Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. The IDF patrols in `Ayn al-Sultan r.c. and 2 villages nr. Jericho, 3 villages nr. Jenin, and 2 nr. Qalqilya during the date; patrols in Tulkarm town and r.c., 2 nearby villages late at night; conducts late-night arrest raids, house searches nr. Hebron (including Bayt Umar) and Nablus. The Palestinian Center for Human Rights notes (3/8) that 45 Bayt Umar residents (including 20 children) have been arrested by the IDF since 1/1/2012. Dozens of Palestinians march to the IDF’s Atara checkpoint outside Ramallah to mark the 2d anniversary of the death of a local Palestinian family when a IDF jeep collided with their taxi; IDF troops at checkpoint fire tear gas and stun grenades at the marchers who respond by throwing stones; during the exchange, an IDF soldier fires a tear gas canister at a Palestinian teenager 20 meters away, hitting him in the head and fracturing his skull, critically injuring him. IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land and clear lines of sight. The PFLP claims its mbrs. directed cross-border fire at an IDF jeep on the Israeli side of the Gaza border fence e. of Gaza City; the IDF says it has no reports of an attack. In the West Bank, the IDF demolishes 6 residential shelters and 21 animal pens in Khirbat Tana nr. Nablus, displacing 52 Palestinians, including 30 children (see 12/6); fires rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths nr. In the morning, IDF troops on the n. Gaza border nr. Bayt Lahiya fire on Palestinians collecting scrap metal from destroyed sites nr. the border fence (no injuries are reported). In the West Bank, an off-duty Palestinian policeman (not in uniform) stabs, kills an IDF soldier parked in a jeep at a junction s. of Nablus in Israeli-controlled area C and is detained by an Israeli security guard from a nearby Jewish settlement; PA Pres. Abbas denounces the attack, urging Palestinians to participate only in nonviolent protests against Israel. In response, the IDF raids, searches several Palestinian houses and the assailant’s home in al-Khiljan village southwest of Jenin, confiscating computers and cell phones, and arresting 6 Palestinians, including 4 of his brothers. The IDF also fires rubber-coated steel bullets, tear gas to disperse Palestinians and international activists planting 500 olive trees on Palestinian land slated for Israeli confiscation in Bayt Umar village nr. Karme Tzur settlement; levels Palestinian land nr. Bayt Sahur for construction of an IDF observation post; conducts late-night arrest raids, house searches in Bethlehem, Jalazun r.c. nr. The IDF makes an air strike on a car in Rafah carrying Islamic Jihad’s al-Quds Brigade leader ‘Awad ‘Abd al-Fattah alQiq, missing the car, hitting a store, wounding 3 bystanders in an apparent assassination attempt. Armed Palestinians fire 5 mortars, machine guns at an IDF undercover unit attempting to infiltrate the Gaza border e. of al-Maghazi r.c., forcing the unit to retreat into Israel. In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c. (where armed Palestinians detonate an explosive device nr. an IDF jeep, wounding a soldier), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 3. In Jabaliya r.c., 7,000 Islamic Jihad supporters hold a peaceful rally to mark Jerusalem Day. In Dayr al-Balah, 300 PRC supporters hold a peaceful rally to mark the 2d anniversary of the IDF assassination of PRC leader Jamal Abu Samhadana. Suspected Fatah mbrs. detonate a bomb outside the home of a local Hamas leader in Khan Yunis, causing no injuries. In Gaza City, unidentified assailants detonate an explosive device outside the home of a local AMB leader, causing damage but no injuries. An unidentified Palestinian throws a bomb at the house of a Hamas activist in Abasan, causing no serious damage or injuries; flees to a nearby IDF border post, where he surrenders to the IDF. The IDF demolishes an illegal outpost nr. Kiryat Arba comprising only a makeshift synagogue; the site has been demolished and rebuilt by Jewish settlers on 24 previous occasions. The IDF demolishes 2 Palestinian homes in Anata in Jerusalem, evacuates another 30 bedouin families fr. tents in the area, saying they are too close to the Anatot IDF base and that some land is needed for construction of the separation wall; conducts arrest raids, house searches in Balata r.c. and Nablus, exchanging gunfire with armed Palestinians, wounding 2. An IDF jeep on patrol in Bethlehem accidentally overturns, trapping 4 lightly injured soldiers inside; when 10s of Palestinians surround, throw stones at the jeep, the soldiers fire live ammunition, rubber-coated steel bullets, tear gas at the crowd, injuring 4. The Popular Front for the Liberation of Palestine (PFLP) fires 2 rockets at an IDF post in Gaza, causing no damage or injuries. Jewish settlers fr. Keddumim, guarded by IDF soldiers, bulldoze 30 d. of Palestinian agricultural land for expansion of the settlement. Unidentified gunmen fire on the Bir Nabala home, car of proreform PC mbr. Bazooka rocket fired at IDF positions near Yanta in Bekaa; new clashes between Phalange and Jumblatt forces in Chouf; IDF imposes curfew; Phalangists, Muslims, Lebanese Army charge IDF with fomenting trouble to perpetuate its presence in area; State Department and US Marine contingent spokesman announce US infantrymen in four-man jeep patrols to enter East Beirut tomorrow at request of Gemayel, Lebanese Forces indicate they will acquiesce.

Casualties:

One IDF soldier wounded in crossfire and 10 Lebanese killed, 18 wounded in Chouf region; first tents erected for refugees at Ain el-Hilweh camp near Sidon; Lebanese farmers, merchants and members of Parliament complain of Israeli economic warfare charge Israel is "dumping" over $1 million/month of cheap fruits, vegetables, textiles and canned goods on Lebanese market, avoiding customs and possibly isolating Lebanon from traditional Arab markets.

Political Responses:

Israel/ Occupied Territories: Shamir meets Draper, rejects participation in peacekeeping forces by Morocco and other countries that do not have relations with Israel, but would welcome Egyptian soldiers; West Bank Palestinians protest 65th anniversary of Balfour Declaration with rock throwing, tire burning, waving Palestinian flag; Israeli troops fire tear gas in Nablus, erect barricades in Rafah; two refugee camps under curfew suffer water and food shortages; Israeli envoy, speaking at Houston B'nai Brith meeting, claims 7,000 PLO guerrillas who were evacuated from Beirut have returned to Lebanon; public opinion poll indicates Likud gains, Labor loses popularity.

Palestinians/ Lebanese: President Gemayel returns from Morocco; Prime Minister Wazzan asks Parliament for emergency powers for 8 months to revise tax laws, increase treasury resources, reform civil service, citizenship and parliamentary election laws and links requested vote of confidence to approval of emergency powers; Wazzan again criticizes Israel for continued occupation of South Lebanon.

Arab Governments: Mubarak says he is willing to meet Begin anywhere to discuss disputes between their two countries, indicates Egypt has offered to buy disputed Taba hotel.

US and Other Countries: US announces military training teams, including 60 officers, will serve in Lebanon on temporary basis, and a small "security assistance office," staffed out of US European Command, will oversee upgrading of Lebanese forces; Pentagon officials estimate $135 million is available to Lebanon in cash and credits, and aid package includes 24 APCs and 12 155-mm artillery guns; State Department says no Moroccan troops would be added to peace-keeping force at least until after agreement on withdrawal of foreign forces.
