In the West Bank, thousands of Israeli settlers with a military escort toured Jabel ‘Aybal in Area B in an effort to assert their claim to the hill near Nablus. Israeli settlers also vandalized an agricultural structure in Ein al-Beida. Elsewhere, Israeli settlers with a military escort attacked Qusra, causing tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, assaulting 1 and firing tear gas. Elsewhere, Israeli forces prevented students and teachers from reaching 27 schools in the Masafer Yatta area. Israeli forces also closed the Ibrahimi Mosque to Muslim worshippers, citing the Jewish celebration of Sukkot. Meanwhile, Israeli forces erected dirt mounts on 3 roads leading to Sabastia and its Roman ruins, preventing Palestinian travel. Israeli forces also seized 1 tractor in Deir Istiya and 1 car in Khirbet Humsa. 12 Palestinians were arrested during late-night raids in Jenin, Ya’bad, Jalazone refugee camp, and Turmus ‘Ayya. In East Jerusalem, Israeli settlers were filmed spitting on Christians in the Old City. Israeli settlers also assaulted 1 Palestinian man in Silwan, causing bruises. Israeli forces assaulted 2 Palestinian women at the Chain Gate in the Old City near the Haram al-Sharif compound. 4 Palestinians were arrested in Isawiya and Silwan, including the son of PA governor of Jerusalem Adnan Ghaith. PA prime minister Mohammad Shtayyeh attended the COP27 climate summit in Sharm el-Sheikh, Egypt. At the sidelines of the summit Prime Minister Shtayyeh attended a meeting with Israeli environmental protection minister Tamer Zandberg, Lebanese prime minister Najib Mikati, Iraqi president Abdul Latif Rashid, and officials from Oman and Jordan and other countries in the Middle East. Israel and Jordan also signed a memorandum of understanding to continue work on an agreement made in November 2021 to exchange water, provided by Israel, for energy provided by Jordanian solar farms. A convoy of 15 trucks carrying fuel from Iraq to Syria was attacked in an air strike after entering Syria, killing 10 people. The attack was attributed to Israel. (HA 11/9; AP 12/14)

In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. Ambassador Nides also said "[t]his is a country that is a democracy with elected leadership and I intend to work with them." The White House is reportingly considering not engaging with the Itamer Ben-Gvir-led Otzma Yehudit. (HA 11/10)

In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers uprooted some 400 grape saplings in Turmus ‘Ayya. Israeli forces violently dispersed the weekly anti-settlement protests in Kafr Qaddum, seriously injuring 1 Palestinian minor who was hospitalized with a fractured skull after being hit by a rubber-coated bullet; 14 others were also injured by rubber-coated bullets and others suffered tear-gas related injuries during Israeli crackdowns on protests in Bayt Dajan and Kafr Malik. 10 Palestinians were arrested during raids in and around Bayt Dajan, Jenin, and Bethlehem. A top Iranian nuclear scientist, Mohsen Fakhrizadeh, was assassinated while driving his car in Absard some 40 miles east of Tehran. Iran said that there were “serious indications of Israeli responsibility.” An anonymous Israeli official confirmed to the NYT that Israel was behind the assassination. The NYT also had 3 other intelligence sources confirm Israel’s involvement. According to Iran’s Fars News Agency, Fakhrizadeh was killed by a remote-controlled machine gun attached to a deserted car. The NYT reported a different story of the events in which 12 assassins caught up to Fakhrizadeh’s car and shot him before leaving the scene unharmed. Israel has previously claimed that Fakhrizadeh was the scientist behind Iran’s nuclear program and Israeli prime minister Benjamin Netanyahu said in 2018 during a press conference that people should remember Fakhrizadeh’s name. Former CIA director John Brennan condemned the assassination, calling it “flagrant violation of international law.” The EU, UN, UAE, and Jordan also condemned the assassination. Israel assassinated at least 4 Iranian scientists between 2010 and 2012. Several Israeli public officials denied knowing who assassinated Fakhrizadeh. In the Gaza Strip, a bomb explodes outside a Fatah-affiliated charity, lightly injuring 2 bystanders. Shipments of domestic-use gas into Gaza resume after a dispute between local officials and the PA unity govt. is resolved on 12/10. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. IDF troops stationed along the border e. of al-Bureij arrest 2 Palestinians attempting to cross into Israel. In the West Bank, 1,000s of Palestinians attend the funeral of Ziad Abu Ein in Ramallah. Palestinians gathered for the funeral clash with IDF troops in al-Bireh; 19 are injured from rubber-coated metal bullets. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. During the day, Israeli soldiers arrest Palestinians at a checkpoints nr. Ramallah and Hebron. The IDF conducts arrest raids nr. Jenin and Hebron; patrols in Tulkarm and n. of Jenin. Late at night, unidentified assailants open fire on the home of an imprisoned Hamas MP in Hebron, causing damage. In East Jerusalem, Israeli forces violently disperse 100s of Palestinians gathered to protest Abu Ein’s death in Shu‘fat r.c., Issawiyya, al-‘Izzariya, and Silwan. They conduct late-night arrest raids and house searches in Jabal Mukabir, Wadi al-Juz, Ras al-Amud, and Issawiyya. Meanwhile, 75 new security guards are added to the security detail at Haram al-Sharif in response to King Abdullah of Jordan’s request. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy. The French Senate passes a nonbinding res. inviting the govt. to recognize Palestinian statehood. The French parliament previously passed a similar res. on 12/2.
