In the West Bank, Israeli forces fired flare grenades at agricultural lands near Burqa, causing fires. Israeli forces also issued 19 stop-work orders for homes, a landfill, an agricultural site, and 2 roads in Qarawat Bani Hassan. 6 Palestinians were arrested during late-night raids in Jenin refugee camp, Surif, Sa’ir, Bayt Rima, and Nablus. In East Jerusalem, 1 Palestinian minor was arrested at the Bab el-Khalil in the Old City after allegedly stabbing and injuring 2 Israeli settlers. Israeli forces also demolished 2 homes, 10 commercial structures, and a barn in ‘Anata. 2 Palestinians were arrested during late-night raids in Jabel Mukaber. Palestinian Canadian real estate developer Khaled al-Sabawi filed a lawsuit against 6 Israeli settlers, the Israeli police, and Israeli military in the Tel Aviv District court seeking $5.2 million in damages over Israeli settler attacks on a planned residential site near Turmus ‘Ayya he has been developing. The site is located in Area B and has, according to the lawsuit, been raided 74 times between 2019 and 2022, with damage recorded 26 times and workers and clients physically assaulted on 19 occasions. Irish foreign minister Micheál Martin met with PA president Mahmoud Abbas in Ramallah. Martin met with Israeli prime minister Benjamin Netanyahyu on 9/5. (HA, WAFA 9/6)

Former Mossad director Tamir Pardo told AP that “[t]here is an apartheid state here [referring to the West Bank]. In a territory where two people are judged under two legal systems, that is an apartheid state.” Pardo further said “Israel needs to decide what it wants. 23 U.S. based rights organizations called on U.S. secretary of state Antony Blinken to override Senator Jim Risch (R-ID) and Representative Michael McCaul (R-TX)’s block on the State Department delivering $75 million in U.S. food assistance to Palestinians through UNRWA. (HA 9/6)

In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Similar joint attacks by settlers and soldiers led to killings of Palestinians in Iskaka, ‘Asira al-Qibliya, and al-Reihiya. (+972, INT 7/15; HA 7/16)

Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. Among the purchases were a 1,000-dunam (250 acres) plot of land near the Hamra settlement, which Israel closed off to its Palestinian owners more than 50 years ago; a plot of land near Ramallah; the home of the Bakri family in Hebron; and a 218-dunam (54 acres) plot of land near the Argaman settlement. The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. Citizen Lab found that activists had been hacked through domain names from fake websites with domain names such as “amnesty reports,” “refugee international,” woman studies,” “euro news,” and “CNN 24-7.” (AJ, AP, GDN, MEE, REU 7/15; ALM 7/16; NYT 7/17)

Lebanese prime minister-designate Saad Hariri resigned 9 months after being picked to try to form a government. Hariri’s resignation followed a meeting with President Michel Aoun on 7/14, where he proposed a 24-minister cabinet. Facebook suspended the account of a Palestinian user who uploaded a letter from the Palestinian political prisoner in Israeli jail Khalida Jarrar to her recently deceased daughter. The account was initially suspended for 60 days but was unblocked by Facebook on 7/20. (HA 7/20; HA 7/21)

Chinese foreign minister Wang Yi said at a conference hosted by the Geneva Institute that China plans to increase its involvement in resolving the Palestinian-Israeli conflict. At the virtual conference were also a member of the Knesset from the Meretz (Vigor) party and Ahmad Majdalani, the PA social development minister. (HA 7/15)

A football exhibition match between Beitar Jerusalem and the Spanish F.C. Barcelona was canceled after Barcelona demanded the game should not be held in Jerusalem, which the owner of Beitar Jerusalem refused. Barcelona’s demand came after weeks of pressure from Palestinians, including chairman of the Palestinian Football Association Jibril Rajoub and Joint List member of Knesset Sami Abu Shehadeh. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, damaging 2 vehicles. 10 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Tubas, Nablus, and Jenin. In East Jerusalem, Israeli authorities informed 1 Palestinian of their intention to remove his residency rights, giving him 30 days to appeal. 2 Palestinians were arrested during a late-night raid in Issawiyya. Palestinian factions, including the PA, Hamas, and Islamic Jihad, held a meeting via videoconference to discuss Palestinian unity across political factions. In a final communique, the factions stated that they are united against efforts to normalize the occupation, discussed rules of engagement with Israel, and confirmed their “commitment to the establishment of a Palestinian state on the entire Occupied Palestinian Territory, with Jerusalem as its capital, and . . . that there will be no state in Gaza, and no state without Gaza.” (AJ, REU, WAFA 9/3; WAFA 9/4)

The Israeli high court of justice ruled that 1 Israeli soldier who shot and killed 1 Palestinian minor who had thrown a stone at the soldier’s car in July 2015 would not be tried in court despite a petition to do so. (HA 9/3)

In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. According to Israeli officials, incendiary balloons sent from Gaza toward Israel started 28 fires. Palestinians in Gaza protested the Israel-UAE normalization deal in Gaza City. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, causing damage to 1 boat and minor injuries to 1 fisherman. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. In the West Bank, IDF troops assault a number of Palestinians commuting to Jerusalem at a checkpoint near Bethlehem; there are no serious injuries reported. Israeli forces set up a mobile checkpoint at the entrance to Turmus ‘Ayya village near Ramallah, sparking clashes with Palestinians preparing for the funeral of the Palestinian killed by Israeli settlers on 1/26; 1 Palestinian minor is injured. Another Palestinian is injured during clashes sparked by an IDF raid near Tulkarm. Separately, IDF troops arrest 20 Palestinians during late-night raids in and around Ramallah, Hebron, Tubas, Bethlehem, and Jenin; and patrol near Hebron. In East Jerusalem, approximately 40 right-wing Jewish activists tour Haram al-Sharif in the morning. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Tulkarm, causing no damage or injuries. Nablus, sparking clashes with local Palestinians; enter Isaac’s Hall in al-Ibrahimi Mosque in c. Hebron. After suspected Palestinian assailants set fire to an Israeli settler’s trailer nr. Nablus, the IDF imposes a curfew on a nearby Palestinian village and conducts raids and house searches in the area, sparking light clashes with residents. In an interview with NBC, Israeli PM Netanyahu rolls back his 3/16 assertion that he will block the creation of a Palestinian state if chosen for a 3d consecutive term as PM. Later, U.S. Pres. Obama calls Netanyahu to officially congratulate him for his 3/17 victory, but also to discuss his controversial comments. Obama reportedly says that the U.S. will be reassessing its positions regarding the Israeli-Palestinian peace process in light of the PM’s new position. In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. Robert Menendez (D-NJ) agree to delay a comm. vote on the Iran Nuclear Agreement Review Act of 2015 until after the P5+1 and Iran’s deadline for reaching a political accord at the end of 3/2015. They schedule a vote for 4/14

In the Gaza Strip, a bomb explodes outside a Fatah-affiliated charity, lightly injuring 2 bystanders. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy.
