In the West Bank, Israeli forces raided Kafr Malik, leading to clashes with Palestinians; 1 Palestinian was shot by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also razed hundreds of olive trees near Tubas. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in Sawahara al-Sharqiyya, seized 2 agricultural structures in Khan al-Ahmar, and demolished 1 mosque in a Bedouin community near Yatta. Palestinians protested the PA presidential decrees published on 1/11, which critics say serve to bolster the PA presidency at the expense of the judicial branch of government; the protests were held in front of the court complex in Ramallah. 18 Palestinians were arrested during late-night raids in and around Jenin, Qabatiya, Madama, Sabastiyya, Hizma, Hebron, and Birzeit. The PA announced it had decided to close the Allenby border crossing with Jordan to prevent the spread of new COVID-19 virus variants. The closure is in effect until 2/3. (WAFA 1/28)

After Israel refused to allow restoration work on the Dome of the Rock and other holy places in the Haram al-Sharif compound, Jordan’s foreign minister Ayman Safadi said Israel had agreed to retract its objections and allow the restoration work. (WAFA 1/27; WAFA 1/28)

Member of the Palestinian-Israeli Balad party Mtanes Shehadeh said after a meeting among members of the Arab Joint List that the list will likely be dissolved before the next election due to “fundamental political differences.” 1 of the reasons the Arab Joint List is having irreconcilable differences is that Mansour Abbas, the leader of the United Arab List, is seeking closer ties with Israeli prime minister Benjamin Netanyahu. Another reason is the United Arab List’s more conservative values compared to the 3 other parties. Parties running for the Israeli elections have until 2/4 to submit their composition of candidates. Large protests broke out in Tripoli in Lebanon, leading to confrontations between police and protesters. 1 protester was reported dead and 226 people injured, including 26 police officers. The protesters started taking to the street on 1/25, demonstrating against the COVID-19-related lockdown measures and deteriorating living conditions. (AP 1/27; AP 1/28)

The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. U.S. secretary of state Antony Blinken said the practice of new administrations reviewing pending sales of weaponry is not uncommon. The sale of the F-35 fighter jets to the UAE was part of the Israel-U.S.-UAE normalization deal announced in August 2020. Secretary Blinken also spoke with the Israeli foreign minister Gabi Ashkenazi over the phone to discuss, among other issues, expanding the Trump administration’s normalization efforts. At her confirmation hearing, Linda Thomas-Greenfield, U.S. president Joe Biden’s nominee for UN ambassador, said that she finds the BDS movement “unacceptable” and that it is on “the verge of antisemitism.” Thomas-Greenfield also said she was looking forward to combatting “anti-Israel bias” at the UN and hoped to see more countries join normalization deals with Israel and the U.S. (HA, MEE, TOI 1/27)

In the West Bank, Israeli settlers stormed Bidya and leveled 16 dunams of land using bulldozers, destroying some 950 olive, almond, fig, grape, and citrus trees, and 1 caravan, and fenced off some 20 dunams (4.95 acres) of Palestinian-owned land in Kisan. Israeli forces demolished shacks used for farming in Tarqumiyya and ordered stop-work on 1 house in Taqqua, seizing 1 concreate mixer. Israeli forces also demolished 1 Palestinian-owned house in Bayt Sira. 13 Palestinians were arrested during late-night raids in and around Hebron, Yatta, Jenin, Tulkarm, and Ramallah. In Israel, Israeli forces raided cells and assaulted Palestinian prisoners in Megiddo prison. Israeli forces also demolished the Bedouin village al-Araqib for the 178th time since 2000. In Lebanon, leaders of Hezbollah’s political wing accused the U.S. of obstructing the formation of a new Lebanese government as a deadline for forming a government passed on 9/15. (HA 9/17)

A bipartisan group of members of the U.S. House of Representatives introduced a resolution supporting the normalization deal between Bahrain, the UAE, and Israel, and called on other Arab and Muslim countries to join. The resolution also called on the U.S. government to ensure that U.S. weapons sales does not harm Israel’s qualitative military edge. (HA 9/18)

