In the West Bank, Israeli settlers attempt to set a Palestinian vehicle on fire and throw rocks at Palestinian homes in Urif village near Nablus, causing minor damage. After some Palestinian residents confront the settlers, IDF troops enter the village, sparking clashes with stone-throwing residents; 8 Palestinians are injured. Separately, IDF troops arrest a Palestinian at Qalandia checkpoint when she is found with a knife on her person; arrest 6 Palestinians during further raids near Bethlehem, Hebron, and Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, Israeli forces demolish a Palestinian mobile home in Qalandia refugee camp near Jerusalem. The Palestinian owner was living in the mobile home since Israeli forces demolished his previous home on 6/20. Israeli forces raze a plot of Palestinian land and confiscate a vehicle, demolish 2 car washes, a food shop, several storage buildings and offices in Silwan and Jabal Mukabir; and arrest 5 Palestinians during late-night raids in Issawiyya. Meanwhile, hundreds of Palestinians gather along Gaza’s northern coast to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the protests; 10 Palestinians are injured. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. There are enemies, but not an enemy that worries me,” Bennett says. (HA, JP, YA 11/19)

Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. IDF troops violently disperse the protests at Qalandia checkpoint, Bethlehem, and Hebron; at least 2 Palestinians are injured. Meanwhile, IDF troops arrest 19 Palestinians during latenight raids in and around Bethlehem, Jenin, Nablus, and Hebron; and patrol near Jenin and Hebron. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. Approximately 30,000 Palestinians gather along Gaza’s border for a massive protest dubbed the “Great March of Return” commemorating Land Day and calling for refugees’ rights to return to their homes in Israel (see extensive coverage in JPS 47 [4]). They chant slogans, throw stones, and build protest tent camps in various locations. IDF troops violently disperse the demonstrations in multiple locations; 15 Palestinians are killed and hundreds are injured. Video recorded at the march shows a Palestinian being shot in the back while running away from the border. The protests are set to continue for 6 weeks. Hours before the protest, the IDF declares the border area a closed military zone, threatening violence should any person approach. Israeli tanks then shell and kill a Palestinian farmer working along the border. In the evening, 2 armed Palestinians open fire on an IDF post along Gaza’s northern border. Israeli soldiers return fire, and Israeli tanks and jets strike Hamas observations posts in the area as well; there is no major damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, occupation, and separation wall, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital, in Kafr Qaddum near Qalqilya, Beita near Nablus, al-Bireh, and 3 villages near Ramallah (Bil‘in, Ni‘lin, and Nabi Salih); at least 26 Palestinians are injured. Meanwhile, IDF troops arrest 2 Palestinians during late-night raids near Hebron. An Israeli settler driver allegedly rams and seriously injures a Palestinian near Hebron. UN secretary-general António Guterres calls for an independent and transparent investigation into the killings in Gaza today and “appeals to those concerned to refrain from any act that could lead to further casualties and in particular any measures that could place civilians in harm’s way,” according to a spokesperson. The UNSC also convenes to discuss the killings, despite U.S. and Israeli requests to postpone the discussion to 3/31. (HA, REU 3/31)

For the 6th consecutive Friday, Israeli forces violently disperse Palestinian, Israeli, and international activists at protests against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, as well as the killing of 2 Palestinians on 1/11, Israel’s settlements, separation wall, and occupation in Abu Dis, al-Bireh, Kafr Qaddum near Qalqilya, Budrus village near Ramallah, central Hebron, northern Bethlehem, 2 villages near Nablus (Beita and Bayt Furik), and along Gaza’s border near Gaza City, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp; 65 Palestinians are injured and at least 2 are arrested. Also along Gaza’s border, IDF troops open fire on Palestinian workers collecting plastic and other scraps from a landfill near Juhur al-Dik, causing no injuries. Meanwhile, IDF troops arrest 4 Palestinians during latenight raids in and around Hebron, Nablus, and Jenin; and patrol near Tulkarm and Nablus. Israeli forces raze a tract of land near the site of the 1/9 deadly shooting. They also arrest 5 Palestinians as they exit Haram al-Sharif. Israeli settlers throw stones at a Palestinian home south of Nablus, breaking