In Jordan, thousands of Jordanians protested the Jordan-Israel deal to swap energy for water in Amman. The agreement was signed on 11/22 in the UAE and witnessed by U.S. climate envoy John Kerry. (AJ, HA, MEMO 11/26; TOI 11/27)

Israel’s transportation minister Merav Michaeli of Labor said she opposes the Jerusalem Cable Car project in East Jerusalem. The project has been condemned by Palestinians and Israelis and is set to have its final hearing of petitions against it at the Israeli high court of justice on 11/28. Transportation Minister Michaeli said the project does more scenic and political harm than it does good. (HA 11/26)

A bipartisan group of members of the House of Representatives led by Ritchie Torres (D-NY) sent a letter to the Securities and Exchange Commission chairperson Gary Gensler asking him to review if Unilever is complying with US regulation after its subsidiary Ben & Jerry’s chose not to sell its products in West Bank settlements. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. The inclusion of Hamas in the Terrorism Act means that people expressing support for Hamas could face 10 years in prison. Both Hamas and the PA condemned Home Secretary Patel’s decision. In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in ‘Urif, causing damage. Israeli settlers also threw stones at vehicles traveling near Silat ad-Dhahr. Israeli forces arrested the wife of a Palestinian man who shot and killed 1 Israeli settler in East Jerusalem on 11/21 as she was entering the West Bank via the Allenby Bridge from Jordan. Israeli forces also blocked off the entrances to Deir Abu Mash’al. Elsewhere, Israeli forces handed a stop-work order for a water well in Atuf. 17 Palestinians were arrested during raids in Tulkarm, Wadi al-Far‘a, and Qalandia refugee camp. In East Jerusalem, Israeli forces raided the home of PA Jerusalem governor Adnan Ghaith in Silwan, injuring 4 by physical assault and temporarily detaining 3. 2 Palestinians were arrested in Silwan. Israel said it had arrested 50 alleged operatives of Hamas in the West Bank, claiming that they were plotting to commit attacks against Israelis. It was unclear when Israeli forces had apprehended the alleged plotters. (HA 11/22)

2 Palestinian prisoners held on administrative detention suspended their hunger strikes as their lawyers made deals with Israel to release them within a few months. 1 of the prisoners had been hunger-striking for 131 days when he suspended his protest; the other for 51 days. Israel and Jordan signed an agreement of intent to build a solar power plant in Jordan to supply 600 megawatts of electricity to Israel in exchange for Israel to send 200 million cubic meters of desalinated water to Jordan. The agreement was signed in the UAE in the presence of U.S. climate envoy John Kerry. Jordanians protested against the agreement in Amman on 11/23. In the West Bank, Israeli settlers vandalized Palestinian property in al-Bireh, drawing the star of David and writing racist slogans on a building and a vehicle. Israeli forces demolished 3 houses in al-Walaja and 1 agricultural structure in al-Khader. Israeli forces also sprayed herbicides on olive crops in Battir, damaging 70 olive seedlings. 7 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, Husan, Bayt Awa, and Hebron; Israeli forces shot 1 Palestinian with live ammunition protesting the raid in Husan. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. PA prime minister Mohammed Shtayyeh said during a cabinet meeting that the PA had only received 10% of the usual contributions to its economy that it receives from foreign donors, leading to a very difficult financial situation. Prime minister Shtayyeh also pointed to Israeli deductions in the PA’s tax revenue and the COVID-19 pandemic as contributing to the PA’s financial hardship. (WAFA 11/9; MEMO 11/10)

PA president Mahmoud Abbas and EU representatives inaugurated a new headquarters built for the Palestinian Central Elections Commission, funded by the EU, in Ramallah. (WAFA, WAFA 11/9)

Jordanian king Abdallah II and foreign minister Ayman Safadi met with head of the United Arab List Mansour Abbas in Amman, to discuss the 2-state solution and King Abdallah’s custodianship of the holy places in Jerusalem. Abbas also told reporters that PA president Mahmoud Abbas has requested meeting him but that he has opted not to, fearing the response from the government coalition. (HA 11/9; ALM, ALM, MEMO 11/10)

