In the West Bank, Israeli settlers raze a swath of Palestinian land to set up an illegal settlement outpost near Nablus. PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Hours after the Israeli Air Force bombed several Hamas sites across Gaza, Israeli prime minister Benjamin Netanyahu says that Hamas should not expect Israel to abstain from a full-scale assault on Gaza because there is an Israeli election coming up on 4/9. “I suggest to Hamas—don’t count on it,” he adds. “We will do everything necessary to restore security and quiet to the area adjacent to the Gaza Strip and to the south in general.” (TOI 3/10)

In response to an Israeli television personality saying that Israel is a country for all its citizens, Israeli prime minister Netanyahu says that Israel is a state for Jews alone. “Israel is not a state of all its citizens. According to the Nation-State Law that we passed, Israel is the nation-state of the Jewish People—and them alone.” (HA 3/11)

A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. At a press conference in Tel Aviv, Israeli prime minister Benjamin Netanyahu announces that he is taking on the position of defense minister following Avigdor Lieberman’s resignation on 11/14. A U.S. State Department official says that the Trump administration is considering retaliatory measures against the Palestinians following PA president Abbas’s “premature” and “counterproductive” decision to sign accession documents for 11 international treaties and conventions on 11/15. “The U.S. continues to make clear, both with the parties and with international partners, that the only realistic path forward is through direct negotiations aimed at achieving a comprehensive and lasting peace,” the official says. “We are currently reviewing possible consequences of the Palestinians’ recent actions.” (TOI, USSD 11/18)

Amid the ongoing investigation of the 3/24 killing of senior Hamas military cmdr. Fuqaha, the Hamas-run interior ministry in Gaza indefinitely shuts down the Erez border crossing, except for humanitarian cases; orders all fishermen to return to the shore; and shuts down the Rafah border crossing into Egypt. A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves. The spokesperson is likely responding to reports in the Israeli press about Israel-U.S. talks in Washington last week, and specifically an unconfirmed report that the U.S. may condone the Amona replacement in exchange for other limitations on settlement growth. Israel’s High Court of Justice delays by 1 mo. the demolition of 9 buildings in the Ofra settlement nr. Ramallah. The demolition was set to go forward by 2/8, but the court relented, arguing that a demolition this mo. would put undue burden on the residents, and promising to evacuate them peacefully in exchange for the delay. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya on 2 separate occasions, causing no injuries or damage. In the West Bank, Israeli forces confiscate several mobile residences nr. Jericho and demolish a road leading to Khirbat al-Hadidiya village nearby. IDF troops remove flags and banners from Palestinian homes during a raid in Hebron; arrest 3 Palestinians during raids in and around Nablus; and patrol nr. Qalqilya, Salfit, and Hebron during the day. Two Israeli security troops are injured in an alleged car ramming attack outside Jerusalem. The driver involved is not identified before he or she flees the scene. In East Jerusalem, Israeli forces violently disperse Palestinian worshippers outside a mosque in Issawiyya, and then conduct raids in a neighboring village, arresting 4 Palestinians. PA FM Riyad al-Maliki says that Arab states have agreed to begin consultations in New York in support of a UNSC res. condemning Israeli settlements. He says, “We agreed that Arab ambs. to the UN would start consultations on the draft res. before the end of [10/2016].” (WAFA 10/4)

After a cabinet meeting, PA PM Rami Hamdallah announces that the PA has decided to postpone municipal elections by 4 mos., to 2/2017. Earlier in the day, the Central Elections Commission criticized the High Court’s 10/3 decision to cancel the vote in Gaza, saying that excluding Gaza would only compromise the political situation further and recommending a postponement. Hamas spokesperson Sami Abu Zuhri criticizes the postponement, saying, “We consider the govt.’s decision to postpone the election as an attempt to evade the election to serve Fatah’s interests.” (HA, MEE, MNA, TOI, WAFA 10/4)

The ship Zaytouna approaches Gaza with an all-female crew of 13 solidarity activists. They plan to test the Israeli blockade of Gaza on either 10/5 or 10/6 to focus international attention on the deteriorating humanitarian situation in Gaza. The International Comm. for Breaking the Siege of Gaza releases a statement supporting the women’s mission and calling on Israel to guarantee their safe arrival. Amid a weeklong uptick in violence in the Hebron area, IDF troops shoot and kill a Palestinian at the entrance to Bani Na‘im village, which has been under a general closure since the killings on 9/16. The IDF alleges that the Palestinian youth was brandishing a knife and attempting to stab Israeli soldiers at a security checkpoint. Hours later, IDF troops assault and arrest a Palestinian in Hebron’s Old City, sparking minor clashes with stonethrowers in the area. After around 32 Palestinian prisoners join the mass open-ended hunger strike in Israel’s Nafha and Ramon Prisons, bringing the number of total participants to 180, the prisoners decide to end their strike, which began on 8/5. The Israel Prison Service (IPS) says no deal was made, but Palestinian Prisoners Society chair Qadura Fares says that IPS agreed to several concessions on terms of cell searches and other issues. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday.
