In the Gaza Strip, the IDF and armed Palestinian groups largely hold to the new 5-day cease-fire, though Palestinians fire 8 rockets into Israel and IDF troops conduct a number of air strikes. Meanwhile, 3 Palestinians die of injuries sustained earlier in the Israeli assault. In the West Bank, IDF troops shoot and injure a Palestinian in Aida r.c. in Bethlehem during an arrest raid. The IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Salfit at night; patrols in 3 villages nr. Hebron and al-Fara‘a r.c. nr. Tubas during the day. A Jewish settler runs over a Palestinian nr. Salfit and kills him. In East Jerusalem, Israeli security forces arrest dozens of Palestinians in Silwan, Shu‘fat, and the Old City, taking the number of those detained since the murder of Abu Khdeir to more than 600. Upon his arrival in Gaza from Cairo, Hamas official Khalil al-Hayya says that there is “still a real chance to clinch an agreement” for a longer-term deal. An unnamed Egyptian official tells Haaretz that “the emerging agreement will be the most detailed that has been signed between Israel and the Palestinians since the Oslo accords” and that, if successful, it “would set up a new framework of relations between Israel and a Palestinian govt., because without it there will be no way to implement the agreement’s clauses.” Islamic Jihad official Ziad al-Nahla, in Cairo for the talks, says that the long-term cease-fire is a “done deal.” (AFP, AP, HA, JP, MNA, REU, YA 8/14)

The IDF raids Qabatya, surrounds the home of senior Islamic Jihad military leader Elias al-Ashkar, killing Ashkar and 4 Islamic Jihad mbrs. in an exchange of fire, sparking massive protests in Qabatya in which soldiers kill a 6th Palestinian, wound 16 (including a journalist); sends undercover units into Jenin in car with Palestinian license plates, willfully shooting and killing a PA General Intelligence Service (GIS) officer guarding the GIS headquarters in Jenin, besieging a house nearby, arresting 1 wanted Palestinian; shoots, wounds senior Islamic Jihad political leader Shaykh Mahmud al-Sadi outside Jenin in an apparent assassination attempt; conducts additional arrest raids, house searches in and around Nablus, in Tulkarm, nr. Hebron; raids Aida r.c., chasing and firing on Palestinian children who allegedly threw stones at IDF soldiers, wounding an 11- and a 12-yr.-old with live ammunition; confiscates goods from, demolishes 13 shops in a farmers market in the Jordan Valley; captures a Palestinian boat smuggling explosives fr. Egypt to Gaza. A small bomb explodes at a hitchhiking post outside Shiloh settlement nr. Ramallah, lightly wounding 1 Jewish settler; no group takes responsibility. Unidentified gunmen shoot, wound a bodyguard outside the home of PA GIS Gaza chief Maj. Gen. Tariq Abu Rajab; no group claims responsibility. The Israeli High Court upholds (6–5) a 2002 law that sharply restricts family reunification for West Bank and Gaza Palestinians married to Israeli Palestinians living in Israel to women over age 25 and men over age 35. (AP, B’Tselem press release, HA 5/14; HA, MM, NYT, WP, WT 5/15)

An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting. Later in the evening, the Israeli security cabinet authorizes the IDF to “adopt a harsher response” to rocket fire fr. Gaza, targeting built-up areas of Gaza as well as launch sites in uninhabited areas. During the day, the IDF also shells uninhabited areas in n. Gaza and in s. Gaza nr. Khan Yunis, causing no damage or injuries; makes 5 mock air raids over Gaza, breaking the sound barrier; fires on residential areas of Aida r.c., wounding 2 Palestinians; conducts arrest raids in and around Hebron and in Bethlehem, Jenin (targeting Hamas, including detaining 2 candidates in the 12/15 municipal elections, 1 candidate in the 1/25 parliamentary elections), Ramallah; bulldozes 5 d. of Palestinian land in Silwan for construction of a parking lot for Jewish settlers. Palestinians throw 2 pipe bombs at an IDF patrol nr. Bethlehem and fire on an IDF checkpoint nr. Nablus, causing no damage or injuries. PA police fire at Palestinians in Jenin rallying in support of the Netanya bombing. Israeli police round up another 500 Palestinians working in Israel without permits (see 12/4). An IDF soldier, who deserted 2 mos. ago to protest disengagement and moved to the right-wing West Bank settlement of Tapuach, boards a Haifa–Shafa‘ Amr bus, still dressed in fatigues and carrying his military issue weapon; when the bus enters the Israeli Palestinian town of Shafa ‘Amr, the driver asks him whether he’s on the right bus; the soldier then shoots the Israeli Palestinian driver dead and opens fire on the passengers, killing another 3 Israeli Palestinians, wounding 20 before a mob beats him to death. Sharon denounces the “reprehensible act by a bloodthirsty Jewish terrorist”; YESHA settlers council also condemns the attack; the U.S. terms it a “terrible act of terrorism.” In Gaza City, the PA opens (symbolically on Arafat’s birthday) a 2-wk. “victory festival” to celebrate the pending disengagement and a wk.-long UNDP-funded publicity campaign called “Gaza—Reclaiming our Gem”; 10,000s of Palestinians, predominantly Fatah supporters, rally outside Gaza’s PC headquarters to hear speeches by Abbas, Qurai‘, Dahlan, who emphasize national unity, call on Palestinians not to take any actions that would jeopardize the national image, emphasize that the world is watching how Palestinians react to disengagement and assume responsibility for Gaza. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

