In the West Bank, Israeli settlers with military escort stormed Sabastiyya, closing off parts of the town to Palestinians. 6 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Yatta, and al-Ram. The racist Israeli organization Lehava called on its supports to gather at the Damascus gate in the Old City, where clashes between Israeli police and Palestinians have continued since Israeli measures against celebrations for Ramadan started on 4/13. The Lehava organizers called for breaking Palestinians’ faces and burning them alive. Israeli settlers have attacked Palestinians in East Jerusalem almost every night since 4/13. (HA 4/21)

Facebook said it had broken up a hacker network used by the PA’s intelligence service to spy on journalists, human rights activists, and government critics. Facebook said the intelligence service used compromised, fake profiles to befriend potential targets and trick them into installing malware on their computers. It was reported that some 800 people had been targeted in the Middle East. (AP 4/21; PCHR 4/22)

A powerful explosion occurred in an Israeli weapons manufacturing factory near Ramle. The factory said it “was a controlled test with no exceptional circumstances.” (HA, JP, TOI 4/21)

A British Zionist youth movement, Noam, boycotted an event with Israeli ambassador to the UK Tzipi Hotovely because of her “racist and anti-pluralistic views.” In a recent interview with the BBC, Ambassador Hotovely would not say if she favored a 2-state solution, saying she favors peace. A bipartisan bill that seeks to task the U.S. State Department with identifying opportunities to expand normalization efforts with Israel was introduced to the house. The bill was introduced by Gregory Meeks (D-NY) and Michael McCaul (R-TX). (JTA 4/21; JP 4/22)

The U.S. presented, through intermediaries, a list of sanctions to Iran that it is ready to lift in exchange for Iranian compliance with the Joint Comprehensive Plan of Action. A U.S. state department official also said that the U.S. had presented Israel with a list of sanctions that could potentially be lifted on Iran. (AP 4/21; AJ, HA 4/22)

UK Labour leader Keir Starmer withdrew from participating in a Ramadan iftar event because the organizer had retweeted a post about boycotting Israeli dates during Ramadan. It was also reported that Starmer had yet to respond to a letter sent to him by 25 members of the Labour party, complaining that the party is creating a “hostile environment” for Palestinians since Starmer became leader after Jeremy Corbyn resigned in 2019. Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. IDF troops violently disperse the protests at Qalandia checkpoint, Bethlehem, and Hebron; at least 2 Palestinians are injured. Meanwhile, IDF troops arrest 19 Palestinians during latenight raids in and around Bethlehem, Jenin, Nablus, and Hebron; and patrol near Jenin and Hebron. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. According to PLO secretary-general Erakat, they also agree to a number of other unspecified responses. (TOI 5/14; AP, YA 5/15)

