In the West Bank, Israeli settlers threw stones and bottles at Palestinian vehicles traveling near Ya’bad. Israeli forces shot and killed 2 Palestinians, including 1 minor, during a raid in Aqabat Jaber refugee camp. Israeli forces also shot and critically wounded 1 Palestinian while escorting Israeli settlers to Joseph’s Tomb in Nablus; the man succumbed to his wounds on 8/19. Meanwhile, Israeli forces shot and wounded 1 Palestinian at a checkpoint in Huwwara, claiming he had opened fire at the soldiers. Israeli forces also arrested 2 Palestinians, including 1 minor, in Burqa; they were then charged with throwing stones at Israeli settlers when the settlers raided Burqa on 8/4. Elsewhere, Israeli forces demolished a park in Qarawat Bani Hassan, razing 40 trees, removing artificial turf, benches, solar panels, and light poles. Israel claimed that Palestinian militants attempted to launch a rocket at Israel from the northern part of the West Bank, but that the rocket launch had failed. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested 1 Palestinian man suspected of drug offenses in Shu’fat refugee camp; he was then severely beaten and imprinted with a Star of David under his eye. None of the 16 Border Police officers had their body camaras on and Israeli police claimed the Star of David imprint was caused by shoelaces. The Palestinian man was released from custody on 8/20. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and seized their boat. An Israeli court sentenced Palestinian activist Aya Khatib to 4-years in prison claiming she provided “information with the aim of harming state security” and that funds she raised were given to families that are connected to Hamas. Khatib called the ruling unjust, saying her work benefits Palestinian children in Gaza suffering from medical issues. (MEE 8/15)

The Jerusalem District Court released Yehiel Indore, the main suspect of the settler attack on Burqa on 8/4 where 1 Palestinian was killed, to house arrest. (AP, HA 8/15)

Israeli foreign minister Eli Cohen met with Paraguayan president Santiago Peña in Asunción hours after he was sworn in to office. The Paraguayan Foreign Ministry announced that Peña will move the country’s embassy to Israel to Jerusalem. In 2018, the then Paraguayan president Horacio Cartes moved the Paraguayan embassy to Jerusalem from Tel Aviv before his successor Mario Abdo Benítez moved the embassy back to Tel Aviv months later, prompting Israel to close its embassy to Paraguay. Japan donated $1 million to UNRWA to help Jenin refugee camp recover from the 2-day Israeli raid on the camp in July. The EU donated $24 million for payments to 71,162 vulnerable Palestinian families. (WAFA, WAFA 8/15)

