Around 60 right-wing Jewish activists visit Joseph’s Tomb outside Nablus overnight, sparking clashes with stone-throwing Palestinians. IDF troops disperse the clashes, arresting some of the Jewish activists. There are no serious injuries. Because this was an unauthorized trip, the activists did not have an IDF escort. Elsewhere in the West Bank, IDF troops conduct raids and house searches in 1 village nr. Hebron and in Aida r.c. nr. Bethlehem, arresting 3 Palestinians; and patrol nr. Ramallah, Qalqilya, and Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In Nablus, PASF troops arrest and beat to death Ahmad Izzat Halawa, 50, a Fatah military leader allegedly involved in the killing of 2 PASF troops on 8/18, sparking clashes; 1 Palestinian is lightly injured. Palestinians in Nablus begin a general strike to protest the killing. PASF troops also conduct an atypical raid in Area C of the West Bank searching for suspects connected to the 8/18 killings, and arrest many Palestinians in Anata village. Two days after Egyptian pres. al-Sisi said that Russian pres. Putin would be willing to host Israeli-Palestinian peace talks, Israeli PM Benjamin Netanyahu speaks with Putin by telephone to discuss the idea, as well as other regional issues. No further details about their conversation are reported. (HA 8/23; TOI 8/23)

The IDF continues its closure of Hebron and the surrounding district, patrolling the area throughout the day. Elsewhere in the West Bank, IDF troops arrest 15 of the 100 international and Palestinian activists cleaning an abandoned Palestinian factory in Hebron to prepare it for use as a cinema. The IDF then declares the area a closed military zone. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Aida r.c. nr. Bethlehem, Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Gaza City; 5 Palestinians are injured. IDF troops arrest 6 Palestinians and issue 3 arrest summons during raids and house searches nr. Bethlehem, Hebron, and Tulkarm. Israeli settlers throw rocks at Palestinian cars nr. Hamas announces that it intends to participate in the planned municipal elections that the PA has set for 10/8. It is still unclear if the PA will organize ballots in Gaza as well as the West Bank. After a significant lull in major violence, Israeli forces shoot and kill a Palestinian at the Ras Biddu checkpoint n. of Jerusalem after she allegedly attempts to stab an Israeli border guard. In East Jerusalem, the Israeli authorities return the bodies of 3 Palestinians killed in confrontations with Israeli forces on 3/8/2016, 10/12/2015, and 10/13/2015. Israeli forces arrest 2 Palestinians on a raid in Silwan, sparking clashes with stone-throwing Palestinian youths (1 Palestinian is injured). They also demolish an Islamic structure in al-Masara. In the West Bank, IDF troops conduct raids in Aida r.c. nr. Bethlehem and Jalazun r.c. nr. Ramallah, arresting 7 Palestinians; and patrol nr. Bethlehem, Hebron, and Tulkarm. Israeli forces issue a stop-work order to a Palestinian construction site in the n. Jordan Valley. Israeli settlers steal wooden furniture from Palestinian homes in Hebron. Israeli PM Netanyahu meets with French PM Manuel Valls in Jerusalem and calls on the French to scrap plans for an international peace conference in Paris on 6/3, and organize instead a meeting between Netanyahu and Palestinian Authority (PA) pres. Mahmoud Abbas. Valls says he will discuss the proposal with the French pres. (HA, JP, YA 5/23; YA 5/24)

 In Gaza, at least 2 Palestinians die in a smuggling tunnel collapse nr. Rafah, according to Palestinian sources. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Gaza City. In the West Bank, IDF troops conduct raids in Aida r.c. and al-Azza r.c. nr. Bethlehem late at night, sparking clashes with armed and stone-throwing Palestinian youths in both; there are no serious injuries. They conduct further raids in Salfit and nr. Hebron, Nablus, Ramallah, and Tulkarm, arresting 13 Palestinians and issuing arrest summons to 3; patrol nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, Israeli forces confiscate property and arrest 1 Palestinian during raids in the Old City. Israeli PM Netanyahu says that there has been a “significant decline” in the number of serious Palestinian crimes against Israelis. He also reaffirms his ban on MKs and other elected officials visiting Haram al-Sharif ahead of the Jewish holiday Passover. (TOI 4/10)

