several Palestinians suffered tear-gas related injuries when Israeli forces violently dispersed the protest. Israeli forces also opened fire on Palestinian farmland east of Dayr al-Balah and Rafah; no injuries were reported. In Israel, Israeli police turned back buses transporting Palestinians going to worship at the Haram al-Sharif compound. In the West Bank, IDF troops prevent a number of activists and PA officials from entering Khan al-Ahmar, a Jerusalem-area Bedouin village that is slated for evacuation and demolition. They also arrest 1 Palestinian during a raid in Hebron; and patrol near Hebron, Tulkarm, and Qalqilya. The Hamas-run Interior Ministry in Gaza announces that 5 Palestinians have been arrested in connection with the break-in to the offices of the Palestinian Broadcasting Corporation on 1/4. A Hamas spokesperson says that all 5 men are former employees of the PA government in Gaza whose salaries the PA recently suspended. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss the recent escalation of tensions between Hamas and Fatah, among other regional issues. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Jabaliya refugee camp and Gaza City; at least at least 130 Palestinian are injured (2 critically). Meanwhile, Israeli aircraft conduct air strikes in Khan Yunis and al-Bureij refugee camp; 3 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli forces seal off the main entrance to Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. They prevent activists from entering and exiting the village and violently disperse the activists already inside when they start to protest after Friday prayers; several protesters are lightly injured. Meanwhile, IDF troops issue 1 arrest summon during late-night raids near Bethlehem and Tulkarm; patrol near Nablus, Hebron, and Qalqilya; and violently disperse Palestinians and international activists at Friday demonstrations against the Israeli occupation in Qalqilya (1 Palestinian is injured). A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. In the West Bank, IDF troops arrest 9 Palestinians and confiscate 2 vehicles during late-night raids near Ramallah, Hebron, Jenin, Bethlehem, and Qalqilya; and patrol near Nablus, Jenin, and Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma. They also establish a new observation post in Silwan to oversee the opening of a new Jewish-Yemeni cultural center in the neighborhood later in the day. Israel’s High Court of Justice holds a hearing on the fate of Khan al-Ahmar, the West Bank Bedouin village the Israeli government intends to evacuate and demolish. Two of the three judges reaffirm their view that the evacuation and demolition cannot be avoided. The entire panel calls on the lawyers on both sides to compromise on a new relocation plan because the villagers have rejected the government’s proposal, which would move them to a site near a garbage dump outside Abu Dis. Breaking the hours-old cease-fire in Gaza, the IAF conducts air strikes on a number of sites across Gaza reportedly used as staging areas for incendiary kite and balloon attacks; 6 Palestinians are injured. The IDF says that it detected mortar fire from Gaza overnight, and that the renewed air strikes were a response to Palestinians breaking the cease-fire. Israeli drones strike 3 more sites in near Bayt Hanun and Rafah later in the day, injuring 3 Palestinians. Throughout the day, unidentified Palestinians fly incendiary kites and balloons across the border fence into Israel, sparking at least 17 fires. Meanwhile, an explosion in Gaza City kills 2 Palestinians and injures 3 others. One of the deceased was the commander of a rocket unit in al-Aqsa Martyrs Brigade, an armed group affiliated with Fatah, sparking rumors that Israel was responsible for the explosion. The Palestinian press reports the explosion as a “work accident.” Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces place two new iron gates at the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem slated for evacuation and demolition. They also demolish 2 rooms in Palestinian-owned buildings near Nablus. IDF troops arrest 7 Palestinians during morning raids in Jalazun refugee camp near Ramallah, sparking clashes with stone-throwing Palestinians (4 Palestinians are injured). They also arrest 6 Palestinians during late-night raids near Bethlehem, Jenin, and Salfit; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma and clash with stone-throwing Palestinian minors during a raid in al-Ram. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. After a second day of clashes and confrontations at Khan al-Ahmar, a Bedouin village near Jerusalem slated for evacuation and demolition, Israel’s High Court of Justice issues a temporary freeze on the demolition orders amid a dispute over land ownership. During the clashes, 3 international activists are detained and 4 vehicles belonging to activists and journalists are impounded. Meanwhile, The UK, France, Germany, Italy, and Spain jointly convey a formal protest to the Israeli authorities over their plans to demolish the village, warning that such demolitions make a two-state solution less viable. UN officials also protest the demolition plan. UK, Italian, Swedish, Belgian, Norwegian, Finnish, Danish, Swiss, German, Spanish, and Irish diplomats all visit Khan al-Ahmar today. In the West Bank, Israeli forces confiscate a length of water pipe in Bardala village near Jericho and a residential tent outside Susiya near Hebron. They also patrol near Nablus, Tulkarm, Qalqilya, and Hebron. Israeli settlers cut down 350 grapevines in Palestinian farmland near Bethlehem. They leave racist graffiti at the scene as well. In East Jerusalem, Israeli forces demolish 4 agricultural buildings, a gas station, and a car wash in Hizma village and arrest 2 Palestinians during raids in Issawiyya and the Old City. Along Gaza’s border fence, IDF troops open fire on a Palestinian riding a motorcycle near Dayr al-Balah, causing no damage or injuries. Along Gaza’s border fence, a number of Palestinians cross into Israel near Rafah and set fire to an abandoned IDF post, causing damage. They return to Gaza before the IDF can mobilize. Late at night, IDF troops open fire on Palestinian farmland near Dayr al-Balah, causing no serious damage. Meanwhile, Israeli firefighters put out at least 12 fires in southern Israel apparently sparked by incendiary kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops confiscate 2 vehicles during a raid near Tubas. They assault and arrest 1 Palestinian during a raid in Dahaysha refugee camp near Bethlehem; arrest 5 more Palestinians during raids in Hebron and Qalqilya; and patrol near Hebron and Nablus. Israeli forces visit the Bedouin community Khan al-Ahmar near Jerusalem to take measurements and prepare for the planned evacuation and demolition of the village. Israeli DM Lieberman says that the Palestinian journalist who succumbed to injuries caused by the IDF’s ongoing violent crackdown on the Great March of Return on 4/6, Yaser Murtaja, was a member of Hamas and that he was giving his drone’s video recordings to the group. Hamas denies the allegation. The Washington Post reports that the U.S. recently vetted Murtaja’s company, Ain Media, for a government grant. (AP, JP, WP, YA 4/11)

A senior Iranian official says that Israel’s 4/9 deadly strike on the Syrian T-4 military base “will not remain without response.” Meanwhile, the Russian Foreign Ministry summons the Israeli ambassador to Russia for a formal questioning about the incident and a discussion about recent events in Gaza. Dayr al-Balah, Israeli naval forces fire warning shots at Palestinian fishing boats, then destroy 8 nets and confiscate private property. No criminal or disciplinary action will be taken. A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11. In Gaza, the chair of Qatar’s Comm. to Rebuild Gaza, Mohammed al-Emadi announces a series of new projects to build 1,000 housing units in Gaza, and that the 1st shipment of materials—4 truckloads of cement—arrived from Israel today. Palestinians fire around 100 rockets and mortar shells into Israel, causing damage and seriously wounding 2 children in the bedouin village of Lakia. Iron Dome batteries intercept 15 of the projectiles. In addition, al-Qassam Brigades fly a drone into s. Israel along the coast nr. Ashdod, and the Israeli Air Force (IAF) shoots it down. In the West Bank, IDF troops shoot and kill a 22-year-old Palestinian civilian in clashes nr. Hebron. In Bayt Umar nr. Hebron, IDF troops shoot and injure 2 Palestinians in another confrontation. Following a meeting of Arab League FMs in the evening, Egypt’s Foreign Ministry proposes a cease-fire to start the next day, followed by talks in Cairo. The Arab League welcomes the proposal. Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

In Bayt Lahiya, the IDF surrounds and searches 35 bedouin homes, detains all males over age 16 for photographing and questioning, confiscates a computer, bulldozes 13 d. of surrounding land. Palestinians fire some 14 mortars at Gaza settlements, causing damage but no injuries. Some 70 armed Jewish settlers fr.
