The IDF kills 8 Palestinians in clashes (including 6 PSF officers in Salfit, 2 Palestinians nr. Qarni crossing); conducts arrest sweeps in Asira Shamaliyya, Dura, Hebron, Nablus, Salfit, Tal, arresting at least 50 Palestinians; demolishes 3 Palestinian homes in Salfit, 36 in Khan Yunis (leaving over 350 people homeless); occupies 3 homes in Salfit, 1 home in Khan Yunis as military posts; sends tanks, bulldozers into Tamun in the West Bank. In retaliation for mortar fire, Israeli F-16s drop bombs on a Force 17 complex, a PSF office in Gaza City, injuring 7 Palestinians. Eyewitnesses in Salfit say at least 2 of the PSF officers killed were disarmed by IDF soldiers, told to lie on the ground, then were fatally shoot by soldiers. Palestinians in and around Ramallah, al-Bireh say they are suffering shortages of medicine, basic foods due to the ongoing IDF encirclement of the area. The mayor of the Jewish town of Upper Nazareth announces plans to enlarge its jurisdiction by 3,700 dunams for construction of new neighborhoods, shopping centers. The 3,700 dunams will come fr. land expropriated in 1976 fr. the Arab town of `Ayn Mahil. Last wk., Upper Nazareth authorities bulldozed 2,000 old growth olive trees on confiscated `Ayn Mahil land for a new Jewish neighborhood that will be linked to Upper Nazareth. The IDF attempts to assassinate senior Islamic Jihad mbr. Muhammad Sidir by firing missiles at his car in Hebron; Sidir is injured, 2 Palestinian children are killed, 6 others are injured. (1 of the dead, 5 of the injured are bystanders.) A 3d Palestinian is killed in al-Bireh by an IDF tank shell. The IDF also shells, destroys a PSF headquarters in n. Speaking privately with American Jewish leaders, Bush reportedly assails Arafat and the State Dept., identifies with Sharon, says that winning the war on terror means getting rid of groups like Hamas, Hizballah. In East Jerusalem, a Palestinian opens fire on Jewish settlers in Talpiot settlement, wounding 4 before being shot dead by the IDF. In an apparent assassination, wanted Izzeddine al-Qassam mbr. Ayman Abu Halawih is killed, his 3 passengers are injured when his car explodes in Nablus. A 3d Palestinian is fatally shot by IDF troops nr. Tulkarm. A 4th Palestinian dies of injuries received on 10/21. A Palestinian woman in labor is denied passage through an IDF checkpoint to a Bethlehem hospital; she gives birth at the crossing, the baby dies. In Gaza, the IDF confiscates, evacuates, bulldozes an area of land where 9 Palestinian families live in tents. The PSF releases 50 Palestinians arrested during the 10/8 Gaza clashes. PC, NIHC reps. meet again to discuss the 10/8 clashes, ways of preventing similar incidents in the future. The PC agrees to appoint an inquiry comm. to investigate PSF actions. Fearing the case could set precedent on the Palestinian right of return, the Israeli inner cabinet decides against upholding a 1951 Israeli High Court ruling to allow the return of Arab families to 2 Palestinian villages, Iqrit and Bir'am, fr. which they were "temporarily evacuated" by the Israeli government in 11/48. The families are all currently Israeli citizens. Today, the village lands, located in n. Israel, are owned and worked by Jewish farmers. (AP 10/10; BDL 10/11; HA 10/15)

In Doha, the OIC holds an emergency session on the 9/11 attacks, the U.S. strikes on Afghanistan, the Palestinian issue. Participants condemn the 9/11 incidents; demand that the U.S. provide "irrefutable evidence against the perpetrators" and differentiate btwn. "terrorism" and legitimate "resistance to occupation"; condemn Israel's actions against the Palestinians as "state terrorism." The Israeli-Palestinian temporary cease-fire generally holds, though scattered violence is reported. Bush continues building an international coalition against Bin Laden, focusing on Pakistan, Tajikistan, Uzbekistan as the primary land bases for any military operation. Bush admin. officials say that the 1st high-level quarrels have developed over the scope, timing of a military response to the 9/11 attacks, with some urging a focused attack on Bin Laden and the Taliban, others pressing for a broad military campaign that would also target other "countries of concern" such as Iraq. Mbrs. of the Israeli ultranationalist group, Temple Mount Faithful, march on the Temple Mount/Haram al-Sharif to lay a cornerstone for the 3d Temple. Israeli police block the marchers, but Palestinians who gathered at al-Aqsa in anticipation of the group's attempt to enter the mosque compound throw stones at Jewish worshipers praying at the Wailing Wall, injuring 15. 100s of Israeli police enter the compound, disperse the crowd with tear gas, concussion grenades, injuring 35, arresting 31. IDF soldiers assault 7 press photographers, 1 reporter covering the incident, breaking cameras, confiscating film. Palestinians, IDF troops trade gunfire nr. Inside Israel, 2 Palestinians are killed while they are allegedly preparing a bomb nr. the stadium where the Maccabiah Games are scheduled to open today. During Sharon's address opening the Maccabiah Games, 8 Jewish women silently stand and hold signs saying "War Criminals" and "Stop Ethnic Cleansing." They are beaten by other Israeli spectators, removed by Israeli police, arrested, charged with "improper behavior," and released. Bush stresses the PA's progress in reducing violence to date, urges Sharon to be "more receptive" to the cease-fire proposals, recommends that the cooling-off period begin immediately. A Hamas suicide bomber detonates a device outside a nightclub in Tel Aviv, killing 16 Israelis and injuring more than 80, mostly teenage Russian immigrants on a Friday night out. Arafat's spokesman condemns the attack, calls on all parties to show restraint. The PA orders Palestinians to close offices and stores and return to their homes, fearing a massive retaliation. Israel seals the West Bank and Gaza; reinforces internal closures on all Palestinian population centers, dividing the West Bank into 8 enclaves, Gaza into 4. Before the bombing, Israel allows 10,000s of Palestinians into Jerusalem to attend Faisal Husseini's funeral in Jerusalem. He is buried in a family tomb in the al-Aqsa Mosque compound. As Israeli police stand back and watch, Palestinians make their largest open display of Palestinian nationalism in the city since 1967. Some Palestinians throw stones at Sharon's East Jerusalem residence, and a Jewish tourist fires a teargas canister at mourners, but generally the event is peaceful.
