Following 2 days of increased tension in East Jerusalem, a Palestinian attacks a group of Israeli border police nr. the Damascus Gate to the Old City, stabbing and injuring 1. The Israeli police assault and arrest the man. Israeli forces demolish 2 Palestinian homes and 7 stores in al-‘Izzariya to clear space for the expansion of the separation wall. They also detain 4 Palestinians at Haram al-Sharif. Late at night, Palestinian youths throw a firebomb at an Israeli police jeep in al-Tur, sparking clashes with Israeli forces; 2 Palestinians are detained. In the West Bank, IDF troops conduct house searches and raids nr. Tulkarm, Hebron, Jenin, and Qalqilya, arresting 11 Palestinians. In the West Bank,Israeli soldiers open fire on a Palestinian man nr. a checkpoint s. of Nablus late at night, critically injuring him.Israeli forces demolish around 25 structures owned by Palestinian bedouin in a village nr. Tubas and deliver stop-work notices to 3 Palestinian-owned buildings in a village nr. Hebron. The IDF conducts a raid in Ramallah, arresting a suspect in the stabbing of 2 Israeli border police guards on 12/26. Palestinian residents of Turmus ‘Ayya nr. Ramallah discover that Israeli settlers uprooted around 5,000 olive trees planted nearby in the past week. In East Jerusalem, Palestinians throw 3 Molotov cocktails at an Israeli settler’s home in Ras al-Amud, causing damage, and Israeli police arrive to search for the perpetrators. Israeli security forces accompany a group of right-wing Jewish activists on a tour of Haram al-Sharif, then arrest 5 Palestinian women who verbally confront the activists. PA Pres. Abbas files a request with the Dutch embassy, asking the ICC to open investigations into suspected war crimes committed in the oPt since 6/2013. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m. In the Gaza Strip, IDF troops on the n. border open fire on 2 Palestinian men trying to enter Israel, injuring and detaining 1. In the West Bank, the IDF arrests 15 Palestinians nr. Qalqilya on charges relating to the 12/25 Molotov cocktail attack. Israeli soldiers shoot and injure 4 Palestinians with rubber-coated metal bullets during clashes nr. Tulkarm and Hebron. Later, Israeli settlers clash with stonethrowing Palestinians in Bayt Umar, injuring 1 Israeli. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin) and Qalqilya (Kafr Qaddum), injuring 4. The IDF conducts house searches and arrest raids in Jalazun r.c.; patrols nr. Ramallah, Hebron, Jericho, and Tulkarm. Elsewhere, Israeli settlers accompanied by IDF troops enter a village nr. Jenin to perform religious rites. PA security forces shoot and injure a Palestinian teenager during overnight clashes with stone-throwing residents in al-Fara‘a r.c. nr. Nablus. In East Jerusalem, a Palestinian man stabs 2 Israeli border police guards nr. the Old City, injuring them both. Separately, Israeli forces arrest a Democratic Front for the Liberation of Palestine (DFLP) leader at a mobile checkpoint between Jerusalem and Jericho, and a Palestinian youth in Ras alAmud. In the West Bank, IDF troops shoot and wound a Palestinian with a rubber-coated metal bullet in al-Fara‘a r.c. nr. Tubas during clashes sparked by a raid in the camp. Separately, 3 Palestinian children nr. Bayt Umar n. of Hebron are wounded by an unexploded Israeli sound bomb. Meanwhile, an Israeli border police officer is lightly injured when Palestinians throw a Molotov cocktail at an army post in n. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Jenin; patrols in 3 villages nr. Jenin and 2 villages nr. Ramallah. Israeli settlers torch a mosque in Aqraba village nr. Nablus and leave “price tag” graffiti. In East Jerusalem, hundreds of Israelis tour Haram al-Sharif for the festival of Sukkoth, while Palestinians under 50 and all women are prevented from entering for morning prayers. UN Secy.-Gen. Ban makes a brief visit to the Gaza Strip, meeting mbrs. of the PA unity govt. and seeing some of the devastation firsthand. Hamas spokesperson Sami Abu Zuhri issues a statement calling on Ban to take “serious actions” to end the suffering of Palestinians in Gaza, and claiming that the UN official “took part in providing cover for the Israeli massacres in Rafah.” Meanwhile, truckloads of cement and steel enter Gaza for the 1st time in a year (600 tons of cement, 50 trucks of construction materials, and 10 trucks of metal), while Israeli authorities allow 15 tons of produce, mainly dates and sweet potatoes, to be sent for sale in the West Bank. Israeli border police say they arrested a Palestinian trying to cross the Tapuach Junction checkpoint s. of Nablus carrying 5 pipe bombs, 3 Molotov cocktails, and a knife. Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police. Egyptian border police blow up 10 smuggling tunnels along the Rafah border, causing no reported injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager nr. Beit El settlement nr. Ramallah, claiming that he was preparing to throw a Molotov cocktail; bulldozes the Palestinian home in Hebron where PA security forces claimed to find a tunnel on 10/13. Jewish settlers fr. Maj. Gen. Gadi Shamni, head of the IDF Central Command, warns the Israeli cabinet that Jewish settler violence is in danger of spinning out of control, stating, “an extreme incident could happen at any time. These people are conspiring against the Palestinians and against the [Israeli] security forces.” Shamni reports that in the past few wks. settlers have set a dog on an IDF reserve cmdr., broken the arm of a dep. battalion cmdr., slashed tires on IDF vehicles. In Hebron, he says settlers attacked an IDF officer who tried to stop settler children fr. throwing stones at Palestinians. (WP 10/15)

