In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man after he allegedly shot and wounded 6 settlers in the Ma’ale Adumim settlement. Israeli settlers also erected barbed wire fencing on Palestinian-owned land in al-Maleh. Israeli forces shot and killed 1 Palestinian minor after he allegedly tried to stab 2 Israeli soldiers that stopped to interrogate him near as-Samu. Israeli forces also demolished a commercial structure in Deir Balut. Elsewhere, Israeli forces raided Sabastia, surveying the town’s Roman amphitheater. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces prevented a Palestinian ambulance from entering East Jerusalem at al-Zaim checkpoint, resulting in the death of a 40-year-old Palestinian man who had suffered a stroke. The Ghaith-Sub Laban family, who were evicted from their home in the Old City of East Jerusalem, received a letter ordering them to pay for their own eviction by paying $4,613 to the Israeli police and $4,500 to the company that carried out the eviction. The family also owe $3,500 in court fees. The Ghaith-Sub Laban family was evicted on 7/11 as Israeli settlers took over their home. (HA 8/11; WAFA 8/13; MEMO 8/14)

The Israeli National Planning and Building Council approved the establishment of 5 new communities in the Naqab, including 4 Jewish communities and 1 for Bedouins. A memorandum discussed in the Southern District Planning and Building Committee last month said the goal of the Jewish communities is to prevent the expansion of Bedouin communities along Routh 25 and to bolster the Jewish presence in the area. In the West Bank, Israeli forces demolished 8 structures in a bedouin village north of Ramallah and delivered demolition notices for 2 houses near Bethlehem. 11 Palestinians were arrested in and around Tulkarm, Jenin, Bethlehem, and Ramallah; during the raid in Tulkarm, 2 Palestinians were shot by Israeli forces using rubber-coated bullets; during the raid near Jenin, 1 Palestinian was shot by live ammunition. In East Jerusalem, 1 Palestinian-owned home was demolished in Silwan and 1 Palestinian family demolished their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. 4 Palestinians were arrested. In Gaza, Hamas authorities initiated a 48-hour curfew after 4 members of the same family tested positive for the COVID-19 virus on 8/24; these were the 1st people to test positive in Gaza outside of designated quarantine facilities. Both PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met separately with the British foreign secretary Dominic Raab in Ramallah. President Abbas told Secretary Raab peace cannot be achieved by bypassing the Palestinians through normalization of relations with other Arab countries. (WAFA, WAFA 8/25)

U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. The director of UNRWA affairs in Gaza, Matthias Schmale, called on Israel to start allowing fuel into Gaza as Gaza’s only power plant had remained closed for 1 week due to lack of fuel as Israel blocked the entrance of fuel to Gaza. (WAFA 8/25)

In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. In East Jerusalem, 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. The letter warns the State Department that the 4 will “pursue conditions on the $3.8 billion in U.S. military funding to Israel.” (Jewish Insider 6/29; HA 6/30)

In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restriction during the Jewish Sukkot holidays. Israeli settlers vandalized 6 Palestinian-owned cars in Dayr ‘Ammar. Israeli settlers also attacked Palestinians harvesting olives in Burin and al-Jaba‘. During the attack in Burin, 1 pro-Palestinian Israeli activist suffered broken bones and a settler set fire to some trees. 15 Palestinians were arrested during raids in and around Abu Dis, Ramallah, Hebron, and Qalqilya. During a raid near Tulkarm, Israeli forces seized 10,000 NIS ($2,800) in cash. Israeli forces also shot and injured 1 Palestinian trying to enter Israel southwest of Jenin. In East Jerusalem, for the 2d day in a row, a natural spring was opened for Jewish visitors only; Israeli forces guarded the spring and closed a road leading to nearby Palestinian towns. 7 Palestinians were arrested, including 6 during raids in Issawiyya; 1 preacher of the al-Aqsa Mosque was arrested in the Old City. In East Jerusalem, Israeli forces arrest the PA’s governor of Jerusalem, Adnan Ghaith, during a raid in Bayt Hanina. They accuse him of an undisclosed “violation” in the West Bank. Israeli forces also arrest 1 Palestinian during a late-night raid in Kafr 'Aqab. Meanwhile, approximately 50 right-wing Jewish activists tour Haram al-Sharif. In the West Bank, IDF troops deliver stop-work orders to 3 Palestinian homes under construction in al-Wajala village near Bethlehem; arrest 7 Palestinians during late-night raids near Ramallah, Bethlehem, Nablus, and Tulkarm; and patrol near Nablus, Hebron, and Tulkarm. Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings with Gaza to be re-opened, days after he ordered them closed in response to escalating violence along Gaza’s border on 10/17. He also says he will consider re-allowing transfers of Qatari-funded fuel for Gaza’s only power plant (he ordered them to halt after a bout of violence on 10/12). Today’s decision reportedly comes after Lieberman conferred with top security officials and verified Hamas’s efforts to limit the violence along Gaza’s border in recent days. (HA, MNA, TOI 10/21)

