After a second day of clashes and confrontations at Khan al-Ahmar, a Bedouin village near Jerusalem slated for evacuation and demolition, Israel’s High Court of Justice issues a temporary freeze on the demolition orders amid a dispute over land ownership. During the clashes, 3 international activists are detained and 4 vehicles belonging to activists and journalists are impounded. Meanwhile, The UK, France, Germany, Italy, and Spain jointly convey a formal protest to the Israeli authorities over their plans to demolish the village, warning that such demolitions make a two-state solution less viable. UN officials also protest the demolition plan. UK, Italian, Swedish, Belgian, Norwegian, Finnish, Danish, Swiss, German, Spanish, and Irish diplomats all visit Khan al-Ahmar today. In the West Bank, Israeli forces confiscate a length of water pipe in Bardala village near Jericho and a residential tent outside Susiya near Hebron. They also patrol near Nablus, Tulkarm, Qalqilya, and Hebron. Israeli settlers cut down 350 grapevines in Palestinian farmland near Bethlehem. They leave racist graffiti at the scene as well. In East Jerusalem, Israeli forces demolish 4 agricultural buildings, a gas station, and a car wash in Hizma village and arrest 2 Palestinians during raids in Issawiyya and the Old City. Along Gaza’s border fence, IDF troops open fire on a Palestinian riding a motorcycle near Dayr al-Balah, causing no damage or injuries. Along Gaza’s border fence, a number of Palestinians cross into Israel near Rafah and set fire to an abandoned IDF post, causing damage. They return to Gaza before the IDF can mobilize. Late at night, IDF troops open fire on Palestinian farmland near Dayr al-Balah, causing no serious damage. Meanwhile, Israeli firefighters put out at least 12 fires in southern Israel apparently sparked by incendiary kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops confiscate 2 vehicles during a raid near Tubas. They assault and arrest 1 Palestinian during a raid in Dahaysha refugee camp near Bethlehem; arrest 5 more Palestinians during raids in Hebron and Qalqilya; and patrol near Hebron and Nablus. Israeli forces visit the Bedouin community Khan al-Ahmar near Jerusalem to take measurements and prepare for the planned evacuation and demolition of the village. In Gaza, IDF troops open fire on 4 Palestinian minors approaching the border fence near Jabaliya refugee camp, injuring 1. They then cross the fence, arrest the injured Palestinian, and take him to a hospital in Israel. The IDF claims that the minors were attempting to damage the border fence and enter Israel. Later, IDF troops open fire on 4 Palestinians approaching the border fence near Rafah, injuring 2. They also open fire on Palestinian farmland near Gaza City. In the West Bank, IDF troops arrest 14 Palestinians during late-night raids in and around Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus; and patrol near Hebron and Salfit. A coalition of armed Palestinian groups in Gaza, including Hamas and PIJ, jointly release a statement claiming credit for the rocket fire into Israel on 6/26. “All bombings will be responded to with bombing; we will not accept the continued IDF attacks.” (HA, JP 6/27)

Along Gaza’s border fence, Israeli forces conduct a limited incursion to level land and repair the fence near Khan Yunis. In the West Bank, IDF troops conduct raids in Nablus overnight, arresting 2 Palestinians and sparking clashes with stone-throwing residents of the area; 8 Palestinians are injured (1 critically). They also arrest 2 Palestinians during raids near Bethlehem, and patrol near Hebron and Nablus. Israeli forces block a road near Bethlehem, denying Palestinian farmers access to their lands. Unidentified persons fly incendiary kites toward 3 Israeli settlements—Matan, Yarhiv, and Nirit—marking the first use of this tactic in the West Bank. In East Jerusalem, Israeli police arrest 2 Palestinians at Haram al-Sharif amid minor clashes at the sanctuary. The Israeli press reports that Muslim worshippers threw stones at right-wing Jewish activists touring the sanctuary, lightly injuring 2. Meanwhile, Israeli forces conduct a limited incursion to level land and repair the border fence near Khan Yunis. In the West Bank, Israeli forces demolish a Palestinian home under construction near Ramallah, force Palestinian farmers from their land outside al-Khadir near Bethlehem, and demolish a makeshift Palestinian secondary school in Khirbat Zanuta, a Bedouin community near Hebron. IDF troops arrest 10 Palestinians during raids near Nablus, Hebron, and Qalqilya; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya. Israeli DM Lieberman says that the Palestinian journalist who succumbed to injuries caused by the IDF’s ongoing violent crackdown on the Great March of Return on 4/6, Yaser Murtaja, was a member of Hamas and that he was giving his drone’s video recordings to the group. Hamas denies the allegation. The Washington Post reports that the U.S. recently vetted Murtaja’s company, Ain Media, for a government grant. (AP, JP, WP, YA 4/11)

