The IDF conducts 11 air strikes and 6 mock air raids on n. Gaza (destroying a bridge nr. Bayt Hanun; hitting several main roads in Bayt Hanun, Bayt Lahiya, and Um al-Nasser; damaging several homes and injuring 6 Palestinian bystanders, including 3 children). Later, Palestinians fire a rocket fr. Gaza towards Ashkelon, causing no damage or injuries; the IDF threatens to cut off electricity to the Gaza Strip if rocket attacks continue. The IDF also tightens restrictions on Palestinian movement into and out of Qalqilya; bars a Palestinian heart attack victim fr. crossing a checkpoint into Tulkarm (still under closure; see 12/15) to reach a hospital, allowing him to die; conducts arrest raids in Balata r.c. (an IDF dog bites a 12-yr.-old and a 19-yr.-old Palestinian), Bayt Umar nr. Hebron, al-Bireh, Tulkarm (targeting the AMB). In Alar nr. Tulkarm, 2 Palestinian construction workers surprise an IDF undercover unit inside an unfinished house; the soldiers detain and beat the men, fire on other Palestinians who arrive on the scene, call in reinforcements to extract them. An IDF jeep hits, injures a 10-yr.-old Palestinian nr. Qalqilya. Israel issues tenders for the construction of 137 new housing units in Ariel and Karnei Shomron settlements. Jewish settlers fr. Sharon is hospitalized after suffering a mild stroke. Doctors say there will be no permanent damage; he will not be at any greater risk of another stroke, will stay in the hospital for “a few days” of observation. (JTA, NYT, WP, WT 12/19; NYT, WP, YA 12/20)

An AMB gunman fires on, damages an IDF jeep in Tulkarm, is killed by return fire. The IDF fires on stone-throwing Palestinians outside Surif; conduct late-night arrest raids, house searches in Hebron and nr. Nablus, Ramallah. Jewish settlers fr. The IDF deploys troops on roads btwn. Nur al-Shams r.c. and Tulkarm, fires on residential areas; during the operation, an IDF jeep hits a Palestinian car, killing 1 Palestinian, injuring 1. The IDF also conducts house searches, patrols streets in Kafr Qaddum; sets up numerous checkpoints, conducts arrest raids in and around Hebron. Hamas mbrs. blast more openings in the Gaza border wall to facilitate crossing into Egypt, overwhelming the 750 Egyptian border guards. The IDF fires on residential areas of Rafah, killing 1 Palestinian; opens fire in Nur al-Shams r.c., killing 1 Palestinian teenager, wounding 5 after a Molotov cocktail is thrown at a passing IDF jeep fr. the area; conducts arrest raids, house searches nr. Bethlehem, Jenin and in ‘Azun, Hebron, Khan Yunis, Tulkarm; occupies 3 houses in Jenin, Hebron, Tulkarm as observation posts; bulldozes a grove of Palestinian olive trees in Bayt Surik nr. Jerusalem; arrests 5 Palestinian farmers working their fields nr. the separation wall around Qalqilya nr. ‘Azun, releasing 3 after questioning, holding 2. In response to the 8/4 Shafa ‘Amr killings, AMB gunmen fire on a Jewish settler vehicle in the West Bank, wounding 2 settlers. Jewish settlers fr. Ma’on attack, beat 4 Palestinian farmers working their nearby fields. Palestinian gunmen fire on the International Comm. of the Red Cross (ICRC) headquarters in Khan Yunis, causing damage but no injuries. The PA security forces arrest Khan Yunis Fatah official and Qaddumi spokesman Sulayman al-Farah on suspicion of building a local militia; Farah earlier announced that Qaddumi ordered his office to set up a 1,500-man force to help the PA maintain law and order in Gaza during disengagement (see 7/16). The IDF arrests a 16-yr.-old Palestinian at Hawara checkpoint nr. Nablus for carrying a bag with “an apparent explosive belt, an improvised weapon, and 20 bullets”; conducts arrest raids, house searches in Ithna, al-Mawasi, Nablus; sends troops into al-Fara’a r.c. to search local Palestinians on the street, fires on Palestinian youths who throw stones at troops; issues military orders confiscating at least 130 d. of agricultural land s. of Nablus to establish a buffer zone around Emmanuel settlement; issues a military order confiscating 25 d. of Azariyya land for separation wall construction. A DFLP mbr. throws grenades at an IDF vehicle in s. Gaza, slightly wounding 2 soldiers; soldiers shoot, kill the assailant. 2 AMB mbrs. fire on an IDF jeep nr. Inside Israel, some 1,000 Israeli border police backed by 16 bulldozers level 4,000 d. of bedouin land in the al-Araqib area of the Negev, seal off all roads leading to the area to prevent the bedouin owners fr. returning. The Israel Lands Dept. says the goal of the operation is to “salvage the state’s lands from the Arab bedouins who seized and exploited them.” (JAZ 2/4)

The IDF reopens the Rafah crossing (closed on 12/12) to Palestinians entering Gaza as a gesture to Abbas for taking steps on security; fatally shoots a 14-yr.-old Palestinian carrying a toy gun in Tubas; fires on 3 Palestinian children walking nr. a Rafah mosque, killing a 2d 14-yr.-old Palestinian; cuts down an olive grove nr Salfit for road construction; conducts arrest raids, house searches in Bayt ‘Awwa, Bani Na‘im, Bayt Hanun, Sammu‘a nr. Hebron. Hamas fires an antitank missile at an IDF bulldozer in Bayt Hanun, injuring 3 IDF soldiers. DFLP mbrs. fire a missile at an IDF jeep nr. Khan Yunis, causing no damage or injuries. The IDF conducts arrest raids, searches in and around Hebron, targeting 6 Islamic charities, a development organization, and local Palestinian Prisoners’ Society offices, detaining 65 heads and board members of the institutions as well as local Islamic leaders and imams; conducts arrest raids, house searches nr. Bethlehem and in Dura, Ithna, Salfit, Surif, Tulkarm; issues military orders confiscating 89 d. of land in al-Jib, 72 d. in Biddu, and 100s of d. fr. Bayt Duqqu and Bayt Ijza for construction of the separation wall northwest of Jerusalem. A Hamas mbr. infiltrates Ganei Tal settlement nr. Khan Yunis, fires at settlement guards (causing no injuries), is killed by return fire. Hamas fires 3 mortars, 3 Qassam rockets at Jewish settlements in Gaza, causing no damage or injuries. A 6-yr.-old Palestinian boy in Hebron is hit by an IDF jeep; soldiers take him to a hospital in Kiryat Arba settlement, but he is pronounced dead.