Israeli prime minister Benjamin Netanyahu postpones for “a short time” the planned evacuation and demolition of Jerusalem-area Bedouin village Khan al-Ahmar. According to sources in Netanyahu’s office, the prime minister wants to give more time for the ongoing negotiations on relocation sites, including a new proposal from the residents. The residents reportedly offered to move 500 meter north to the outskirts of Anata refugee camp “The amount of time to achieve this consent will be determined by [Israel’s cabinet],” he says. “I will convene it today. It will make a decision. The timetable will be short. I believe the evacuation will also be consensual.” Israeli defense minister Lieberman says that the Netanyahu made this decision “despite [his] strong objections.” (HA, HA, HA, JP, MNA, TOI 10/21)

Jordan’s King Abdullah announces that earlier today he informed the Israeli government that he does not intend to renew 2 annexes of the 1994 Jordan-Israel peace treaty. The annexes specifically stipulated that Jordan would lease 2 areas of land along the Israel-Jordan border to Israel for a period of 25 years. Netanyahu responds that he intends to negotiate with Jordan on extending the lease. “There is no doubt the agreement is an important asset,” he adds. (HA, JT, TOI 10/21; JP 10/22)

In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 1 Palestinian during a raid in Qalandia refugee camp. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian minors approaching the border fence near Gaza City, causing no injuries. In southern Israel, Israeli forces demolish the Bedouin village al-Araqib for the 133d time since 2010. They also demolish a home in the Bedouin village Hura . After closing it indefinitely on 9/5, the Israeli authorities partially re-open the Erez border crossing, allowing a small number of humanitarian cases, journalists, and Palestinians from the West Bank into Gaza. Defense Minister Lieberman says the crossing will remain closed until at least 9/13. Separately, the Israeli authorities announce that all crossings in and out of Gaza and the West Bank are to be closed from midnight on 9/8 through midnight on 9/11 around the Jewish holiday Rosh Hashanah. U.S. president Donald Trump says that he does not plan to resume any aid for the Palestinians until they begin negotiations with Israel. “The U.S. was paying them tremendous amounts of money,” he says, in a call with U.S.-Jewish leaders. “And I say, ‘You’ll get money, but we’re not paying until you make a deal. If you don’t make a deal, we’re not paying.” Trump has slashed almost all U.S. aid for the Palestinians, including that which is traditionally directed through UNRWA, since 1/2018. In the West Bank, IDF troops arrest 9 Palestinians and confiscate 2 vehicles during late-night raids near Ramallah, Hebron, Jenin, Bethlehem, and Qalqilya; and patrol near Nablus, Jenin, and Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma. They also establish a new observation post in Silwan to oversee the opening of a new Jewish-Yemeni cultural center in the neighborhood later in the day. Israel’s High Court of Justice holds a hearing on the fate of Khan al-Ahmar, the West Bank Bedouin village the Israeli government intends to evacuate and demolish. Two of the three judges reaffirm their view that the evacuation and demolition cannot be avoided. The entire panel calls on the lawyers on both sides to compromise on a new relocation plan because the villagers have rejected the government’s proposal, which would move them to a site near a garbage dump outside Abu Dis. Along Gaza’s border fence, Israeli forces conduct a limited incursion to level land and repair the fence near Khan Yunis. In the West Bank, IDF troops conduct raids in Nablus overnight, arresting 2 Palestinians and sparking clashes with stone-throwing residents of the area; 8 Palestinians are injured (1 critically). They also arrest 2 Palestinians during raids near Bethlehem, and patrol near Hebron and Nablus. Israeli forces block a road near Bethlehem, denying Palestinian farmers access to their lands. Unidentified persons fly incendiary kites toward 3 Israeli settlements—Matan, Yarhiv, and Nirit—marking the first use of this tactic in the West Bank. In East Jerusalem, Israeli police arrest 2 Palestinians at Haram al-Sharif amid minor clashes at the sanctuary. The Israeli press reports that Muslim worshippers threw stones at right-wing Jewish activists touring the sanctuary, lightly injuring 2. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Israel’s Supreme Court rejects a petition to abort the state’s plans to demolish a bedouin village in the Negev and replace it with a new Jewish town. Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks.
