Hebron after she allegedly stabs and lightly injures an Israeli soldier, and a Palestinian bystander is reportedly stabbed and injured when he tries to intervene. After an autopsy, a Palestinian forensic physician says that, though the Palestinian woman was shot 3 times, she could have survived if the IDF had not left her bleeding on the ground. A Palestinian driver rams an Israeli border police jeep, injuring 4 Israeli soldiers and causing minor damage. The IDF troops then open fire on the Palestinian vehicle, injuring 2 passengers. The IDF maintains its closure of Nahalin village for a 5th day. IDF troops conduct house searches and raids in Dahaysha r.c. and 2 villages nr. Bethlehem, and 1 village nr. Jenin, arresting 6 Palestinians; patrol in 2 villages nr. Jenin and 1 nr. Tulkarm. In Gaza, the Egyptian authorities open the Rafah border crossing in both directions for the 1st of 2 planned days. Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. The IDF patrols in `Ayn al-Sultan r.c. and 2 villages nr. Jericho, 3 villages nr. Jenin, and 2 nr. Qalqilya during the date; patrols in Tulkarm town and r.c., 2 nearby villages late at night; conducts late-night arrest raids, house searches nr. Hebron (including Bayt Umar) and Nablus. The Palestinian Center for Human Rights notes (3/8) that 45 Bayt Umar residents (including 20 children) have been arrested by the IDF since 1/1/2012. Dozens of Palestinians march to the IDF’s Atara checkpoint outside Ramallah to mark the 2d anniversary of the death of a local Palestinian family when a IDF jeep collided with their taxi; IDF troops at checkpoint fire tear gas and stun grenades at the marchers who respond by throwing stones; during the exchange, an IDF soldier fires a tear gas canister at a Palestinian teenager 20 meters away, hitting him in the head and fracturing his skull, critically injuring him. IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land and clear lines of sight. The PFLP claims its mbrs. directed cross-border fire at an IDF jeep on the Israeli side of the Gaza border fence e. of Gaza City; the IDF says it has no reports of an attack. In the West Bank, the IDF demolishes 6 residential shelters and 21 animal pens in Khirbat Tana nr. Nablus, displacing 52 Palestinians, including 30 children (see 12/6); fires rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths nr. In the morning, IDF troops on the n. Gaza border nr. Bayt Lahiya fire on Palestinians collecting scrap metal from destroyed sites nr. the border fence (no injuries are reported). In the West Bank, an off-duty Palestinian policeman (not in uniform) stabs, kills an IDF soldier parked in a jeep at a junction s. of Nablus in Israeli-controlled area C and is detained by an Israeli security guard from a nearby Jewish settlement; PA Pres. Abbas denounces the attack, urging Palestinians to participate only in nonviolent protests against Israel. In response, the IDF raids, searches several Palestinian houses and the assailant’s home in al-Khiljan village southwest of Jenin, confiscating computers and cell phones, and arresting 6 Palestinians, including 4 of his brothers. The IDF also fires rubber-coated steel bullets, tear gas to disperse Palestinians and international activists planting 500 olive trees on Palestinian land slated for Israeli confiscation in Bayt Umar village nr. In the West Bank, the IDF makes a rare daytime incursion into Bayt Ula village nr. Hebron, raiding a furniture company and arresting 2 Palestinians; stages 1 late-night arrest raid nr. Hebron, followed several hrs. later by synchronized arrest raids, house searches in 3 other villages nr. Hebron. Jewish settlers fr. Revava nr. Salfit bulldoze 50 d. of nearby Palestinian olive groves and agricultural land, fence off 24 d., block off 3 roads leading to the area, and install mobile homes to expand the settlement. Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. During the day, IDF troops stationed at Gaza’s Nahal Oz crossing fire on Palestinian children collecting scrap metal nearby, wounding 3. Israeli naval vessels fire at Palestinian fishing boats off the Bayt Lahiya, Gaza City, and Rafah coasts, forcing them to return to shore. Palestinians detonate a roadside bomb along the Gaza border e. of Dayr al-Balah as an IDF jeep patrolling inside Israel passes, causing no damage or injuries. Late in the evening, the IDF sends bulldozers, troops into Bayt Hanun in n. Overnight, the IDF sends troops into Juhur al-Dik in c. Gaza to raid, search a municipal building and cultural center, firing on surrounding residential areas, killing a 63-yr.-old Palestinian man, bulldozing the municipal building and 370 d. of agricultural land (including 5 poultry farms, killing 5,000 chickens), ordering all Palestinian men in the area to surrender for questioning, releasing all but one by late evening. During the day, under cover of Palestinian mortar fire, a Palestinian suicide bomber detonates a truck bomb on the Palestinian side of the Erez crossing, damaging a passenger tunnel but causing no other casualties; the IDF makes a helicopter air strike on a jeep accompanying the truck, killing 1 armed Palestinian; Israel seals the crossing, which has been opened to limited VIP traffic and extreme medical cases, until repairs can be made; no group takes responsibility for the attack, apparently intended to capture an IDF soldier. The IDF makes an air strike on a police post in Khan Yunis, killing 7 Hamas-affiliated policemen, wounding 1; makes an incursion into al-Shuka, searching homes, exchanging fire with local gunmen, killing 2 armed Palestinians, arresting 40 Palestinians; fires across the border toward Palestinian homes and agricultural areas in al-Qarara, damaging several homes but causing no injuries; sends armored vehicles, bulldozers into the Erez industrial zone to level land. Palestinians fire 8 rockets fr. Gaza into Israel, hitting a factory and a home, injuring 4 Israelis. In the West Bank, the IDF conducts major arrest raids, house searches in Hebron (detaining 30 Palestinians, including 3 journalists) in connection with the 2/4 bombing; also conducts arrest raids, house searches in and around East Jerusalem, nr. Ramallah, and in Nablus, Nur al-Shams r.c. nr. Tulkarm, Qabatya, Silwad. PA teachers and health workers begin a 2-day strike to protest new PA restrictions on obtaining government services such as ID cards, birth certificates. In Gaza City, unidentified assailants blow up the jeep of a mbr. of the Hamas-affiliated internal security service, damaging 2 other vehicles but causing no injuries. The IDF makes a late-night raid into Bayt Hanun, firing on residential areas, clashing with local gunmen, killing 1 Islamic Jihad mbr., wounding 3. In the West Bank, the IDF sends undercover units into al-Bireh to raid a Fatah office, arresting an AMB mbr. who was among the 178 granted amnesty in 7/07; conducts arrest raids, house searches in al-Arub r.c., al-Fara‘a r.c. nr. Tubas, and nr. Hebron, Qalqilya. Jewish settlers take over a hilltop nr. Hebron to establish a new outpost (Givat Halhul); the IDF removes them by evening. Nr. To increase pressure on Hamas, Israel announces that it will begin curtailing fuel shipments to Gaza by up to 11% and that it has permanently closed the Sufa crossing (closed on 10/26 and 10/27 for the weekend), leaving Kerem Shalom (fully controlled by Israel) the sole crossing point for goods and humanitarian aid. (Officially the government calls the move “self-defense.”) Israel says that it will allow into Gaza “the minimum amount of food and medicines necessary to avoid a humanitarian crisis.” In Gaza, the IDF shoots, wounds a Palestinian fisherman laying nets on the Bayt Lahiya coast; sends troops into al-Shuka, where they exchange tank and heavy machine gun fire with armed Palestinians firing RPGs, leaving 1 Hamas mbr., 1 IDF soldier dead, 2 IDF soldiers wounded; conducts land-leveling operations inside the Gaza border nr. Armed Palestinians fire 5 mortars, machine guns at an IDF undercover unit attempting to infiltrate the