In the West Bank, Israeli forces confiscate a Palestinian garbage truck during a raid nr. Nablus. IDF troops arrest 4 Palestinians during late-night raids nr. Nablus and patrol nr. Hebron during the day. In East Jerusalem, at least 700 Jewish settlers tour Haram al-Sharif in the morning to commemorate Tisha B’Av. Israeli police remove 9 who attempt to pray at the sanctuary. Israeli forces conduct an arrest raid in Shu‘fat, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Jabaliya r.c., causing no damage or injuries. In s. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. In the West Bank, IDF troops patrol nr. Nablus, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They conduct further patrols nr. Hebron and Ramallah; and arrest 9 Palestinians during late-night raids nr. Hebron, Ramallah, and Nablus. In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. Israeli forces demolish a Palestinian home under construction in Issawiyya as well as 2 rooms in a Palestinian home in Silwan; arrest 7 Palestinians during raids in Hizma and Issawiyya; and shut down a dept. of the Arab Studies Society in Bayt Hanina because of alleged affiliation with the PA (it will be reopened on 3/16). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In West Jerusalem, Israeli forces violently disperse Palestinians protesting Israeli demolitions of Palestinian property outside the finance ministry’s headquarters; there are no serious injuries. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. The IDF arrests a 16-yr.-old Palestinian at Hawara checkpoint nr. Nablus for carrying a bag with “an apparent explosive belt, an improvised weapon, and 20 bullets”; conducts arrest raids, house searches in Ithna, al-Mawasi, Nablus; sends troops into al-Fara’a r.c. to search local Palestinians on the street, fires on Palestinian youths who throw stones at troops; issues military orders confiscating at least 130 d. of agricultural land s. of Nablus to establish a buffer zone around Emmanuel settlement; issues a military order confiscating 25 d. of Azariyya land for separation wall construction. A DFLP mbr. throws grenades at an IDF vehicle in s. Gaza, slightly wounding 2 soldiers; soldiers shoot, kill the assailant. 2 AMB mbrs. fire on an IDF jeep nr. Inside Israel, some 1,000 Israeli border police backed by 16 bulldozers level 4,000 d. of bedouin land in the al-Araqib area of the Negev, seal off all roads leading to the area to prevent the bedouin owners fr. returning. The Israel Lands Dept. says the goal of the operation is to “salvage the state’s lands from the Arab bedouins who seized and exploited them.” (JAZ 2/4)

In retaliation for the 1/17 AMB attack, IDF soldiers in Ramallah confiscate the archives Voice of Palestine, blow up the radio's 5-story building in Ramallah; search the home of PA intelligence chief Tirawi; search, occupy the Episcopal Diocese's Arab Evangelical School. When Palestinian youths throw stones at IDF tanks surrounding Arafat's headquarters, troops respond with live ammunition, rubber-coated steel bullets, stun grenades, and tear gas, injuring 15. Some 4,000 Palestinians also hold a nonviolent march in the city to protest the IDF presence. Elsewhere in the West Bank, wanted AMB mbr. Faraj Hani Odeh Nazzal is fatally shot in what is thought to be an IDF assassination. The IDF also shells residential areas of Nablus. Palestinian gunmen fire on Gilo. In the Negev, 200 bedouin protest against an Israeli Interior Min. order to raze illegally built homes in their community. Many of the tin shanties were built by bedouin who served in the IDF, were recently discharged. (HA 1/19)

PLO Exec. Comm. mbr. Mahmud Abbas (Abu Mazin) plays down Palestinian fears of separate Israeli-Syrian peace, responding to recent reaffirmations by Syria of commitment to comprehensive settlement. Abbas says it is not important ifone track moves slightly ahead of another as long as there is a simultaneous final agreement. (al-Hayat in MM 9/30)

Arab FMs hold annual coordination meeting in New York. Egyptian FM 'Amr Musa says Syria requires a clear Israeli statement of willingness to withdraw from Golan Heights before top-level Israeli-Syrian meetings can take place. Military Action:

Casualties:

21 IDF wounded in ambush, bringing total IDF casualties in 3 weeks to 25 wounded, 6 dead, and since Sept. 1, total IDF casualties are 104 killed, 203 wounded; one attacker killed by IDF; 19 killed in Tripoli fighting.

Israel/ Occupied Territories: MK Charlie Biton, at lunch hosted by PLO in New York, calls for Palestinian state on the West Bank, urges US to negotiate directly with the PLO, Israel to cut military spending; Bedouin whose herds were seized in December win order nisi from Israeli High Court calling for Defense Ministry, Chief of Staff and Nature Reserves Authority (Green Patrol) to give reason within 10 days why the herds should not be returned; Palestinian union activists, journalists, writers and poets from Nablus, Tulkarm and Hebron arrested and detained by military authorities now number over 300 in Fara'a prison.
