In the West Bank, a Palestinian man succumbs to injuries sustained from Israeli forces during a raid in Beita on 8/21/2023. Israeli forces raid Deir Ibzi, taking measurements for a punitive demolition of the family home of a Palestinian killed on 3/22. Israeli forces also arrest 15 Palestinians during raids in and around Hebron, Ramallah, Bethlehem, Tubas, and Nablus. In Gaza, Israeli forces bomb Khan Yunis, Dayr al-Balah, Rafah, Beit Hanun, Jabalia refugee camp, and Nuseirat refugee camp, killing at least 72 people, including at least 19 people waiting for aid at the Kuwait Roundabout in Gaza City. Israeli forces also raid and besiege al-Shifa Hospital for the sixth day in a row; 5 patients are pronounced dead as Israeli forces prevent them from receiving care. More than 32,142 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,412 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. UNRWA commissioner-general Philippe Lazzarini says Israel has denied all UNRWA requests to deliver aid to northern Gaza this week. Hamas political bureau member Bassem Naim says Israel has withdrawn its agreement on points previously agreed to in ceasefire negotiations and that it seems that Israel is using the negotiations as cover to continue its attacks. At the UN Security Council, a vote on a new ceasefire resolution is postponed until 3/25. Israeli ambassador to the UN Gilad Erdan says Palestinians need the same “educational transformation that the German people underwent after the Third Reich.” Erdan also says “the road to a permanent ceasefire passes through” Rafah. UN secretary-general Antonio Guterres visits the Rafah crossing, calling for a ceasefire and for Israel to give “total, unfettered” access for humanitarian aid to enter Gaza. In the West Bank, Israeli forces assault 4 Palestinians, including a medic, during a raid in Fahma. Israeli forces deliver demolition notices for 11 residential and agricultural structures in the Abu Nawar Bedouin community near ‘Anata. In East Jerusalem, Israeli forces prevent Palestinians from reaching the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 183 people. Israeli forces also open fire at Palestinians fleeing from Khan Yunis to Rafah and fire tank shells at al-Amal Hospital. The Nasser Hospital in Khan Yunis suffers a complete electricity blackout as it is besieged by Israeli forces for the fifth day in a row. In Lebanon, Israeli forces strike Bayt Lif and Deir Aames, killing 2 people and injuring 4 in Bayt Lif. Hezbollah says it attacked 2 Israeli bases near the Blue Line. The ICJ rules that there is a basis to further investigate the South African genocide case against Israel and that the ICJ has jurisdiction to hear the case. The court issues 6 provisional measures: 1) Israel must take all possible measures to prevent acts as outlined in Article 2 of the Genocide Convention, including not killing members of a particular group [Palestinians], not causing physical or psychological harm to members of that group, not inflicting living conditions which are calculated to bring about the end of the existence of a people, and not carrying out acts to precent the births within the group. 2) Israel must ensure its military does not carry out any of the actions outlined in measure 1. 3) Israel must prevent and punish incitement to commit genocide. 4) Israel must ensure the delivery of basic services and essential humanitarian aid. 5) Israel must prevent the destruction of evidence of war crimes and allow fact-finding missions access. 6) Israel must submit a report on all steps taken to abide by the measures within 1 month. 4 of the orders are approved by 15 of the 17 judges, while 2 of the measures are approved by 16 of the 17 judges. The only judge to vote against all measures is Judge Julia Sebutinde of Uganda. Aharon Barak, the judge representing Israel, votes for measures 3 and 4. The measures issued by the court fall short of South Africa’s demand for a ceasefire. Hamas welcomes the ICJ orders and calls on the international community to force Israel to implement the decisions. PA ambassador to the UN Riyad Mansour calls the measures against Israel “historic.” South Africa calls the ruling a “decisive victory.” Israeli prime minister Benjamin Netanyahu instructs his ministers not to comment on the ICJ decision and calls the ruling “outrageous.” The U.S. State Department says the ICJ did not “make a finding about genocide” despite the court specifically saying that it is continuing its trial of Israel on charges of genocide. Israel alleges that 12 UNRWA employees took part in or aided the attack on 10/7/2023 based on Shin Bet interrogations of Palestinian detainees and phone tracking. UNRWA announces an investigation and says it has terminated the contracts of the 9 of the staffers, with further investigations into 2 other staffers. 1 staff has been killed. The U.S., Germany, the Netherlands, Canada, Finland, Australia, Italy, and the UK say they have paused additional funding to UNRWA while they are reviewing the allegations and UN’s steps to address them. The PA calls on the countries that suspended funding to reverse their decisions. Scottish first minister Humza Yousaf calls the suspension of funding for UNRWA collective punishment. U.S. president Joe Biden speaks with Egyptian president Abdel Fattah el-Sisi and Qatari emir Sheikh Tamim bin Hamad Al Thani about another temporary ceasefire in Gaza. National Security Council spokesperson John Kirby says the White House is doing “everything we can to facilitate another hostage deal,” and that National Security Council Coordinator for the Middle East and North Africa Brett McGurk returns to the U.S. after discussions with Qatar and Egypt. Axios reports that on 1/19 Biden said in a call with Prime Minister Netanyahu that he wants Israel to end its war on Gaza soon. In the West Bank, Israeli settlers began constructing a settler road to Givat Allam on land belonging to residents of Khirbet Yanun. Israeli settlers also assaulted Palestinians and stole sheep in Arab al-Milehat. Israeli forces also shot and killed 3 Palestinians, including 2 children, during raids in Beitunia, Tayasir, and Kafr Ein. Elsewhere, Israeli forces shot and injured 7 Palestinians during raids in Dheisheh refugee camp, al-Arroub refugee camp, Beitunia, and Deir Abu Mash’al. Israeli forces also punitively demolished the family home in Deir ‘Ammar of a Palestinian who was killed by Israeli forces on 8/3, damaging nearby homes and shooting and injuring 2. Meanwhile, Israeli forces demolished a Palestinian home in Bani Na’im, displacing 20. Israeli forces also notified residents of Husan, Wadi Fukin, and al-Jaba’ that it will seize 1,500 dunams (370 acres) of land to construct a settler-only road. In Gaza, Israeli forces shot and injured 4 Palestinians trying to reach their homes in northern Gaza. Israel claimed that several Israel soldiers had been injured in 2 separate attacks involving explosives and live ammunition. Hamas its fighters had responded to a “blatant breach of the ceasefire” by Israel. 