Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. An estimated 30 people die across Egypt as supporters of deposed pres. Mohamed Morsi protest the military takeover. Twelve die in clashes in Alexandria, with 5 dead in Cairo as supporters and opponents of the Muslim Brotherhood fight in c. neighborhoods. Meanwhile, 5 police officers die in 3 separate attacks in the n. Sinai town of al-Arish, and gunmen also open fire on a military intelligence building in Rafah. The Egyptian authorities close the Rafah crossing on the border of the Gaza Strip due to the security situation. Separately, the Ansar Bayt al-Maqdes group says that it fired 2 rockets at Eilat from the Sinai, after Eilat residents report hearing 2 blasts—though searches by Israeli security forces find nothing. Off the coast of the Gaza Strip, Israeli naval vessels attack Palestinian fishermen at sea nr. Bayt Lahiya, arresting 2. In the West Bank, between Ramallah and Dayr Jarir, Israeli forces attack Palestinians attempting to unblock a road closed by the Israeli military the day before, causing no injuries. IDF troops also attack Palestinians demonstrating in al-Jalazun r.c. nr. Ramallah in solidarity with prisoners, injuring 3. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 2 villages nr. Bethlehem, 2 villages nr. Hebron, 1 village nr. Jenin and 1 village nr. Nablus at night; patrols in 1 village nr. Jenin in the morning, 1 village nr. Egyptian police keep the Rafah crossing closed for a 3d consecutive day, and also close the al-Awja border crossing, used to transfer goods between Egypt and Israel, in protest at the kidnapping of security officers by suspected Islamists. The kidnappers post a video online which shows their 7 captives and urges the govt. to meet their demands. (AP, MNA, REU 5/19)

In the West Bank, the IDF shoots and injures a number of Palestinians in various clashes. Outside al-Jalazun refugee camp (r.c.) nr. Ramallah, Palestinians throw stones over the perimeter fence in the direction of the Beit El settlement, and IDF troops shoot and wound 9 with live ammunition, none seriously. In the Abu Dis neighborhood of East Jerusalem, Palestinians open a small hole in the separation wall during protests marking Nakba Day (5/15), and IDF troops respond by opening fire with rubber-coated metal bullets, causing a few, non-serious injuries. In al-‘Arub r.c. nr. Hebron, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets after residents throw stones at an army patrol. In Bayt Umar village nr. Hebron, the IDF shoots and wounds 1 Palestinian with a rubber-coated metal bullet, in clashes sparked by an army patrol. In addition, there are also clashes between Jewish settlers and Palestinians, after the settlers set fire to lands of Nablus area villages. Separately, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning and patrols in 1 village nr. Hebron at night. PM Salam Fayyad says that the PA is in ‘‘extreme jeopardy’’ due to an unprecedented financial crisis caused by Israel’s withholding of tax revenues and the subsequent failure of Arab countries to send promised funds. Meanwhile, the union of government employees in the West Bank says it will continue its partial strike to protest salary delays; part of 11/2012’s salaries are still outstanding. (AP, MNA 1/6)

Sixty-two truckloads of gravel enter the Gaza Strip via the Rafah crossing, part of a shipment from the Qatari government intended to help reconstruction. It is the 2d such delivery since 2007, following the entry of building materials via Rafah on 12/30. In the West Bank, the IDF patrols in 1 village nr. Jericho in the morning, in 1 village nr. Jericho in the afternoon, and in 1 village nr. Ramallah, al-Jalazun r.c. nr. Ramallah, and Hebron at night; conducts house searches and arrest raids in 1 village nr. Jailed Fatah leader Marwan Barghouti says that Palestinians should use mass popular protest to help end the split between the governments in the West Bank and Gaza Strip, calling for sit-ins in front of Hamas and Fatah party buildings in Palestine and internationally. (MNA 1/6)

Talks continue among PLO leaders, the Free Syria Army, and Syrian regime forces about Yarmuk r.c., without concluding a deal. PLO representatives are demanding that all armed groups, including Palestinian gunmen, withdraw from the camp; that authorities allow food and fuel to enter for residents; and that all parties to respect the neutrality of the camp. Israeli PM Netanyahu vows to build a fortified fence along the border with Syria in response to claims that radical Islamist groups have taken over the area alongside the occupied Golan Heights. (AP, REU 1/6)

In the West Bank, the IDF fires tear gas at stone-throwing Palestinian youths nr. the entrance of Aida r.c. in Bethlehem, hitting 1 child in the leg with a tear-gas canister. Israeli FM and dep. PM Lieberman resigns over corruption charges filed against him on 12/14, saying that he hopes to take ‘‘the briefest possible leave.’’ He remains chair of Yisrael Beiteinu and 2nd on the joint electoral list with Likud. (AP 12/16)

