Haaretz reported that declassified material from the Shin Bet revealed that Israel funded and ran the Khaim prison together with the South Lebanon Army in the southern part of Lebanon. The documents revealed that from 1985 to 2000, prisoners in the Khaim prison were tortured and held in indefinite detention without a trial. (HA 3/23)

In Israel, 1 Palestinian citizen of Israel was attacked by 4 Israeli Jewish people, who yelled “death to Arabs,” used pepper spray through the window of his vehicle, and vandalized his vehicle in Beersheba. The man was placed in house arrest after receiving treatment at a hospital, despite a judge saying that the Palestinian man was clearly attacked 1st by the Israelis. Elsewhere, Israeli forces demolished a car repair shop in al-Lubban al-Sharqiya and 2 agricultural structures in Khirbat al-Fakhit. The PA said it had canceled an agreement made with Israel from 6/17 in which the PA would receive 1.2 million doses of Pfizer COVID-19 vaccine from Israel in exchange for giving Israel its shipment of Pfizer vaccines set to arrive in early 2022. The PA said that the initial batch of vaccines received from Israel did not “conform to the specifications contained in the agreement.” Photos circulating on social media showed that the vials received from Israel expired in June 2021. In the West Bank, Israeli settlers attacked Palestinians driving between Nablus and Qalqilya, forcing them to stop; 2 were hospitalized for their injuries. Israeli forces reportedly critically injured 1 Palestinian after they shot and injured him with live ammunition to his head during a raid in Nabi Saleh; others suffered tear-gas related injuries. Israeli forces also sealed off the main entrance to Beita with cement blocks. 4 Palestinians were arrested during late-night raids in and around Hebron and al-‘Arub refugee camp. In East Jerusalem, Israeli forces arrested the prominent Palestinian activist siblings Muna and Mohammed El-Kurd, holding them for hours before releasing them on bail. Muna was arrested during a house raid in Shaykh Jarrah, and Mohammed turned himself in after being summoned. The El-Kurd family is 1 of 13 threatened by Israeli evictions in Shaykh Jarrah, with half of their family home already occupied by Israeli settlers. Rockets fired from Gaza killed 2 Thai citizens working at a factory in Moshav Ohad, raising the Israeli death toll to 12. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. A newly elected republican congresswoman Kat Cammack (R-FL) said that she would fly an Israeli flag outside her office because Palestinian American Rashida Tlaib (D-MI) has an office next to hers. In East Jerusalem, Israeli forces demolished several structures belonging to 1 Palestinian family in Issawiyya. In Gaza, incendiary balloons were launched toward Israel, causing fires. U.S. advisor to the president Jared Kushner told CNN that the normalization deal between the UAE and Israel “should increase the probability of them [the UAE] getting it [sales of F-35 from the U.S.].” Israeli prime minister Benjamin Netanyahu has denied that weapon sales were part of the normalization deal. In the West Bank, Israeli forces sealed off the entrances to Nabi Salih and Abud. 1 Palestinian was lightly wounded by an explosive ordinance in Kafr Qaddum; Israeli forces later acknowledged that a Nahal reconnaissance battalion had planted 3 explosive devices in Kafr Qaddum as “deterrence.” Israeli forces also demolished 1 sheep barn near Tubas. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Bethlehem, and Hebron. In the West Bank, Israeli forces shot and killed 1 Palestinian as he allegedly attempted to ram his car into them south of Nabi Salih; no Israeli soldiers were injured. The family of the Palestinian man said he was picking up family members nearby and that his car slid before he was shot. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum using rubber-coated bullets and tear gas, injuring 5. Elsewhere, Israeli forces informed a Palestinian family that it would seize 3.5 dunams (0.86 acres) of the land near Ya‘bad to expand a nearby Israeli settlement. Israeli forces also issued a stop-work order for rehabilitation of a road east of Bethlehem. 4 Palestinians were arrested and 1 vehicle was confiscated near Sabastiyya. In Israel, 1 Palestinian citizen of Israel, who suffered from mental illness, was killed by hospital security guards. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. The new Israeli government is set to be sworn in on May 14 with Netanyahu as prime minister, Benny Gantz as defense minister, and Gabi Ashkenazi as foreign minister. It was reported that Pompeo discussed Iran, COVID-19, and the Trump administration’s peace plan, as Israel is gearing up to discuss annexation of parts of the West Bank in June. (AJ, HA 5/13)

Israeli forces also handed a demolition notice for the family home of a Palestinian prisoner in Kubar and handed a stop-work order for 4 structures in the Jordan Valley. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In East Jerusalem, a Palestinian family of 5 was forced to demolish their own home in Jabal Mukabir. In Gaza, Israel conducted air strikes on targets in Gaza and reported that 1 rocket was launched from Gaza toward Israel; no injuries were reported. After Israeli prime minister Benjamin Netanyahu said his government was drawing up maps for annexation on 2/9, U.S. ambassador David Friedman warned that unilateral action by Israel to annex parts of the West Bank would result in withdrawal of U.S. support for Israel annexing West Bank settlements in the future. Prime Minister Netanyahu also said that Israel would hit Gaza with a “crushing blow” if rockets toward Israel continued. (HA, HA, REU 2/9)

