U.S. Secy. of State Rice begins her final 4-day Middle East tour of Egypt, Jordan, Israel, and the West Bank to discuss efforts to achieve “lasting peace in the region consistent with the goal of a two-state solution.” The U.S. had announced the trip on 10/30, when optimism surrounding the Gaza ceasefire was high, hoping that the visit would end with the signing of an Israeli-Palestinian joint statement on future negotiations at a high-level Quartet meeting on 11/9. In the wake of the 11/4–5 violence, however, the White House declares today, as Rice begins her meetings, that it intends to leave IsraeliArab peacemaking to the Obama admin. and no longer thinks any Israeli-Palestinian peace deal will occur before Bush leaves office in 1/09. IDF troops on the s. Gaza border fire on Palestinian farmers working their fields nearby, forcing them to leave. The IDF also makes an air strike on a group of Palestinians nr. Jabaliya r.c. allegedly preparing to fire a rocket, injuring 1. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, in the morning, the IDF sends undercover units into Qalqilya driving a car with Palestinian plates to raid a store, arrest the owner; conducts a similar undercover raid into Nablus later in the day, raiding another store and arresting the owner; sends troops into al-Khadir village at midday, forcing stores to close, patrolling streets, withdrawing early in the evening; makes an evening incursion into Azun nr. Qalqilya, imposing a curfew, beating Palestinians who do not quickly leave the streets, withdrawing before midnight. Abbas accuses Hamas forces in Gaza of detaining nearly 50 Fatah members and supporters in a political move to undermine upcoming Cairo unity talks; at least 9 of those arrested, including a Fatah PC mbr., are released by the end of the day. The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Jordan Valley (the Israeli High Court ruled on 1/3 that they posed a security threat to Jewish settlers in nearby Ro’i settlement; see Quarterly Update in JPS 143); confiscates 169 d. of Palestinian land nr. Tulkarm for construction of the separation wall; imposes a curfew on Hawara nr. Nablus; conducts late-night arrest raids, house searches in Balata r.c., Nablus. Palestinians fire an antitank missile at an IDF observation post nr. the Gaza border fence n. of Bayt Hanun, causing no damage or injuries. The IDF patrols, raids stores in Ithna nr. Hebron, firing tear gas and percussion grenades at stone-throwing Palestinian youths who confront the troops, then raids and searches an elementary school, detaining children, beating several; sends undercover units into Jenin to ambush and arrest a carload of 3 Palestinians; imposes a curfew on Hawara s. of Nablus; conducts late-night arrest raids, house searches in and around Tulkarm town and r.c., and in Hebron, Nablus. In Gaza City, unidentified gunmen kidnap BBC correspondent Alan Johnston. Around 1,000 newly graduated Fatah security mbrs. demonstrate in Rafah demanding immediate positions in the PA security forces. In Ramallah, 7 Palestinians working in the PC building are taken to the hospital with breathing difficulties after opening a suspicious letter addressed to PM Haniyeh; the building is evacuated. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. As UN mbrs. narrow differences on a cease-fire res., Olmert’s security cabinet discusses speeding up the IDF’s advance to the Litani River, escalating attacks on Lebanon’s civilian infrastructure. During the day, the IDF continues heavy air, artillery strikes on some 150 targets across Lebanon, hitting s. Israeli PM Ariel Sharon approves the construction of 3,500 new housing units in Ma’ale Adumim to link the Jewish settlement to East Jerusalem; claims the building would not violate the road map because the construction was approved in principle in 1999 and the project is of “strategic importance” to Israel. Israel and the PA immediately blame Hizballah, which denies involvement. Abbas denounces the attack by “terrorists” who want to “sabotage this process,” vows to track down those responsible. Palestinian factions deny responsibility, saying they will continue to abide by an unofficial cease-fire. The IDF places a curfew on Jericho. Unidentified Palestinians detonate a roadside bomb outside Erez crossing as a U.S. emb. convoy (carrying the cultural attache, en route to interview Fulbright scholarship candidates) passes, destroying 1 of 4 armored cars, killing 3 U.S. security officers, wounding 1 U.S. diplomat; the convoy passes along a route and at a time a CIA detail involved in monitoring road map progress usually passes through the area, despite mos. of warnings fr. the PA of the dangers of routine movements, conspicuous bodyguards. AMB, Hamas, Islamic Jihad, the Popular Resistance Comms. (PRC) deny responsibility, though a phone call to the press claims the attack on the PRCs’ behalf. After this 1st successful targeted attack against Americans by Palestinians, the U.S. for the 1st time discloses that in 6/03 a roadside bomb went off nr. a CIA vehicle in Gaza, causing damage but no injuries.
