Stabbing and alleged stabbing attacks continue across the oPt, leading to the deaths of 4 Palestinians. First, IDF troops shoot and kill a Palestinian at a checkpoint n. of Jerusalem after he exits his vehicle and opens fire on Israeli forces, injuring a soldier and a Palestinian bystander. Late at night, IDF troops shoot and kill 2 Palestinian youths at a checkpoint in Hebron after they allegedly stab an Israeli soldier. The soldier suffers moderate injuries. Israeli forces also shoot and kill a Palestinian man nr. the Old City of Jerusalem after he stabs and moderately injures an Israeli police officer. Meanwhile,IDF troops open fire on Palestinian youths walking nr. Nablus (the IDF later alleged the youths had been throwing stones), injuring 1; violently clash with Palestinians protesting outside a settlement nr. Ramallah, injuring 1; conduct a raid in a village nr. Jenin, sparking clashes with stone-throwers (8 Palestinians are injured). The IDF also conducts late-night raids and house searches in 3 villages nr. Jenin and 1 nr. Tulkarm, arresting 3 Palestinians; patrols in 4 villages, al-‘Arub r.c. and al-Fawar r.c. nr. Hebron. Israeli forces confiscate construction materials from 2 stores nr. Hebron. In Gaza, Egyptian authorities open the Rafah border crossing for the 1st of 2 planned days. In East Jerusalem, Israeli forces assault a group of Palestinian women after denying them entry to Haram al-Sharif; there are no serious injuries. The women are murabitat, volunteer guards that Israeli authorities banned from the sanctuary on 9/9. Meanwhile, more than 70 right-wing Jewish activists tour Haram al-Sharif. Tensions in East Jerusalem and the West Bank remain high as Israeli forces continue to enforce the restrictions on Palestinian access to Haram al-Sharif and Hebron’s al-Ibrahimi Mosque that were announced on 9/27 and 9/28, respectively. More than 150,000 Jews attend a ceremony at the Western Wall outside Haram al-Sharif for the Jewish holiday Sukkoth. In Gaza, the Egyptian authorities open the Rafah border crossing in 1 direction to allow Muslims to return to Gaza from Hajj. In the West Bank, IDF troops assault a Palestinian nr. Nablus; conduct raids nr. Hebron, arresting 2 Palestinians and sparking clashes with stonethrowing Palestinian youths (4 Palestinians are injured); patrol outside Hebron and Jenin during the day. In a speech to the UNGA in New York, PA pres. Abbas says that because the Israeli govt. continues to violate the Oslo Accords and other previous agreements on a daily basis, the Palestinians “cannot continue to be bound by [the] agreements” and that Israel “must assume all of its responsibilities as an occupying power”. At a ceremony outside the UN headquarters after the speech, Abbas and UN secy.-gen. Ban Ki-moon oversee the ceremonial raising of the Vatican and Palestinian flags. Also in New York, Middle East Quartet reps. meet with the Jordanian, Saudi, and Egyptian FMs, and they issue a statement calling on all parties to “exercise restraint” and maintain the status quo at Jerusalem’s holy sites. They also agree to send Quartet envoys to Israel and the oPt in 10/2015 to facilitate the resumption of peace negotiations (the visit will be canceled on 10/12). (JP, TOI 10/1; HA 10/11)

Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Israel, the IDF deploys an Iron Dome battery outside Ashqelon (nr. the Gaza border) in response to the escalation of violence in Jerusalem and in anticipation of possible tension over Palestinian prisoner Allan’s hunger strike. Israeli atty. gen. Yehuda Weinstein approves police use of Ruger sniper rifles against stone-throwing in Jerusalem. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. The UNSC releases a statement expressing “grave concern” over the recent violence in East Jerusalem, calling on all sides to work together to lower tensions and to refrain from provocative actions that would change the status quo at Haram al-Sharif. (UNSC 9/17; JTA 9/18)