In the West Bank, Israeli forces violently dispersed Palestinian protests of the U.S. administration’s peace plan throughout the West Bank for the 4d day in a row: 1 Palestinian was shot by live ammunition at the Qalandia checkpoint; 1 was injured by live ammunition in Nabi Salih; 1 was hit with a tear gas canister to her face near Tubas; and others suffered rubber-coated bullet and tear-gas related injuries. A Palestinian family started demolishing their own home in Abu Dis to avoid exorbitant Israeli demolition fees. Israeli settlers uprooted 700 apricot and almond tree seedlings in Sabastiyya; Israeli settlers also broke windows of a Palestinian-owned home in Madama. In East Jerusalem, Israeli forces stormed the Haram al-Sharif compound, leading to clashes with worshippers; 10 people were reported injured by rubber-coated bullets and 3 were arrested. In Gaza, for the 3d consecutive day, Israeli forces struck targets in Gaza. In the West Bank, Israeli settlers with military escort raided an archeological site near Bethlehem to perform prayers. Palestinians in Israel commemorated the Nakba on Israel’s Independence Day by marching to 1 of the villages that was depopulated during the Nakba. At the UN, PA foreign minister Riyad al-Maliki called the U.S. peace plan “conditions for surrender” and not a plan for peace. U.S. special representative for international negotiations Jason Greenblatt was at the UN meeting. Greenblatt has been actively debunking rumors on Twitter about the U.S. peace plan and criticizing the Palestinian leadership for not engaging with the U.S.. Al-Maliki told Mondoweiss at the UN that he urged European nations to start thinking about putting sanctions on Israel, as calls for stopping settlement expansions have proven ineffective. An Egyptian security delegation arrived in Gaza to meet with Hamas leader Yahya Sinwar and other officials from Hamas and Islamic Jihad in Palestine. The officials discussed demonstrations on Nakba Day held on 15 May and efforts to ensure a relative calm. (HA 5/9)

The Lebanese president Michel Aoun said, during a meeting with a delegation from the Middle East Council of Churches, that “Lebanon would never survive if half a million Palestinian refugees and 1.6 million Syrian refugees remained in the country.” (MNA 5/10)

Canada announced that it contributed $2.4 million to the UN World Food Programme for vulnerable Palestinians in Gaza and the West Bank. New Zealand pledged $2 million for the UNRWA. (MNA, WAFA5/9)

In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS). Abu Baker said that the IPS had agreed to install pay phones in the jails and to release some prisoners from solitary confinement. (WAFA 4/7)

In the West Bank, Israeli forces sealed the entrances to the villages Nabi Salih and Abud near Ramallah. The sealing of Nabi Salih led to clashes between residents and Israeli forces; no injuries were reported. During late-night raids in Qalandia refugee camp, Israeli forces killed a 23-year-old Palestinian man; 3 other Palestinians were injured and taken to a hospital in Ramallah. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. Reuters reports that Saudi king Salman bin Abdulaziz recently informed U.S. officials that he won’t be able to support the Trump administration’s long-awaited peace plan unless it provides for a Palestinian capital in East Jerusalem. Israeli naval forces confront the first ship of a planned flotilla sailing toward Gaza in a symbolic effort to break the Israeli blockade. At least 20,000 Palestinian protesters gather along Gaza’s border, marking the 2d consecutive Friday of the Great March of Return. For the 2d week in a row, the U.S. blocks a Kuwait-backed effort to get the UNSC to call for an independent and transparent investigation into the IDF’s violent crackdown on the Great March of Return. According to Palestinian UN envoy Riyad Mansour, 14 of the 15 members of the UNSC support the effort. U.S. diplomats blocked a similar Kuwaiti initiative on 3/31 after the beginning of protests on 3/30. (TOI 4/6; JP, TOI 4/7)

In the West Bank, IDF troops shoot and seriously injure a Palestinian man at a checkpoint near Tulkarm. (The man will succumb to his injuries on 4/8.) They also clash with stone-throwing Palestinians in Hebron and Nabi Salih near Ramallah; 4 Palestinians are injured. The IDF arrests 10 Palestinians during late-night raids near Ramallah, Salfit, Jenin, and in Tubas; and patrols in Hebron and near Nablus and Salfit. Along Gaza’s border, IDF troops arrest 3 unarmed Palestinians attempting to cross into Israel, and violently disperse dozens of Palestinians participating in the Great March of Return for a 4th day in a row near Jabaliya refugee camp, al-Bureij refugee camp, Khan Yunis, Rafah, and Gaza City; 8 Palestinians are injured. Approximately 30,000 Palestinians gather along Gaza’s border for a massive protest dubbed the “Great March of Return” commemorating Land Day and calling for refugees’ rights to return to their homes in Israel (see extensive coverage in JPS 47 [4]). They chant slogans, throw stones, and build protest tent camps in various locations. IDF troops violently disperse the demonstrations in multiple locations; 15 Palestinians are killed and hundreds are injured. Video recorded at the march shows a Palestinian being shot in the back while running away from the border. The protests are set to continue for 6 weeks. Hours before the protest, the IDF declares the border area a closed military zone, threatening violence should any person approach. Israeli tanks then shell and kill a Palestinian farmer working along the border. In the evening, 2 armed Palestinians open fire on an IDF post along Gaza’s northern border. Israeli soldiers return fire, and Israeli tanks and jets strike Hamas observations posts in the area as well; there is no major damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, occupation, and separation wall, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital, in Kafr Qaddum near Qalqilya, Beita near Nablus, al-Bireh, and 3 villages near Ramallah (Bil‘in, Ni‘lin, and Nabi Salih); at least 26 Palestinians are injured. Meanwhile, IDF troops arrest 2 Palestinians during late-night raids near Hebron. An Israeli settler driver allegedly rams and seriously injures a Palestinian near Hebron. UN secretary-general António Guterres calls for an independent and transparent investigation into the killings in Gaza today and “appeals to those concerned to refrain from any act that could lead to further casualties and in particular any measures that could place civilians in harm’s way,” according to a spokesperson.