In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

In the West Bank, Israeli settlers attacked Palestinian shepherds and international activists using stones and batons near Yatta, damaging 1 vehicle. Israeli settlers also threw stones at Palestinian vehicles traveling near Umm Safa and Ya‘bad. Elsewhere, Israeli settlers with military protection raided al-Twana; 1 Palestinian was shot by Israeli forces using live ammunition and 7 others were shot by rubber-coated bullets. Israeli forces shot and killed 1 Palestinian who allegedly shot and injured 2 soldiers at a checkpoint near Madama. 6 Palestinians were arrested, including 5 during house raids in and around Bethlehem, Surayf, Abu Dis, and al-Khadir, and 1 at a checkpoint near Jenin. In East Jerusalem, 11 Palestinians were arrested during late-night raids in Issawiyya and the Old City. In Gaza, 50 Palestinians were killed, including 11 children and 2 pregnant women, and dozens were injured, raising the comprehensive death toll since 5/10 from 64 to 114, including 27 children and 2 pregnant women. The casualties included: 6, including 2 children, and 25 wounded, including 7 children, in artillery fire at Um al-Nasar village near Bayt Lahiya; 10, including 4 children and 1 pregnant woman, and 52 wounded, in air strikes on apartment buildings in Bayt Lahiya; 2 in air strikes on al-Bureij refugee camp; 1 in al-Turkman in an airstrike; 1 child, and 8 others injured, in an air strike on an apartment building in Bayt Hanun; 2 in an air strike near a hospital in Bayt Hanun; 2 in air strikes on Tal al-Hawa; 4, including 2 children, and 5 wounded, in air strikes on a residential building in al-Bureij refugee camp; 6, including 2 children and 1 pregnant woman, and 22 wounded, including 10 children, in air strikes on 2 houses in Rafah; the bodies of 14 Palestinians were found at a military site; Hamas claimed that the 14 had died of toxic gases from Israeli weapons. In Israel, 1 Jewish-Israeli man was injured in a stabbing in Lydda. 1 Muslim cemetery and 1 synagogue were vandalized in Lydda. Israeli forces shot and injured 1 Palestinian-Israeli man with a rubber-coated bullet as he was filming the soldiers from the inside of his house in Jaffa. Israeli right-wingers attacked Palestinian-Israelis and Israeli journalists in the Hatikva neighborhood of Tel Aviv. Israeli forces violently dispersed Palestinian protesters in ‘Akka and Israeli right-wingers attacked 1 Palestinian-owned grocery store. 3 rockets were fired at Israel from Lebanon; all 3 landed in the sea. Dozens of rockets were fired at Israel from Gaza, most of them intercepted. 1 Israeli woman died after falling while running to a shelter near Ashdod, raising the Israeli death toll to 8. Israeli defense minister Benny Gantz ordered 10 reserve border police companies to cities in Israel where violence has been rising. Several Israeli media outlets also reported that Israeli military officials were preparing to approve plans for a ground invasion of Gaza. Defense Minister Gantz also spoke with senior executives of social media companies Facebook and TikTok to convince them to prevent content critical of Israel on their platforms. U.S. president Joe Biden said that he did not believe that the Israeli bombardment of Gaza is a “significant overreaction.” The Biden administration also rejected a publicly held UN security council (UNSC) meeting on 5/14 discussing the situation in Israel and Palestine. The U.S. has prevented any statements from the UN security council on the matter from 2 other UNSC meetings held in the past week. The Biden administration also notified Congress that it will be sending $10 million to Palestinian groups in the West Bank and Gaza to support exchange and reconciliation projects with Israelis. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli forces raided Jenin, leading to clashes with Palestinian residents; tear-gas related injuries were reported. Israeli forces also handed stop-work orders for 9 structures, 7 of them residential, in Kafr al-Dik. 4 Palestinians were arrested during raids in and around Ya‘bad and Bethlehem. In East Jerusalem, 2 Palestinians were arrested during raids in Ras al-Amud and the Old City. In Gaza, 1 rocket was fired at Israel; shrapnel from the rocket, which was intercepted, damaged 1 car in Sderot. Israeli forces subsequently fired rockets at a cement production facility and underground infrastructure near Khan Yunis and Rafah; no injuries were reported. Hamas called the Israeli rockets a “clear message of escalation.” Israeli forces also fired live ammunition at agricultural lands east of Khuza‘a; no injuries were reported. In the West Bank, IDF troops shoot and injure a Palestinian at a gas station near Jerusalem after she allegedly attempts to stab an Israeli border police officer with scissors. They also arrest 7 Palestinians during late-night raids near Jenin, Tulkarm, and Ramallah; and patrol near Jenin, Nablus, and Hebron. PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. Following 2 days of increased tension in East Jerusalem, a Palestinian attacks a group of Israeli border police nr. the Damascus Gate to the Old City, stabbing and injuring 1. The Israeli police assault and arrest the man. Israeli forces demolish 2 Palestinian homes and 7 stores in al-‘Izzariya to clear space for the expansion of the separation wall. They also detain 4 Palestinians at Haram al-Sharif. Late at night, Palestinian youths throw a firebomb at an Israeli police jeep in al-Tur, sparking clashes with Israeli forces; 2 Palestinians are detained. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements. Pres. Obama, asked during his trip to Indonesia about his reaction to Israel’s 11/8 construction announcement, states sharply that “this kind of activity is never helpful when it comes to peace negotations. I’m concerned that we’re not seeing each side make the extra effort . . . to get a breakthrough. Each of these incremental steps can end up breaking trust.” Hours later, Netanyahu’s office responds saying “Jerusalem is not a settlement. It is the capital of the State of Israel. . . . Border police fire rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, injuring 19 Palestinian children (ages 10–15); 1 Israeli border policeman is also injured. Also in East Jerusalem, Israeli authorities raid, search 2 Palestinian homes in Silwan, arresting 2 Palestinians. Silwan residents report that in recent weeks, Israeli authorities have stepped up arrests of young Palestinian men in Issawiyya and Silwan, and that Jewish settlers and settlement guards in Silwan have been accosting local Palestinians more frequently, generating almost daily low-grade clashes. Tulkarm. Meanwhile, the IDF makes brief incursions into n. Gaza nr. Bayt Lahiya and c. Gaza e. of al-Maghazi r.c. to bulldoze Palestinian lands along the border fence to clear lines of sight. After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur.
