In the West Bank, IDF troops violently disperse dozens of Palestinians gathering to plant olive trees outside Urif village near Nablus; 5 Palestinians are injured (the mass planting was organized by Fatah and the local Palestinian authorities as a protest against the Israeli occupation). Separately, IDF troops violently disperse Palestinian journalists at a protest organized by the International Federation of Journalists at Qalandia checkpoint near Ramallah; there are no serious injuries. They also arrest 3 Palestinians during raids near Bethlehem; and patrol near Hebron and Nablus. Israeli settlers assault a Palestinian family picking olives near Hebron, causing no serious injuries. A separate group of settlers throws stones at a Palestinian ambulance in central Hebron, breaking the windshield. In the West Bank, IDF troops shoot and injure a Palestinian at a gas station near Jerusalem after she allegedly attempts to stab an Israeli border police officer with scissors. They also arrest 7 Palestinians during late-night raids near Jenin, Tulkarm, and Ramallah; and patrol near Jenin, Nablus, and Hebron. PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. He also denies that PA president Abbas discussed the issue with Egyptian president Abdel Fattah al-Sisi in their meeting on 11/3. (WAFA 11/6)

Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by incendiary balloons and kites flown from Gaza. In the West Bank, IDF troops conduct raids in Rumana village near Jenin overnight, sparking minor clashes; several Palestinians are injured. They also arrest 5 Palestinians during further raids in and around Hebron, Qalqilya, and Nablus; and patrol near Hebron throughout the day. In East Jerusalem, approximately 362 right-wing Jewish activists tour Haram al-Sharif to commemorate Sukkot. Late at night, Israeli forces assault and arrest 2 Palestinians in Silwan. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. According to some reports from Gaza, they also threaten at least 1 print shop owner with “arrests and beatings” should he print any materials in support of PA president Abbas’s planned speech to the UN General Assembly on 9/27. One day after the UK Labour Party endorsed a freeze on UK arms sales to Israel, Labour leader Jeremy Corbyn says that he intends to recognize the State of Palestine if he is elected to lead the UK. (TOI, YA 9/26)

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. Elsewhere in the West Bank, Israeli forces confiscate machinery from a Palestinian farm near Tubas. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. IDF troops arrest 11 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, and Ramallah, and patrol near Hebron. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. IDF troops conduct late-night raids and house searches in Yatta, and in and around Jericho, and Salfit, arresting 8 Palestinians; and patrol nr. Hebron, Nablus, and Jenin throughout the day. The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. The Joint List decries the new law as “draconian,” echoing the views of Palestinian citizens of Israel and opponents of the right-wing govt. (HA, JP, MNA, YA 6/15)

At midnight, the Israeli authorities lift the Purim-related closure of the West Bank. Meanwhile, IDF troops conduct late-night raids in Dahaysha r.c. nr. Bethlehem and Qalqilya, sparking clashes with stone-throwing Palestinians in both locales; 4 Palestinians are injured and 2 are arrested. They also raid the Hebron-area home of a Palestinian killed in Hebron on 3/24; 2 Palestinians are arrested. The IDF conducts further raids and house searches in Hebron and nr. Tulkarm and Bethlehem, arresting 5 Palestinians, violently disperses Palestinians demonstrating in Kafr Qaddum nr. Qalqilya, causing no injuries; and patrols nr. Salfit, Tulkarm, and Hebron. A PA unity govt. delegation travels to Gaza to address the ongoing wage crisis. Inter alia, they are tasked with counting the number of PA employees from before 2007 to determine how many of the Hamas-run govt.’s civil servants hired after 2007 can remain employed. Meanwhile, the Gaza Chamber of Commerce organizes a hearing about the National Solidarity Tax Law, which Hamas passed on 4/18 to levy a new import tax on “non-basic” goods. In the Gaza Strip, around 200 Palestinians violently protest outside the UN’s headquarters in Gaza City against UNRWA’s 1/27 suspension of its cash assistance program. The protest was organized by a Hamas comm. IDF troops e. of Khan Yunis open fire on agricultural lands, causing damage. Unknown assailants set fire to a Fatah official’s car in Gaza City. Also, dozens of Palestinian health professionals gather outside the Ministry of Health building to protest unpaid salaries. In the West Bank, a Palestinian youth is moderately injured when he sets off a piece of unexploded Israeli ordnance left over after recent IDF exercises nr. ‘Ayn al-Hilwa in the Jordan Valley. The IDF conducts arrest raids and house searches nr. Hebron and Jenin. In East Jerusalem, IDF troops conduct house searches and arrest raids in the Old City. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. U.S. House of Reps. minority leader Nancy Pelosi (D-CA) calls Israeli PM Netanyahu and asks him to postpone or cancel his planned 3/3 congressional address. Netanyahu also speaks to Sens. In the Gaza Strip, 1,000s of Palestinians attend a Hamas military parade through Gaza City to mark its 27th anniversary. Meanwhile, the pharmacists’ union threatens to stop paying to import medicine after the PA Ministry of Finance decides to collect 2.5% of the total costs as a payment toward the Value Added Tax, which was recently raised from 14.5% to 16%. In the West Bank, Israeli authorities declare 100s of acres of land nr. Salfit as a nature reserve. The IDF delivers demolition notices to 6 Palestinians in a village s. of Hebron; conducts house searches and arrest raids nr. Jenin, Tulkarm, and Salfit. Senior PLO and Fatah leaders meet in Ramallah to discuss possible responses to the death of a senior PA official on 12/10, including ending security coordination with Israel. After the meeting, Pres. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. According to the Israeli military, the man 1st opened fire on soldiers, wounding 1, but his family denies the claim. IDF troops demolish a car wash in Hizma village nr. Jerusalem, and barns in Silwan, East Jerusalem. They also demolish a small house nr. Bethlehem. The IDF conducts house searches and arrest raids in Jenin and in 2 villages nr. Tulkarm. PA Pres. Abbas swears in the new national unity govt. in Ramallah, after final disagreements between Fatah and Hamas are resolved. The 18 ministers, including a secy. with ministerial rank but no portfolio, take an oath of office in a televised ceremony, though 4 are participating via teleconference from the Gaza Strip because Israel denied their entry into the West Bank. Abbas announces that the govt.’s principal task is to organize elections within 6 mos., and that preparations will begin immediately. Following a meeting of Israel’s security cabinet, which was called to coordinate a response, Netanyahu’s office issues a statement that says Israel will work against the inclusion of Hamas candidates in the planned Palestinian elections, while refusing to negotiate with the Palestinians as long as a Hamas-backed unity govt. is in power. U.S. State Dept. spokesperson Psaki announces that the Obama administration intends to work with the new PA unity govt. She cites a phone call between U.S. Secy. of State Kerry and Abbas over the weekend, in which Abbas assured Kerry that the new govt. would be committed to the principles of nonviolence, recognition of the state of Israel, and acceptance of previous agreements. Unidentified Israeli officials tell the Jerusalem Post that unofficial, informal talks under EU auspices are taking place between Israeli and Palestinian academics and former political and military leaders. These discrete dialogues are looking at final-status issues like Jerusalem in order to come up with recommendations for steps that could be taken by both sides. (JP, REU 1/8)

Israel’s education min. Gideon Sa’ar convenes an unscheduled meeting of the Council for Higher Education in order to officially endorse the university status of Ariel settlement’s college. Palestinian PM Salam Fayyad says that the PA is on the verge of bankruptcy, but that he is not afraid of popular protests against the PA similar to those that took place in 9/2012 (see Quarterly Update in JPS 166).
