For the 10th consecutive Friday, Israeli forces violently disperse Palestinians, Israelis, and international activists at protests against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, as well as Israel’s settlements, separation wall, and occupation, in al-Mazra‘a and al-Bireh near Ramallah, 3 villages near Nablus (Beita, Dayr al-Hatab, and Madama), the Huwwara checkpoint, and along Gaza’s border near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; at least 41 Palestinians are injured (1 critically). Meanwhile, Israeli border police arrest a Palestinian in central Hebron, claiming he is carrying a knife. The IDF temporarily shuts down the Huwwara checkpoint near Nablus following clashes in the area earlier in the day. IDF troops arrest 1 Palestinian during a late-night raid near Tubas, and patrol near Salfit and Hebron. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Gaza City, causing no damage or injuries. For a 2d day in a row, the IDF maintains its “general closure” of the West Bank and Gaza surrounding Israel’s Independence Day. Egyptian authorities open the Rafah border crossing for passage in both directions for the 2d of 2 planned days. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishermen working nr. Bayt Lahiya, causing no injuries. In the West Bank, Israeli border police arrest 6 Palestinian youths throwing stones and setting fires nr. the separation wall outside Jerusalem. IDF troops patrol in 2 villages nr. Hebron and 1 nr. Nablus. In East Jerusalem, Israeli police disperse right-wing Jewish activists marching toward Haram al-Sharif in commemoration of Israeli Independence Day; 5 activists are arrested. They also arrest 10 rightwing Jewish activists after they assault Palestinians nr. Haram al-Sharif; there are no serious injuries. In the West Bank, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly stabs and lightly injures an Israeli soldier, and a Palestinian bystander is reportedly stabbed and injured when he tries to intervene. After an autopsy, a Palestinian forensic physician says that, though the Palestinian woman was shot 3 times, she could have survived if the IDF had not left her bleeding on the ground. A Palestinian driver rams an Israeli border police jeep, injuring 4 Israeli soldiers and causing minor damage. The IDF troops then open fire on the Palestinian vehicle, injuring 2 passengers. The IDF maintains its closure of Nahalin village for a 5th day. IDF troops conduct house searches and raids in Dahaysha r.c. and 2 villages nr. Bethlehem, and 1 village nr. Jenin, arresting 6 Palestinians; patrol in 2 villages nr. Jenin and 1 nr. Tulkarm. In Gaza, the Egyptian authorities open the Rafah border crossing in both directions for the 1st of 2 planned days. Republican presidential candidate Mitt Romney arrives in Israel on the 2d stage of his international tour (see 7/26), which he hopes will increase support for him among evangelical Christian voters who are wary of his Mormon faith and among Democratic Jewish voters disaffected by Pres. Obama. He pledges that he will ‘‘stand as one’’ with Israel. (NYT, WP, WT 7/28; NYT 7/30)

Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts early morning patrols in Jericho, nearby ‘Ayn al-Sultan r.c., and 1 village nr. Ramallah; patrols in al-Nabi Salih in the afternoon, firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them (causing no serious injuries) and arresting 1 Palestinian teenager; and patrols in 1 village nr. Jericho in the evening. Late at night, 14 Palestinians without Israeli work permits drive towards the al-Za‘im checkpoint e. of Jerusalem, believing the checkpoint would be unmanned and they would be able to sneak into Israel to find work; when they discover that Israeli border police are at the crossing, they attempt to turn their car around to flee; the Israeli border police open fire on the vehicle, killing 1 Palestinian, wounding 3, and arresting the rest. Russian pres. Putin meets with PA pres. Abbas in Ramallah and tours holy sites in Bethlehem. Putin calls the Palestinian conditions on resuming negotiations with Israel ‘‘responsible’’ and reiterates that Russia would recognize a Palestinian state. (WT 6/27) 

Jewish settlers begin evacuating Ulpana outpost, moving into new mobile homes placed on an Israeli border police base next to neighboring Beit El settlement. Meanwhile, Israel’s Jerusalem planning comm. approves construction of 180 new housing units for Armona Hanatsiv settlement on 67 d. of confiscated Palestinian land in Sur Bahir. (NYT, WP 6/27)

