Meanwhile, Israeli aircraft conduct air strikes in Khan Yunis and al-Bureij refugee camp; 3 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli forces seal off the main entrance to Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. They prevent activists from entering and exiting the village and violently disperse the activists already inside when they start to protest after Friday prayers; several protesters are lightly injured. Meanwhile, IDF troops issue 1 arrest summon during late-night raids near Bethlehem and Tulkarm; patrol near Nablus, Hebron, and Qalqilya; and violently disperse Palestinians and international activists at Friday demonstrations against the Israeli occupation in Qalqilya (1 Palestinian is injured). A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. This brings the death toll stemming from the Great March of Return to 166. After reports of fires in southern Israel sparked by incendiary kites and balloons flown from Gaza, Israeli artillery shells protesters allegedly behind the attacks near Gaza City; there are no reported injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops shut down all roads leading to Khan al-Ahmar, the Bedouin village near Jerusalem that is slated for evacuation and demolition. The Israeli authorities declare the area a closed military zone in preparation of imminent demolitions. Later, hundreds of Palestinians gather in the village for Friday prayers in solidarity with the residents. IDF troops violently disperse Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; several Palestinians are injured. They also conduct raids in Yatta village near Hebron overnight, sparking minor clashes with residents; and patrols near Hebron, Nablus, and Tulkarm. The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. According to the ICJ, the Palestinians are arguing that the move represented a violation of the 1961 Vienna Convention of Diplomatic Relations. (HA, MNA, REU, TOI, WAFA, YA 9/29)

Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. District Judge Diane Humetewa writes, “A restriction of one’s ability to participate in collective calls to oppose Israel unquestionably burdens the protected expression of companies wishing to engage in such a boycott.” (EI, HA 9/28)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (3 fishermen are arrested and their boat is confiscated). Along Gaza’s border, IDF troops dismantle an IED apparently placed along the border fence near Rafah by Palestinians in recent days. Late at night, unidentified Palestinians throw a pipe bomb at IDF troops stationed along the border fence, causing no damage or injuries. The Israeli soldiers fire at the perpetrators, injuring 1 Palestinian. In the West Bank, Israeli settlers slash the tires of 6 Palestinian vehicles in Jalud village near Nablus overnight and burn to the ground approximately 200 olive trees in a Palestinian grove near Bethlehem. Israeli forces confiscate 5 temporary residential structures that activists set up outside Khan al-Ahmar, the Jerusalem-area Bedouin village that is slated for evacuation and demolition. IDF troops arrest 1 Palestinian minor for possessing a knife in central Hebron; assault and arrest a Palestinian during a patrol in Artas village near Bethlehem; and patrol near Hebron, Tulkarm, and Qalqilya. The European Parliament passes a resolution denouncing the Israeli decision to evacuate and demolish the Jerusalem-area Bedouin village Khan al-Ahmar. The resolution also calls on Israel to provide compensation for the EU-funded infrastructure in the village. (HA, JP, TOI 9/13)

Israeli MK Yehuda Glick tours Haram al-Sharif with an escort of heavily armed Israeli security forces. Elsewhere in East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking clashes with dozens of Palestinian students at al-Quds University; there are no reported injuries. They also demolish a Palestinian home in Silwan. In the West Bank, Israeli forces demolish 2 Palestinian homes in Anata refugee camp and a 3d in Bayt Hanina. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. In response, the Israeli government announces the closure of the Israeli embassy in Paraguay and a recall of the Israeli ambassador. (WAFA 9/5; HA, MNA, REU, YA 9/6)

The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. An official statement explains that the closure is to allow for maintenance work. Exceptional humanitarian cases are still allowed to cross. (HA, HA, MNA, MNA, TOI, WAFA, YA 9/5)

Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. The current plan earmarks 75 of the units for Palestinians, but it is unclear if that earmark will remain as the plan proceeds through the authorization process. (HA 9/6; FMEP 9/7)

An Israeli settler is killed in a car accident involving a Palestinian driver near Nablus. The Palestinian flees the scene, but later turns himself in to the authorities. Israeli settlers retaliate for what they interpret as an attack by throwing rocks and bottles at Palestinian vehicles near Nablus (40 cars are damaged), torching an excavator being used for a Palestinian construction project in nearby Urif village, and attempting to set fire to a Palestinian home in nearby Jalud village. Late at night, settlers destroy 200 olive trees in a Palestinian grove near Nablus. Also in the West Bank, IDF troops arrest 4 Palestinians during raids in Qalqilya and near Bethlehem; and patrol near Qalqilya, Jenin, and Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries (4 fishermen are detained and 2 boats are confiscated). UNRWA Commissioner General Pierre Krähenbühl announces that despite a massive budget shortfall the agency will be able to open its schools in the occupied Palestinian territories, Jordan, Lebanon, and Syria on time on 8/29. “I wish to be clear that UNRWA is by no stretch of the imagination out of the woods,” he adds. “We need a further $217 million to ensure that our schools not only open but can be run until the end of the year.” (JP, MNA, WAFA 8/16)

