In the West Bank, Israeli settlers posing as soldiers abducted 2 Palestinian men from the Masafer Yatta area and vandalized Palestinian properties in Shaab al-Butum. Israeli forces injured 4 Palestinians in a drone strike in Nur Shams refugee camp. Israeli forces also shot and injured 3 Palestinians during a raid in Askar refugee camp. 18 Palestinians were arrested during late-night raids in and around Nablus, Deir Istiya, and Hebron. In East Jerusalem, Israeli forces shot and killed a Palestinian after he allegedly stabbed 2 Israeli settlers in the Mishor Adumim settlement. In Gaza, Israeli forces bombed Rafah, Nuseirat refugee camp, Dayr al-Balah, Khan Yunis, Maghazi, and Gaza City, killing at least 100 people, including University College of Applied Sciences president Dr. Said Al-Zubda and his family. 2 Israeli soldiers were killed in combat. In Syria, 3 suicide drones attacked a U.S. military base, causing damage. At least 7,000 people were missing in rubble, including 1,700 children. 313 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 168 Israeli soldiers have been killed and 955 injured in Gaza since the ground invasion began on 10/27. The Commission of Detainees and Ex-Detainees Affairs said a large number of Palestinian prisoners in the Ofer Prison have experienced food poisoning after being given spoiled meals. Prisoners at Megiddo Prison reported frequent abuse, including assault and humiliations by Israeli guards. 2 prisoners have died at Megiddo since 10/7. The Palestinian Central Bureau of Statistics said 2023 was the deadliest year for Palestinians since the Nakba, saying at least 22,404 Palestinians have been killed since the beginning of 2023, including at least 22,141 since 10/7. 98% of the Palestinians killed were from the Gaza. The Israeli human rights organization Yesh Din said 2023 was the worst year for Israeli settler violence against Palestinians since 2006 when the group started monitoring. Israel had the highest rate of murders ever recorded in 2023 at 299, including 241 among Palestinian citizens of Israel, which is double the number of 2022. 92% of the homicides involving victims that were Palestinian citizens of Israel were unresolved. (HA 12/31)

Axios reported that Israel rejected a Hamas proposal for a new ceasefire. The proposal included the release of 40 captives and the removal of all Israeli forces from Gaza during its first phase. (AX 1/1)

Israeli foreign minister Eli Cohen claimed that Israel will allow ships to deliver aid from Cyprus to Gaza immediately. Under the agreement the aid would be inspected by Israel in Larnaca and shipped to Gaza. Later in the day Cohen swapped jobs with infrastructure and energy minister Israel Katz. Israeli finance minister Bezalel Smotrich said Israel would not allow 2 million Palestinians to live in Gaza after the war, saying it would benefit Israel if the number was 100,000 to 200,000 at the end of the war. In the West Bank, Israeli settlers stole 6 sheep during a raid in Qusra. Israeli forces shot and injured 6 Palestinians during raids in Askar refugee camp, Surif, Dahariya, and Asira ash-Sharmaliya. 28 Palestinians were arrested during raids in and around Tubas, Dahariya, Hebron, Bethlehem, Nablus, and Qalandia. In Gaza, Israeli forces bombed az-Zawayda, Rafah, Khan Yunis, Jabalia refugee camp, and central Gaza, killing more than 297 Palestinians. Israeli forces also opened fire at a Gaza Ministry of Health warehouse, injuring 3 people. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli airstrikes destroyed 5 homes and damaged others in Aitaroun and attacked areas near Yaroun, Rmeish, and Aita al-Shaab. Hezbollah said it had wounded several Israeli soldiers in attacks on Israel. In Syria, Israeli forces attacked areas around Damascus, causing damage. The Israeli military said 1,593 Israeli soldiers have been wounded since 10/7, including 255 who were in serious condition and 446 who were moderately injured. Of these, 559 were said to have been injured in Gaza. 425 soldiers have been killed since 10/7, including 97 since the ground invasion began. Haaretz said a comparison of numbers between hospital reports and the military reporting showed a significant gap, indicating that the military was underreporting the number of injuries. (HA 12/10)