Unidentified Palestinians fire 4 Grad rockets fr. Gaza into Israel, causing light damage in 1 instance but no injuries; 2 of the rockets are intercepted by Israel’s Iron Dome antimissile system. Israeli naval vessels fire warning shots at Palestinian fishing boats off the c. Gaza coast forcing them to return to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches in Hebron, and nr. Bethlehem and Jenin. The IDF also makes a late-night raid into Salfit, searching the offices of Hamas-affiliated Palestinian Council (PC) mbrs. Omar ‘Abd al-Raziq and Nasser ‘Abd al-Jawwad as well as a nearby house. OCHA reports that in the previous week, the IDF demolished another 3 residential structures, 9 animal pens, and 1 portable kitchen in Wadi al-Malih village in the Jordan Valley nr. As civil war escalates in Syria, Palestine Liberation Army (PLA) col. Ahmad Salih Hassan is shot dead near Damascus. The PLA is technically a wing of the PLO but is incorporated into the Syrian army. Government sources blame the Free Syrian Army (FSA) for Hassan’s killing, whereas opposition groups claim he was killed by government forces for refusing orders to target the FSA. Hassan is the 6th PLA officer to be killed since 1/2012. A new charity funded by 3 Russian Jewish billionaires and comanaged with the Israeli government plans to offer a $1-m. ‘‘Genesis Prize’’ for excellence in any field. The prize is intended to ‘‘honor those who attribute their success to Jewish values’’ and to ‘‘recognize the role of Jewish identity in encouraging universal achievements.’’ (NYT 6/27)

An Iranian detained in Kenya ca. 6/20 on charges of plotting an attack on Israelis there says that he was interrogated by Israeli agents. Israel’s amb. to Kenya refuses to comment other than to say the matter is an internal Kenyan issue. (WT 6/28)

Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. Gaza: 1 targets a Palestinian sniper team that fired across the Gaza border into Israel (causing no damage or injuries), killing 2 Islamic Jihad mbrs.; the other targets Palestinians who attempted but failed to fire a rocket into Israel, killing 1 IQB mbr. and 1 al-Aqsa Guards Group mbr. Late at night, IDF troops on the c. Gaza border fatally shoot 2 Palestinians (1 a teenager) attempting to sneak into Israel to find work. Meanwhile, IDF troops make a brief incursion into n. Gaza nr. Bayt Hanun to level land and clear lines of sight. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. and c. Gaza coast, forcing them to return to shore. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

Gaza’s power plant shuts down completely for lack of fuel imports— a result of Israeli import restrictions; OCHA reports that because of ongoing fuel and electricity shortages, more than 40% of Gazans have been without running water for the past week and rolling blackouts across the Strip have increased to 18 hrs./day. Israel allows the International Comm. of the Red Cross (ICRC) to bring in enough fuel to supply back-up generators at Gaza hospitals for 2 weeks. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians and international activists staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border; no injuries are reported. In the West Bank, the IDF patrols in Zabbuba village nr. Jenin in the afternoon, firing on residential areas to keep Palestinians indoors and then firing tear gas at stone-throwing youths who confront them, causing no serious injuries; conducts late-night arrest raids, house searches in and around Nablus, and nr. In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

The IDF carries out an air strike on a suspected Palestinian rocketlaunching team nr. the n. Gaza border; no rocket fire or injuries are reported. The IDF conducts synchronized afternoon patrols in 3 villages n. of Jenin, evening patrols in 1 village nr Qalqilya, and late-night patrols in 1 village nr. Jenin and 2 nr. Salfit. For a 2d week, the weekly nonviolent demonstrations held by Palestinian and international activists in Bil‘in, Ni‘lin, Kafr Qaddum, and al-Nabi Salih focus on supporting the UN statehood bid. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, moderately injuring 1 Palestinian. Jewish settlers fr. Anatot settlement nr. East Jerusalem attack and beat a group of activists that come to visit the protest tent of a Palestinian family whose land was confiscated to expand the settlement, seriously injuring 3 people; Israeli border police observe but do not intervene. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians, including 2 children. A Jewish settler deliberately attempts to run down a Palestinian nr. the Hawara checkpoint nr. Nablus, moderately injuring him; the IDF does not intervene. Jewish settlers fr. Taffuh settlement attempt to seize a plot of nearby Palestinian agricultural land but are sent away by the IDF. Jewish settlers close Jit intersection nr. Qalqilya with burning tires, blocking the main Qalqilya-Nablus road. In separate incidents, Jewish settlers fr. Keddumim and Karnei Shomron settlements stone Palestinian vehicles nr. Qalqilya. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Israeli warplanes overfly s. Gaza, dropping leaflets warning Palestinians not to enter the 300-m no-go zone along the border fence. Israel seals the West Bank until 3/21 for the Purim holiday. During the day, the IDF patrols in al-Bireh, Ramallah, Tulkarm (randomly stopping and searching vehicles), 4 villages nr. Qalqilya (searching several shops in 1 village but making no arrests), and 3 others nr. Jenin (ordering 4 Palestinians to appear for questioning). Late at night, the IDF patrols in Jericho and conducts arrest raids, house searches nr. Jenin. Jewish settlers beat a Palestinian laborer working inside Shilo settlement; a settlement security guard intervenes, calling Israel border police who transport the Palestinian to a Ramallah hospital. Jewish settlers burn the cars of 2 Palestinian laborers working in Keddumim settlement nr. Qalqilya. Later, Keddumim settlers stone Palestinian cars on a nearby road; the IDF intervenes to disperse them. Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles. In Gaza, Hamas-affiliated police break up 40 protesters rallying in Gaza City calling for national reconciliation, arresting 1 protester and 2 Palestinian cameramen covering the event. The UNSC authorizes (10-0, with Brazil, China, Germany, India, and Russia abstaining) “all necessary measures” short of foreign occupation to protect civilians in Libya, including calling for an immediate halt to the heavy fighting ongoing nationwide, imposition of a no-fly zone, and interdiction of ships heading to support Qaddafi’s forces. Israeli officials announce that PM Benjamin Netanyahu, in consultation with DM Ehud Barak and Israel’s atty. gen. Pres. Obama, asked during his trip to Indonesia about his reaction to Israel’s 11/8 construction announcement, states sharply that “this kind of activity is never helpful when it comes to peace negotations. I’m concerned that we’re not seeing each side make the extra effort . . . to get a breakthrough. Each of these incremental steps can end up breaking trust.” Hours later, Netanyahu’s office responds saying “Jerusalem is not a settlement. It is the capital of the State of Israel. . . . Also in East Jerusalem, Israeli authorities raid, search 2 Palestinian homes in Silwan, arresting 2 Palestinians. Silwan residents report that in recent weeks, Israeli authorities have stepped up arrests of young Palestinian men in Issawiyya and Silwan, and that Jewish settlers and settlement guards in Silwan have been accosting local Palestinians more frequently, generating almost daily low-grade clashes. In the West Bank, Israeli border police fire on a group of Palestinian laborers climbing over the separation wall nr. al-Tur village to reach their jobs in East Jerusalem, killing 1 Palestinian; the IDF conducts late-night patrols in Anabta village nr. Tulkarm without incident; conducts late-night searches of homes and a shop nr. Qalqilya, ordering 2 Palestinians to report for questioning. Jewish settlers fr. Adi Ad settlement outpost nr. Ramallah raid a nearby Palestinian olive grove and attempt to steal olives, but the IDF intervenes, forcing them to leave. An Israeli military court convicts 2 soldiers of using a 9-yr.-old Palestinian boy as a human shield during the 2008–9 Operation Cast Lead in Gaza; the soldiers are not immediately sentenced but could face jail terms. Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18)

