In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. 38 people were arrested and hundreds were fined as the Israeli government had sought to ban the protests, citing COVID-19 transmission concerns. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 15th Saturday in a row. (AJ, HA, WAFA 10/4)

King Abdullah II of Jordan accepted the resignation of Prime Minister Omar al-Razzaz, but asked him to stay as a caretaker prime minister until King Abdullah appoints a new prime minister. (AJ 10/3)

In the West Bank, Israeli settlers raided Qusra, damaging 2 poultry farms, killing some 200 chickens, setting fire to 1 tractor, and damaging water tanks; as clashes erupted, Israeli forces intervened on behalf of the settlers, injuring 2 Palestinians using rubber-coated bullets; Israeli settlers alleged that Palestinians had set fire to a settler-owned vineyard. Israeli forces violently dispersed protests in Kafr Qaddum, shooting 5 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces and Palestinians clashed during an Israeli raid in Hebron, leading to tear-gas related injuries. Israeli forces also seized 1 concrete pump and 1 concrete mixer near Yatta. Israeli forces seized 5 bulldozers and stone-extracting equipment in a quarry near Ramallah. 5 Palestinians were injured by Israeli forces using rubber-coated bullets during a confrontation in Kafr ‘Aqab, others suffered tear-gas related injuries. 2 Palestinians were arrested during a late-night raid in Dura. In East Jerusalem, Israeli forces delivered a demolition notice for 1 Palestinian-owned home in al-Sawahara and demolished 1 shack and 2 shops near al-Sawahara al-Sharqiyya. 11 Palestinians were arrested during raids in and around Silwan, the Old City, al-Tur, and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, a court in Tel Aviv temporarily halted construction of a homeless shelter on a Muslim cemetery in Jaffa after a week of protests. When Jaffa residents and the local Islamic council presented the order to Israeli police, they were violently dispersed and several Palestinian activists were arrested. Jordanian King Abdullah II told U.S. congressional leaders and committees via video conference that Israeli annexation of parts of the West Bank is unacceptable and will undermine stability and peace. He further stated that peace will only come with the creation of a Palestinian state with East Jerusalem as its capital. (REU 6/16, HA 6/17)

In the West Bank, 1 Palestinian was shot dead after he attacked 1 Israeli soldier at a checkpoint near Abu Dis. Israeli forces later raided the home of the Palestinian man and arrested his parents in al-Sawahara. During the raid, Palestinians and Israeli forces clashed; 1 Palestinian was hospitalized after being cut by broken glass from his windshield, which was hit by a projectile. Elsewhere, Israeli forces blocked a main access road to Qusra village, leading to clashes with Palestinians. Israeli forces demolished a settlement outpost outside of Yitzhar settlement. 5 Palestinians were arrested during late-night raids in and around Bayt Awa, Hebron, Jalazun refugee camp, and Ramallah. In Gaza, Israeli forces made incursions to level land east of Rafah. In Israel, 1 23-year-old Palestinian prisoner died in a hospital after being found unresponsive in his cell on 4/21. U.S. secretary of state Mike Pompeo said during a press briefing that, “[a]s for annexation of the West Bank, the Israelis ultimately make those decisions, so that’s an Israeli decision,” in response to questions about the Netanyahu-Gantz Israeli government, which will decide on annexation in July. PA president Mahmoud Abbas said that if Israel annexes land in the West Bank, all agreements made between the PA and Israel, and the PA and the U.S., would be “completely canceled.” (AJ, HA, JP, REU, REU, WAFA, WAFA 4/22; WAFA 4/23)

In the West Bank, Israeli forces seized a shipping container and a vending stall south in Qalqas; and delivered stop-work orders for several residential and agricultural structures near Tubas and in Jiftlik. 3 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, and ‘Araba. Israeli settlers attacked a Palestinian-owned house in Hebron, damaging a water tank and erecting an Israeli flag on the roof. Elsewhere, Israeli settlers with military escort raided Qusra, leading to confrontations with Palestinians; no injuries were reported. In East Jerusalem, Israeli authorities extended the detention of PA governor Adnan Ghaith. PA Jerusalem affairs minister Fadi Hidmi filed a complaint to the Israeli justice department for his arrest on 4/3. Minister Hidmi said that he was beaten and repeatedly forced to wear a dirty mask with blood on it. The complaint further said that Israeli police blasted down his front door without trying to knock on it and that the police seized $2,800. Hidmi was ultimately released 6 hours after his arrest without any charges. (HA 4/6)

Israeli prime minister Benjamin Netanyahu and Kahol Lavan leader Benny Gantz agreed on preliminary terms for a unity government, which includes that Netanyahu can propose to the Israeli cabinet a West Bank annexation plan if it’s backed by the U.S. (HA, JP 4/6)