The Syrian air force bombs Yarmuk r.c. nr. Damascus, killing an estimated 23 persons, all civilians, and sending thousands of Palestinian refugees fleeing the camp for safety. (Guardian, MNA 12/16)

PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000. Israel also allows, for the 1st time since 2007, 3 truckloads of furniture to be exported from the Gaza Strip to the West Bank, destined for PA-run schools. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. Meanwhile Egypt informed Palestinian officials of their intention to ease travel through the Rafah crossing over coming days. (JP, MNA 9/27)

U.S. and Lebanese government officials allege that Hizballah has sent military advisers to help the Asad government in Syria. UNRWA estimates that the total number of refugees fleeing Syria will reach 700,000 by the end of 2012. (REU, WP 9/27)

Hamas officials in Gaza say that since 5/30, Egypt has returned a high number of travelers to Gaza and imposed new limitations on the number of Palestinians allowed to enter and exit via the Rafah crossing, keeping the number to between 350 and 400/day entering Egypt (up only slightly from the average 300/day in recent mos.) and effectively undoing Egypt’s “permanent opening”. In the West Bank, the IDF conducts late-night raids into Dayr al-Ghusun village to arrest Hamas-affiliate PC mbr. ‘Abd al-Rahman Zidan, into Balata r.c. to arrest Fatah PC mbr. Yasir al-Badrasawi, and into Nablus to arrest local Hamas leader Ghassan Thougan; conducts other late-night arrest raids, house searches nr. Bethlehem. More than 40,000 Israeli Jews march through East Jerusalem to mark Jerusalem Day, celebrating Israel’s seizure of the Arab part of the city during the 1967 war. Egypt reopens the Rafah crossing as planned, permitting most Palestinians to cross freely for the first time in 4 yrs. (men ages 18–40 are the only group required to secure visas to enter Egypt). Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel for the 1st time since 4/18, causing no damage or injuries. In the West Bank, the IDF bars Palestinian farmers fr. working their land nr. Bet Ayn settlement nr. Hebron; conducts late-night patrols in Bil‘in, sounding sirens and firing stun and flash grenades to intimidate residents; conducts late-night patrols without incident in Qalqilya; makes late-night arrest raids, house searches in ‘Aqabat Jabir r.c. nr. Jericho and Nur Shams r.c. nr. Tulkarm. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. In Qatar, Abbas briefs Arab League FMs on the recent speeches by Obama and Netanyahu. The FMs agree to support the Palestinians’ UN statehood bid in absence of a viable alterative. Abbas then goes to Cairo to brief Egypt’s acting government. (REU, WAFA 5/28; MENA 5/30)

Israel allows 973 Palestinians to transit through the Rafah crossing (881 going into Egypt, 92 returning to Gaza). In the West Bank, IDF troops catch a Palestinian man attempting to scale the separation wall in al-Ram to gain access to Jerusalem to find work; they force the man to stand on top of the wall and jump to the ground, causing him to fracture both legs; they then order him to crawl to a military jeep where they handcuff him before giving him medical attention. The IDF also fires rubbercoated steel bullets, stun grenades, tear gas, and skunk at stone-throwing Palestinians protesting the separation wall in Bil‘in; fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian and international activists demonstrating against the separation wall in Ni‘lin, causing no serious injuries; fire stun grenades and tear gas at Palestinian, Israeli, and international activists nr. Nablus protesting the IDF’s bulldozing of large areas of Palestinian land for the expansion of Brakha settlement. (OCHA, PCHR 8/13)

Israel allows 636 Palestinians to transit through the Rafah crossing (618 going into Egypt, 18 returning to Gaza). Israeli naval vessels halt and confiscate 2 Palestinian fishing boats operating 600 m off the Rafah coast, taking the fishermen to Ashdod port and returning them to Gaza after interrogation. IDF troops make a brief incursion into Gaza nr. Qarni crossing to level at least 60 d. of crops obscuring soldiers’ lines of sight into the Strip. In the West Bank, the IDF imposes a curfew on Kafr Haris nr. Salfit, patrols streets for several hrs. before escorting 10s of Jewish settlers into the village to visit historic tombs; they all depart late in the evening. The IDF also conducts late-night arrest raids, house searches nr. Nablus. In East Jerusalem, the IDF forces a Palestinian family to demolish their home in the Wadi al-Juz neighborhood, threatening to levy a $2,500 fine if the IDF were to carry out the demolition. For a 3d day, Israel allows significant cross-border transit through the Rafah crossing, allowing 600 Palestinians to enter Egypt and 494 to return to Gaza. IDF troops on the central Gaza border e. of Gaza Valley, supported by IDF helicopters, engage in a cross-border exchange of fire with armed Palestinians; the only casualty is a 12-yr.-old Palestinian boy seriously wounded by IDF fire outside his home, 1,500 m fr. the border. In the West Bank, the IDF conducts a rare daytime arrest raid, house searches in Bayt Umar village nr. Hebron; conducts late-night arrest raids, house searches in and around Balata r.c. and Nablus, in Bil‘in, and nr. Jenin and Qalqilya. The Israeli High Court approves construction of the 1st 50 of 1,450 housing units in Adam settlement nr. Jerusalem, intended to house families to be resettled fr. the unauthorized outpost of Migron, as agreed btwn. the government and settlers in 11/08 (see Quarterly Update in JPS 151). (OCHA, PCHR 7/2)

