PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. At least 7,000 people are missing in rubble, including 1,700 children. 431 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. Hamas denies Israeli claims that Hamas members were in the hospital. The Gaza Media Office says Israeli attacks have killed more than 100 aid workers in the past week. The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. In East Jerusalem, Israeli forces shoot and kill a 12-year-old boy in Shu’fat refugee camp, seizing his body to withhold it from his family in order to dictate the size and location of the funeral as conditions for the return of the body. A video of the incident shows that the boy and his friends are playing with fireworks when he is killed by a sniper. Haaretz reports that, based on testimonies from Israeli officials who have visited a medical facility for Palestinian captives from Gaza held at the Sde Teiman military base, the wounded Palestinians are shackled to their hospital beds and blindfolded 24 hours a day. There are no nurses at the facility and the Israeli soldiers refuse to feed the prisoners, so they are forced to drink liquid formula. (HA 3/12)

Gallant also spoke with U.S. secretary of defense Lloyd Austin, who urged him to “increase efforts to protect civilians in Gaza, increase delivery of humanitarian assistance, and curb extremist settler violence in the West Bank.” Israel said an Israeli military helicopter killed an Israeli soldier during an attack on a building in Gaza last week. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. Hamas called the veto “unethical and inhumane.” Israeli UN ambassador Gilad Erdan thanked the U.S. for “standing firmly by our side.” Human Rights Watch UN director Louis Charbonneau said that the U.S. risks being complicit in Israeli war crimes by continuing to provide weapons and diplomatic cover. The Arab-Islamic Summit Ministerial Committee met with U.S. secretary of state Antony Blinken, discussing the need for an immediate ceasefire in Gaza. The committee expressed their disappointment with the U.S. veto at the UN Security Council. The committee was represented by foreign ministers from the PA, Turkey, Qatar, Saudi Arabia, Jordan, and Egypt. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 111 Palestinians were buried in a mass grave in Khan Yunis. The bodies were initially seized by Israel at al-Shifa Hospital and in Beit Hanun and handed over to Palestinian authorities prior to arriving in Khan Yunis in a shipping container. About 250 people fled northern Gaza to the south. Around 18,000 gallons of fuel and 80 trucks carrying aid entered Gaza via the Rafah crossing. 433 foreign nationals and 17 wounded people were evacuated to Egypt. Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. In a call with Israeli prime minister Benjamin Netanyahu, Sudanese prime minister Abdalla Hamdok and transitional council head Abdel-Fattah al-Burhan, U.S. president Donald Trump announced that Sudan had decided to normalize ties with Israel, being the 3d country to do so since August. As part of the agreement, the U.S. will remove Sudan from the U.S. list of countries of state sponsors of terrorism. In order to finalize the agreement, Sudan’s legislative council, which has not yet formed, will have to approve the deal. U.S. officials said that a signing ceremony would be held at the White House in a couple of weeks. The deal met condemnation from the PA, Fatah, Hamas, and Islamic Jihad. In East Jerusalem, Israeli forces demolished 6 structures (2 of which were residential): 5 in Jabal Mukabir and 1 in Silwan. 3 Palestinians were arrested, including 2 during house raids and 1 Waqf guard at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Gaza City; no injuries were reported. Israeli prime minister Benjamin Netanyahu told settler leaders during a meeting that Israeli annexation of the West Bank will be promoted independently of the U.S. peace plan, according to Haaretz sources. (HA 6/2)

The Jordanian foreign minister Ayman Safadi told members of the Ad Hoc Liaison Committee that Israeli annexation of parts of the West Bank would “not go unanswered” and would “diminish all chances for a lasting and comprehensive regional peace.” (HA 6/2)

In the West Bank, several Palestinians were arrested by Israeli forces near Khillet al-Dabe village while attempting to plant olive trees. On a road near Ramallah, around 15 Israeli settlers threw stones at Palestinian vehicles passing by the settlers. Damage was reported, but no injuries. Settlers also razed Palestinian farmland in Burin in the West Bank. In East Jerusalem, Israeli police detained an employee of the Jerusalem Islamic Waqf for opening the doors to Bab al-Rahma. A similar incident unfolded on 4/1. In Gaza, Israeli forces made incursions to level land near Khan Yunis. Israeli naval forces attacked Palestinian fishermen 3 nautical miles from the coast of Gaza City by firing live ammunition at them and spraying with the non-lethal weapon Skunk. A Palestinian teen shot by Israeli forces by the Gaza fence on 4/3 succumbed to his injuries at an Israeli hospital. In Israel, an incendiary balloon was found in a cemetery in the Israeli city Kiryat Gat. Elsewhere in Israel, the Bedouin village of al-Araqib was demolished for the 142d time. Israeli prime minister Benjamin Netanyahu said in an interview with Israeli radio that “All the options are still on the table, including entering Gaza and occupying it, out of consideration of what is best for Israel.” He also said in the interview that he had explored the option of having another country take charge of Gaza, but no one had volunteered. Hundreds of Palestinians gather along Gaza’s border to continue the Great March of Return near Gaza City. Amid the protests, armed Palestinians shoot and injure an Israeli soldier. Israeli artillery and air forces then strike a number of Hamas sites near al-Bureij refugee camp, Rafah, and Jabaliya refugee camp, killing 1 Palestinian and injuring at least 4 others. The incident comes hours after a similar exchange near Jabaliya, during which armed Palestinians fired on IDF positions along the border fence and Israeli tanks shelled and destroyed a Hamas post in the area. No injuries are reported in that earlier incident. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian farmers working near Gaza City and Rafah, causing no damage. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops conduct raids in al-Khadir village near Bethlehem, sparking clashes with stone-throwing residents; there are no reported injuries. The IDF then temporarily seals off all the entrances to the village. IDF troops shoot and injure 3 Palestinians during similar clashes in Tell and Burin near Nablus; arrest a Palestinian minor in central Hebron when he is found to be in possession of a knife; arrest 5 more Palestinians during late-night raids in and around Hebron, Nablus, and Bethlehem; and patrol near Hebron and Nablus. Israeli forces uproot 60 olive trees in a Palestinian grove near Jerusalem and 30 more in a Palestinian grove outside Bayt Umar near Hebron. Israeli prime minister Benjamin Netanyahu suspends the planned transfer of $15 million in Qatari funds to Gaza in response to the shooting of an Israeli soldier along Gaza’s border earlier today (see above). The transfer was originally set to go forward last week, but it was temporarily postponed in response to another incident of violence along the border fence. Meanwhile, Haaretz reports that Islamic Jihad in Palestine fighters were responsible for both shooting attacks and that they were motivated, in part, by an ongoing disagreement with Hamas. Later, a Hamas official says that Netanyahu’s order to suspend the transfer constitutes a “crime” that could spark an “explosion” of violence. (TOI 1/22; HA, JP, MNA 1/23)

One day after reports of violent protests at Ofer Prison, the Israeli press reports that a number of Palestinian prisoners at Ofer are refusing meals in protest of conditions in the prison. Later in the day, Israeli prison guards raid a number of cells in Ofer, sparking a 2d day of violence; more than 100 Palestinians are injured. (EI, MNA, TOI 1/22)

UN special coordinator Nickolay Mladenov reports that UNIFIL peacekeepers have not been given access to any of the tunnels the IDF uncovered in the context of its Operation Northern Shield in late-12/2018 and earlier this month.