In the West Bank, Israeli forces handed stop-work notices to Palestinians near Tubas installing solar panels donated to them by an NGO in Italy; and closed the entrances to Qusra. Israeli forces also opened fire at Palestinian farmers near Tulkarm, leading to clashes; tear-gas related injuries were reported. Israeli settlers damaged 10 olive trees and 40 grape trees in al-Khadir. Separately, Israeli settlers attacked Palestinian shepherds south of Hebron. 1 Palestinian was arrested during a house raid in Qalqilya. In East Jerusalem, 6 Palestinians were arrested in raids in and around the Old City and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles west of Bayt Lahiya; 1 boat was damaged, but no injuries were reported. In Israel, 1 Palestinian prisoner set fire to a room used by Israeli guards in Nafha prison in defiance of Israeli measures against spreading the COVID-19 virus in Israel, such as sending most prison doctors and nurses home. In the West Bank, Israeli forces sealed off an entrance to al-Jaba‘ and closed an agricultural road south of Hebron. Israeli forces delivered a stop-work order for 2 houses and a demolition notice for another house in Nahalin. Israeli forces also razed land in the villages of Qusra and Jurish. Elsewhere, Israeli forces demolished 1 floor of a 2-story Palestinian-owned house in Hizma. 3 Palestinians were arrested during raids in and around Jericho and Bethlehem. In East Jerusalem, 3 Palestinians were arrested during a raid in Issawiyya. For the 2d day in a row, Israeli forces injured a Palestinian minor in Issawiyya: a 10-year-old boy was shot by a rubber-coated bullet while standing on his balcony. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles west of Bayt Lahiya; no injuries were reported. In the West Bank, Israeli settlers razed Palestinian-owned tracts of land in Qusra, using bulldozers. 8 Palestinians were arrested, including 5 during late-night raids in and around Tulkarm, al-Bireh, Jenin, and Jericho; 3, all minors, were arrested after allegedly throwing stones at Israeli forces near Qalqilya. In East Jerusalem, 3 were arrested during late-night raids in the Old City. In the West Bank, Israel uprooted olive trees and demolished an agricultural structure in Qusra near Nablus. 7 Palestinians were arrested during over-night raids in and around Ramallah and Bethlehem. In East Jerusalem, a Palestinian family was ordered to leave their property after the Jerusalem District Court ruled that their house in Silwan was legally purchased by the Israeli settler association Elad. The Trump administration announces that it has not yet reached a decision about relocating the U.S. embassy in Israel, despite the fact that today is the deadline for Trump to sign the presidential waiver delaying the move for 6 months. “We will share a decision on the waiver in the coming days,” a spokesperson says. Because Trump did not sign the waiver in time, U.S. law allows Congress to demand that he move the embassy and cut funding to the State Dept. It’s unlikely lawmakers will pursue either option. Trump into delaying or cancelling his proposed move of the U.S. embassy in Israel to Jerusalem. According to a PA spokesperson, Abbas “warned categorically that taking such a step would lead to the destruction of the peace process” and create an “uncontrollable situation” in the region. Hebron, according to Palestinian witnesses of the incident. Late at night, 2 Israeli soldiers mistakenly drive into Tulkarm using the GPS navigation app Waze. In a joint press conference with Luxembourg’s PM Xavier Bettel, Israeli PM Netanyahu says that the proposed meeting between himself and PA pres. Abbas, which was 1st planned for Cairo and then Moscow in recent weeks, may now happen in Luxembourg: “[Bettel] has invited me to Luxembourg, and he said the Palestinians might also come there; therefore, it’s either Moscow or Luxembourg.” (JP 9/12)

French pres. Hollande meets with PA Pres. Mahmud Abbas in Ramallah and later with Israeli PM Benjamin Netanyahu in Jerusalem. In a joint press conference with Abbas, Hollande calls for a complete halt to Israeli settlement activity. In a speech to the Knesset in honor of the French leader’s visit, Netanyahu invites Abbas to address the Israeli parliament and to recognize Israel as a “Jewish state.” He also thanks Hollande for his opposition to a deal with Iran earlier in the month. Palestinians respond to the 2/23 death of prisoner Arafat Jaradat with demonstrations across the West Bank and Gaza Strip, while around 4,000 Palestinian prisoners in Israeli jails launch hunger-strikes in protest. At a press conference in Ramallah, Palestinian officials claim that Jaradat died from torture, based on evidence presented by PA chief pathologist Saber Aloul, who attended the autopsy. At the protests by Ofer detention center nr. Ramallah, Israeli soldiers wound 26 Palestinian protesters with rubbercoated metal bullets and live ammunition.