Egypt opens its side of the Rafah crossing to allow select Palestinian pilgrims to exit Gaza to perform the Hajj, but Hamas officials bar their exit because they were chosen by the PA in the West Bank without consultation with Hamas authorities in Gaza; Hamas has provided Saudi Arabia with its own proposed list of pilgrims fr. Gaza, but Saudi Arabia, supporting PA PM Mahmud Abbas, refuses to grant them entry permits, so Egypt has barred their transit. For the 1st time since 1973, no Gazans will be able to perform the Hajj. The IDF conducts late-night arrest raids, house searches nr. Jenin; conducts synchronized, late-night house searches in village nr. Nablus, with no arrests reported. Throughtout the day, Jewish settlers continue (see 11/27, 11/28) to attack Palestinians and their property in Hebron; 1 Palestinian teenager is shot in the shoulder by an IDF soldier, 12 other Palestinians (including 2 children) and a B’Tselem field worker documenting the violence are beaten and injured by settlers wielding iron bars; 20 Palestinian homes are damaged. Palestinian construction worker Hussam Dweikat (who has Israeli residency status in East Jerusalem) commandeers a Caterpillar bulldozer (symbolic, as the IDF uses Caterpillar D9 bulldozers to level Palestinian homes and land in the occupied territories) from the Jerusalem construction site where he works, plows through midday traffic in West Jerusalem’s business district, overturning a bus, running over at least 2 cars, killing 3 Israelis, injuring more than 40 before a police officer fatally shoots him. Israeli officials believe Dweikat acted alone. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Bethlehem, in Tubas, and nr. Jenin, Nablus (also raiding a mosque and its library, taking computers, documents, books), Ramallah. Jewish settlers fr. Massu’a in the Jordan Valley attempt to fence off and confiscate a plot of land in Jiftlik village, but the Palestinian owners drive them away. Palestinian youths stone a Jewish settler bus nr. Ramallah, causing damage but no injuries. In Gaza, 1,000s of Palestinians storm the Rafah crossing, demanding entry to Egypt and throwing stones at Egyptian security forces, who respond by pushing the crowd back with water cannons and tear gas; Hamas-affiliated police bring the situation under control. Hamas-affiliated police launch a campaign to removed small shops and huts erected along the Gaza shoreline without municipal permission. Nr. Shuka, 2 Palestinian teenagers are injured when they accidentally trigger IDF unexploded ordnance (UXO). Murshud, dies. In the West Bank, the IDF conducts arrest raids, house searches in Nablus, nr. Bethlehem. A Jewish settler kills a Palestinian in a deliberate hit-and-run nr. Bil‘in. Jewish settlers fr. Kiryat Arba vandalize a Palestinian car. Some 500 Islamic Jihad, PRC mbrs. rally at the Rafah crossing to protest its continued closure; PRC mbrs. detonate 2 bombs nr. the border wall, causing no damage or injuries. Hamas-affiliated police fire warning shots at a busload of Islamic Jihad mbrs. who fail to stop at a checkpoint outside al-Bureij r.c., wounding 2 Islamic Jihad mbrs. Hamas-affiliated police raid an area of Rafah to arrest wanted Fatah mbrs., sparking clashes that leave 3 Fatah mbrs., 1 policeman injured. In Khan Yunis, Fatah mbrs. start a brawl with Hamas-affiliated police who remove pro-Fatah banners, leaving 3 Palestinians injured. (OCHA 1/2; PCHR 1/3)

