In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 7 with rubber-coated bullets and 30 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 30 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ras al-Joura and al-Khader, causing tear-gas related injuries. 10 Palestinians were arrested during late-night raids in and around Husan, Bani Na‘im, Hebron, Tulkarm, Ramallah, and ‘Askar refugee camp. In East Jerusalem, 1 Israeli settler attacked 1 Palestinian activist in Sheikh Jarrah during a protest against evictions in neighborhood. Israeli forces violently dispersed Palestinians protesting the demolitions at al-Yusufiya Muslim cemetery, injuring 3 with sound bombs and arresting 7; Israel said that Palestinian stone throwers had damaged 1 police vehicle. 5 others were arrested in Shu‘fat, the Old City, and al-Tur. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. Israeli forces closed down al-Ibrahimi Mosque for Palestinian worshippers between 3 p.m. on 10/29 and 10 p.m. on 10/30, only allowing Jewish worshippers. (WAFA 10/30)

PA president Mahmoud Abbas dispatched the head of the Detainees Affairs Commission Qadri Abu Bakr on a 2-week tour to meet with leaders in Egypt, Belgium, and France in order to gather international support for the Palestinian prisoners hunger striking against their administrative detention. 1 of the prisoners has been on hunger strike for 107 days, another for 101 days, and 3 others for more than 65 days. Israeli ambassador to the UN Gilad Erdan tore the UN human rights council yearly report to pieces at the UN general assembly podium. The report condemned Israel’s attacks on Gaza on May, dubbed Operation Guardian of the Wall by Israel. (HA, MEMO 10/30)

ABC News reported that Facebook employees expressed concern over the restrictions on the Palestinian activist Muhammed El Kurd’s Instagram account during Israel’s May assault on Gaza. The document was leaked to ABC News by a congressional staffer after the testimony by Frances Haugen, a Facebook whistleblower. The Facebook employees did not understand why El Kurd’s Instagram story was being limited by Facebook. (ABC, MEE 10/29; WAFA 10/31)

The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. In the West Bank, Israeli forces delivered demolition orders for 4 water collection wells in Khelet al-Dabe‘a, near Yatta. 10 Palestinians were arrested, including 8 during late-night raids in al-‘Aruj, Hindaza, ‘Askar refugee camp, Nablus, Dura, al-Dawha, Yatta, and Ramallah; 1 was arrested during a raid in ‘Anata, and 1 at a checkpoint near Nablus. In East Jerusalem, 1 Palestinian family demolished their own home in Sur Baher. 5 Palestinians were arrested during a late-night raid in Isawiya. Israel effectively prevented Palestinians without Internet access from objecting to construction plans in the E1 area, as Israel’s civil administration told the Palestinians they could attend the meeting only hours before it started, rendering them unable to reach the meeting in person in the Beit El settlement. Adalah sent a letter to the Israeli government, calling a decision to include the Shin Bet and the Israeli military to combat violence in Palestinian towns in Israel racist and illegal. Adalah said it would create 2 separate law enforcement systems in Israel: 1 for Palestinians and 1 for Jewish Israelis. (WAFA 10/4)

Media outlets reported that, in a secret effort to locate Israeli soldier Ron Arad, who went missing in 1986, Israel had abducted an Iranian general in Syria and took him to an unnamed country in Africa, where he was interrogated before he was released. (MEMO, TOI 10/5)

The energy ministers of Lebanon and Egypt said that Egypt is finalizing arrangements to ship gas to Lebanon in an effort to help the country as it faces a severe energy crisis. Egypt will supply Lebanon with gas through a pipeline that runs through Syria and Jordan. (HA 10/5; REU 10/7)

In the West Bank, 1 Palestinian was arrested during a late-night raid in al-Shuyukh; the man had been released after serving a 16-year sentence on 8/11. 10 others were arrested during late-night raids in and around Umm al-Rihan, Tubas, Beita, ‘Askar refugee camp, Bethlehem, and Fawwar. The PA called on the U.S. to intervene over Israeli plans to expand Israeli settlements with more than 2,000 housing units in the West Bank. The PA said the new construction contradicts U.S. president Joe Biden’s stance against settlement construction. (HA 8/12)

The PA said it had received 150,000 doses of the Pfizer COVID-19 vaccine. The health ministry further stated that it had received 1 million doses from Pfizer so far this year and that another 3 million would be delivered by the end of 2021. The PA also said it had sent 100,000 vaccine doses to Gaza, including 50,000 Pfizer and 50,000 of the Russian Sputnik vaccines. (AA, WAFA 8/12)

The Israeli high court of justice overturned former education minister Yoav Gallant’s decision to withhold the Israel Prize in mathematics and computer science from Oded Goldreich. Gallant had decided to withhold the prize given to Goldreich over claims that Goldreich is supporting a boycott of Israeli institutions in Israeli settlements. (HA 8/12)