The Israeli socioeconomic cabinet voted unanimously against lifting the ban on entry for Palestinian workers from the West Bank into Israel. The security cabinet later postponed voting on the recommendation after it became clear that most ministers would vote against allowing Palestinian workers to enter Israel again. Israel is having a labor shortage after expelling all Palestinian workers from Gaza and the West Bank and is expecting thousands of workers from India and Nepal to arrive within 2 weeks. PA prime minister Mohammed Shtayyeh told the Doha Forum that the PA’s “main concern is not the day after. It is today. We want the stop of atrocities and genocide that is happening today,” and called for sanctions on Israel. Jordanian foreign minister Ayman Safadi said Israel is trying to “empty Gaza of Palestinians” calling its campaign “genocide.” UN secretary-general Antonio Guterres said the UN Security Council was paralyzed due to geopolitical divisions and said he would not give up on a ceasefire. Shtayyeh also met with Algerian foreign minister Ahmed Attaf and Qatari prime minister Mohammed bin Abdulrahman Al Thani on the sidelines of the Doha Forum. Israeli prime minister Benjamin Netanyahu spoke with Russian president Vladimir Putin. In an Israeli readout of the conversation, Netanyahu was said to have expressed displeasure with the Russian stance against Israel at the UN. The Russian readout said the main focus of the conversation was the “catastrophic humanitarian situation in the Gaza Strip.” Later during a cabinet meeting, Netanyahu thanked the U.S. for providing “important ammunition” for Israel to continue attacking Gaza and for the U.S. veto at the UN Security Council on 12/8. Egypt and Mauritania invoked UN Resolution 377, prompting UN General Assembly president Dennis Francis to convene a special session of the General Assembly on 12/13. Resolution 377, adopted in 1950, allows the General Assembly to act if the UN Security Council fails to “exercise its primary responsibility for the maintenance of international peace and security.” (AJ 12/10; AP, REU 12/11)

In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. 30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. The New York Times reported that the U.S. has asked Israel to suspend its ground invasion of Gaza to allow negotiations over releasing more captives held by Hamas. President Joe Biden reiterated his belief that Israel has a “right to defend itself,” but said it must operate within the laws of war. Biden also discussed the situation in Gaza with Pope Francis. Secretary of State Antony Blinken said the U.S. “expects a likelihood” of regional escalation and claimed that Hamas is preventing U.S. citizens from leaving Gaza. President Biden, Canadian prime minister Justin Trudeau, French president Emmanuel Macron, UK prime minister Rishi Sunak, German chancellor Olaf Scholz, and Italian prime minister Giorgia Meloni issued a joint statement reaffirming their support for Israel’s war against Hamas, calling for the release of all captives, and calling for Israel to adhere to international law and protect Palestinian civilians. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. More than 120 Palestinians were arrested during late-night raids in Aroura, Rantis, Bethlehem, Hebron, Deir Sammit, and Nablus. The Palestinian Prisoners Club said at least 1,070 Palestinians have been arrested in the West Bank since 10/7. In Gaza, around 250 Palestinians were killed in Israeli airstrikes. The Gaza Ministry of Health said as of 5 p.m. at least 4,385 Palestinians had been killed, including at least 1,524 children, and 13,561 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 84 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 26 children. More than 1,653 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,629 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. 43 unidentified Palestinians were buried in a mass grave in Gaza City. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Israel Hayom reported that Israeli foreign minister Eli Cohen was working on normalization deals with Mauritania, Somalia, Niger, and Indonesia. Talks about normalization with those countries were reportedly brought up in conversations that included U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan. In Syria, Israeli forces conducted airstrikes in Aleppo, damaging the runway at Aleppo International Airport. The Syrian transport ministry said it had to reroute earthquake aid to other airports due to the strike. Jenin that 1,000s of dunams of land in the area will be seized; delivers demolition orders for 8 structures to Palestinians in a village nr. Hebron. Late at night, a group of settlers, accompanied by IDF troops, enters a village e. of Ramallah and tries to burn a Palestinian’s home, but residents stop them. An Israeli settler attempts to run over 3 Palestinians with his car s. of Hebron, causing no injuries or damage. In East Jerusalem, municipal authorities and IDF troops deliver a demolition order to the Silwan home of the Palestinian who was suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed hours later by Israeli security forces. Israeli authorities announce that the bodies of the 2 Palestinians who attacked a synagogue in West Jerusalem on 11/18 will not be returned to their families. Following the announcement, clashes between Palestinians and Israeli security forces break out in the East Jerusalem neighborhoods of Jabal Mukabir, where the men were from, Sur al-Bahir, Silwan, Issawiyya, and al-Tur; 12 Palestinians are injured by rubber-coated metal bullets. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call.