In Gaza, a PRC mbr. injured in the 1/5 Israeli air strike on al-Qarara dies. The UN reports that since 12/23, 1 Palestinian has been killed in a smuggling tunnel collapse on the Rafah border. Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police. Israel allows limited diesel and gasoline for personal vehicles into Gaza for the 1st time since 11/2/08. IDF troops at the Erez crossing fire on a World Vision vehicle carrying a Palestinian driver and a Japanese employee who had been informed that the IDF had approved his exit through the crossing; the 2 men are pinned under IDF fire for 15 minutes until the Japanese, using his World Vision shirt as a flag, is able to signal the troops to halt fire; neither man is hurt. In Gaza, the IDF shells armed Hamas mbrs. laying a roadside bomb nr. the Gaza border fence e. of Khan Yunis, killing 2 armed Hamas mbrs. In the West Bank, the IDF withdraws fr. Khirbat Safa and suspends the manhunt for the Bet Ayn attacker, without arresting a suspect, but continues to block all entry and exit fr. the village; patrols in al-Naqura village in the afternoon, withdrawing without incident. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. Hamas mbrs. fire 8 mortars fr. Gaza toward Israel, 6 of which land inside Israel, causing no damage or injuries. In response, the IDF makes an air strike on 1 mortar-launching site, killing 2 Palestinian teenagers nearby, wounding 2 children. OCHA reports that in addition to mortar fire, Palestinians have fired 6 rockets fr. Gaza toward Israel between 11/27 and 12/2, causing no injuries. Israeli border police arrest Israeli reporter Amira Hass as she leaves Gaza through the Erez crossing, charging her with violating the government ban on Israelis entering Gaza. Hass, who entered Gaza on 10/29 on a boat carrying solidarity activists (see Chronology in JPS 150), was then expelled by Hamas officials who disapproved of her coverage of events in the Strip; she is released pending a hearing. In the West Bank, the IDF conducts latenight arrest raids, house searches nr. Bethlehem, Jenin. For a 6th straight day, 100s of Jewish settlers riot in Hebron to protest the orders to evacuate Beit Shalom, attacking Palestinians on the street, vandalizing Palestinian homes, damaging cars, and harassing IDF troops; the IDF fires tear gas, percussion grenades at Palestinians who attempt to stop the settlers, injuring 3. In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. The Israeli navy detains 6 Palestinian fishing off the Rafah coast, questions and releases 16 fishermen. Palestinians fire a rocket toward Israel, but it lands inside Gaza, hitting a home e. of Gaza City, injuring a mother, 2 children.
