Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. Tensions in East Jerusalem and the West Bank remain high as Israeli forces continue to enforce the restrictions on Palestinian access to Haram al-Sharif and Hebron’s al-Ibrahimi Mosque that were announced on 9/27 and 9/28, respectively. More than 150,000 Jews attend a ceremony at the Western Wall outside Haram al-Sharif for the Jewish holiday Sukkoth. In Gaza, the Egyptian authorities open the Rafah border crossing in 1 direction to allow Muslims to return to Gaza from Hajj. In the West Bank, IDF troops assault a Palestinian nr. Nablus; conduct raids nr. Hebron, arresting 2 Palestinians and sparking clashes with stonethrowing Palestinian youths (4 Palestinians are injured); patrol outside Hebron and Jenin during the day. In a speech to the UNGA in New York, PA pres. Abbas says that because the Israeli govt. continues to violate the Oslo Accords and other previous agreements on a daily basis, the Palestinians “cannot continue to be bound by [the] agreements” and that Israel “must assume all of its responsibilities as an occupying power”. At a ceremony outside the UN headquarters after the speech, Abbas and UN secy.-gen. Ban Ki-moon oversee the ceremonial raising of the Vatican and Palestinian flags. Also in New York, Middle East Quartet reps. meet with the Jordanian, Saudi, and Egyptian FMs, and they issue a statement calling on all parties to “exercise restraint” and maintain the status quo at Jerusalem’s holy sites. Reps. of Iran and the P5+1 meet in Vienna for 3-day negotiations over Iran’s nuclear program ahead of their final accord deadline of 6/30. They open discussions on the remaining issues, including the pace of sanctions relief and verification requirements. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. Israeli pres. Reuven Rivlin meets with PM Netanyahu and asks him to form the next govt., after the CEC delivers Rivlin the official results from the 3/17 election. The Israeli govt. has temporarily frozen the construction of 1,500 settler residences in Har Homa, East Jerusalem. Hours before leaving office, IDF Maj. Gen. Nitzan Alon signs orders that will apply Israel’s penal code to Palestinians in the West Bank, except for a key amendment exempting people from criminal charges if they take action “urgently required to ward off someone who breaks into his home, business or farm.” The key amendment would have provided additional protections for Palestinians in confrontations with Israeli settlers. A PA unity govt. delegation led by PM Hamdallah arrives in Gaza for a planned 3-day visit. Hamdallah meets with local Fatah officials as well as senior Hamas officials to discuss the reconstruction of Gaza and national reconciliation. In the Gaza Strip, a bomb explodes in an Egyptian troop transport in the n. Sinai Peninsula along the border with Gaza. The Hamas-run govt. in Gaza says that it was not involved in the initial bombing, while Egyptian authorities blame Hamas for the bombing. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, dozens of Palestinian refugees gather in front of the Ministry of Labor, protesting the lack of jobs in the Strip. In the West Bank, around 250 Palestinian and international activists set up a tent camp, named “Gate of Jerusalem,” in Abu Dis to protest the Israeli govt.’s settlement policies and its plans to displace Palestinian bedouins in the E1 area. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr. An Israeli settler kills 16 sheep owned by Palestinians in Aqraba village, s. of Nablus, by spraying pesticides in sheep-grazing areas. In Gaza City, reps. of Islamic Jihad and Hamas discuss the PA’s accession to the ICC, the failed UNSC res., and the conditions for Palestinians in Gaza. Later, Hamas condemns the possible resubmission of the failed res., with spokesperson Abu Zuhri saying, “such a step would be political foolishness.” Meanwhile, the U.S. State Dept., the EU Delegation to the Palestinian Legislative Council, and Israeli pres. Ramallah discover that Israeli settlers uprooted around 5,000 olive trees planted nearby in the past week. PA Pres. Abbas files a request with the Dutch embassy, asking the ICC to open investigations into suspected war crimes committed in the oPt since 6/2013. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m. IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. Israeli soldiers later detain a Palestinian at a mobile checkpoint nr. Jenin. Separately, Israeli forces deliver stopwork orders to 4 homes under construction nr. Bethlehem and patrol nr. Tulkarm. PA FM al-Maliki meets with French FM Fabius, and he offers to back the French draft UNSC res. if a couple of critical amendments are made. Separately, U.S. Secy. of State Kerry flies to London to hold talks with senior PLO official Saeb Erakat and PA intelligence chief Majid Faraj, and later with an Arab League delegation. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. In the Gaza Strip, unknown Palestinians fire shots toward IDF troops nr. the Erez crossing, causing no injuries. In 2 separate incidents, IDF troops open fire on Palestinian farmers nr. the border fence, causing no injuries. In the West Bank, the IDF informs residents nr. Jenin that 1,000s of dunams of land in the area will be seized; delivers demolition orders for 8 structures to Palestinians in a village nr. Hebron. Elsewhere, a Palestinian throws a Molotov cocktail at a settler nr. Hawara village s. of Nablus, and IDF troops impose a curfew on the village. The IDF conducts arrest raids and house searches nr. Hebron, Nablus, Qalqilya, and in Jenin r.c. Clashes break out with residents nr. Nablus, injuring 4 Palestinians in ‘Askar r.c. Late at night, a group of settlers, accompanied by IDF troops, enters a village e. of Ramallah and tries to burn a Palestinian’s home, but residents stop them. An Israeli settler attempts to run over 3 Palestinians with his car s. of Hebron, causing no injuries or damage. In East Jerusalem, municipal authorities and IDF troops deliver a demolition order to the Silwan home of the Palestinian who was suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed hours later by Israeli security forces. Israeli authorities announce that the bodies of the 2 Palestinians who attacked a synagogue in West Jerusalem on 11/18 will not be returned to their families. Following the announcement, clashes between Palestinians and Israeli security forces break out in the East Jerusalem neighborhoods of Jabal Mukabir, where the men were from, Sur al-Bahir, Silwan, Issawiyya, and al-Tur; 12 Palestinians are injured by rubber-coated metal bullets. In the West Bank, IDF troops demolish a mosque and 3 houses nr. Nablus on the basis that they had been built without a permit, leaving 30 people homeless. The IDF shoots and injures 1 Palestinian with live ammunition during clashes prompted by a routine patrol in Nablus. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, 1 village nr. Bethlehem, and Jenin r.c. at night; patrols in 4 villages nr. Hebron and 1 village nr. Jenin at night. PA Pres. Abbas tells a conference in Ramallah that an extension of negotiations with Israel would require the borders of a future Palestinian state to be defined. Meanwhile, Israel’s Economics and Trade Minister Naftali Bennett says that Israel would gradually annex Area C of the West Bank in light of the failure of negotiations, and declares that the “Oslo era is over,” in remarks made to reporters during a visit to the Gush Etzion settlement bloc s. of Jerusalem. Turkish PM Recep Tayyip Erdogan says in an interview on U.S. television network CBS that Turkey and Israel could move toward reconciliation within days or weeks, and claims that an agreement has been reached regarding compensation (without specifying exactly what this entails). Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Senior PLO official Hanan Ashrawi says that the Palestinians may turn to UN bodies in response to Israeli settlement construction even before the current peace negotiations have come to a conclusion. In remarks made during a tour of East Jerusalem settlements, Ashrawi tells journalists “if Israel does not stop, then we have to move.” Meanwhile, Israel’s High Court of Justice rules that 30 structures in the Amana outpost in the West Bank should be demolished, but gives no evacuation date and leaves room for an appeal. A suspected chemical weapons attack takes place in Ghouta, a rebel-held suburb of Damascus, with wildly differing claims of fatalities (from a few hundred to over 1,000). Opposition forces blame the Bashar al-Asad regime, a claim denied by the govt. The UNSC holds an emergency meeting in response and calls for clarity, welcoming Ban Ki-moon’s call for a prompt investigation by UN inspectors.