Israel’s environmental protection minister Tamar Zandberg of Meretz (Vigor) said that the Israeli government was violating the coalition agreement by continuing to expand settlements in the West Bank. Environmental Protection Minister Zandberg also said she was dismayed by the targeting of Palestinian rights organizations in the West Bank. (HA 11/9)

Colombia’s president Iván Duque Márquez opened a trade office to Israel in Jerusalem, during a visit. The PA condemned the move and called on Colombia to reverse the decision. (TOI 11/9; WAFA 11/10)

UN humanitarian agencies and the Association of International Development Agencies, representing more than 80 NGOs, issued a statement in support of the 6 Palestinian rights organizations that were declared terrorist organizations by Israel’s defense minister Benny Gantz on 10/22. In the West Bank, Israeli forces prevented Palestinians from renovating a water reservoir in Bayt Dajan. 6 Palestinians were arrested during late-night raids in and around al-Yamun, Deir Balut, Hebron, Beita, and Deir Nidham. In East Jerusalem, the head of Shu‘fat’s local council Mahmoud Ali al-Shaykh was arrested during a late-night raid. In Gaza, the UN mine action service removed an unexploded Israeli bomb fired in May during Israel’s Operation Guardians of the Wall. Hamas thanked Jordanian king Abdullah II for allowing its leaders Ismail Haniyeh and Khaled Meshaal to attend the funeral in Amman of former Hamas leader Ibrahim Ghosheh, who passed away today. The funeral will take place on 8/27. (MEMO 8/27)

U.S. president Joe Biden postponed a meeting with Israeli prime minister Naftali Bennett in Washington D.C. after suicide bombs killed nearly 90 people at the Kabul airport as evacuations continue after the Taliban took over almost all of Afghanistan. Among the killed were 11 U.S. Marines and 1 other navy soldier. President Biden and Prime Minister Bennett are expected to meet on 8/27 instead. German chancellor Angela Merkel reportedly also canceled a visit to Israel next week due to the situation in Afghanistan. The attack at Kabul airport was reportedly made by Islamic State – Khorasan Province, an Afghan offshoot of the Islamic State. The New York Times reported that when Israel attacked the Iranian Natanz nuclear facility on 4/11/2021, the Netanyahu administration gave the U.S. 2 hours’ notice before the attack. U.S. officials told the NYT that Israel deliberately gave the Biden administration too little time to ask Israel to call off its attack. (HA, NYT 8/26)

In the West Bank, Israeli settlers blocked a road near Sabastia and attacked several vehicles, causing damage. In East Jerusalem, 1 Palestinian started demolishing his own home in al-Tur. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp; no injuries were reported. In Israel, 1 Palestinian Israeli former MK candidate for the right-wing New Hope party Saher Ismail was shot and killed by unknown assailants in Ramah, marking the 74th killing of a Palestinian Israeli in Israel this year. The PA health ministry said that Palestine had entered its 4th wave of the COVID-19 pandemic with a rise in new infections. The health ministry further said that 70% of the active cases were of the Delta variant, which is more transmissible than previous variants. The PA registered 225 new cases today, the highest since April. (WAFA 8/15)

The Israeli high court of justice denied a petition by Palestinian landowners to void the deal made on 7/1 between the Israeli government and the Israeli settlers who made the Evyatar settlement outpost. The court said that ownership of the land still had to be thoroughly examined, but that the Israeli government should investigate how the “illegal trespassing” by the Israeli settlers was possible when the settlers built the outpost in early May. Hamas military spokesperson Hazem Qassem told the Lebanese newspaper al-Akhbar that Hamas will respond to Israel’s refusal to allow Qatari cash and construction materials into Gaza within a few days if Israel does not change course. Hamas and other political and militant factions are expected to meet on 8/16 to discuss a response. Hamas agreed to Israeli and U.S. demands to allow the 2 countries to examine a list of people who will receive the Qatari cash payments on 8/6 and Hamas suspects that the 2 countries are deliberately delaying the process. Hezbollah leader Hassan Nasrallah said his organization will begin receiving gas and diesel from Iran to alleviate the fuel shortages experienced by Lebanon amidst the country’s financial crisis. (HA 8/15)