a number of windows. U.S. pres. Trump announces that he is formally extending the waivers on U.S. sanctions on Iran, upholding the U.S. obligations under the 7/14/2015 nuclear agreement one last time. This last extension, he says, will give the U.S. time to negotiate a “follow on” agreement with its European allies before the next deadline for extending sanctions relief, 120 days hence. “In the absence of such an agreement, the U.S. will not again waive sanctions to stay in the Iran nuclear deal,” he says. “And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” At the same time, the U.S. Treasury imposes sanctions on 14 Iranian individuals, including the head of Iran’s judiciary, Sadeq Larijani. In the West Bank, Israeli settlers set up residential tents on Palestinian-owned land near Nablus, establishing a new illegal settlement outpost. IDF troops conduct raids in Salim village near Nablus, sparking minor clashes with the residents; 1 Palestinian is injured. The IDF arrests 10 Palestinians during late-night raids near Hebron, Jenin, and Nablus; and patrols near Qalqilya and Hebron. On Twitter, U.S. pres. Trump threatens to withhold future economic aid to the Palestinians because they are “no longer willing to talk peace” with Israel. Earlier, U.S. ambassador to the UN Haley responds to a question about U.S. support for Palestinians, and UNRWA in particular, by saying that the Trump administration plans to cut U.S. aid unless the Palestinians re-engage in the U.S. peace initiative. Four members of the boy’s family were killed that day when an Israeli air strike targeted his family home. Meanwhile, thousands of Palestinians march through Gaza City in protest of U.S. pres. Trump’s reported decision to move the U.S. embassy in Israel to Jerusalem. IDF troops violently disperse dozens of Palestinians protesting along the border near Khan Yunis (there are no serious injuries). In the West Bank, the IDF temporarily closes the entrance to nearby Ya‘bad village after reports of shots fired at an Israeli settler bus near Jenin. IDF troops clash with stonethrowing Palestinians in al-‘Arub refugee camp near Hebron; there are no serious injuries. They also arrest 27 Palestinians during late-night raids near Nablus, Jenin, and Bethlehem; and patrol near Hebron and Bethlehem. In a speech broadcast from the White House, U.S. pres. Trump announces that the U.S. recognizes Jerusalem as the capital of Israel and that his administration will begin the process of moving the U.S. embassy in Israel from Tel Aviv to Jerusalem. “I have judged this to be in the best interest in the pursuit of peace between Israel and the Palestinians,” he says. PA pres. Abbas says that the U.S. can no longer serve as mediator between the Israelis and Palestinians. U.S. pres. Trump signs a waiver delaying the relocation of the U.S. Embassy in Tel Aviv to Jerusalem, upholding longstanding U.S. policy. “Trump made this decision to maximize the chances of successfully negotiating a deal between Israel and the Palestinians, fulfilling his solemn obligation to defend America’s national security interests,” according to a White House statement. “But, as he has repeatedly stated his intention to move the Embassy, the question is not if that move happens, but only when.” (BBC, EI, HA, JP, MNA, NYT, TOI, WHPO, YA 6/1; HA, TOI 6/2)

In the West Bank, the IDF closes the 2d major entrance to Shuqba village nr. Ramallah, having closed the first one in the wake of the killing in nearby Bayt Rima on 12/18. IDF troops arrest 2 Palestinians during raids nr. Hebron and Ramallah, and patrol nr. Hebron. Late at night, Israeli settlers visit Kifl Haris village nr. Salfit to pray at Jewish shrines. Their IDF escort sets up mobile checkpoints and roadblocks to facilitate their visit. In East Jerusalem, Israeli forces demolish 3 agricultural containers and a steel structure, as well as parts of a store in Silwan. U.S. secy. of state Kerry gives a speech in Washington outlining his principles for resolving the Israeli-Palestinian conflict, as he pledged to do in the wake of the UNSC’s adoption of anti-settlement Res. 2334 on 12/23. Citing the so-called regulations bill that is percolating through the Knesset, Kerry says that current trends on the ground, particularly settlement growth and the legalization of settlement outposts, are eliminating the possibility of a 2-state solution, that Jerusalem must be the shared capital of Israel and a future state of Palestine, and that a final agreement must be based on negotiated land swaps, inter alia. Israeli PM Netanyahu calls Kerry’s speech a “big disappointment” and reiterates his desire for the U.S.-Israel relationship to improve under Pres.