The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. For the 6th consecutive Friday, Israeli forces violently disperse Palestinian, Israeli, and international activists at protests against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, as well as the killing of 2 Palestinians on 1/11, Israel’s settlements, separation wall, and occupation in Abu Dis, al-Bireh, Kafr Qaddum near Qalqilya, Budrus village near Ramallah, central Hebron, northern Bethlehem, 2 villages near Nablus (Beita and Bayt Furik), and along Gaza’s border near Gaza City, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp; 65 Palestinians are injured and at least 2 are arrested. Also along Gaza’s border, IDF troops open fire on Palestinian workers collecting plastic and other scraps from a landfill near Juhur al-Dik, causing no injuries. Meanwhile, IDF troops arrest 4 Palestinians during latenight raids in and around Hebron, Nablus, and Jenin; and patrol near Tulkarm and Nablus. Israeli forces raze a tract of land near the site of the 1/9 deadly shooting. They also arrest 5 Palestinians as they exit Haram al-Sharif. Israeli settlers throw stones at a Palestinian home south of Nablus, breaking a number of windows. U.S. pres. Trump announces that he is formally extending the waivers on U.S. sanctions on Iran, upholding the U.S. obligations under the 7/14/2015 nuclear agreement one last time. This last extension, he says, will give the U.S. time to negotiate a “follow on” agreement with its European allies before the next deadline for extending sanctions relief, 120 days hence. “In the absence of such an agreement, the U.S. will not again waive sanctions to stay in the Iran nuclear deal,” he says. “And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” At the same time, the U.S. Treasury imposes sanctions on 14 Iranian individuals, including the head of Iran’s judiciary, Sadeq Larijani. Four members of the boy’s family were killed that day when an Israeli air strike targeted his family home. Meanwhile, thousands of Palestinians march through Gaza City in protest of U.S. pres. Trump’s reported decision to move the U.S. embassy in Israel to Jerusalem. IDF troops violently disperse dozens of Palestinians protesting along the border near Khan Yunis (there are no serious injuries). In the West Bank, the IDF temporarily closes the entrance to nearby Ya‘bad village after reports of shots fired at an Israeli settler bus near Jenin. IDF troops clash with stonethrowing Palestinians in al-‘Arub refugee camp near Hebron; there are no serious injuries. They also arrest 27 Palestinians during late-night raids near Nablus, Jenin, and Bethlehem; and patrol near Hebron and Bethlehem. In a speech broadcast from the White House, U.S. pres. Trump announces that the U.S. recognizes Jerusalem as the capital of Israel and that his administration will begin the process of moving the U.S. embassy in Israel from Tel Aviv to Jerusalem. “I have judged this to be in the best interest in the pursuit of peace between Israel and the Palestinians,” he says. PA pres. Abbas says that the U.S. can no longer serve as mediator between the Israelis and Palestinians. In the West Bank, an Israeli settler driver allegedly rams a Palestinian youth nr. Hebron, causing serious injuries. Israeli settlers and IDF troops surround a Palestinian school in Tuqu‘ village nr. Bethlehem. The soldiers arrest 2 teachers and 1 student who allegedly threw rocks at the settlers. IDF troops raid a printing shop in Ramallah, seizing $18,000 worth of equipment. They also arrest 2 Palestinians during a late-night raid nr. Ramallah, patrol during the day nr. Hebron and Qalqilya; and violently disperse Palestinian and international activists at a protest encampment outside Yatta village nr. Hebron; there are no serious injuries. The IDF injures 4 Palestinians in further clashes at a checkpoint nr. Qalqilya. In East Jerusalem, Israeli forces arrest 6 Palestinians during violent raids in Issawiyya and Hizma. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and Gaza City; there are no serious injuries or damage. (MNA 5/25; PCHR 6/1)

PA pres. Abbas meets with U.S. special rep. for international negotiations Jason Greenblatt in Ramallah to discuss the Dignity Strike. “We asked the American side to intervene in guaranteeing [our] prisoners’ rights and achieving their humane demands,” Abbas later tells the Fatah Central Comm. (JP, TOI 5/25)

Greenblatt also meets with Israeli PM Netanyahu to follow up on U.S. pres. Trump’s visit to the region on 5/22–23. The PM’s office then denies a report that the U.S. is pushing for Israel to transfer parts of Area C to Area B, increasing Palestinian control of the West Bank, as a goodwill gesture. (JP 5/26)

The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) Yoav Mordechai says that the Israeli govt. will acquiesce to the PA’s 4/27 request to reduce the electricity supply to Gaza (see JPS 46 [4]). The PA, which typically pays NIS 40 m. (approx. $11.2 m.) per mo. for Israel to transfer electricity to Gaza, will reduce its monthly payments to NIS 25–30 m. (BBC, JP, MNA, TOI, YA 5/25; AP 5/31)

Hamas forces execute the 3 Palestinians convicted of crimes related to the assassination of senior Hamas cmdr. Fuqaha on 3/24 (see JPS 46 [3]). (JP, NYT 5/25; EI 5/26)

Israeli forces shell a Hamas military post along Gaza’s border nr. Dayr al-Balah, causing no injuries, in response to shots fired at an IDF patrol in the area earlier in the day. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths from nearby Balata r.c.; there are no serious injuries. Elsewhere, Israeli settlers assault and moderately injure a Palestinian nr. Jenin and damage his car. Israeli forces demolish water pipelines serving Bardala village in the n. Jordan Valley as well as 3 structures in illegal settlement outposts nr. Ramallah. IDF troops arrest 5 Palestinians during late-night raids nr. Bethlehem and Jenin, and patrol nr. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. Approximately 500 mbrs. of PIJ declare a 1-day hunger strike in solidarity as well. Meanwhile, Israeli settlers open fire on Palestinian protesters marching through al-Bireh in solidarity with the prisoners; there are no serious injuries. In East Jerusalem, Israeli forces violently disperse Palestinians at a sit-in in Issawiyya and a solidarity march in Shu‘fat r.c.; there are no serious injuries. (JP, MNA, TOI, WAFA 4/27; MNA 4/28)

