 In Gaza, at least 2 Palestinians die in a smuggling tunnel collapse nr. Rafah, according to Palestinian sources. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Gaza City. In the West Bank, IDF troops conduct raids in Aida r.c. and al-Azza r.c. nr. Bethlehem late at night, sparking clashes with armed and stone-throwing Palestinian youths in both; there are no serious injuries. They conduct further raids in Salfit and nr. Hebron, Nablus, Ramallah, and Tulkarm, arresting 13 Palestinians and issuing arrest summons to 3; patrol nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, Israeli forces confiscate property and arrest 1 Palestinian during raids in the Old City. Israeli PM Netanyahu says that there has been a “significant decline” in the number of serious Palestinian crimes against Israelis. He also reaffirms his ban on MKs and other elected officials visiting Haram al-Sharif ahead of the Jewish holiday Passover. (TOI 4/10)

Tension in East Jerusalem continues to escalate surrounding Jewish holidays and access at Haram al-Sharif. After Palestinian youths spend the night in al-Aqsa Mosque, the Israeli police and Islamic Waqf officials spend the morning attempting to negotiate their exit, but the talks fail to produce an agreement. Then, 150 Israeli police officers raid Haram al-Sharif, evacuating Palestinians from al-Aqsa Mosque and sparking clashes with stone- and firebomb-throwing Palestinian youths for the 2d day in a row; 1 Israeli policeman and 22 Palestinians are injured, including 3 seriously. The Israeli authorities close all but 3 entrances to the sanctuary and later bar all Palestinian worshippers. Israeli forces also arrest 9 Palestinians on late-night raids in the Old City, Jabal Mukabir, Ras al-Amud, and Abu Dis. In a related development, the Israeli authorities announce they will close Hebron’s al-Ibrahimi Mosque, known to Jews as the Cave of the Patriarchs, to Muslim worshippers on 9/29 and 9/30 to accommodate Jewish access during the Jewish holiday Sukkoth. In Gaza, a Hamas fighter dies in a smuggling tunnel accident. A Palestinian in Gaza City is injured when he accidentally detonates an unexploded Israeli munition. In the West Bank, IDF troops conduct late-night raids and house searches in 1 village each nr. In Israel, Israeli forces demolish the bedouin village al-‘Araqib in the Negev for the 81st time since it was 1st targeted in 2010; detain the head of the Prisoners’ Families Comm. in Jerusalem, Amjad Abu Asab, at Ben Gurion airport where he was on his way to participate in a conference in Turkey. In Gaza, 2 Palestinians are killed in separate incidents in underground tunnels: an Izzeddin al-Qassam Brigades (IQB) mbr. dies in a Hamas-operated tunnel w. of Rafah; and, a man dies of accidental electrocution in a smuggling tunnel also nr. Rafah. In the West Bank, the IDF patrols in 1 village each nr. Tulkarm, Salfit, and Hebron. Israeli settlers destroy 40 olive trees nr. The International Atomic Energy Agency (IAEA) delivers a report on Iran’s nuclear program, concluding that the Iranian govt. is still not fully cooperating though it has largely upheld its obligations under the Joint Plan of Action (JPOA), which governs its negotiations with the P5+1. IAEA officials will discuss these issues with Iranian officials in Tehran on 3/9. (AP, FT, HA, NYT, REU 2/19; REU 2/20)

Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Nr. al-Maghazi r.c., 2 Palestinians are injured when they accidentally trigger unexploded IDF ordnance while scavenging for scrap metal. In the West Bank, the IDF patrols in 4 villages nr. Tulkarm (2 simultaneously) and 2 in Ramallah in the morning; conducts late-night arrest raids, house searches in Nabi Salih and nr. Jenin. Hunger-striking administrative detainee Hana Shalabi is “in grave danger of dying” according to Physicians for Human Rights–Israel, which provides her with a doctor. JSC head Gen. Dempsey receives IDF chief of staff Lt.-Gen. Benny Gantz in Washington for talks on Iran and Syria as part of the regular U.S.-Israel strategic dialogue. Gantz also meets with White House and Defense Dept. officials, but no details are released. (JPI 3/30)

Speaking at a conference on Palestinian refugees in Brussels, EU foreign policy adviser Catherine Ashton expresses condolences for the 3/19/12 Jewish deaths in Toulouse and regrets over recent tragedies worldwide that have resulted in child casualties, citing among them Israel’s recent air strikes on Gaza (3/9–12) that injured 14 Palestinian children. Israeli PM Netanyahu denounces her for making “the comparison between a deliberate massacre of children and defensive, surgical actions.” Ashton’s spokesman issues a statement saying that her words were “grossly distorted.” (NYT 3/21)