-elect Trump. Trump himself tweets, “Stay strong, Israel, JANUARY 20 is approaching fast.” PA pres. Abbas says that he would be open to restarting peace talks with Israel as long as the Israeli govt. freezes settlement growth and upholds previous agreements. A senior PLO official says that the Palestinian leadership wants the ICC to “expedite” its preliminary examination of alleged war crimes committed during Israel’s assault on Gaza in 2014 and “proceed to opening a full investigation” into Israeli settlements in the wake of the 12/23 UNSC res. condemning them. Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. In Gaza, Israeli authorities close both the Kerem Shalom and the Erez border crossings. In 2 separate incidents, IDF troops stationed e. of Gaza City fire warning shots at Palestinian farmers approaching the border fence, causing damage. Later, IDF troops stationed along the n. border open fire on a group of Palestinian farmers, causing damage to a car but no injuries. They also arrest 2 Palestinians nr. the border fence e. of al-Maghazi r.c. Unknown assailants set fire to a car belonging to the spokesperson of Gaza’s union of civil servants in Gaza City. In the West Bank, the IDF conducts house searches and raids in 1 village each nr. Hebron, Bethlehem, and Ramallah, arresting 2 Palestinians and issuing arrest summons to 1; patrols in 4 villages nr. Hebron, and in and around Tulkarm; evacuates and demolishes the “Gate of Jerusalem” protest tent camp in Abu Dis for the 11th time, forcing hundreds of Palestinian and international activists to leave the area and detaining 7. Israeli forces demolish a marble factory nr. Jenin. Israeli settlers poison a Palestinian family’s water tank in Hebron, but it is discovered before anyone is hurt; assault 2 Palestinian farmers outside a town nr. Jenin, injuring both; throw stones at Palestinian vehicles outside a village nr. Jenin, causing damage. A Palestinian drives his car into a group of IDF troops in the Gush Etzion settlement bloc, injuring 1; the man is arrested. In East Jerusalem, Israeli forces arrest 3 Palestinians in Haram al-Sharif. They also conduct house searches and raids in Bayt Hanina, Issawiyya, Ras al-Amud, and al-Tur, arresting 8 Palestinians. National elections are held in Israel to determine the makeup of the 20th Knesset. Despite early exit polls predicting a close result, the Likud Party wins 30 seats, making it the largest bloc. During the day, Israeli PM Netanyahu attempts to increase voter turnout among his supporters by saying that Palestinian citizens are voting in “droves” and that their participation will lead to a victory for the left-wing factions. The PA announces that it will operate under an emergency budget for 2015 starting on 4/1, as the economic crisis precipitated by Israel’s ongoing tax revenue freeze continues (over $400 m. is currently being withheld). Employees will continue to receive only partial salaries and govt. offices will receive 50% less funding than in 2014. (REU, TOI 3/17)

In the Gaza Strip, an Izzeddin al-Qassam Brigades fighter is killed during a training exercise e. of Gaza City. In the West Bank, Israeli settlers throw rocks and glass bottles at Palestinian-owned vehicles nr. Nablus, causing damage. Overnight, a mentally disabled Palestinian enters a home in the Yitzhar settlement; Israeli settlers and settlement security officers beat the man, causing moderate injuries, before IDF troops arrive to detain him. The IDF conducts arrest raids and house searches nr. Jenin, Hebron, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces raid the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, sparking clashes. Israeli security forces also enter Silwan, where they arrest 3 Palestinians, including Fatah’s secy.- gen. in Jerusalem; raid the Palestinian Football Association’s offices in al-Ram. Elsewhere, 3 young Israelis attack a Palestinian youth, causing moderate injuries. During a separate brawl in the Old City between Israeli and Palestinian youth, 1 Israeli is stabbed, another is lightly injured, and the Palestinians are arrested. Late at night, 5 Israeli settlers attack a Palestinian nr. the French Hill settlement. In West Jerusalem, an Israeli driver hits a Palestinian youth with his car and drives away, leaving the Palestinian with a fractured foot. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. Egyptian security forces launch a large-scale attack on a protest camp of Muslim Brotherhood supporters in Cairo, sparking clashes in the capital, Alexandria and other cities. More than 600 people are killed by state forces, and thousands are injured. In apparent reprisal attacks, a number of churches across Egypt are attacked and set on fire. U.S. Secy. of State John Kerry says that the violence had dealt a “serious blow” to political reconciliation efforts, comments echoed by White House spokesperson Josh Earnest. (AP, REU 8/14)