The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. Five missiles strike ammunition depots nr. the Damascus International Airport overnight, causing damage but no reported injuries. Syria’s official news agency blames Israel for the strike. The IDF does not comment. Later in the day, Israeli forces shoot down an unmanned aircraft that flew into Israeli airspace from Syria. (HA, JP, NYT 4/27)

Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. IDF troops shoot and kill a Palestinian nr. Ramallah after he and other youths throw stones and Molotov cocktails at Israeli settlers in the area, lightly injuring 3 settlers (4 of the other Palestinian youths are injured). Some witnesses say there was no stone throwing and that the youths were just walking home. The PA describes the killing as “extrajudicial.” Elsewhere in the West Bank, Israeli forces carry out the punitive demolition of the Qalqilya-area home of a Palestinian who was killed on 3/8 after he attacked a group of Israelis and U.S. tourists (see JPS 45 [4]). They also deliver stop-work orders to several Palestinian homes under construction nr. Bethlehem. IDF troops arrest 16 Palestinians and destroy part of a home during late-night raids and house searches in and around Hebron, Ramallah, Qalqilya, Nablus, Bethlehem, Tubas, and Tulkarm. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis, causing no damage or injuries. The PA cabinet decides to hold municipal elections on 10/8, though it is unclear whether this round of elections will include both Gaza and the West Bank. Hamas boycotted the last round of municipal elections in 2012, so no ballots were cast in Gaza (see JPS 42 [2]). (MNA 6/21)

In the West Bank, the IDF patrols in 2 villages nr. Tulkarm and 1 village nr. Jenin in the morning, and in 2 villages nr. Ramallah at night; conducts house searches and arrest raids in 1 village nr. Ramallah in the afternoon, and in 1 village each nr. Bethlehem and Hebron at night. (PCHR 12/27)

Israel’s Jerusalem District Planning and Building Comm. approves 1,200 new apartments in Gilo settlement in East Jerusalem. Meanwhile, Israel’s attorney general Yehuda Weinstein rules that there is no reason to prevent the Ariel University Center in the West Bank settlement of the same name from being recognized as an accredited university. In response, DM Barak orders the IDF command to approve the recommendations made by the Council for Higher Education in Judea and Samaria. Ariel settlement thus gains the 1st official Israeli university in the West Bank. (HA 12/24; JP 12/25)

In the run-up to Israeli elections, Israel’s education min. and Likud mbr. Gideon Sa’ar says that Likud does not support the establishment of a Palestinian state. (YA 12/24)

Human Rights Watch says that Palestinian armed factions violated the laws of war by firing rockets at Israeli civilians during Operation Pillar of Defense. (BBC 12/24)

Qatar’s Emir Shaykh Hamad BinKhalifa al-Thani tells PA pres. Abbas in a phone call that Qatar will pay its share of the $100 m. in aid pledged by the Arab League states. (MNA 12/24)

Olmert’s security cabinet revives discussion of opening phase 3 of OCL (see 1/9), agreeing to make a final decision whether to expand or wind down operations within 2–3 days, by which time the IDF believes ground forces will have done all they can from the open and suburban areas they currently hold to weaken Hamas’s ability and desire to fire rockets.

Combat notes: The IDF significantly increases attacks, particularly around Gaza City, and continues to send troops into Gaza. Palestinians report (AYM 1/12) heavy clashes with the IDF n. of Bayt Lahiya, in Daraj and al-Shuja‘iyya neighborhoods on the eastern boundary of Gaza City, and in Dahadih and al-Zaytun to the south of the city. Overnight, the IDF also sends troops back into Khuza (see 1/11) under heavy artillery fire (possibly including white phosphorous), occupying a number of homes as staging posts and prompting 1,000s of residents to flee their homes.