Israel releases 429 Palestinian prisoners (overwhelmingly Fatah, but including some mbrs. of the Democratic Front for the Liberation of Palestine and the PFLP; around 20 are fr. Gaza) as a gesture to Abbas. Israel also allows 150 Palestinian pilgrims to leave Gaza through the Rafah crossing for the Hajj. The IDF conducts arrest raids in Wadi al-Silqa nr. Dayr al-Balah, shooting and wounding 1 Palestinian. In the West Bank, the IDF conducts arrest raids, house searches in Tubas and nr. Hebron, Nablus, Ramallah. In an agmt. reached between Hamas and Egypt, apparently without Israeli knowledge, 85 Palestinians fr. Hamas, Islamic Jihad, and the PRCs stranded in Egypt since the Gaza border was closed on 6/12 are transported in Egyptian busses to the Rafah crossing and allowed entry into Gaza before dawn. The 80 include 2 Reform and Change legislators, a number of suspected Hamas and Islamic Jihad militants, and Palestinian civilians with suspected ties to Hamas whom the PA did not grant permission to return to Gaza with the 6,000 Palestinians allowed reentry last quarter (see Chronology in JPS 145). In Gaza, the IDF sends troops into areas e. of Jabaliya r.c., exchanging fire with Palestinian gunmen who confront them, killing 2 armed Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and nr. Bethlehem, Jenin. Some 500 Jewish settlers occupy a hill overlooking Road 60 nr. Hebron, barring Palestinian farmers fr. reaching their land. Jewish settlers also occupy sites nr. al-Nabi Yunis Junction in Hebron and nr. Efrat settlement (nr. In Gaza, 1,000s of Hamas supporters rally at the Rafah border crossing to protest its continued closure by Israel; when the demonstrators attempt to break through the Rafah crossing to reach Egypt, ESF mbrs. fire into the air to disperse the crowd, killing 1 Palestinian teenager, wounding several. In Gaza City, a bomb destroys an ESF vehicle parked outside the home of a senior ESF cmdr., causing no injuries; Hamas blames Fatah, which denies involvement. (NYT 9/2; OCHA 9/5; PCHR 9/6)

In Gaza, Islamic Jihad mbrs. exchange fire with an IDF patrol nr. Khuza’a, causing no injuries. The IDF bulldozes Palestinian land along the border e. of al-Maghazi. In the West Bank, the IDF demolishes a Palestinian house, 2 mobile homes, a water reservoir nr. Bethlehem; demolishes 1 home, part of a 2d nr. Nablus; conducts arrest raids, house searches in Jenin, nr. Tulkarm. Jewish settlers fr. Beni Hefer nr. Hebron burn 75 d. of Palestinian olive groves (255 trees) nr. the settlement. In Gaza City, 100 Palestinian vendors stage a nonviolent march to Haniyeh’s office to protest the ESF’s removal of their stalls along a main Gaza City street to ease traffic congestion. Some 4,500 Democratic Front for the Liberation of Palestine (DFLP), Hamas, Islamic Jihad, PFLP supporters (nearly half of them children) stage a nonviolent demonstration at the Rafah crossing, calling on Israel to open the checkpoint to allow entry to Palestinians stranded on the Egyptian side. A new Hamas-affiliated mayor is appointed to the al-Bureij r.c. municipality (no details are reported). A Hamas mbr. dies of injuries received during the 6/27 IDF raid on Gaza City. The Israeli navy fires on Palestinian fishermen off the coast of Bayt Lahiya, forcing them to return to shore. Palestinians fire 10 mortars at the IDF post at Kerem Shalom crossing, causing no damage or injuries but prompting Israel to close the transit point, which had been allowing limited food aid into Gaza. Meanwhile, 3,000 Hamas mbrs. hold a nonviolent demonstration at the Rafah crossing, demanding that Israel allow entry to some 6,000 Palestinians stranded in Egypt. Egypt reinforces border guards on the Rafah border, fearing that Hamas mbrs. might try to force open the crossing. In the West Bank, the IDF conducts arrest raids in and around Nablus (targeting the Fatah tanzim), in Jenin town and r.c., and nr. Bethlehem, Hebron, Qalqilya. Fatah officials complain that in the past 2 wks., IDF arrest campaigns in the West Bank have detained at least 300 Fatah mbrs., more than offsetting a planned release of 250 Fatah prisoners. In Gaza, Fatah-Hamas fighting that erupted in Rafah on 6/9 escalates sharply, spreading across the Strip (Dayr al-Balah, Gaza City, Jabaliya r.c., Rafah), with 100s of gunmen exchanging RPG and machine gun fire, and sides kidnapping rival mbrs. and setting up security checkpoints, leaving at least 4 Palestinians dead, 36 wounded (mostly civilians). Incidents include a PA presidential guard mbr. being shot and thrown off an 18-story Gaza City building, the retaliatory abduction and killing of a Hamas cleric, and the murder of an ESF officer by throwing him off a high-rise building. Late in the evening, Fatah, Hamas officials call on their fighters to leave the streets and observe a cease-fire.