Gaza border e. of al-Maghazi r.c., forcing the unit to retreat into Israel. In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c. (where armed Palestinians detonate an explosive device nr. an IDF jeep, wounding a soldier), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 3. In Jabaliya r.c., 7,000 Islamic Jihad supporters hold a peaceful rally to mark Jerusalem Day. Overnight, Hamas secures the release of BBC reporter Johnston fr. the Army of Islam, which kidnapped him on 3/12; Haniyeh holds a press conference with Johnston at his Gaza City home, facilitates his transfer to the British Consulate in Jerusalem; British FM David Miliband “fully acknowledge[s] the crucial role” played by Hamas and Haniyeh in securing his release. Meanwhile, the IDF bulldozes Palestinian land in n. Gaza, reinforces troops inside the border nr. Bayt Hanun (conducting arrest raids, house searches, occupying a Palestinian home, bulldozing land), expanding the IDF’s n. Gaza buffer zone. Islamic Jihad fires an RPG at an IDF jeep on the Israeli side of the border fence nr. Dayr al-Balah; the missile lands inside Gaza, causing no damage or injuries. Gilad Shalit was captured in 6/06 and is still being held); 1 Palestinian is killed. The IDF continues operations in Shuka, bulldozing 33 d. of Palestinian land, exchanging fire with local Hamas mbrs., leaving 1 Hamas mbr. dead. Palestinians detonate a roadside bomb nr. an IDF tank n. of Bayt Hanun, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron and in Jenin town and r.c., Tulkarm. Jewish settlers fr. The Lebanese army escalates attacks on FI, sending special forces and armored personnel carriers into areas around Nahr al-Barid r.c. to root out FI mbrs., increasing tank, artillery shelling of FI positions inside the camp to the highest level to date. FI replies with mortar and sniper fire. The army reports 6 soldiers killed, more than 40 wounded during the day. FI reports 4 mbrs. killed, 6 wounded. At least 60 FI mbrs., 49 soldiers, 20 civilians are thought to have been killed since fighting began on 5/20, but figures for casualties inside the camp cannot be confirmed. (WP, WT 6/10)

The IDF shells areas of n. Gaza, killing a 16-yr.-old Palestinian, wounding a 4-yr.- old outside their homes; detains 2 unarmed Palestinians attempting to sneak into Israel nr. al-Maghazi r.c. to find work. In the West Bank, the IDF bans Palestinians fr. entering Israel; conducts arrest raids, house searches in Hebron, Tulkarm (searching Change and Reform offices and nearby Internet cafe, damaging computers; the Palestinian Media and Studies Center, confiscating computers, files; an Islamic women’s charity and sports club, vandalizing furniture, confiscating files). Overnight, the 48-hour partial suspension of Israeli air strikes on s. Lebanon goes into effect (2:00 A.M. local time 7/31; 7:00 P.M. ET 7/30). Within hrs., the IDF launches air strikes in support of ground troops in Taybeh, at a Lebanese army jeep traveling nr. Qasmiyya n. of Tyre (based on false information that a senior Hizballah mbr. was in the car, killing 1 Lebanese soldier, wounding 3). The Israeli cabinet also approves plans to “expand and deepen” ground operations in s. Lebanon. With air strikes eased, Lebanese rescue workers begin combing bombed-out cars and destroyed buildings in villages in s. Lebanon, finding at least 49 bodies during the day, but relief agencies report that the IDF is still demanding that aid convoys coordinate their routes with the IDF on a case-by-case basis despite the 24-hr. window for humanitarian operations. The IDF also conducts some air strikes nr. the Syrian border and on Bint Jubayl; continues ground operations in Aita al-Sha‘b, Kafr Kila, Maroun al-Ras. Hizballah launches 3–4 mortars into Kiryat Shimona, but no rockets. The Lebanese government warns that the country has only a few days’ fuel supply remaining and once it runs out, provision of normal health care and relief aid will cease. After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility.