The killing brings the Great March of Return death toll to 139. Amid the protests, a number of Palestinian protesters cut through the first layer of fencing near the Kerem Shalom border crossing. Israeli tanks then shell a Hamas observation post in the area, causing damage. Also along Gaza’s border fence, IDF troops open fire on Palestinian farmland near al-Maghazi refugee camp, causing minor damage. Meanwhile, Israeli firefighters put out 30 small fires near the border fence that were allegedly sparked by incendiary kite and balloon attacks emanating from Gaza. In the West Bank, hundreds of Palestinians gather for Friday prayer in Khan al-Ahmar, the Jerusalem-area Bedouin village that is slated for evacuation and demolition. IDF troops violently disperse Friday protests at Kafr Qaddum near Qalqilya; 1 Palestinian is injured. They shoot and injure 3 more Palestinians during clashes sparked by arrest raids near Ramallah. Israel’s High Court of Justice holds a hearing on the fate of Khan al-Ahmar, the West Bank Bedouin village the Israeli government intends to evacuate and demolish. Two of the three judges reaffirm their view that the evacuation and demolition cannot be avoided. The entire panel calls on the lawyers on both sides to compromise on a new relocation plan because the villagers have rejected the government’s proposal, which would move them to a site near a garbage dump outside Abu Dis. Along Gaza’s border fence, unidentified Palestinians open fire on Israeli troops across the fence near Gaza City, injuring 1 Israeli soldier. In response, Israeli artillery shell a Hamas observation post in the area and the IAF conducts a number of air strikes on Hamas posts in central and southern Gaza; 3 Palestinians are killed and 1 more is injured. Late at night, Hamas launches 9 rockets and mortars into Israel. One is intercepted by Israel’s Iron Dome missile defense system; the rest fall in open areas, causing no damage. Meanwhile, Israeli forces conduct a limited incursion to level land along the border fence near Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli forces demolish a kindergarten and women’s center in the Jabal al-Baba Bedouin community near Jerusalem. They also destroy a water pipeline leading into Ras al-Ahmar village near Nablus. IDF troops arrest 4 Palestinians during late-night raids near Bethlehem, Tulkarm, Hebron, and Qalqilya; and patrol in and around Hebron. The Egyptian army demolishes a tunnel leading from the Sinai Peninsula into Gaza, trapping 8 Palestinian workers, according to eyewitnesses in Rafah. Later, the Egyptian army announces that its troops killed 3 alleged terrorists and destroyed a number of tunnels along the border in recent days. Also along Gaza’s border fence, Israeli forces violently disperse hundreds of Palestinians gathering along the fence near Gaza City to continue the Great March of Return; 18 Palestinians are injured, including 3 journalists. They also conduct a limited incursion to level land along the border fence near Gaza City. On Israel’s side of the border fence, firefighters quell 6 fires allegedly sparked by incendiary kites and balloons flown from Gaza. PLO secretary-general Erakat says that the Palestinians are considering a reduction in their political, economic, and security relations with Israel in response to the new Israeli law allowing for deductions to the monthly transfers of tax revenues to the PA. Separately, PA officials say they have no plans to end the stipends to Palestinians imprisoned in Israel in connection with serious crimes against Israelis. (JP, WAFA 7/3)

The IDF declares Khan al-Ahmar, a Bedouin village near Jerusalem, a closed military zone ahead of planned evacuations and demolitions. Israel’s High Court of Justice approved the government’s plan to demolish the village on 5/24. (EI, WAFA 7/3)

Israeli PM Netanyahu lifts his ban on Israeli MKs and ministers visiting Haram al-Sharif. He temporarily lifted the ban in early 2017 after imposing it amid the habba, which was a surge of Palestinian resistance, random attacks, and protests that began in Jerusalem in 9/2015. (AJ, JP, TOI 7/3)

