Off the coast of Gaza, Israeli naval forces attack Palestinian fishermen northwest of Rafah, damaging a boat. In Tel Aviv, Israeli police violently disperse anti-government protesters with water cannons and batons, at least 1 protestor is flogged by mounted police using a whip. In Lebanon, 20 rockets are fired at Kiryat Shmona, most of them are intercepted. Israeli forces bomb Rab El Thalathine, Ayta ash Shab, and Blida. The documentary No Other Land by Palestinians Basel Adra and Hamdan Ballal and Israelis Yuval Abraham and Rachel Szor wins Best Documentary Film at the Berlin Film Festival. The movie focuses on the plight of Palestinians living in the Masafer Yatta area. During the acceptance speech, Basel Adra calls for a ceasefire and for Germany to stop sending arms to Israel while Yuval Abraham describes the Israeli system of apartheid. The German ministry of culture and media issues a statement saying that culture and media minister Claudia Roth only applauded “the Jewish-Israel journalist and filmmaker Yuval Abraham.” Berlin mayor Kai Wegner calls the speeches anti-Semitic. In the West Bank, Israeli settlers stole around 30 cows in ‘Ain al-Hilweh. Israeli settlers also erected a large menorah on Palestinian-owned land in Tal Ma’in in the Masafer Yatta area. Israeli forces raided Jenin for the majority of the day and into 12/13, killing 6 Palestinians, including 4 in a drone strike, and arresting at least 100; 1 ill Palestinian child died in an ambulance that was unable to reach a hospital that was under Israeli siege. Israeli forces also shot and injured 3 Palestinians, including a child, during raids in Ni’lin and Kobar. Israeli forces also demolished 2 agricultural structures in ‘Anata. In addition to the 100 people detained and arrested in Jenin, 50 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Tubas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces bombed Khan Yunis, Dayr al-Balah, Rafah, Nuseirat refugee camp, and Gaza City, killing at least 217 Palestinians and injuring 455. Israeli forces raided the Kamal Adwan Hospital, arresting 71 medical staffers and bombed an UNRWA school in Beit Hanun; there were reports that medical staff had been shot and killed in the hospital. 10 Israeli soldiers were killed in combat, including 9 in the Shuja’iyya neighborhood of Gaza City. In Lebanon, Israeli forces attacked a site they claimed was used by Hezbollah. Hezbollah said it attacked 2 Israeli military positions. The Israeli military released data showing at least 20 out of 115 soldiers killed in Gaza have been killed in friendly fire and in accidents, including 13 that were mistaken for Palestinians. Israel said it believed that 19 of the remaining 135 Hamas-held captives were dead (AJ, HA, HA, YNET 12/12; HA 12/13)

Hamas called on the PA to end its security coordination with Israel, saying Israel does not want a political settlement but to consolidate the occupation. (AJ 12/12)

The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. Hamas welcomed the resolution. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. Biden also said Israel has to strengthen the PA and said Israel was “starting to lose that support [from the EU] by the indiscriminate bombing that takes place” in Gaza. He further complained about Israeli prime minister Benjamin Netanyahu’s coalition partners, naming National Security Minister Itamar Ben-Gvir. Lastly, he said “I believe, without Israel as a freestanding state, not a Jew in the world is safe,” despite more than a quarter of the world’s Jewry living in the U.S. In response to Biden’s speech, PLO secretary-general Hussein al-Sheikh said the U.S. should call for an immediate ceasefire and put forward a comprehensive peace plan. Israeli minister of communications Shlomo Karhi said in response to Biden’s call for a 2-state solution that Israel would not accept a Palestinian state. Prime Minister Netanyahu said in a statement that “Gaza will be neither a Hamas-stan nor Fatah-stan.” Netanyahu also told the Israeli Public Broadcasting Cooperation that the Gaza “Strip will be under Israeli military control. After the war, a civilian administration will operate in Gaza and the Strip will be rehabilitated under the leadership of the Gulf states. We will not give in to international pressure.” He added he will not “let Israel repeat the mistake of Oslo.” (AJ, HA 12/12; NYT 12/13)

Haaretz reported that the Israeli military’s Influencing Department was operating a Telegram channel called 72 Virgins – Uncensored where Israelis share footage and videos of Israelis attacking Palestinians and of dead Palestinians. The channel had 5,300 followers. (AJ, HA, HA 12/12)

The Wall Street Journal reported that Israel had begun pumping seawater into the tunnel system under Gaza, citing multiple U.S. officials. (AJ, HA 12/12; HA 12/13)

The World Bank said it expected the Palestinian economy to contract by 3.7% in 2023 and 6% in 2024 due to the impact of the Israeli war on Gaza. The World Bank had expected the economy to grow by 3% in 2024. (AJ 12/12)

The lower house of the Swiss parliament moved to cut the government’s aid to UNRWA. The decision was overturned by the upper house on 12/14 (AJ, HA 12/12; REU 12/13)

German sports brand Puma announced it was ending its sponsorship of the Israeli national soccer team in 2024, saying the move was decided last year and was unrelated to the war on Gaza. In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Israeli defense minister Yoav Gallant said Hamas will “die fighting” or “surrender without any conditions.” (AJ 10/30)

