Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. They set fire to tires, throw improvised explosive devices, and chant slogans. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 3 Palestinians are killed and at least 126 are injured (3 critically). This brings the death toll stemming from the Great March of Return to 170. Meanwhile, Israeli artillery also shell a Hamas post near Jabaliya refugee camp, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, an IDF patrol in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents; 7 Palestinians are injured. They also patrol near Hebron and Nablus; arrest 1 Palestinian during late-night raids in Jenin; and violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Luban al-Sharqiyya near Nablus (7 Palestinians are injured). Israeli settlers harass Palestinians picking olives near Nablus, sparking minor confrontations between the harvesters and their own IDF escort; there are no reported arrests or injuries. Israeli settlers also assault and attempt to block Palestinian farmers from accessing their lands in 2 separate incidents near Salfit and 1 near Qalqilya. IDF troops intervene in each ensuing confrontation; 1 Palestinian is injured. In East Jerusalem, Israeli forces conduct raids in Hizma village, sparking minor clashes with stone-throwing residents; 1 Palestinian is injured. In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. It’s still unclear when or how Barkat intends to implement his plan. (REU, YA 10/5)

An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. Israeli PM Netanyahu holds talks with UN Secy.-Gen. Ban Ki-moon. Netanyahu compares Hamas to ISIS, in reference to the group’s 8/22 execution of collaborators, and blames the group for the latest escalation in violence. (AJ, HA, REU 8/23)

In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. Hamas authorities in Gaza deny any Palestinian involvement, call the attack ‘‘terrorism,’’ and close smuggling tunnels from their side as well, stating that ‘‘Palestinian resistance factions are committed to fighting only against the Israeli occupation, and they launch their operations only from the Palestinian territories.’’ (MNA, NYT, WP 8/6; NYT 8/7)

An Israeli warplane makes an air strike on Rafah targeting 2 Tawhid and Jihad mbrs. as they ride a motorcycle through Rafah, assassinating Eid Oukal and wounding Ahmad Said Isma‘il; Israel accuses the men of being behind the 6/18 Sinai attack that killed an Israeli Palestinian worker and of plotting other crossborder attacks on Israeli civilians; no mention is made of the Sinai attack earlier in the day. Later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF responds by directing artillery fire and shooting from helicopters at the demolished Dahaniyya airport site and open areas e. of Rafah for several hours, causing no reported injuries. The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012. The group was also expected to release a ‘‘Ramallah Declaration’’ denouncing Israeli settlement expansion. (NYT, WP 8/6)

Iran airs the confessions of more than a dozen alleged conspirators to the killing of 5 nuclear scientists since 2010, claiming that the suspects were trained in Israel by the Mossad. (WP 8/6)

Military Action:

Bazooka rocket fired at IDF positions near Yanta in Bekaa; new clashes between Phalange and Jumblatt forces in Chouf; IDF imposes curfew; Phalangists, Muslims, Lebanese Army charge IDF with fomenting trouble to perpetuate its presence in area; State Department and US Marine contingent spokesman announce US infantrymen in four-man jeep patrols to enter East Beirut tomorrow at request of Gemayel, Lebanese Forces indicate they will acquiesce.

Casualties:

One IDF soldier wounded in crossfire and 10 Lebanese killed, 18 wounded in Chouf region; first tents erected for refugees at Ain el-Hilweh camp near Sidon; Lebanese farmers, merchants and members of Parliament complain of Israeli economic warfare charge Israel is "dumping" over $1 million/month of cheap fruits, vegetables, textiles and canned goods on Lebanese market, avoiding customs and possibly isolating Lebanon from traditional Arab markets.

Political Responses:

Israel/ Occupied Territories: Shamir meets Draper, rejects participation in peacekeeping forces by Morocco and other countries that do not have relations with Israel, but would welcome Egyptian soldiers; West Bank Palestinians protest 65th anniversary of Balfour Declaration with rock throwing, tire burning, waving Palestinian flag; Israeli troops fire tear gas in Nablus, erect barricades in Rafah; two refugee camps under curfew suffer water and food shortages; Israeli envoy, speaking at Houston B'nai Brith meeting, claims 7,000 PLO guerrillas who were evacuated from Beirut have returned to Lebanon; public opinion poll indicates Likud gains, Labor loses popularity.

Palestinians/ Lebanese: President Gemayel returns from Morocco; Prime Minister Wazzan asks Parliament for emergency powers for 8 months to revise tax laws, increase treasury resources, reform civil service, citizenship and parliamentary election laws and links requested vote of confidence to approval of emergency powers; Wazzan again criticizes Israel for continued occupation of South Lebanon.

Arab Governments: Mubarak says he is willing to meet Begin anywhere to discuss disputes between their two countries, indicates Egypt has offered to buy disputed Taba hotel.

US and Other Countries: US announces military training teams, including 60 officers, will serve in Lebanon on temporary basis, and a small "security assistance office," staffed out of US European Command, will oversee upgrading of Lebanese forces; Pentagon officials estimate $135 million is available to Lebanon in cash and credits, and aid package includes 24 APCs and 12 155-mm artillery guns; State Department says no Moroccan troops would be added to peace-keeping force at least until after agreement on withdrawal of foreign forces.
