Israeli forces shoot and kill Fadi al-Qunbar, a Palestinian truck driver, outside the Old City after he rams a group of Israelis, killing 4 IDF soldiers and injuring at least 13 other people. Israeli forces then conduct raids on the alleged attacker’s home in Jabal Mukabir, interrogating his family for hours, threatening punitive demolition, and establishing checkpoints in the area. Their prolonged presence in the neighborhood sparks clashes with stonethrowing Palestinians; there are no serious injuries. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group. The cabinet also decides to punitively demolish the attacker’s home as soon as possible, and to close down the attacker’s neighborhood, Jabal Mukabir. Meanwhile, the attacker’s family says he was motivated by U.S. pres.-elect Trump’s pledge to move the U.S. embassy from Tel Aviv to Jerusalem. “He was very angry, and said transferring the embassy would lead to war,” his cousin says. Elsewhere in East Jerusalem, Israeli settlers seize control of a residential building in Silwan. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Gaza City and later nr. Khan Yunis, causing no injuries or damage. In the West Bank, PASF troops block an IDF jeep from entering Qalqilya. Israel settlers assault and injure a number of Palestinians outside Huwwara village nr. Nablus and throw stones at Palestinian cars driving nearby. The IDF delivers stop-work orders to 11 Palestinian homes under construction nr. Bethlehem. IDF troops conduct raids nr. Nablus, sparking clashes with stone-throwing Palestinians outside Bayt Furik village; 1 Palestinian is arrested. They arrest 9 more Palestinians during late-night raids in Jenin and nr. Israel’s Ministerial Comm. for Legislation unanimously approves a bill that would ban representatives from the anti-occupation group Breaking the Silence and other groups that allegedly “defame Israeli soldiers” from speaking in Israeli schools. (HA, JP 1/9)

In Gaza, telecom operator Jawwal reopens following an agreement with Hamas; there are no details released. In the West Bank, Palestinian assailants shoot and injure an Israeli settler nr. Qalqilya. IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron, arresting 2 Palestinians; patrol during the day in 2 villages nr. Hebron, ‘Ayn al-Sultan r.c. and 1 village nr. Jericho. In East Jerusalem, an Israeli police jeep rams a Palestinian girl, moderately injuring her. Senior Fatah official Amin Maqboul says that the PLO’s talks on forming a new consensus govt. continue, despite Hamas’s objections to the process. Maqboul says that Hamas has demanded that any new govt. pay the salaries of all employees of the Hamas-run govt. in Gaza and describes the demand as among several “preconditions that widen the gap between the Gaza Strip and West Bank.” (MNA 7/6)

The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. The IDF patrols in `Ayn al-Sultan r.c. and 2 villages nr. Jericho, 3 villages nr. Jenin, and 2 nr. Qalqilya during the date; patrols in Tulkarm town and r.c., 2 nearby villages late at night; conducts late-night arrest raids, house searches nr. Hebron (including Bayt Umar) and Nablus. Dozens of Palestinians march to the IDF’s Atara checkpoint outside Ramallah to mark the 2d anniversary of the death of a local Palestinian family when a IDF jeep collided with their taxi; IDF troops at checkpoint fire tear gas and stun grenades at the marchers who respond by throwing stones; during the exchange, an IDF soldier fires a tear gas canister at a Palestinian teenager 20 meters away, hitting him in the head and fracturing his skull, critically injuring him. IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land and clear lines of sight. The PFLP claims its mbrs. directed cross-border fire at an IDF jeep on the Israeli side of the Gaza border fence e. of Gaza City; the IDF says it has no reports of an attack. In the West Bank, the IDF demolishes 6 residential shelters and 21 animal pens in Khirbat Tana nr. Nablus, displacing 52 Palestinians, including 30 children (see 12/6); fires rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths nr. Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. The IDF bulldozes 63 shops, market stalls in Nazlat Issa, 1 of the only thriving Palestinian commercial centers, located very close to the West Bank border with Israel; maps of Israel’s planned security fence show the fence running e. of Nazlat Issa, which would cut off the village fr. the rest of the West Bank. The IDF also beats 2 Palestinian photographers for international agencies as they try to photograph an IDF jeep driving through Nablus with 2 Palestinian youths clinging to the hood, threaten to kill the journalists if they see the photo published; fires on residential areas of Bayt Lahia; conducts arrest raids (targeting Hamas, Islamic Jihad) in Hebron, Jenin r.c., Jericho, Nablus, Ramallah; demolishes a Palestinian home in Yatta, nr. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)

Deadline for start of Israeli withdrawal fr. Gaza, Jericho passes. PM Rabin tells reporters, "There are no sacred dates, and I cannot give a commitment that the implementation of the agreement will be finished by April 13th."