U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. In the West Bank, Israeli settlers threw stones at Palestinian vehicles and stole an olive harvest near Burqa. Israeli settlers also used pepper spray against 2 Palestinians at the Awarta checkpoint. Elsewhere, Israeli settlers opened fire at Palestinian vehicles in Shaab al-Butum in the Masafer Yatta area, causing damage. Israeli settlers also assaulted a Palestinian man in Deir Istiya. Israeli forces shot and killed a Palestinian minor in Beita. Israeli forces also violently dispersed Palestinian protesters, injuring 2 with live ammunition, in Tubas. 52 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, Deir Istiya, and Ramallah. In Gaza, Israeli airstrikes killed around 450 Palestinians and caused extensive damage. Israel also assassinated Hamas commander in the Khan Yunis Battalion Bilal al-Kadra. Rockets were fired from Gaza at Israel, causing injuries. In Lebanon, UNIFIL said its headquarters in southern Lebanon was hit by a rocket. Hamas said it had fired 20 rockets from Lebanon at Israel. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. Due to a lack of space in cemeteries, about 100 unidentified Palestinian bodies were laid to rest in mass graves in Gaza City. 55 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 12 children. More than 1,173 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 3,436 have been injured since 10/7. The UN reported that nearly 600,000 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The UN acknowledged that the number of displaced Palestinians was likely much higher because of the Israel order for Palestinians in the north to leave for the south. The WHO said 4 hospitals in northern Gaza have been made nonoperational due to Israeli attacks and 21 hospitals have been ordered to evacuate by Israel. WHO also said it delivered medical supplies to 2,000 patients in Gaza “[d]espite the Israeli airstrikes.” There were reports of aid amassing near the Rafah crossing as Israel has not promised safe passage for the aid to enter Gaza. The U.S. said Israel had agree to supply water to some areas of Gaza. Hamas said the water had not started running as of 10/16. UNRWA said that water has run out at UN facilities sheltering Palestinians who have fled their homes. The remaining seawater distillation plant in Gaza closed due to a lack of fuel. UNRWA commissioner-general Philippe Lazzarini said “Gaza is running out of water, and Gaza is running out of life. Soon, I believe, with this there will be no food or medicine either.” Lazzarini said UNRWA was no longer able to provide humanitarian assistance in Gaza. 14 UNRWA employees have been killed and 13,000 displaced from their homes. PA president Mahmoud Abbas told Venezuelan president Nicolás Maduro that Hamas’ actions and policies do not represent the Palestinian people. A landlord in Planfield, Illinois stabbed and killed a 6-year-old Palestinian American boy and severely injured his mother. Israeli communications minister Shlomo Karhi said he will ask the cabinet to close Al Jazeera’s office in Israel. U.S. secretary of state Antony Blinken said President Abbas and “virtually every other leader that I have talked to in the region” warned against the idea of transferring Palestinians from Gaza to the Sinai Peninsula. It was unclear if it was only open for aid or for travel; reporting suggested it was not open for either. Jerusalem deputy mayor Arieh King called the conference “anti-Semitic.” Officials from the Israeli Foreign Ministry and Jerusalem municipality were invited to attend the conference but refused. A CNN investigation confirmed Palestinian eyewitness accounts that Israeli forces did not intervene to protect Palestinians from the Israeli settler pogrom in Huwwara on 2/26. An Israeli soldier told CNN that he and the other soldiers knew of the threat posed by the Israeli settlers but chose not to intervene and instead allowed the settlers to enter Huwwara. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. Israel’s defense minister said at a meeting of the Blue and White party that he wants to explore the option of adding the Jewish supremacist group Lehava and the Beitar Jerusalem football club fan faction La Familia to the list of terrorist organizations after both groups participated in Jewish-led violence against Palestinians during the flag march on 5/29. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israeli officials told Axios that U.S. president Joe Biden was disappointed that Israel refused to co-sponsor a UN security council resolution condemning Russia’s invasion of Ukraine on 2/27. Israel, however, did vote in favor of a resolution at the UN general assembly condemning Russia’s invasion on 3/2. Israel is said to have asked the U.S. to understand its vague position regarding Russia’s invasion, given Israel’s cooperation with Russia on matters relating to Syria. At the UNGA, 3 resolutions pertaining to Palestine and Israel passed. 1 resolution condemning Israel’s annexation of the Syrian Golan Heights passed 94-8-69. 1 resolution calling for intensified efforts to end the Palestinian-Israeli conflict with a 2-state solution passed 148-9-14. The countries that vote against were Australia, Canada, Hungary, Israel, Marshall Islands, Micronesia, Nauru, Palau, and the U.S. A final resolution calling for preserving the Status Quo at the Holy sites in Jerusalem, usually passing with a higher margin, passed 129-11-31. Several countries, including the UK, explained their opposition to the resolution, saying that it usually refers to the Haram al-Sharif compound by also including the Jewish terminology the “Temple Mount.” The UK clarified that its vote does not signify a policy change, only an objection to the change in language. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. The lawyer representing the Palestinian families under the eviction threat in Shaykh Jarrah said the families reached an agreement with the Israeli settlers supposed to take over their homes, as was asked of them by an Israeli judge. The lawyer also said he had asked the court to allow more data to be presented on behalf of the Palestinians proving their ownership. Foreign minister of Jordan Ayman Safadi called on Israel to protect the ownership rights of the Palestinians facing eviction in Shaykh Jarrah, saying that Jordan has provided the PA with documents that proves “beyond doubt” that the Palestinians own the homes. A group of 185 Israelis, including prize winners, professors, authors, activists, and military personnel wrote a letter to the ICC, saying not to trust Israel’s own conclusions from investigations into war crimes, suggesting that the ICC instead work with Israeli human rights organizations.