The IDF fires on Palestinians waiting to cross the Abu Huli crossing, killing a 15-yr.-old Palestinian boy; raids a student center in Ramallah run by an Islamic Jihad mbr., confiscating 3 computers, several cell phones, arresting 6 Palestinians; conducts arrest raids, house searches in al-Bireh and nr. Qalqilya, Tulkarm; patrols in Aida r.c., Dura (firing on stone-throwing children who confront them, injuring 2); fires on residential areas of Jayyus nr. Qalqilya. A 9-yr.-old Palestinian girl is killed in a mysterious explosion in Gaza. Palestinians fire 10s of mortars at Jewish settlements in Gaza, lightly injuring 3 Thai workers, 1 Jewish settler. The Democratic Front for the Liberation of Palestine’s (DFLP) National Resistance Brigades fire 4 mortars at the Erez crossing, causing no damage or injuries. More than 20,000 Israeli protesters demonstrate in s. Israel against disengagement. In light of recent clashes with Hamas, the PA bans the display of, begins removing all factional flags fr. public spaces in Gaza, saying “only the Palestinian flag will remain.” The PA also bans PA employees fr. criticizing the PA. An IDF aircraft fires 2 missiles at a well in Bayt Hanun, destroying it. Around 40 Jewish settlers fr. Tal Yam outpost in Gaza (see 6/27) chanting “Death to Arabs” occupy 2 Palestinian homes in al-Mawasi, throw stones at Palestinians and IDF soldiers nearby, severely beat 1 Palestinian in what observers describe as a near lynching (the incident, caught on video by an Israeli cameraman, is described by Sharon on 6/30 as “a barbaric, wild, and heartless act”); an Israeli reporter pulls the critically injured Palestinian to safety; the IDF arrests the settlers, evicts them fr. the area. The IDF fires on residential areas of Khan Yunis, wounding 2 Palestinians; raids, occupies 2 Palestinian homes in al-Til as observation posts; conducts arrest raids, house searches in Aida r.c. and nr. Bethlehem, Hebron, Tulkarm. The AMB, Islamic Jihad, the PRCs take joint responsibility for firing 2 mortars at Netzarim, causing no damage or injuries. During the day, Palestinians fire 10s of rockets, at least 1 mortar at Gaza settlements, lightly injuring 1 foreign worker in Gush Katif. Israeli police arrest around 150 Israeli disengagement protesters who attempt to block roads across Israel during rush hour, causing limited tie-ups. A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. Arafat later meets with PA security heads, convenes the Palestinian Council (PC) to discuss the recent attacks. Sharon, Bush meet at the White House. Sharon says he does not expect Arafat to take serious steps to arrest those responsible for recent suicide attacks, says Israel will "do what we have to do to protect our citizens." Meanwhile, Hamas also takes responsibility for a drive-by shooting in Gaza, which leaves 1 Jewish settler dead. In the Jordan Valley, 7 settlers are wounded in a 2d drive-by shooting. Palestinians in Bayt Jala fire on Gilo, injuring 2 settlers. Armed Jewish settlers accost Palestinians in Hizma. An Israeli security guard outside an East Jerusalem bank fatally shoots a Palestinian, apparently fearing that he was about to stage an attack. The IDF fatally shoots 4 Palestinians nr. a Jinin checkpoint, 1 Palestinian in Tulkarm; fires a tank shell at a Palestinian in Qabatiyya, killing him. The IDF also directs shells/heavy machine gun fire at residential areas of Aida, Jinin, Khan Yunis, Salim; conducts arrest raids in Abu Dis, Azariyya, Burqa. In Gaza, some 1,000 Hamas supporters rally in support of continued attacks on Israeli targets. In Nablus, 300 Palestinians attend a rally against political arrests sponsored by the National and Islamic Higher Comm. for the Follow-up of the Intifada (NIHC). Israeli-Palestinian clashes continue to escalate. In Rafah, the IDF assassinates Islamic Jihad activist Muhammad `Abd al-Al, firing wire-guided missiles fr. helicopter gunships at his truck. (2,000 Palestinians attend his funeral later in the day.) After an Islamic Jihad sniper kills an IDF soldier nr. Rachel's Tomb in Bethlehem in retaliation, the IDF fires missiles, tank shells, machine guns, grenades at Palestinian residential areas of the city, damaging 15 homes and wounding 8 Palestinians, including a 2-yr.-old girl, 3-mo.-old baby. The IDF also eases open-fire regulations; shells residential areas of Aida camp, Bayt Jala, Nablus; demolishes 1 Palestinian home in al-Khadir, 1 in al-Tur. The Popular Front for the Liberation of Palestine (PFLP) detonates a car bomb nr. an IDF patrol outside Qeddumim settlement, causing no injuries. In Hebron, Jewish settlers blow up 4 Palestinian shops; afterward, the IDF bulldozes the buildings, surrounding area to create a buffer around the Abraham Avino settlement. Palestinians fire homemade mortars at the Qarni industrial zone. In Jerusalem, a Palestinian attacks, injures an IDF soldier, steals her M-16. In Washington, Mubarak briefs Bush on the Jordanian-Egyptian "nonpaper" (see 4/1), urges him to support the proposal and to become more involved in the peace process. Bush says the nonpaper ideas should be discussed; the U.S. can "facilitate" talks btwn. Israel, the PA, but it "can't force a peace." Bush also urges Egypt to return its amb. to Israel. The State Dept. certifies PLO compliance with the Oslo agmts. for the period 6/16/00+n12/15/00, saying PA security coordination with Israel was very high prior to 9/28/00, it is uncertain to what degree PLO or PA officials were actively involved in starting or encouraging violence after 9/28.