Israeli PM Benjamin Netanyahu finalizes a deal to form a new coalition government comprising of his joint Likud-Yisrael Beiteinu list, Yesh Atid (19 seats), Bayit Yehudi (12 seats), and Hatnua (6 seats), giving the Likud leader control of 68 Knesset seats (out of 120). A Palestinian man dies from heart problems brought on by inhaling tear gas fired by the IDF during clashes 3 weeks ago. After his funeral in al-Ram nr. Jerusalem, Palestinians clash with IDF forces (no serious injuries reported). In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Hebron, al-Fawar r.c. and al-‘Arub r.c. nr. Hebron in the afternoon; and 1 in village nr. Jericho and 1 village nr. Tulkam at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 2 villages nr. Hebron at night. The regular weekly nonviolent demonstrations by Palestinians, Israelis, and internationals against the Israeli occupation this week also express solidarity with Palestinian prisoners held by Israel. The demonstrations are also more widespread that usual (cf. 3/8), occurring in 5 villages nr. Ramallah (Abud, Bayt Liqia, Bil`in, Budrus, Ni’lin), 2 villages nr. Al-Jazeera and Britain’s Guardian newspaper release a set of documents written by Palestinian officials (the “Palestine Papers”) that they claim constitutes “the confidential record of 10 years of efforts to seek a peace agreement with Israel.” The more than 1,600 pages of documents dating from 1999 to 2010 are mostly from the PLO Negotiation Affairs Dept. (PLONAD) and its successor body, the Negotiations Support Unit (NSU), headed by chief negotiator Saeb Erakat, and include memos, emails, maps, minutes from private meetings, accounts of high-level exchanges, strategy papers, and Power Point presentations. The papers apparently were leaked to al-Jazeera by several PLONAD/NSU staff. Timed with the release, al-Jazeera begins a 4-night series (1/23–26) of hour-long programs to discuss the contents of the leaked material thematically: Jerusalem and settlements, refugees and right of return, PA security coordination with Israel, and the negotiations process. In Jerusalem, Israeli police and municipal authorities crack down on Palestinian street vendors operating without licenses, confiscating their goods and fining them $270. Inside Israel, 1,300 Israeli police evict 300 bedouin fr. the unofficial village of al-Arakib before dawn, then level the village, demolishing 45 structures including homes and chicken coops to make way for the Jewish National Fund to plant a forest. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Hamas mbrs. fire 4 mortars fr. Gaza into Israel, killing 1 Israeli civilian, wounding 3, in what may be the 1st fatal Palestinian mortar strike. The IDF retaliates with air strikes on Gaza Interior Min. security offices in Rafah (killing 2 Hamas-affiliated security officers, wounding 5 civilians) and a naval police post on the s. Gaza shore (killing 3 policemen). In a mysterious incident northeast of Jerusalem, Ofra settlement guards fire on 2 Palestinians whom they claim approached the settlement fence carrying a hunting rifle, killing 1 Palestinian and detaining the other, turning him over to the IDF, which quickly seals the area; later, the AMB claims responsibility for an attack on Ofra but says the man killed was an innocent bystander and that its mbrs. escaped unharmed. Hizballah and its allies take control of streets in west Beirut, attacking and shutting down media outlets owned by Saad Hariri’s Future Movement, as the army steps aside, saying soldiers will keep peace but not take sides. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Gaza pending an investigation. The IDF also fatally shoots 2 Palestinians (at least 1 armed), wounding 6 in Jabaliya; makes an air strike demolishing 1 Palestinian home in Gaza City after warning residents to leave. By nightfall, the IDF completes withdrawal of its forces fr. n. Early in the morning, the British and U.S. monitors guarding 6 political prisoners in the PA’s Jericho jail pull out of the city, citing security concerns. Within 20 minutes, the IDF encircles and imposes a curfew on Jericho, sends 80 tanks and armored vehicles, backed by helicopters, into the city, launching Operation Bring the Goods Home to take custody of the 6 prisoners (including PFLP head Ahmad Saadat). IDF troops surround the jail, order the 280 prisoners and PA guards to surrender, begin demolishing the jail and attached PA barracks, clashing with some prisoners, guards, and local Palestinians. After 12 hrs., the remaining prisoners, including the 6 targeted men, surrender. In response to the raid, Palestinian gunmen across Gaza and the West Bank (reportedly PFLP and AMB mbrs.) raid hotels, news outlets, and foreign offices, kidnapping at least 9 foreigners, vandalizing foreign-owned offices.
