In the West Bank, Israeli settlers assaulted 1 Palestinian man working his land near Kafr al-Labad; the man was hospitalized for treatment of his injuries. Israeli forces shot and injured 1 Palestinian at the al-Hamra checkpoint in Jericho. Israeli forces also delivered stop-work notices for 2 houses under construction near Yatta. 11 Palestinians were arrested, including 10 during late-night raids in Silwad, Yabrud, and Nabi Salih; 1 was arrested after returning from Jordan at the Allenby Bridge crossing. In Gaza, Israeli forces arrested 2 Palestinians for attempting to cross into Israel via the Gaza fence. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. Israel announced that it will allow 400 Palestinians living in Gaza—only men over the age of 55 and women over 50—to visit Jerusalem for the celebration of Eid al-Adha, and 500 Palestinians in the West Bank will be given permits to travel through Ben-Gurion airport. (HA 7/3)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 4 areas nr. Ramallah (Ni‘lin, Nabi Salih, Jalazun r.c., and Silwad) and 1 nr. Qalqilya, as well as along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. For the first time in 11 years, the IDF refrains from using violent crowd control methods to disperse the Friday protest in Bil‘in nr. Ramallah. Elsewhere in the West Bank, Israeli forces return the bodies of 2 Palestinians killed in confrontations with Israeli forces since the surge of violence began in 10/2015 (1 on 5/23 nr. Jerusalem and 1 in Hebron on 3/24). They also level Palestinian land nr. Salfit to clear the area surrounding a nearby settlement. For the 3d day in a row, Israeli forces conduct widespread raids across East Jerusalem, arresting at least 20 Palestinians ahead of the Passover holiday and threatening demolitions in Silwan. Additional Israeli police are deployed in the city. Israeli authorities suspend Gazans’ weekly visit to Jerusalem, and completely close down crossings in the West Bank and Gaza, with exceptions for humanitarian and medical cases (the closure began at midnight on 4/21 and will last through midnight on 4/23, unless the IDF decides the security situation requires its continuation). At Haram al-Sharif, 29 Palestinians are barred from the sanctuary and 10 right-wing Jewish activists are detained as they carry baby goats to the sanctuary for Passover sacrifices (Jewish religious rites are prohibited at Haram al-Sharif). In a speech to the UN General Assembly in New York, PA pres. Abbas encourages gathered world leaders to support the French peace initiative, saying, “We are deliberating with international parties and relevant Arab ministerial committee to examine the content and timing for proposing a [UNSC] res. against settlement activity.” The Palestinian leadership had planned to have their antisettlement res. introduced in the UNSC during Abbas’s trip to New York; press reports say that they have decided to postpone the initiative at France’s request to give breathing room to the French peace initiative. A total of 3 Palestinians are killed across the oPt today. First, IDF troops shoot and kill a Palestinian driver in Silwad after she allegedly attempts to ram them. During Friday demonstrations in Gaza, 1 Palestinian is killed by live fire in Shuja‘iya when IDF troops violently disperse protesters, marking the 3d Friday in a row a Gaza protester has been killed. Friday demonstrations also take place in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c. and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, Aida r.c. nr. Bethlehem, at a checkpoint nr. Nablus, in 3 villages nr. Hebron, and in 3 other areas along Gaza’s border; 36 are injured (a 3d Palestinian will succumb to his injuries on 12/28). In the Jerusalem and Hebron areas, 2 Palestinians are killed in alleged ramming attacks. First, an Israeli settler shoots and kills a Palestinian driver nr. the Kefar Adumim settlement after he injures 2 Israeli soldiers with his car. While the Israeli media claims it was an intentional car-ramming, Palestinian sources report that the man was in a car accident with the settler driver. The victim’s brother was killed in a similar incident on 11/22.IDF troopsshoot and kill a Palestinian driver in Bayt Umar nr. Hebron after he rams a group of Israeli soldiers, injuring 5 of them. Afterward, the IDF seals the main entrance to the village. Israeli civilians assault a Palestinian worker in Beit Shemesh w. of Jerusalem, causing moderate injuries. A Palestinian allegedly stabs and injures an Israeli border police officer nr. Haifa. Meanwhile, the IDF clashes with and violently disperses Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation and recent killings of Palestinians in 7 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Budrus, outside Ofer Prison, and outside the Beit El settlement), 2 areas nr. Qalqilya, 2 villages and al-Fawar r.c. nr. Hebron, 2 villages nr. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. PA officials and Israel’s COGAT Mordechai reach an agreement for Israel to transfer the full amount of tax revenues collected on behalf of the PA from 12/2014 through 3/2015— approximately NIS 1.85 b., or $472 m.—by 4/20. They also agree that a joint Palestinian-Israel economic comm. will decide what amount should be returned to Israel to pay down Palestinian debts. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank.