In the West Bank, the IDF makes a daytime raid into a village nr. Jenin, searching a store and arresting 1 Palestinian. In Jerusalem, Jewish vandals spray graffiti on a Greek Orthodox monastery and school saying “price tag” and “death to Christians.” Jewish settlers fr. Eli settlement nr. Nablus vandalize and spray racist graffiti on the walls of 2 nearby Palestinian stores and a car. OCHA reports that 70% of gas stations in Gaza have closed because of a sharp reduction in the amount of fuel coming through the Rafah smuggling tunnels in the past 2 wks.; OCHA cites unconfirmed reports as indicating that the sharp decline is a result of new restrictions and fees that Egyptian police have imposed on fuel trucks headed to Egyptian Rafah. The Vatican announces that Pope Benedict XVI will visit Lebanon in 9/2012 to issue a statement on the future of the Catholic church in the Middle East and “the plight of Christians in the Muslim-dominated Middle East.” (WT 2/8)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza shore, forcing them to return to shore. A Palestinian is fatally electrocuted in a smuggling tunnel under the Rafah border. In the West Bank, the IDF conducts synchronized daytime patrols in 2 villages nr. Jenin; patrols in Bil‘in in the afternoon, firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them, causing no serious injuries; conducts late-night arrest raids, house searches in and around Bethlehem and nr. Hebron. In East Jerusalem, Israeli police force Palestinian merchants in a market area to close their stores so right-wing Jewish groups can hold religious services. A Palestinian bystander injured when Israel assassinated Hamas leader Said Siyam on 1/15/09 during Operation Cast Lead, dies in an Israeli hospital where he had been receiving treatment since 5/2011. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In Bahrain, protesters ramp up demonstrations in response to Saudi Arabia’s incursion, while the king imposes a 3-mo. state of emergency, deploys the military, and closes schools and govt. offices. (NYT 3/16)

Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. New York State assemblyman Dov Hikind leads a delegation of 50 Jewish Americans to lay the cornerstone of a new settlement housing project (Nof Zion) in the Palestinian neighborhood of Jabal Mukabir in East Jerusalem (see Quarterly Update for details). Meanwhile, the IDF demolishes a Palestinian home and store in Issawiyya (14 residents) on the outskirts of Jerusalem, 4 Palestinian structures in other Arab areas of East Jerusalem, including Silwan. In the West Bank, the IDF searches greenhouses nr. Jenin, looking for unlicensed wells; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin. Also in East Jerusalem, an Israeli youth stabs, wounds a Palestinian laborer in Ramat Eshkol settlement. The IDF also makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land along the border fence, clearing lines of sight. Late in the day, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. In response, the IDF makes air strikes on 2 smuggling tunnels along the Rafah border (injuring 1 Palestinian) and on a Hamas training site in Khan Yunis (destroying 2 structures). In the West Bank, the IDF conducts late-night raids, house searches nr. Ramallah, Qalqilya, Jenin, and in Tulkarm, arresting 8 Palestinians (including 1 teenager) and summoning 1 mbr. of the Bil‘in Public Committee Against the Wall and Settlement for interrogation; issues demolition orders for 6 Palestinian homes in Azun that allegedly provided cover for stone-throwing Palestinian youths. Unidentified Palestinians shoot at a Jewish settler vehicle outside Kida settlement n. of Jerusalem, wounding the driver, who is airlifted to a hospital in Jerusalem; stone Israeli vehicles traveling nr. In Jerusalem’s Old City, Israeli security forces arrest at least 50 Palestinians in search and arrest operations targeting those who participated in riots on 9/27. (OCHA 10/2)

Israeli naval vessels fire on an unmanned Palestinian boat off the Bayt Lahiya coast, causing it to explode, resulting in no injuries; Israel claims the boat was full of explosives and Palestinians floated it out to sea in an attempt to attack its ships; there is no independent confirmation, and no group takes responsibility for staging an attack. Egyptian border police demolish 6 smuggling tunnels on the Rafah border. In the West Bank, the IDF stages a late-night raid into Tuqu‘ village nr. Bethlehem, searching several homes and ordering a number of Palestinians to surrender for questioning, but making no arrests; conducts late-night arrest raids, house searches nr. Jenin, Nablus. In Jerusalem, around 80 Jewish settlers break into the al-Aqsa Mosque compound to celebrate the Passover festival there, chanting slogans to destroy the mosque and build the Third Temple; mosque guards block the settlers fr. entering the mosque itself; the IDF intervenes to arrest a Palestinian journalist covering the incident, charging him with “posing a danger to the Jewish public.” (NYT 4/14; OCHA 4/15; PCHR 4/16)