In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers vandalized 30 olive trees in Jalud. Israeli forces demolished 1 Palestinian-owned home under construction in Bruqin, delivered stop-work orders for 2 houses in Kisan, and delivered demolition orders for 25 houses in al-Sawiyeh. 17 Palestinians were arrested during raids in and around Jalazun refugee camp, Kafr Ni‘ma, Bil‘in, Nablus, Rujeib, Bayt Dajan, Jenin refugee camp, Dheisheh refugee camp, and Hebron; 2 were injured during the raids in Jenin refugee camp. In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israeli forces also arrested 1 Palestinian for gesturing his middle finger at Israeli forces in the Old City; the man’s lawyer said he was beaten by Israeli police while in detention; it was the 2d man in 2 days arrested for making the gesture. Israel opened an investigation into why Israeli forces shot 1 girl and her father in their house in Shaykh Jarrah on 5/25. The girl was shot in the back with a rubber-coated bullet, fracturing her spine. Her father was hit in his leg and with a stun grenade. 1 Israeli soldier was suspended while the investigation was ongoing. (AP 5/26; HA 5/27)

Israel revoked social and health benefits for 16 Palestinian families in East Jerusalem as a punitive measure because at least 1 member in each family is seen as a political activist for Palestinian rights to live in Shaykh Jarrah or against Israeli attacks on the Haram al-Sharif compound. It was also reported that 11 Palestinian residents of East Jerusalem were placed in administrative detention for periods of 3-6 months. (HA, MEMO, WAFA 5/27)

Hamas leader in Gaza Yahya Sinwar threatened Israel with a more intense attack if Israel continues to attack the Haram al-Sharif compound. Sinwar also said that Hamas would not touch “a single cent” of international aid for rebuilding Gaza. (AJ, HA 5/26)

In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters by the Damascus Gate plaza, injuring 3. Earlier, Israeli settlers attacked 1 Palestinian in the area, leading to several other Palestinians coming to his defense. Elsewhere, Israeli forces closed off Shaykh Jarrah to prevent Palestinians from entering the neighborhood and violently dispersed Palestinians in the area, leading to 19 injuries, including 5 that required treatment at a hospital. 6 Palestinians were arrested during raids in and around the Haram al-Sharif compound, Bayt Hanina, Shu‘fat, and Sur Bahir. Elsewhere, Israeli forces violently dispersed Palestinian protesters east of al-Bureij refugee camp; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Israeli prime minister Benjamin Netanyahu said, “[w]e firmly reject pressure not to build in Jerusalem. And sadly, these pressures have been increasing recently. I say to our closest friends: Jerusalem is the capital of Israel. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression. In the West Bank, Israeli forces opened fire at 1 Palestinian vehicle at a checkpoint near Jenin, puncturing its tires; no injuries were reported. Israeli forces also delivered demolition notices for 8 Palestinian-owned homes in Duma. 11 Palestinians were arrested during raids in Abu Dis, Kaubar, Dheisheh refugee camp, Jenin, Hebron, and Nablus. Egyptian president Abdel Fattah al-Sisi met with Jordanian King Abdullah II in Amman to discuss the Palestinian elections scheduled for May and July. According to Haaretz, the 2 countries have been asked by Palestinian leaders to help facilitate the parliamentary and presidential elections. The WHO voiced concern about the unequal distribution of COVID-19 vaccines in Israel and the occupied Palestinian territories. The head of the WHO in the occupied Palestinian territories Dr. Gerald Rockenschaub said that the WHO has been in contact with Israel, trying to get the country to distribute vaccines to front-line workers in the occupied territories. Israel has boasted about its successful vaccination campaign, claiming the highest rate per capita, but has as of late come under international media scrutiny for not shouldering its responsibilities as an occupying power by distributing vaccines among its occupied population.