The IDF reports carrying out more than 120 air strikes (half of them after nightfall, targeting Gaza City), uncovering 1 boobytrapped home and 2 booby-trapped tunnels. Targets include the PA Interior Min. offices in n. Gaza, more than 35 tunnels on the Rafah border, homes of Hamas leaders, at least 22 mortar and rocket launching sites, at least 26 groups of armed men, at least 10 “Hamas outposts,” 2 suspected weapons depots and manufacturing facilities, 2 mosques, 2 hotels. Air strike target areas include Bayt Lahiya, Gaza City (city center and Shaykh Ridwan, al-Sudaniyya, Tal al-Hawa, al-Zaytun), Jabaliya town, al-Maghazi r.c., Nussayrat, Rafah, al-Shabura r.c., al-Shuka, Tal al-Za‘atar, the Twam area (northern outskirts of Gaza City), Yibna r.c. IDF gunboats shell Nussayrat, Rafah, a fishing port w. of Rafah. Heavy tank and artillery fire are reported in Bayt Hanun, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Shuja‘iyya, al-Zaytun), Jabaliya town, al-Mughraqa, Twam.

Israeli attacks are so intense that reliable updates on Palestinian casualty estimates are not possible. The IDF estimates killing at least 30 Palestinians in air strikes. UNRWA reports at least 19 Palestinian children killed and 52 children injured in nighttime operations (possibly overlapping with air strikes), 1 paramedic killed by tank fire in Jabaliya during the day. The IDF reports 8 soldiers wounded (1 severely, 1 moderately, 6 lightly) in various incidents, all after nightfall; 3 of the soldiers are injured when they trigger a setup in a booby-trapped house.

Palestinians fire 17 rockets and 7 mortars into Israel, with 1 rocket in Ashqelon and 1 in Sederot causing damage but no reported injuries.

Humanitarian notes: The IDF observes the daily 3-hr. humanitarian lull, allowing 120 trucks carrying humanitarian aid to enter Gaza. UNRWA estimates that internally displaced Gazans number now 90,000: 30,000 seeking shelter in UNRWA schools; 60,000 in the homes of friends and relatives. In the West Bank, unidentified armed Palestinians fire on an IDF patrol nr. Kiryat Arba settlement, wounding 3. In response, the IDF raids, searches Palestinian homes nr. Kiryat Arba, making no arrests. The IDF also conducts late-night arrest raids, house searches nr. Hebron. (HA 1/13; PCHR 1/15)

International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. Abbas swears in a 12-mbr. emergency cabinet; issues a presidential decree suspending article 79 of the Basic Law allowing the PC to vote out the government by a no-confidence vote and requiring PC approval for all ministerial appointments. The cabinet comprises mostly independent technocrats, except for veteran Fatah mbr. ‘Abd al-Raziq Yahiya, named interior minister to control the PA security branches. Hamas rejects Abbas’s actions as illegal. Hamas presses its offensive in Gaza, taking over all PA ministry offices in Gaza City, securing control of Rafah, forcing PSF officers to surrender their Gaza City headquarters (after destroying all equipment, computers, archives; eye-witness reports say Hamas mbrs. summarily execute at least 7 PSF mbrs.) and other main security compounds; capturing and executing Fatah’s n. Gaza cmdr. Samih al-Madhun. At least 27 Palestinians are killed (14 of them in the fight for the PSF headquarters), 70 wounded in fighting during the day. An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting. Later in the evening, the Israeli security cabinet authorizes the IDF to “adopt a harsher response” to rocket fire fr. Just past dawn, the IDF pulls its last troops out of Gaza, issues a declaration ending military rule in the Strip. Palestinians storm past PA security forces to enter the evacuated settlements, scavenging some synagogues and demolished homes for anything that could be sold or used, setting 4 synagogues on fire; the PA security forces bulldoze several synagogues, bar Palestinians fr. ransacking greenhouses (purchased by U.S. philanthropists and given to the PA as economically viable operations to aid the Palestinian economy), but leave a large factory in Kefar Darom unguarded, allowing it to be stripped of equipment. Palestinians also remove IDF roadblocks across Gaza, flock to beaches to swim for the 1st time since the start of the intifada.
