In the West Bank, Israeli settlers shot and killed 1 Palestinian minor at the Tekoa settlement, claiming that he was armed with a knife. Israeli settlers also set fire to a car parts workshop in Beit Umar, causing around $15,000 worth of damage. Elsewhere, Israeli settlers uprooted some 20 olive trees in al-Twana. Israeli forces shot and killed 1 Palestinian man at the separation barrier near Tulkarm as he attempted to enter Israel. Israeli forces also delivered demolition notices for 4 houses in the Masafer Yatta area and demolished 1 home in al-Twana, leading to a confrontation with Palestinians; light injuries were reported. Israeli forces also assaulted 1 Palestinian journalist covering an Israeli force raid in al-Twana. The journalist was hospitalized for his injuries. Israel said it had arrested 2 Palestinians in Rummana, who Israel suspects killed 3 Israelis in Elad on 5/5. 13 others were arrested during late-night raids in Qarawat Bani Hassan, Balata refugee camp, al-Walaja, Bayt Rima, Bil‘in, ‘Azun, Qatanna, and Hizma. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian man at the Damascus Gate plaza, saying that the man had stabbed and wounded 1 Israeli police officer. Israeli forces also delivered a demolition notice for 1 2-story apartment building in Silwan. Israel said that on 5/9 it would reopen the crossings to the West Bank, allowing Palestinian workers and merchants to enter Israel after closing the crossings on 5/3. An exception was made in Rumana, where Israel said the Elad attackers were from. Crossings between Israel and Gaza remained closed. (HA 5/8; HA 5/25)

Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

For the 3d day in a row, Israeli forces conduct widespread raids across East Jerusalem, arresting at least 20 Palestinians ahead of the Passover holiday and threatening demolitions in Silwan. Additional Israeli police are deployed in the city. Israeli authorities suspend Gazans’ weekly visit to Jerusalem, and completely close down crossings in the West Bank and Gaza, with exceptions for humanitarian and medical cases (the closure began at midnight on 4/21 and will last through midnight on 4/23, unless the IDF decides the security situation requires its continuation). At Haram al-Sharif, 29 Palestinians are barred from the sanctuary and 10 right-wing Jewish activists are detained as they carry baby goats to the sanctuary for Passover sacrifices (Jewish religious rites are prohibited at Haram al-Sharif). IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Silwad, Nabi Salih, Jalazun r.c., and outside Ofer Prison), 1 village nr. Qalqilya, and 2 areas along Gaza’s border; 6 Palestinians are injured. In a speech to the UN General Assembly in New York, PA pres. Abbas encourages gathered world leaders to support the French peace initiative, saying, “We are deliberating with international parties and relevant Arab ministerial committee to examine the content and timing for proposing a [UNSC] res. against settlement activity.” The Palestinian leadership had planned to have their antisettlement res. introduced in the UNSC during Abbas’s trip to New York; press reports say that they have decided to postpone the initiative at France’s request to give breathing room to the French peace initiative. On Gaza’s border, an explosive device detonates under an armored Israeli bulldozer, causing damage but no injuries. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Rafah, injuring 2 fishermen, arresting 4, and then confiscating the boats. In the West Bank, IDF troops conduct house searches and raids nr. Hebron and Bethlehem, arresting 2 Palestinians and issuing arrest summons to 4; patrols in 3 villages nr. Hebron. In East Jerusalem, Israeli forces disperse Palestinians conducting a sit-in in Silwan in protest of Israeli efforts to Judaize the city; 6 Palestinians are arrested and a tent is confiscated. A U.S. State Dept. spokesperson says that the Obama admin. has not decided whether or not to support the draft UNSC res. condemning Israel’s settlements that the Palestinians circulated earlier in the week (a U.S. veto would scuttle the effort). Separately, 394 mbrs., or 90%, of the House of Representatives sign onto a letter calling on U.S. pres. Obama to “oppose and, if need be, veto one-sided UNSC resolutions,” inter alia. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, in the Silwan neighborhood of East Jerusalem, and in 3 areas along Gaza’s border; 6 Palestinians are injured. Late at night, Israeli forces stationed e. of Gaza City open fire on and arrest 2 Palestinians approaching the border fence. In the West Bank, IDF troops search the Nablus home of the city’s PA police chief, evicting his wife and children. Forces conduct further raids and house searches in Nablus, and nr. The extremists leave price-tag graffiti nr. the site of the attack. Jenin, killing 1 and moderately wounding another. In East Jerusalem, the Israeli authorities bar men under 50 from entering Haram al-Sharif in the wake of the morning arson attack. Clashes break out across the city, with Israeli forces firing rubber-coated metal bullets at Palestinian protesters in Shu‘fat r.c., Issawiyya, Bayt Hanina, al-Suwana, al-Tur, and Silwan; 2 Israeli police officers and 13 Palestinians are injured, including 1 seriously. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. The IDF says that the youth, also a U.S. citizen, was holding a Molotov cocktail, but Palestinian witnesses deny the claim. State Dept. spokesperson Jen Psaki calls for a “speedy and transparent investigation.” IDF troops violently disperse protests outside Ofer detention center and in Jalazun r.c. nr. Ramallah, injuring 7 with live ammunition. The IDF conducts house searches and arrest raids in 1 village nr. Ansar Bayt al-Maqdis attacks Egyptian soldiers nr. Shaykh Zuwayd and in al-Arish in the Sinai Peninsula, killing 31 with a car bomb, rocket-propelled grenades, and small arms. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. In response, Pres. al-Sisi convenes an emergency meeting of his senior defense advisers, declares a state of emergency in some parts of n. Sinai, and closes the Rafah border crossing. The Guardian and Yedioth Ahronoth publish a letter from 43 active reservists and veterans of Israel’s Unit 8200, an elite intelligence gathering division.