At its general conference, the mbrs. of the International Atomic Energy Agency (IAEA) reject, 61–43, with 33 abstentions, a res. proposed by Egypt and other Arab states calling for inspections and international oversight on Israel’s nuclear weapons program. (DS, HA, JP, TOI 9/17)

In the West Bank, IDF troops shoot and kill a Palestinian man after he allegedly tries to stab an Israeli soldier at a checkpoint nr. Nablus, marking the 1st of such incidents this quarter. They also conduct late-night house searches and raids nr. Jenin, Ramallah, Bethlehem, and Hebron, arresting 8 Palestinians and issuing arrest summons to 3, and patrol throughout the West Bank. Israeli forces raze Palestinian agricultural land in Bayt Jala nr. Bethlehem and begin expanding the separation wall in the area, cutting residents off from their land and laying the groundwork for annexation. Around Jerusalem, Israeli forces demolish 22 bedouin huts and animal pens in the E1 area and 4 residential structures in bedouin villages nr. East Jerusalem. Nearby, Israeli forces arrest a Palestinian from Bayt Hanina who responded to an arrest summons. Israeli forces conduct 3 limited incursions into Gaza, leveling land nr. Rafah, al-Bureij refugee camp (r.c.), and Khan Yunis. Egyptian authorities open the Rafah border crossing for passage in both directions (they will keep it open through 8/20). Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, Israeli forces demolish a Palestinian’s home nr. Tulkarm; deliver demolition notices to several residential buildings in a village n. of Jerusalem. The IDF conducts a military drill in c. Hebron and soldiers fire tear gas at Palestinian bystanders; house searches and raids in Nablus, 1 village each nr. Qalqilya, Ramallah, Bethlehem, and Jenin, arresting 21 Palestinians and issuing arrest summons to 4; patrols in 4 areas nr. Ramallah and 1 village nr. Hebron. Hamas in Gaza releases a statement criticizing the PASF’s arrest of over 100 Hamas affiliates in the past 2 weeks, including 40 on 3/8. They accuse the PA unity govt. of using the arrests as retaliation for the detention of senior Fatah official Mamoun Sweidan in Gaza over the past few days. (MNA, YA 3/9)

Led by Sen. Tom Cotton (R-AR), 47 Republican senators sign and release an open letter to the leaders of Iran. It says that they will consider any agreement the Obama admin. signs with the P5+1 in their negotiations with Iran to be merely an executive agreement, and that such an agreement could be revoked or modified in the future. Meanwhile, IAEA officials arrive in Tehran for talks on Iran’s nuclear program, specifically the results of the IAEA’s recent (2/19) report on Iran’s compliance with the JPOA, which governs its negotiations with the P5+1. In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 3d day. Meanwhile, unknown assailants blow up the car of a local Fatah leader using a flammable liquid. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Meanwhile, IDF troops e. of Rafah open fire on agricultural land along the border fence, causing damage. In the West Bank, Israeli forces demolish several residential and storage structures owned by Palestinians nr. Jerusalem and deliver a stop-work order to a construction site nr. Hebron. The IDF patrols nr. Hebron and Jenin; raids 3 homes in Tulkarm overnight belonging to friends and family of the Palestinian man who stabbed 13 Jewish Israelis in Tel Aviv on 1/21, arresting 2. In East Jerusalem, Israeli forces conduct arrest raids in al-Tur. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. Meanwhile, reps. of the PA and Russia meet and sign 2 bilateral agreements, which will establish joint comms. to supervise economic cooperation between them. (MNA 1/22, 1/23)

In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. A State Dept. spokesperson cites “long-standing practice and principle” when explaining why the pres. would not meet with another head of state 2 weeks ahead of his or her national election. Sixty-three of the 751 mbrs. of the EU parliament send a letter to foreign affairs chief Mogherini asking her to suspend the EU-Israel Association Agreement, which has governed the trade relationship since 2000.
