In the West Bank, Israeli settlers vandalized some 100 olive trees east of Bethlehem. Israeli forces delivered demolition orders against 2 Palestinian-owned homes in al-Twana. 26 Palestinians were arrested during late-night raids in Jericho, Aqabat Jaber refugee camp, Ein as-Sultan, Jiftlik, Jalazun refugee camp, Qatanna, Beit ‘Anan, Deir Sammit, Qarawat Bani Hassan, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. An Israeli court ordered the Salem family in Sheikh Jarrah to leave their home between 1 March and 1 April. The eviction will displace 10 Palestinians, including 4 children. (WAFA 1/31; MEMO 2/1)

The Israeli military said it had sent its findings relating to the death of an 80-year-old Palestinian American man who died while being detained by Israeli forces on 1/12 to the U.S. A statement said that the military’s investigation had found wrongdoing, moral failure, and failure of judgement in relation to the death. The commander of the Netzeh Israel unit was rebuked, and 2 company and platoon commanders were dismissed, but no one was held directly responsible for the killing of the Palestinian man. U.S. state department spokesperson Ned Price said on 2/1 that the U.S. “expects a thorough criminal investigation and full accountability in this case.” PA prime minister Mohammed Shtayyeh called the military investigation a “sham” and pointed out that Israel only conducted the investigation due to the man’s American citizenship. An Israeli military court convicted 1 member of Hamas for attempted manslaughter in relation to the killing of 1 Israeli soldier in on 8/7/2019. The Palestinian man was not at the scene of the murder. (HA 2/1)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to a state department readout of the conversation, the 2 spoke about “the importance of strengthening the U.S. relationship with the Palestinian Authority and the Palestinian people, as well as the need to improve quality of life for Palestinians in tangible ways . . . [and] challenges facing the Palestinian Authority and the need for reform.” Secretary Blinken also spoke with Israeli foreign minister Yair Lapid. (REU, WAFA 1/31; HA, JP, MEMO, WAFA 2/1)

Israel’s defense minister Benny Gantz defended his meeting with PA president Mahmoud Abbas during a session at the Knesset, saying that it is in Israel’s interest to strengthen the PA. Gantz further stated, “[w]hether we like it or not, the Palestinian Authority is the legitimate and recognized leadership of our neighbors and has been for years.” (HA 1/31; MEMO 2/1)

Lebanon said it had arrested 35 people claiming to be Israeli spies working to infiltrate Palestinian organizations in Lebanon, Hezbollah, and the Lebanese intelligence agency. 15 had since been released, as Lebanon found that they were not spies working for Israel, and Lebanese intelligence confirmed that at least 12 were connected to Israel. Hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths; 2 Palestinians are injured. Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night house searches and raids in and around Hebron, Jenin, Tubas, Nablus, Qalqilya, Tulkarm, and Ramallah, sparking clashes nr. Tubas (2 Palestinians are lightly injured). They also patrol in and around Salfit and Hebron; assault and arrest a Palestinian at a checkpoint nr. Jenin (they also confiscate his tractor). In East Jerusalem, Israeli forces assault a guard at Haram al-Sharif and shut down repair work on a broken pipe at the sanctuary on the grounds that the proper permits were not secured beforehand. They also arrest 8 Palestinians during late-night raids in Silwan and al-Tur. A Palestinian demolishes his own home in Silwan to avoid paying for an Israeli demolition crew. Israel’s Knesset passes, 32–16, into law the so-called Youth Bill, which allows people under the age of 14 to be convicted of serious crimes, including murder, attempted murder, and manslaughter. (KNE, MNA, WAFA 8/3)

Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct late-night raids and house searches nr. Tulkarm, Ramallah, Hebron, Qalqilya, Nablus, and Bethlehem, arresting 7 Palestinians, assaulting 1, and confiscating some property; patrol in 4 villages nr. Hebron. Israeli forces demolish a Palestinian home under construction in a village nr. Bethlehem in the morning. In East Jerusalem, around 40 Israeli settlers storm a Palestinian-owned building in the Old City, performing prayers and claiming ownership of the property. Israeli forces confiscate a small swath of land in Shaykh Jarrah and turn it over to a private settler organization, and arrest 2 Palestinians during late-night raids in al-‘Izzariya and Qatanna. Israel’s consul-gen. in Istanbul Shai Cohen says that Israeli-Turkish reconciliation will have to wait for the formation of a new govt. in Ankara. Turkish PM Ahmet Davutoğlu is set to step down on 5/22 following a dispute with Pres. Recep Tayyip Erdoğan. (REU, TOI 5/10)

Militant rabbi Moshe Levinger pleads guilty to death by negligence charge after lawyers plea bargain to reduce original charge of manslaughter for shooting death of Arab salesman in Hebron. Levinger is to be sentenced on 5/14 [WT 5/ 2].

Israeli officials offer to exchange Arab prisoners for 3 Israelis held in Lebanon, but indicate they would not make any deals for Western hostages [WT 5/2].

Israeli gov't. reports that for 16th consecutive month number of Soviet Jews arriving in Israel has increased. Officials say 10,500 Jews emigrated to Israel in April, compared to 7,300 in March [NYT 5/2].

Occupied Palestine/Israel: Three Palestinians are deported to Jordan: Amin Ramzi Dawish Maqbul, of Nablus; Walid Ahmad Mahmud Nazzal, of Jenin district; and Bahjat Mustafa Hasan al-Biyadi Jayyusi, of Tulkarm district. Nazzal is accused of being a senior leader in the DFLP, Maqbul of being a Fateh leader for the Nablus area, and Jayyusi of incitement and stone throwing [JP 10/3]. Students in Gaza, W. Israeli settler Yosef Hamoi, from Elon Moreh settlement, is convicted of manslaughter in the 1983 killing of an 8-year-old Nablus girl, and of causing grievous bodily harm to her sister. Arab World: PLO officials estimate 67 dead, over 100 wounded in Tunis attack; hospital reports 47 dead, 65 wounded [NYT 10/3]. Anti-American demonstration in Tunis draws 7,000 [LAT 10/3].

Other Countries: Pres. Reagan expresses his "sincere condolences" to Tunisia for Israel's 10/1 raid on PLO headquarters there. White House spokesman Larry Speakes says the Israeli attack is "understandable as an expression of self-defense," but "cannot be condoned" [CT, NYT 10/3; TI 10/14].