A senior Iranian official says that Israel’s 4/9 deadly strike on the Syrian T-4 military base “will not remain without response.” Meanwhile, the Russian Foreign Ministry summons the Israeli ambassador to Russia for a formal questioning about the incident and a discussion about recent events in Gaza. In the West Bank, Israeli forces evacuate and demolish a new illegal Israeli settlement outpost, Evyatar, near Nablus. Settlers established the outpost 2 weeks ago. Several are arrested when they resist the demolitions. After the evacuation, some of the settlers throw stones at Palestinian vehicles nearby, cracking 1 windshield. Separately, IDF troops shoot and injure a Palestinian child during clashes sparked by an arrest raid near Ramallah. They arrest 11 Palestinians during late-night raids in and around Hebron, Bethlehem, Jenin, Nablus, and Qalqilya; and patrol near Hebron and Salfit. In East Jerusalem, Israeli forces demolish a structure in a Bedouin encampment in al-‘Izzariya. They also shoot and injure a Palestinian during minor clashes in Issawiyya; and arrest 5 Palestinians during raids in the Old City, Issawiyya, and Shu‘fat. Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. He says that the outcomes of the conference must include international acceptance of Palestinian statehood, consensus on a 2-state solution based on the pre-1967 armistice lines, the establishment of a multilateral mechanism to facilitate negotiations on all final status issues, and a timeline for implementation. In the West Bank, Israeli settlers verbally and physically assault Palestinians gathering in central Hebron in solidarity with Palestinian minors imprisoned by Israel; there are no serious injuries. Israeli forces demolish a Palestinian home under construction in Bayt Dajan village near Nablus and 2 EU-funded schoolrooms in a Bedouin village near Jerusalem. IDF troops arrest 14 Palestinians during late-night raids in and around Ramallah, Hebron, Jenin, Bethlehem, and Qalqilya; and patrol near Hebron and Salfit. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Shu‘fat refugee camp. The Israeli cabinet unanimously approves a proposal to establish a new settlement for the residents of Havat Gilad, the illegal settlement outpost of the settler killed by Palestinians on 1/9. Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and later near Jabaliya refugee camp, causing no damage or injuries. Unidentified persons in Gaza fire several mortar shells at IDF troops patrolling along Gaza’s northern border, causing no injuries. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). In the West Bank, Israeli forces punitively seal shut the Yatta home of a Palestinian imprisoned on charges related to a 6/2016 attack on Israelis in Tel Aviv. Israeli forces demolish a Palestinian home in Ni‘lin overnight. Israel Defense Forces (IDF) troops arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Nablus. In the Negev, Israeli forces demolish the Palestinian Bedouin village of al-Araqib for the 121st time since 2010. (MNA, TOI, WAFA 11/16; PCHR 11/23)

The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. Similar orders have been issued for a Bedouin village in the northern Jordan Valley and other villages near Jerusalem, but none has been enforced yet. (HA, MNA, WAFA 11/17; TOI 11/18)

IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

The atmosphere at Haram al-Sharif remains tense; Muslim worshippers continue praying and protesting outside the sanctuary throughout the day. Israeli forces violently disperse them after the 5th prayer of the day, injuring at least 37 (3 seriously). Separately, IDF troops shoot and kill a Palestinian in Tuqu‘ village nr. Bethlehem after he allegedly attempts to stab 1 of them at a checkpoint; no Israeli soldiers are injured. The killing sparks minor clashes in the village (there are no serious injuries). The IDF returns late at night to interrogate the alleged killer’s family, and threatens punitive demolition of their home. IDF troops also arrest 1 Palestinian during a raid nr. Salfit and patrol during the day nr. Hebron and Qalqilya. Israeli forces issue stop-work orders to 3 homes under construction in Dura village nr. Hebron. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

The Israeli press reports that the Israeli PM’s office approved a plan to increase the municipal boundaries of Qalqilya, which would allow the construction of approximately 14,000 new Palestinian homes in Area C of the West Bank. (It will be reported that only approximately 5,000 new homes could be built in the space allotted.) PM Netanyahu’s office later confirms that the plan was presented in 2016 and approved by the cabinet. The Samaria Regional Council pledges to file a formal petition against the plan. Israel’s Knesset advances a bill that would deduct from the monthly transfers of tax revenues to the PA a sum equal to the amount that the PA pays to Palestinians convicted of serious crimes against Israelis and their families. It will now be sent to the Knesset Comm. on Foreign Affairs and Defense to prepare it for its 1st reading. (JP, MNA, TOI 6/14)

In the West Bank, an Israeli settler shoots and injures a Palestinian after Palestinian youths throw rocks at passing vehicles outside Ramallah. The IDF then arrests the injured Palestinian and closes the entrance to nearby Silwad village. Palestinian businesses in Tulkarm hold a 1-day strike and Palestinian protesters shut down the United Nations (UN) office in Ramallah in solidarity with the 1,500-plus Palestinian prisoners observing the Dignity Strike and to protest the organization’s alleged inaction on their behalf. Israeli forces demolish the inner walls of a home nr. Hebron. IDF troops arrest 8 Palestinians and confiscate 1 car during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces violently disperse Palestinians demonstrating in Qalandia and Sheikh Jarrah in solidarity with the Dignity Strikers; 1 Palestinian is injured and arrested. Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Israeli press says that the construction was approved years ago, but later frozen because of pressure from former U.S. pres. Barack Obama. The plans are reportedly to be unveiled in 5/2017. In the West Bank, IDF troops violently disperse Palestinians gathering outside Ofer Prison in solidarity with the 1,500-plus Palestinian prisoners on hunger strike; 1 protester is injured. Later, a number of Israeli settlers hold a barbeque outside the prison to taunt the hunger strikers. Elsewhere, IDF troops arrest 3 Palestinians during raids nr. Jericho and in Hebron, and patrol nr. Ramallah during the day. An Israeli settler driver allegedly rams a Palestinian youth nr. Bethlehem, moderately injuring her. Late at night, hundreds of settlers visit a Jewish holy site nr. Salfit. Their IDF escort had established checkpoints prior to the visit, blocking Palestinian traffic in the area. The Israeli govt. and PA sign an agreement to allow Palestinian mobile service providers to offer 3G to their customers in the oPt. The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) releases a statement explaining that the deal is meant to strengthen the Palestinian economy. Prior to today’s agreement, the Israeli authorities were barring Palestinian companies from offering 3G due to security concerns. Ahead of his 2d meeting with U.S. envoy Greenblatt this week, Israeli PM Netanyahu says, “We are in the midst of a process of dialogue with the White House and our intention is to reach an agreed-upon policy regarding settlement construction. Agreedupon for us, of course, not just for the [U.S.] side.” Netanyahu and Greenblatt then make progress on the issue, pledging to continue contacts next week, according to a joint statement. Hamas announces the formation of a new comm. to administer Gaza. Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1.