300 Palestinians who were working in Israel before 10/7 were expelled to Gaza. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 4 trucks carrying fuel and 4 carrying cooking oil entered Gaza via the Rafah crossing. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. Hamas leader in Gaza Yahya Sinwar reportedly visited some of the Hamas-held captives on 10/8, telling them they would not be harmed. The Palestinian Prisoners’ Society said Israel had arrested 168 Palestinians in the West Bank, while it had released 150 as part of the prisoner exchange. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. U.S. officials said that the Biden administration had told Israel it had to avoid “significant further displacement” in its planned invasion of southern Gaza. In the West Bank, Israeli settlers vandalized 70 olive trees in Kafr ad-Dik. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and killed 1 Palestinian during a raid in Burqa. Israel claimed that it placed 80 gallons of diesel fuel near al-Shifa Hospital a day after the hospital ran out of fuel, saying Hamas had prevented the fuel from entering the hospital. Hospital staff rejected that it had been offered fuel and Hamas denied having any association with the hospital. It was reported that U.S. officials had been pressuring Israel to avoid opening fire on al-Shifa Hospital. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli settlers also vandalized Palestinian property, including water tanks, solar panels, and a vehicle in al-Rakiz and al-Mafqara in the Masafer Yatta area. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. Bombardments also caused mass casualties in az-Zawaidah and Tel as-Sultan. In Lebanon, Hamas claimed responsibility for firing 16 rockets near Haifa. Israel said it attacked the launch sites. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The Israeli security cabinet decided to deduct funds from the PA tax revenue that is used in Gaza, in addition to the funds it deducts from the PA that are said to be used for paying stipends to the families of Palestinian prisoners and Palestinians killed by Israel. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. Israeli military chief of staff Herzl Halevi said Israel would allow fuel to enter Gaza to keep hospitals running. However, Prime Minister Netanyahu’s office rejected the move. The U.S. House of Representatives passed a bill that would provide $14.3 billion in aid to Israel and deduct the same amount from the Internal Revenue Service (IRS). The bill was unlikely to pass in the Senate due to the deduction in funds from the IRS and the lack of funding for Ukraine. Senator Chris Murphy (D-CT) said the civilian deaths in Gaza were unacceptable and called on Israel to “immediately reconsider its strategy and shift to a more deliberate and proportionate counterterrorism campaign.” Senator Dick Durbin (D-IL) called for a ceasefire, among the U.S. senators to do so. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Elsewhere, Israeli settlers also blocked a main road to al-Bireh and threw stones at Palestinian vehicles, causing damage. Israeli settlers also threw stones at Palestinian vehicles near Bayt Jala and al-Walaja. Israeli forces shot and killed 1 Palestinian using live ammunition during a Nakba Day protest in Zeita, near Tulkarm. Israeli forces also violently dispersed Palestinian protesters in Aida refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Tura, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Huwwara, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and 1 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Umar, leading to tear-gas related injuries. 7 Palestinians were arrested, including 2 during house raids in al-Khadir and Dura, and 5 during protests near Jenin. In East Jerusalem, Israeli settlers with military escort raided Bayt Hanina and Shu‘fat refugee camp, leading to confrontations; 2 Palestinians were injured by the Israeli forces in Bayt Hanina. Israeli settlers later raided Shu‘fat refugee camp again, injuring 2 Palestinians with live ammunition. In Gaza, 50 Palestinians were killed, including 19 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 153 to 203, including 60 children and 2 pregnant women. The casualties included: 43, including 19 children, and dozens wounded in air strikes hitting residential buildings in Gaza City; 1, and 2 wounded in a drone strike in Jabaliya; 1, and 11 injured in air strikes on a residential buildings in Nuseirat; 3 in air strikes on Bayt Hanun; 2 in a drone strike on a house in Rafah. Israel also attacked and demolished the homes of Hamas leader in Gaza Yahya Sinwar and his brother in Khan Yunis; no injuries were reported in the air strikes. In Israel, rockets from Gaza hit 1 house in Ashdod and damaged 5 vehicles in Ashkelon; no injuries were reported. Israel’s defense minister Benny Gantz extended the state of emergency in Lydda for 48 hours. Israel arrested 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, saying he had made incendiary remarks about Israel’s attacks on al-Aqsa Mosque. 28 people were wounded in a subsequent protest in Kafr Kana where he was arrested, including many by Israeli live ammunition. 8 Palestinian-Israelis were arrested in Taiba and Qalansawe. 2 Jordanian citizens were arrested in Gilboa after having crossed from Jordan into Israel. At a UN security council (UNSC) meeting on Israel-Palestine, UN secretary-general António Guterres said that the situation was “utterly appalling,” calling for an immediate ceasefire. He said the UN is actively involved in facilitating a ceasefire. This was the 3d time in a week that the UNSC met about the situation and the 3d time the U.S. stalled any joint statement. The Organisation of Islamic Cooperation called for an immediate halt of Israeli attacks on Gaza and “systematic crimes” against Palestinians.