In the West Bank, the IDF demolishes a Palestinian home, 3 shops, a warehouse in Qalqilya as well as 1 home in nearby Wad al-Rasha, 2 animal farms in nearby Wad Qana, 2 homes nr. Bethlehem; conducts arrest raids, house searches in and around Nablus (firing on stone-throwing youths who confront them in Nablus, killing 1 Palestinian teenager, wounding 3), and nr. Bethlehem, Hebron, Jenin, Ramallah. In Hebron, Israeli border police fatally shoot a Palestinian who throws a Molotov cocktail at police, lightly injuring 1 officer. Israeli border police manning a West Bank crossing intercept a car carrying a 1,300 lbs. fertilizer-gasoline bomb, with a cell phone rigged as a detonator; 2 Palestinians escape. No group claims responsibility, but the IDF suspects Islamic Jihad. The IDF conducts arrest raids in Balata r.c., Nablus, Surif; raids a clinic in Bayt Lahia, halts an ambulance, detains and beats 1 paramedic; fires on residential areas of Rafah, on Palestinians waiting to cross a Dayr al-Balah + n. Khan Yunis checkpoint. Social/Economic/Political

Occupied Palestine/Israel: Israeli Cabinet approves series of harsh security measures in the occupied territories, capital punishment not among them. Measures include deportation of "persons who constitute a security risk," indefinite "administrative detention" without charges for Palestinians suspected of security offenses, an increase in prison capacity in the West Bank, and closing Palestinian newspapers that violate censorship regulations [LAT 8/5]. Forty-three Palestinian local councils in Israel and their employees hold rally outside Israeli prime minister's office to protest government failure to provide promised funds to alleviate their financial difficulties. They demand budgets equal to those of Israeli local councils. The 43 councils have an accumulated debt of $10 million; some have not been able to pay employees for 3 months [FJ 8/2, 8/9]. Public opinion poll by Pori Research Institute published in Ha'Aretz shows 10.6 percent of those who voted for Likud in last Knesset elections would now vote for Kach. Another poll by the Modi'in Ezrachi Institute shows Kahane would increase his Knesset seats to 5 if elections were held now [JTA 8/5].

Arab World:The Sunday Times reports testimony of British doctor on conditions in the 3 Beirut refugee camps besieged 2 months ago. According to Dr. Swee Chai Ang, over 1,500 Palestinians are missing, feared to have been kidnapped or killed. Palestinians are still being killed, although war of the camps technically ended in June and the camps of Sabra, Shatila, and Burj al-Barajinah are now protected by Lebanese army and internal security forces [LT 8/4]. Libya, which had threatened toboycott Arab summit, sends senior official [WSJ 8/5].

Military Action

Occupied Palestine/Israel: Petrol bomb hurled at a border police patrol outside 'Ain Beit al-Ma', near Nablus injures 2 policemen. Curfew is imposed [JP 8/5]. Another petrol bomb incident is reported in Azzariya, near Jerusalem; no injuries reported [JP 8/6].

Israel/ Occupied Territories: Firebomb thrown at border police vehicle near jenin, no injuries reported; Balata camp still under curfew.

Arab Governments: King Hussein says US refusal to deal directly with PLO, US failure to get Israeli withdrawal from Lebanon and halt to settlements are partly to blame for breakdown of his talks with PLO; Hussein also says Jordan will take measures to restrict movement of Palestinians from West Bank to Jordan, to prevent Israel from forcing the Arab population to emigrate.

US and Other Countries: Shultz says he is willing to go to Damascus when there is genuine progress on agreement for Israeli withdrawal, returns to Beirut, meets Gemayel and Salem for line by line review of 22 page draft agreement and annexes.

Military Action:

IDF reportedly constructing series of large and sophisticated military bases across South and central Lebanon, including airstrip at Damour, barracks and transport facilities at Sidon, fortified posts in Arkoub and Bekaa Valleys, logistics HQ near Marjayoun; Syrian forces and IDF exchange artillery fire in Bekaa; Haddad says he must formally be made military governor of South Lebanon.