Along Gaza’s border fence, a number of Palestinians cross into Israel near Rafah and set fire to an abandoned IDF post, causing damage. They return to Gaza before the IDF can mobilize. Late at night, IDF troops open fire on Palestinian farmland near Dayr al-Balah, causing no serious damage. Meanwhile, Israeli firefighters put out at least 12 fires in southern Israel apparently sparked by incendiary kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops confiscate 2 vehicles during a raid near Tubas. They assault and arrest 1 Palestinian during a raid in Dahaysha refugee camp near Bethlehem; arrest 5 more Palestinians during raids in Hebron and Qalqilya; and patrol near Hebron and Nablus. Israeli forces visit the Bedouin community Khan al-Ahmar near Jerusalem to take measurements and prepare for the planned evacuation and demolition of the village. In the West Bank, Israeli forces evacuate and demolish a new illegal Israeli settlement outpost, Evyatar, near Nablus. Settlers established the outpost 2 weeks ago. Several are arrested when they resist the demolitions. After the evacuation, some of the settlers throw stones at Palestinian vehicles nearby, cracking 1 windshield. Separately, IDF troops shoot and injure a Palestinian child during clashes sparked by an arrest raid near Ramallah. They arrest 11 Palestinians during late-night raids in and around Hebron, Bethlehem, Jenin, Nablus, and Qalqilya; and patrol near Hebron and Salfit. In East Jerusalem, Israeli forces demolish a structure in a Bedouin encampment in al-‘Izzariya. Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. He says that the outcomes of the conference must include international acceptance of Palestinian statehood, consensus on a 2-state solution based on the pre-1967 armistice lines, the establishment of a multilateral mechanism to facilitate negotiations on all final status issues, and a timeline for implementation. In the West Bank, Israeli settlers verbally and physically assault Palestinians gathering in central Hebron in solidarity with Palestinian minors imprisoned by Israel; there are no serious injuries. Israeli forces demolish a Palestinian home under construction in Bayt Dajan village near Nablus and 2 EU-funded schoolrooms in a Bedouin village near Jerusalem. IDF troops arrest 14 Palestinians during late-night raids in and around Ramallah, Hebron, Jenin, Bethlehem, and Qalqilya; and patrol near Hebron and Salfit. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Shu‘fat refugee camp. The Israeli cabinet unanimously approves a proposal to establish a new settlement for the residents of Havat Gilad, the illegal settlement outpost of the settler killed by Palestinians on 1/9. DM Lieberman is authorized to explore the relocation of the residents to a new settlement and to evacuate Havat Gilad. (HA, MNA, TOI, WAFA, YA 2/4)

Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and later near Jabaliya refugee camp, causing no damage or injuries. Unidentified persons in Gaza fire several mortar shells at IDF troops patrolling along Gaza’s northern border, causing no injuries. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). In the West Bank, IDF troops arrest 8 Palestinians during late-night raids in and around Hebron, Ramallah, and Bethlehem. The Israeli press reports that the Israeli PM’s office approved a plan to increase the municipal boundaries of Qalqilya, which would allow the construction of approximately 14,000 new Palestinian homes in Area C of the West Bank. (It will be reported that only approximately 5,000 new homes could be built in the space allotted.) PM Netanyahu’s office later confirms that the plan was presented in 2016 and approved by the cabinet. The Samaria Regional Council pledges to file a formal petition against the plan. Israel’s Knesset advances a bill that would deduct from the monthly transfers of tax revenues to the PA a sum equal to the amount that the PA pays to Palestinians convicted of serious crimes against Israelis and their families. It will now be sent to the Knesset Comm. on Foreign Affairs and Defense to prepare it for its 1st reading. (JP, MNA, TOI 6/14)

Two Palestinian children are killed when they accidentally trigger a piece of unexploded Israeli ordnance in al-Zarnuq village nr. Beersheba. Elsewhere in Israel, Israeli forces demolish the Bedouin village al-‘Araqib for the 112th time since 2010. In the West Bank, the IDF violently disperses Palestinians gathering outside Qalandia r.c. in solidarity with the 1,500-plus Palestinian prisoners on hunger strike since 4/17 (the Dignity Strike); 4 Palestinians are injured. IDF troops shoot and critically injure a Palestinian outside Huwwara village nr. Nablus after he allegedly attempts to stab 1 of them. They also conduct raids in Rumana nr. Jenin and Nabi Salih nr. Ramallah, sparking minor clashes with stone-throwing Palestinians in each; there are no serious injuries. The IDF arrests 2 Palestinians during further raids nr. Nablus and Hebron, and patrols nr. Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Israeli press says that the construction was approved years ago, but later frozen because of pressure from former U.S. pres. Barack Obama. The plans are reportedly to be unveiled in 5/2017. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, Israeli settlers throw stones at a Palestinian school in Burin village nr. Nablus, causing no injuries or damage; uproot around 90 grapevine seedlings outside Bethlehem; and assault a Palestinian taxi driver nr. Jerusalem. The IDF patrols nr. Qalqilya, Ramallah, and Hebron during the day. In East Jerusalem, Dep. Knesset Speaker Moshe Feiglin tours Haram al-Sharif with a group of right-wing Jewish activists in the morning.
