Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Meanwhile, in the West Bank, the IDF patrols in Bayt Liqya nr. Ramallah during the day and in Jenin, Jericho, and 2 villages nr. Ramallah and Salfit. Jewish settlers fr. Beit El nr. Ramallah enter nearby Dawar al-Qare’ village and set fire to 2 cars. (PCHR 8/25)

In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

Egyptian border police clash with 100s of Palestinians protesting Egypt’s refusal to allow a humanitarian aid convoy through the Rafah crossing into Gaza without Israel’s permission and Egyptian plans to build an underground steel wall to deter smuggling tunnels, leaving 1 Egyptian soldier fatally shot, 10s of Palestinians injured. In Gaza, a PRC mbr. injured in the 1/5 Israeli air strike on al-Qarara dies. The UN reports that since 12/23, 1 Palestinian has been killed in a smuggling tunnel collapse on the Rafah border. In the West Bank, the IDF makes a late-night incursion into Zabbuba village nr. Jenin, patrolling streets but making no arrests; conducts late-night arrest raids, house searches n. of Jerusalem. Israeli naval vessels fire on an unmanned Palestinian boat off the Bayt Lahiya coast, causing it to explode, resulting in no injuries; Israel claims the boat was full of explosives and Palestinians floated it out to sea in an attempt to attack its ships; there is no independent confirmation, and no group takes responsibility for staging an attack. Egyptian border police demolish 6 smuggling tunnels on the Rafah border. In the West Bank, the IDF stages a late-night raid into Tuqu‘ village nr. Bethlehem, searching several homes and ordering a number of Palestinians to surrender for questioning, but making no arrests; conducts late-night arrest raids, house searches nr. Jenin, Nablus. In Jerusalem, around 80 Jewish settlers break into the al-Aqsa Mosque compound to celebrate the Passover festival there, chanting slogans to destroy the mosque and build the Third Temple; mosque guards block the settlers fr. entering the mosque itself; the IDF intervenes to arrest a Palestinian journalist covering the incident, charging him with “posing a danger to the Jewish public.” (NYT 4/14; OCHA 4/15; PCHR 4/16)

Egyptian border police blow up 10 smuggling tunnels along the Rafah border, causing no reported injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager nr. Beit El settlement nr. Ramallah, claiming that he was preparing to throw a Molotov cocktail; bulldozes the Palestinian home in Hebron where PA security forces claimed to find a tunnel on 10/13. Jewish settlers fr. Maj. Gen. Gadi Shamni, head of the IDF Central Command, warns the Israeli cabinet that Jewish settler violence is in danger of spinning out of control, stating, “an extreme incident could happen at any time. These people are conspiring against the Palestinians and against the [Israeli] security forces.” Shamni reports that in the past few wks. settlers have set a dog on an IDF reserve cmdr., broken the arm of a dep. battalion cmdr., slashed tires on IDF vehicles. In Hebron, he says settlers attacked an IDF officer who tried to stop settler children fr. throwing stones at Palestinians. (WP 10/15)

In the West Bank, the IDF raids and searches homes nr. Jenin but makes no arrests; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation). Jewish settlers fr. Kiryat Arba and a nearby unauthorized outpost in Wadi al-Nassara attack Palestinian homes for a 2d day, causing damage but no reported injuries. Jewish settlers with a bulldozer occupy and level a plot of Palestinian land s. of Bethlehem; the IDF removes the settlers. Jewish settlers fr. Yitzhar nr. Nablus throw a large rock at a passing Palestinian car, seriously injuring a Palestinian woman and lightly injuring her child; the IDF evacuates the mother to a hospital in Israel. In Gaza, Hamas-affiliated police detain several senior Fatah officials in what Hamas calls a response to Fatah’s detention of West Bank Hamas loyalists on 7/28. The IDF sends troops, bulldozers into Gaza City, where they demolish a Palestinian home, 2 businesses, and 2 agricultural storehouses and arrest 4 Palestinians (all mbrs. of the Hillis clan); also levels previously bulldozed land nr. al-Qarara. Later, IDF aircraft fire 2 missiles a group of armed Hamas mbrs. e. of Gaza City, wounding 6. Egyptian border police find, demolish 12 smuggling tunnels along the Rafah border. In the West Bank, the IDF patrols in Zayta nr. Tulkarm, firing on residential areas, conducting random ID checks, and arresting 1 Palestinian teenager; conducts late-night arrest raids, house searches in and around Jenin town and r.c., Nablus. Jewish settlers fr. Shima settlement nr. Hebron attack Palestinian shepherds nearby and confiscate 60 sheep, arguing that the Palestinians had been “illegally” grazing their flocks on “state land”; the IDF secures the return of the sheep but bars the Palestinians fr. keeping them in the area. Armed Jewish settlers fr. Dov Nesher nr. Hebron attack Palestinian farmers and shepherds on nearby land, forcing them to flee the area. A Jewish settler wounds a Palestinian in a drive-by shooting in Hebron; the IDF transports the Palestinian to an Israeli hospital. A dispute erupts btwn. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Bethlehem, 510 units in Givat Ze’ev n. of Jerusalem, 302 units in Ma’ale Adumim e. of Jerusalem, 160 units in Binyamin settlement n. of Jerusalem, 158 units in Efrat nr. Bethlehem, and 48 units each in Ariel nr. Salfit and Kiryat Arba in Hebron. Palestinians throw stones at Jewish settler vehicles nr. Nablus; the settlers respond by shooting, killing 3 Palestinian sheep nearby. Jewish settlers fr. Keddumim nr. Qalqilya stone Palestinian vehicles driving nearby, causing no reported injuries. In the West Bank, the IDF conducts arrest raids, house searches in Nablus (also raiding an Islamic charity, confiscating computers and files), nr. Jenin; fires percussion grenades, rubber-coated steel bullets at 2 groups of stone-throwing Palestinians in Hebron, injuring 4; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 3). Jewish settlers fr. Ramat Yishai nr. Hebron attack and vandalize a nearby Palestinian home; the IDF intervenes to halt the attack. Palestinians stone a Jewish settler vehicle nr. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring several) and a similar protest at alWalaja (causing no reported injuries). Palestinian gunmen fire on a Jewish settler’s vehicle nr. Karnei Shomron settlement nr. Qalqilya, injuring 2 settlers. Having sealed the West Bank border for Rosh Hashanah (see 9/12), the IDF allows only Palestinian men over age 60 to enter Jerusalem fr. the West Bank to attend prayers marking the 1st Friday of Ramadan. Israelis in Sederot close schools, demand government action after Palestinians fire 3 more rockets fr. Gaza into Israel, causing no damage or injuries. Egyptian border police demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF raids, searches several Hamas-run charities in Nablus, confiscating documents, computers and sealing the offices; patrols in, fires on residential areas of ‘Azun nr. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. Hebron (seriously wounding 1 Palestinian); conducts arrest raids, house searches in and around Nablus, in Qabatya nr. Jenin and Tulkarm r.c., and nr. Hebron. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents. In Gaza City, the previously unheard-of Security Members Martyrs Brigade took responsibility for detonating a bomb under the car of a prominent Hamas mbr. in Gaza City, causing no injuries; the group is thought to be made up of Fatah security officers still in Gaza who have been underground since Hamas took over in mid6/07.