Sudan said it would hand over its former president Omar al-Bashir to the ICC but did not provide a timeframe for doing so. Al-Bashir is wanted by the ICC for charges of genocide, war crimes, and crimes against humanity. (AJ 8/12)

AIPAC launched an ad campaign on Facebook implying that U.S. house representative Ilhan Omar (D-MN) stands with terrorists against the U.S. and Israel. The ad drew criticism from several pro-Israel organizations and Jewish Americans including J Street and Ilhan Omar’s staff, which claimed AIPAC ads were Islamophobic and putting Omar’s life at risk. Among other AIPAC targets in its ad campaign were Palestinian American Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). (AJ, HA 8/12)

In the West Bank, Israeli settlers stole some 100 Palestinian-owned hay bales in Burin. Israeli forces shot and injured 3 Palestinians while traveling in the same car near al-Bireh. 12 Palestinians were arrested during late-night raids in Kafr Na‘im, al-Bireh, Askar refugee camp, and Sa‘ir; 2 Palestinian children were injured by rubber-coated bullets during a confrontation with soldiers in Askar refugee camp. In East Jerusalem, 10 Palestinians were arrested during raids in Jabal al-Mukabir and al-Tur. In Gaza, 1 Palestinian injured in Israeli air strikes in al-Bureij on 5/17 succumbed to his injuries, raising the comprehensive death toll since 5/10 from 259 to 260, including 67 children and 3 pregnant women. In Israel, 1 Palestinian guard at a construction site was severally beaten by 10 Jewish-Israelis in Binyamina. 1 firebomb was thrown at a house occupied by Jewish-Israelis in Lydda; no injuries were reported. According to Middle East Eye, the PA has been arresting at least 14 critics of the government in the West Bank since 5/1, with the largest arrest campaign on 5/22. (MEE 5/27; AJ 5/28)

At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. Shaykh Khatib was arrested on 5/16. Khatib’s lawyer called the charges a political persecution. (HA, MEE 5/27)

An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. The Israeli foreign minister Gabi Ashkenazi is expected to meet the Egyptian foreign minister Sameh Shoukry as part of the talks. (ALM, AP, HA, HA 5/27)

Israel summoned the French ambassador to Israel after the French foreign minister Jean-Yves Le Drian on 5/23 said, about Israel’s occupation of Palestinian territory, that the “risk of apartheid is strong if we continue to follow a logic of one state, or of status quo.” (HA, MEMO 5/26; ALM, HA, HA 5/27)

A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The poll was conducted on 5/20, the day the ceasefire agreement between Israel and Hamas was announced. (MEE 5/27)

The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Separately, the UN appealed countries to raise $95 million in aid to Gaza, the West Bank, and East Jerusalem. Israeli forces also violently dispersed protests in al-Mughayyir, injuring 6 Palestinians with rubber-coated bullets and others suffered tear-gas related injuries. Elsewhere, Israeli forces injured 5 Palestinians with live ammunition during a late-night raid in ‘Askar refugee camp; others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Bayt Dajan, injuring 3 with rubber-coated bullets and others suffered tear-gas related injuries. Meanwhile, Israeli soldiers sprayed pepper spray at a 13-year-old Palestinian boy in Hebron who had asked them to help him find his stolen bike; the Israeli soldiers subsequently refused to help him receive aid at a hospital. 5 Palestinians were arrested, including 4 during house raids in and around Hebron, Bayt Umar, and Zabbuba, and 1 at the Qalandia checkpoint. The U.S. lifted sanctions on ICC officials Fatou Bensouda and Phakiso Mochochoko, who were sanctioned by the Trump administration in June 2020 in retaliation for their work on the probe into war crimes committed in the occupied Palestinian territory and Afghanistan. Secretary of state Antony Blinken said, “[w]e continue to disagree strongly with the ICC’s actions relating to the Afghanistan and Palestinian situations . . . We maintain our longstanding objection to the court’s efforts to assert jurisdiction over personnel of non-States Parties such as the United States and Israel. We believe, however, that our concerns about these cases would be better addressed through engagement with all stakeholders in the ICC process rather than through the imposition of sanctions.” Secretary Blinken spoke with Israel’s foreign minister Gabi Ashkenazi before the announcement. During the call, Blinken told Foreign Minister Ashkenazi that the U.S. believes Israelis and Palestinians should have equal measurers of freedom security, prosperity, and democracy. The EU said that Iran and the U.S. will hold indirect talks in Vienna on 4/6. The meeting comes as the EU and the Joint Comprehensive Plan of Action signatories are trying to get the U.S. back into the 2015 Iran nuclear agreement and Iran to start complying with the agreement again.
