The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) announces that, due to a recent string of donations, its budget shortfall has been alleviated sufficiently to allow the 2015–16 school year to proceed on time in its 685 schools across the Middle East. In the Sinai Peninsula, unidentified assailants kidnap 4 mbrs. of Hamas traveling nr. Shaykh Zuwayd to Cairo by bus, which departed from the Rafah border crossing earlier in the day. The UNHRC’s commission of inquiry into alleged war crimes committed during OPE publishes its report, finding “substantial information pointing to the possible commission of war crimes by both Israel and Palestinian armed groups”. The Israeli atty. gen.’s office announces that the state will amend the proposed bill allowing the force-feeding of hunger-striking prisoners that was approved by the Israeli cabinet on 6/14. In response to complaints from civil society organizations, the softer version of the bill only allows force-feeding if “there is a real possibility that within a short time the prisoner is at risk of death or irreversible disability.” (HA 6/23)

Off Gaza’s coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at 1 Palestinian fishing boat, then confiscate 8 nets. In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. Hours later, several Arab media outlets release unconfirmed reports that the IAF responded to the attempted explosive attack with air strikes on Hizballah and Syrian army missile batteries nr. the border. In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The PA permitted the 3 publications to be distributed in the West Bank starting in late 4/2014, in accordance with the Hamas-Fatah reconciliation deal of 4/23. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, 1 village and Aida r.c. nr. Bethlehem, and 1 village and al-Jalazun r.c. nr. Ramallah; patrols in 1 village nr. In East Jerusalem, groups of right-wing Jewish activists march through the Old City to celebrate “Jerusalem Day,” leading to clashes with Palestinians at Haram al-Sharif. In response to low voter turnout in the Egyptian presidential election, polls are kept open for a 3d day. Following their close, provisional results indicate that al-Sisi won between 89% and 93.4% of the vote, with al-Sisi’s campaign and judicial sources estimating leftist candidate Hamdeen Sabahi won 2.9% and 5%. Judicial sources estimate turnout to be 44.4% of Egypt’s 54 m. eligible voters. Meanwhile, gunmen shoot and kill an Egyptian border guard in Rafah. (AP, MNA, REU 5/28)

In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Khan Yunis to level land. They are targeted by an explosive device which damages a vehicle but causes no injuries. In response, the soldiers open fire, wounding 1 Palestinian farmer, and fire mortar shells into an open field, causing no injuries. In the West Bank, IDF troops demolish 20 Palestinian-owned structures in n. Jordan Valley village Jiftlik. The IDF conducts house searches and arrest raids in 3 villages nr. The International Atomic Energy Agency (IAEA) announces that it has agreed on 5 new transparency measures with Iran, including an investigation into alleged previous efforts to develop atomic weapons. In comments delivered after a meeting of PLO leaders in Ramallah, PLO Secy.-Gen. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

U.S. Secy. of State John Kerry makes one more visit to Ramallah in the morning, holding brief talks with Palestinian pres. Mahmud Abbas, their 3d meeting in 3 days. Afterward, Palestinian chief negotiator Saeb Erakat says that there had been no breakthrough. Kerry, speaking to reporters in Ben-Gurion Airport on his way to Brunei, sounds a more positive note and cites unspecified “real progress.” Kerry departs after 4 days and 13 total hours of talks with Abbas and Israeli PM Benjamin Netanyahu. As night falls, violent clashes break out between opponents and supporters of Morsi, resulting in 4 deaths. Assailants storm the Cairo headquarters of the Muslim Brotherhood, setting it on fire. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in Ramallah, and reportedly offers him incentives for a return to direct negotiations with Israel. Palestinian sources say that offers include ensuring that Israel does not withhold transfer of tax revenues again and possibly expanding the PA’s jurisdiction to parts of West Bank Area C (under Israeli civil and security control). In addition, a Palestinian official claims that Kerry expresses interest in reviving the Arab Peace Initiative of 2002, which offered Israel full normalization for Israel’s complete withdrawal from the o.t.