Marking the 40th anniversary of Land Day, Palestinian citizens of Israel (PCI) conduct a general strike throughout the Galilee and Negev, and hold a protest in the bedouin village Umm al-Hiran, which the Israeli govt. is planning to raze. IDF troops violently disperse demonstrations commemorating Land Day in Ramallah, Jenin, and along Gaza’s border nr. the Erez border crossing; there are no serious injuries. They also shoot tear gas canisters at Palestinian mourners marching in a funeral procession in Aida r.c. nr. Bethlehem; conduct a late-night house search in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians; and patrol during the day in 4 villages nr. Hebron. Israeli forces carry out a partial punitive demolition of the interior walls of the Hebron home of a Palestinian killed on 12/7/2015 in a confrontation with Israeli troops. In East Jerusalem, Israeli forces arrest a Palestinian youth at Haram al-Sharif after he raises a Palestinian flag at the sanctuary. The head of Gaza’s fishermen’s union says that the Israeli authorities recently agreed to expand the unilaterally defined fishing zone allotted for Gazans by 3 mi. in some places, starting in 4/2016. An IDF spokesperson does not comment on the report. (MNA 3/30)

For a 3d day, the IDF maintains its closure of Nahalin village, and schools in the area are closed when students and teachers are blocked from traveling in or out. Meanwhile, IDF troops clash with and violently disperse stonethrowers in c. Hebron who attended a funeral for the Palestinian killed in al-‘Arub r.c. on 2/10; there are no serious injuries. They also raid a village nr. Jerusalem, arresting a number of Palestinians and sparking clashes with stonethrowers wherein 3 Palestinians are injured; conduct further raids and house searches in Aida r.c. nr. Bethlehem and 1 village nr. Ramallah, issuing 2 Palestinians arrest summons; patrol in 5 villages nr. Hebron and 1 nr. Jenin. Israeli forces declare a village nr. Ramallah a closed military zone, then they confiscate construction materials and demolish a garage, an agricultural shed, and a water well in the village. They also demolish a number of residential structures in a village nr. Tubas and 42 residential and other structures in and around al-Farisiya village in the n. Jordan Valley. Along Gaza’s s. border, Egyptian forces demolish a smuggling tunnel leading to the n. Sinai, and IDF troops arrest 4 Palestinians attempting to cross into Israel nr. al-Bureij r.c. Israeli PM Netanyahu’s office praises the progress of the ongoing Israel-Turkey reconciliation talks, which began on 2/10. Other Israeli and Turkish officials make similar comments, but no details are made public. (HA, JP 2/11)

In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr.  On the 75th day of his hunger strike, Palestinian prisoner al-Qiq rejects an Israeli military court offer to be released on 5/1, demanding an immediate end to his administrative detention and treatment in a Palestinian medical facility upon release. (MNA 2/7; SAM 2/8)

Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. They discuss the possible formation of a new unity PA govt., elections, and the civil servants Hamas has hired in Gaza since 2007, who have not been paid a full salary since the current PA consensus govt. was sworn in on 6/2/2014. Late at night in Gaza, 2 Hamas fighters are killed in a tunnel collapse nr. Rafah. In the West Bank, IDF troops shoot and critically injure a Palestinian youth amid clashes outside a settlement nr. Ramallah. After Israeli forces demolish 23 of the planned 40 structures in a bedouin village s. of Hebron, the High Court of Justice issues a temporary injunction. Elsewhere in Hebron, IDF troops conduct raids and house searches in al-Fawar r.c. and 4 villages nr. the city, raiding the homes of 2 Palestinians suspected of carrying out attacks and preparing the homes for punitive demolition. Meanwhile, Israeli settlers assault a Palestinian youth outside the city. The IDF also conducts raids and house searches in Aida r.c. nr. Bethlehem, Jenin, Jenin r.c., and 1 village nr. Tulkarm, arresting 12 Palestinians and confiscating personal property; patrol in al-‘Arub r.c. and 4 villages nr. Hebron. In East Jerusalem, Israeli forces demolish 1 Palestinian home in Silwan. Meanwhile, 3 Joint List MKs visit a number of families of Palestinians whose bodies are being withheld by the Israeli authorities, offering solidarity and amplifying the families’ protests. IDF troops shoot and kill a Palestinian youth nr. Tulkarm who was attempting to sneak into Israel for work. The youth allegedly pulled a knife on the soldiers after they started chasing him. Meanwhile, Israeli forces demolish 4 Palestinian bedouin homes nr. Ramallah, displacing 22 people. The IDF raids a mobile phone shop in a village nr. Nablus, shooting and injuring a Palestinian, arresting him and 2 others they suspect are also affiliated with Hamas, and confiscating personal property. IDF troops conduct further raids and house searches in Aida r.c. and 1 village nr. Bethlehem, Jalazun r.c. and 1 village nr. Ramallah, Qalqilya, 1 village nr. Salfit, and Hebron and 1 village nearby, arresting 15 Palestinians; patrol in 5 villages nr. Hebron and 4 nr. Ramallah. After a “situational assessment” in the evening, the IDF ends the partial closure of the Ramallah area that was imposed after the 1/31 shooting attack in the area. Israeli forces pull out of the area before midnight, remove all mobile checkpoints, and return the checkpoints to normal use. In East Jerusalem, Israeli forces arrest a Palestinian youth after they find a knife on his person; arrest 14 Palestinians on latenight raids in al-‘Izzariya, Issawiyya, and the Old City. In the West Bank IDF troops arrest a Palestinian youth at Qalandia checkpoint nr. Jerusalem after he allegedly attempts to stab an Israeli soldier (no one is injured). Israeli settlers chase down and detain a Palestinian youth at a gas station outside the Givat Ze’ev settlement nr. Jerusalem after he allegedly stabs and seriously injures a settler. Meanwhile, IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron, 2 nr. Ramallah, Aida r.c. and 1 village nr. Bethlehem, and Tulkarm, arresting 9 Palestinians and issuing arrest summons to 1. Also, the IDF maintains its lockdown on Bayt ‘Ur al-Tahta village where 1 of the Palestinians allegedly responsible for the 1/25 stabbing attack was from. Off Gaza’s n. coast, Israeli naval forces open fire on and arrest 4 fishermen and confiscate their boat (there are no injuries). In East Jerusalem, Israeli forces demolish a home under construction in Jabal Mukabir and another one in Shu‘fat. A total of 2 Palestinians are killed and 15 injured when IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside the Beit El settlement, and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, and in 3 areas along Gaza’s border. Separately, Gaza’s Ministry of Health reports that a Hamas fighter was killed by an electric shock in a tunnel nr. Rafah this morning. Meanwhile, Palestinians throw stones at Israeli forces in 2 areas nr. Bethlehem (Aida r.c. and al-Khadir), sparking clashes in which 5 Palestinians are injured, including 2 paramedics and 1 journalist. The IDF conducts a late-night raid in a village nr. Bethlehem, sparking clashes with stonethrowing Palestinian youths; 1 Palestinian is shot and injured. IDF troops conduct further late-night raids and house searches in Hebron, Bethlehem, and 2 villages and Aida r.c. nr. Bethlehem, arresting 3 Palestinians and issuing arrest summons to 4; patrol in 7 villages nr. Hebron and 2 nr. Jenin, as well as Tulkarm and 1 village nearby. Israeli settlers disguise a large rock as a pile of garbage and place it in the middle of a road nr. Salfit; a Palestinian taxi driver later crashes his car into the rock, causing major damage. Small-scale violence continues in the Jerusalem and Hebron areas. A Palestinian shoots and injures an Israeli soldier outside al-Ibrahimi Mosque in c. Hebron, and another shoots and lightly injures an Israeli soldier outside a junction nr. Hebron; both suspects evade arrest. Later, Israeli forces arrest a Palestinian in Jabal Mukabir, East Jerusalem, after he allegedly attempts to stab an Israeli at a bus station. Meanwhile, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 1 Palestinian and sparking clashes with stonethrowing Palestinian youths; 3 Palestinians are injured. Israeli forces conduct further raids and house searches in Aida r.c. and 1 village nr. Bethlehem, Hebron and 2 villages nearby, 2 villages nr. Nablus, al-Fara‘a r.c. nr. While renovating their home in the Old City, Israeli settlers break 6 holes through the wall of an adjacent Palestinian home.
