In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa. Israeli settlers also stole 10 sheep in Yasuf. Israeli forces raided Burqa leading to tear-gas related injuries. Israeli forces also raided Silat al-Harithiya, leading to tear-gas related injuries. Elsewhere, Israeli forces issued stop-work orders for 2 roads and 3 houses in Qarawat Bani Hassan. Israeli forces also issued a demolition notice for a primary school in Badia Yatta. PA forces assaulted and arrested 1 Palestinian student who was a candidate for president of Birzeit University’s student council In East Jerusalem. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. We are similarly concerned by reports of changes to Israel’s system of settlement administration that expedite the planning and approvals of settlements.” Miller further called on Israel to “fulfill the commitments it made in Aqaba, Jordan and Sharm El Sheikh, Egypt” earlier this year. PLO secretary-general Hussein al-Sheikh said that the PA would boycott the Joint Economic Committee meeting on 6/19 is response to the cabinet decision. UN secretary-general António Guterres urged Israel to reverse its decisions. In the West Bank, Israeli settlers with a military escort raided Burqa, attacking Palestinians and setting a barn and olive trees on fire; tear-gas related injuries were reported. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli authorities demolished 1 house in Jabel Mukaber, displacing 5. 4 Palestinians were arrested during raids in al-Tur and Ras al-Amud. The Hamas-affiliated voting bloc Islamic Wafa won 25 of 51 seats in the Birzeit University student union elections. The election result follows another win by Islamic Wafa on 5/16 at An-Najah National University. (QDS 5/24; HA, MEE 5/25)

3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. Forensic Architecture released an investigation in cooperation with Adalah on the Tantura Massacre committed by the Israeli army 1 week after the establishment of Israel. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. 18 Palestinians were arrested during late-night raids in Abud, Silwad, Silat al-Harithiya, Jaba‘, Kafr Ra‘i, Beita, and al-Lubban ash-Sharqiya; during the raid in Abud, Israeli forces arrested 22 Palestinian students from Birzeit University who were camping at a nearby spring; 12 were released shortly after the raid while 10 remained in custody. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. In the West Bank, 1 Palestinian man hit 1 Israeli soldier with his car in a crash near the Halamish settlement near Deir Nidham. Israeli forces arrested the Palestinian man who also sustained injuries; it was unclear if he hit the soldier on purpose. Israeli settlers threw stones at Palestinian vehicles near Sabastia and closed a road between Jenin and Nablus. Israeli settlers with military escort also closed an entry to al-Lubban al-Sharqiya. Israeli forces shot and injured 5 Palestinian protesters with rubber-coated bullets at a checkpoint near Birzeit University; others suffered tear-gas related injuries. Israeli forces also uprooted 40 dunams (9.9 acres) of land planted with olive and almond saplings, demolished agricultural structures in Battir, and demolished 1 residential tent in Bayt Jala, displacing 6. 9 Palestinians were arrested during raids in Beit Sahour, Dheisheh refugee camp, Tulkarm, Bir al-Basha, Jaba‘, and Kobar. In East Jerusalem, 1 Palestinian was arrested during a raid in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian farmers northeast of Beit Hanun, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City, damaging 1 boat; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of al-Shuka. In the Naqab desert, Israeli police violently dispersed Palestinians protesting a forestation program designed to displace Palestinian Bedouins from their land near Sawa; 16 were arrested and 2 Israeli police officers were reportedly injured. There were also reports that stone-throwers had attacked 1 bus, that large stones had been placed on railway tracks, forcing a train to stop, and that 1 Israeli journalist was assaulted and his car set on fire. Israeli authorities charged 1 Israeli police officer with assaulting 1 Palestinian woman by ripping off her hijab, pulling her hair, and hitting her in East Jerusalem. (HA 1/11)

The Israeli supreme court ruled that the Israeli interior ministry cannot continue to deny Palestinians married to Israeli citizens residency rights, using a temporary ban that expired in July 2021. Interior minister Ayelet Shaked has instructed her ministry to hold up Palestinian applications for family unifications. (HA, WAFA 1/11)

In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli settlers with military escort also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces clashed with Israeli settlers as they evacuated the Oz Zion settlement outpost north of Jerusalem. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. The 5 students were released hours later. The PA condemned the raid. Israeli forces also demolished 2 residential structures and 1 agricultural structure near Idhna. 17 Palestinians were arrested during raids in Beit Fajjar, al-Khader, Jalazun refugee camp, al-Am’ari refugee camp, Beita, and Anzah. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King and MK from the Religious Zionist party Itamar Ben-Gvir made a provocative tour in Sheikh Jarrah. Israeli forces assaulted 1 Palestinian and confiscated his flag during the settler tour in Sheikh Jarrah. Israeli forces also demolished a car wash in Isawiya and a cemetery under construction in Umm Tuba. 3 Palestinians were arrested during late-night raids. In the Naqab desert, as the Jewish National Fund began a forestation project near Sawa in defiance of protest from local Palestinian Bedouins of the al-Atrash tribe who use the land for agriculture, Israeli police violently dispersed Palestinian protesters near Hura; leader of the United Arab List Mansour Abbas threatened to boycott Knesset sessions if the work continued. PA foreign ministry summoned the Dutch Head of Mission to Palestine Kees van Baar to protest the Dutch government’s decision, from 1/6, to end funding to the Palestinian Union of Agricultural Work Committees. (HA, WAFA 1/10)

Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. The visit would be the 1st since the Syrian civil war. The UAE has lead the rehabilitation of President al-Asad’s government and King Abdullah II of Jordan recently followed suit with a phone call to al-Asad. (MEE 1/11; ALM 1/16)

Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Senator Jacky Rosen (D-NV) said that the bipartisan caucus will work to “strengthen existing partnerships and widen the circle of peace to new countries.” (MEMO, TOI 1/11)

Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Activists have, through different methods of civil disobedience, obstructed the work at the factory over an 18-month period. During that time, 36 activists have been arrested by English police. In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli military and Prime Minister Netanyahu announced that it had hit the Hezbollah cell that fired the anti-tank missiles with “100 shells, aerial fire and various measures.” (HA 9/1; AJ, AJ, HA 9/2; HA 9/4)

UNRWA official says about 30 Palestinian civilians have been killed in South Lebanon by unidentified gunmen since January, hundreds more have fled their homes for refugee camps, UNRWA unable to obtain guarantees for safety and assistance of Palestinian camp population from IDF or Lebanese government.
