Israeli aircraft conduct an air strike on Palestinians allegedly attempting to breach Gaza’s border fence near Rafah late at night, killing 2. The IDF reports that the Palestinians were placing a “suspicious object” near the fence. Earlier, IDF troops stationed along the border fence near Khan Yunis open fire on Palestinian farmers, causing no damage or injuries. Israeli forces also conduct a limited incursion to level land near Rafah. Off Gaza’s coast, Israeli naval forces open fire on 15 Palestinian boats sailing from Gaza in a symbolic challenge to the Israeli blockade. Meanwhile, IDF troops violently disperse thousands of Palestinians gathering along the coast near Jabaliya refugee camp and Khan Yunis to cheer on the boats and continue the Great March or Return for a 4th day in a row; at least 30 Palestinians are injured. In the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 8 Palestinians are injured. Elsewhere, IDF troops conduct raids in ‘Azun village near Qalqilya, sparking clashes with Palestinian students on their way to school; there are no reported injuries. One Palestinian is injured and another is arrested in similar clashes sparked by an IDF raid near Nablus. IDF troops also arrest 7 Palestinians during late-night raids near Qalqilya, Jenin, and Hebron; and patrol near Hebron and Qalqilya. Israeli forces deliver stop-work orders to a Palestinian building under construction in Kardala village near Tubas. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 2 Palestinians and confiscate some property during late-night raids in Qalandia refugee camp (HA, MNA, MNA, MNA, MNA, WAFA 9/17; MNA, MNA, TOI, WAFA, YA 9/18; PCHR 9/20)

UN Humanitarian Coordinator Jamie McGoldrick announces a $1 million transfer to prevent the “collapse of services and a potential outbreak of disease” in Gaza. “Unfortunately, it comes in the absence of action from the relevant authorities, who have responsibility for the well-being of Gaza's citizens, or predictable donor support.” McGoldrick says that $2 million more is still needed to pay for essential health, water, and sanitation services through the end of 2018. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Khan Yunis. Along Gaza’s border, IDF troops open fire on agricultural lands nr. Bayt Hanun and Dayr al-Balah. There are no injuries reported in any of these incidents. In the West Bank, Israeli forces demolish 5 Palestinian agricultural structures in Kardala village in the Jordan Valley. IDF troops raid a community center in Aida r.c. nr. Bethlehem, confiscating computers and security footage. They also arrest 2 Palestinians during raids nr. Ramallah and Tulkarm, and patrol nr. Qalqilya, Nablus, Ramallah, and Hebron. Israeli settlers assault a Palestinian photojournalist with rocks nr. Ramallah. They also damage his car. In East Jerusalem, Israeli forces demolish a Palestinian building in Bayt Hanina. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya. There are no injuries in either incident. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian home and a water pipeline under construction in Kardala village nr. Tulkarm. They also weld shut a car wash nr. Bethlehem. IDF troops arrest 6 Palestinians and issue 2 arrest summons during late-night raids nr. The PA cabinet announces that municipal elections will be held in the West Bank and Gaza on 5/13 (they were originally set for 10/8/16; see JPS 46 [2]). A Hamas spokesperson criticizes the announcement, saying that “elections should take place after disagreements are ended, reconciliation is achieved, and Palestinian institutions in Gaza and the West Bank are united.” (AP, JP, MNA, TOI 1/31)

The IDF delivers a notice to the illegal Amona settlement outpost overnight, ordering residents to evacuate within 48 hours (midnight on 2/1 is the deadline). Israel’s High Court of Justice previously ordered the outpost demolished by 2/8. During the day, hundreds of settler youths flock to Amona to demonstrate in solidarity with its residents. Many of Amona’s residents are planning to resist the IDF’s order because the govt. has failed to implement its side of their 12/22 deal trading a pledge to peacefully evacuate for sanctioned relocation to a nearby plot of land. Israeli PM Netanyahu and DM Lieberman approve the construction of 3,000 residences in Israel’s West Bank settlements. Hours earlier, a joint Knesset comm. approves the so-called regulations bill, clearing it for a 2d and 3d reading in the full plenum on 2/6. (HA, JP, MNA, TOI 1/31; MNA, NYT, TOI, WAFA 2/1)

The IDF fires on stone-throwing Palestinians nr. Ramallah; shoots, wounds a Palestinian who strays too close to Rafiah Yam settlement in s. Gaza; conducts arrest raids, house searches in the Wadi al-Husayn area of s. Hebron, rounding up all men and holding them for 5 hrs. of interrogation; places temporary curfews on Bardala and Kardala e. of Jenin, orders all Palestinian males ages 15– 60 to surrender for ID checks; also conducts arrest raids in al-Mawasi nr. Palestinian factions meeting in Cairo pledge to extend the unofficial truce until the end of 2005, provided that the lull in violence continues and that Israel follows through on its Sharm al-Shaykh pledges to turn over security control of West Bank cities and release a significant number of Palestinian prisoners.Abbas and the factions agree to form a comm. to study rebuilding the PLO on new foundations that would allow Hamas, Islamic Jihad to join.
