In the West Bank, Israeli settlers assault a Palestinian man at his home in Kisan. Israeli forces shoot and kill a Palestinian man in Tammun during a raid. Israeli forces also continue the raid in Nur Shams refugee camp for the second day in a row. The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. Elsewhere, Israeli forces begin constructing settler roads in the Masafer Yatta area near Umm al-Khair. Israeli forces also arrest a child and confiscate 60 sheep he is herding. Israeli forces arrest 27 Palestinians during late-night raids in and around Tulkarm, Salfit, Qalqilya, Hebron, Bethlehem, Jenin, Nablus, Tubas, and Ramallah. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Maghazi, Nuseirat refugee camp, killing at least 125 people, including at the Palestinian Red Crescent Society’s headquarters in Khan Yunis for the third day in a row. Palestinians in Maghazi report that Israeli forces massacre Palestinian civilians with snipers and bulldozers. Jabalia refugee camp floods after heavy rain, leading to sewage mixing with the standing water. An anti-aircraft missile fired at an Israeli helicopter hits a clinic in Kibbutz Nirim. In Lebanon, Hezbollah fires rockets at Israeli soldiers near al-Marj and Israeli forces target Hezbollah in Maroun al-Ras. More than 22,438 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,697 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 318 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 80 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,003 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 177 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. The Palestinian Prisoners and Ex-Prisoners Affairs Authority names 51 Palestinian women and children who had been abducted by Israeli forces in Gaza and taken to the Damon Prison. (AJ, WAFA 1/4)

Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. National Security Council spokesperson John Kirby says the U.S. has “not seen anything that would convince us that we need to take a different approach in terms of trying to help Israel defend itself.” Kirby also says that Israel should release the PA tax revenue to the PA, saying it is “Palestinian money,” and defends UNRWA from attacks by Israel and U.S. Republicans, saying “UNRWA does important work.” (AJ, HA 1/4; HA 1/5)

U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. Israel chooses British lawyer Malcom Shaw to represent the country at the upcoming genocide hearings at the ICJ. Axios reports that Israel’s Foreign Ministry has sends out a cable to its embassies instructing its diplomats to pressure countries into issuing statements against South Africa’s case against Israel at the ICJ. A political appointee at the U.S. Department of Education, Tariq Habash, resigns over U.S. support for Israel’s attacks on Gaza, saying he will not be quietly complicit. Habash was the political advisor in the department’s Office of Planning, Evaluation and Policy Development. (HA, NYT 1/4)

Peace Now issues a report saying settlement activity in the West Bank has surged at unprecedented levels since 10/7. The report says Israeli settlers have created 9 new settlement outposts, made 18 paved roads, returned to the Amona outpost, closed roads for Palestinian vehicles, and built fences outside settlements. The Intercept reports that all CNN stories related to Israel and Palestine are being reviewed at the CNN Jerusalem bureau before publication, where the stories are subject to the Israeli military’s censor. The Intercept also says CNN has issued directives to its journalists on language to avoid, directed them not to relay statements from Hamas, and has hired a former Israeli soldier from the Military Spokesperson Unit to serve as a reporter. Approximately 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Gaza City, Rafah, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp; at least 15 Palestinians are injured. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Rafah. Five unidentified assailants raid the Gaza City office of the PA-run Palestinian Broadcasting Corporation and destroy much of the technical equipment on site. The assailants flee before the police arrive on the scene. Later, a PA official says, “We hold the Hamas authorities fully responsible for this crime.” In the West Bank, IDF troops arrest 3 Palestinians during a raid near Ramallah; and patrol near Nablus, Jenin, Hebron, Salfit, and Qalqilya. They also violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in al-Mughayyir near Ramallah; 2 Palestinians are injured. Israeli settlers throw stones at a Palestinian school in Urif village near Nablus, sparking minor clashes between their IDF escort and Palestinians in the area; 1 Palestinians is injured and another is arrested (AFP, MNA, TOI, TOI, WAFA 1/4; MNA 1/5; PCHR 1/10)

Following a complaint from Israeli prime minister Benjamin Netanyahu, the IDF formally censures Colonel Avi Bluth for failing to pass along the Netanyahu’s order to postpone the evacuation and dismantlement of 2 makeshift residential structures at the site of the former illegal settlement outpost Amona on 1/3. In the context of a disciplinary hearing, IDF Chief of Staff Eisenkot reportedly “made it clear to Colonel Bluth that he had erred in handling the incident and that it would have been expected that he would have conducted himself more professionally.” (HA, JP, TOI, YA 1/4)

Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Palestinian journalist and 1 paramedic are injured. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinian students leaving a high school in Tell village near Nablus, causing no serious injuries. They also patrol during the day near Nablus, Hebron, and Bethlehem. Israeli forces uproot or otherwise damage 50 olive trees in a Palestinian grove near Salfit. Israeli settlers throw stones at Palestinian vehicles driving near Ramallah, causing minor damage to 1 windshield. Israeli forces surround and prepare to dismantle 2 makeshift residential structures that Israeli settlers established at the site of the former illegal settlement outpost Amona on 12/14/18. When approximately 300 settler-activists barricade themselves inside the structures and throw stones at the demolition crews, IDF troops use riot dispersal tactics to take control of the area and proceed with the evacuation and dismantlement (4 settlers and 23 Israeli troops are injured and 7 settlers are arrested in the ensuing clashes). Hours later, the Israeli press reports that Prime Minister Benjamin Netanyahu is claiming that he ordered the indefinite postponement of the evacuation this morning, but that his order was not carried out. Netanyahu later calls on IDF Chief of Staff Gadi Eisenkot to hold a disciplinary hearing for the officer reportedly responsible for failing to relay his order quickly enough, Colonel Avi Bluth. Hours after Israeli prime minister Benjamin Netanyahu departs Brasilia, where he attended Brazilian president Jair Bolsonaro’s inauguration yesterday, Bolsonaro confirms that he intends to uphold his campaign promise to move the Brazilian embassy in Israel to Jerusalem. “The decision is taken,” Bolsonaro says. “It’s only a matter of when it will be implemented.” (JP, REU 1/3; TOI 1/4)

IDF troops conduct raids in Zabbuba near Jenin, sparking minor clashes with stonethrowing Palestinians; there are no serious injuries. Further clashes break out in Dayr Abu Mash‘al near Ramallah when IDF troops conduct raids in the village; 1 Israeli soldier is injured. IDF troops also disperse Palestinians protesting the occupation in central Hebron; 1 Palestinian is arrested. The IDF arrests 2 Palestinians during raids near Jenin and Bethlehem, and patrols near Hebron and Qalqilya throughout the day. Meanwhile, PA security forces (PASF) arrest the director of al-Hurriya Media Company, which IDF troops shut down due to “incitement” on 8/31. The Israeli cabinet approves a new budget for Amichai, the settlement being built to replace the illegal Amona outpost that was demolished in 2/2017 (see JPS 46 [4]). Construction began over the summer, but halted in 7/2017 because of insufficient funds. (HA, MNA, TOI 9/3)

Israeli settlers who took over the top 2 floors of the Abu Rajab house in central Hebron on 7/25 file a petition against the Israeli state prosecutor’s order for them to leave (see 8/27). The settlers claim that they purchased the building legally from a member of the Abu Rajab family who was later arrested by the PA. (MNA 9/4)

IDF troops shoot and kill a Palestinian at al-Jaba‘ checkpoint nr. Ramallah after he allegedly attempts to stab 1 of them. After the incident, the IDF raids the alleged attacker’s home in al-‘Izzariya and arrests his father. Elsewhere in the West Bank, Israeli forces begin leveling land nr. Nablus to expand settlement infrastructure in the area. IDF troops arrest 2 Palestinians during late-night raids nr. Hebron. A day after the Israeli authorities began cutting the electricity supply to Gaza, a Hamas-affiliated source says that the Egyptian govt. has agreed to ship diesel fuel into the region via the Rafah border crossing to allow Gaza’s sole power plant to resume operations for a limited time. It’s unclear if the shipments are linked to a rumored agreement between Egypt and Hamas earlier this mo. (HA, TOI 6/20)

Israeli forces begin construction on Amichai, a new settlement to house residents of the illegal Amona outpost, which was demolished in early 2/2017 (see JPS 46 [3, 4]). Amichai is reportedly the 1st settlement built officially by the Israeli govt. in 25 years. (HA, MNA, TOI 6/20)

A senior Hamas military cmdr. is seriously injured in an explosion at a “resistance site” in s. Gaza, according to the Gaza-based Ministry of Health. He succumbs to his injuries later in the day. Along Gaza’s border, IDF troops violently disperse Palestinians protesting the Israeli blockade nr. Jabaliya; 1 Palestinian is moderately injured. In the West Bank, IDF troops assault 2 Palestinians and confiscate a tractor during a raid nr. Nablus. They also arrest 5 Palestinians during late-night raids nr. Bethlehem, Nablus, and Hebron. Israeli forces bulldoze Palestinian land and establish a mobile checkpoint nr. Jenin. The Higher Planning Council of Israel’s Civil Admin. meets for a 2d day in a row to discuss and debate plans for settlement growth in the West Bank. Over the course of 2 days, the council advances plans for more than 2,000 new settler units, including 102 in Amichai, the new settlement that will house residents of the illegal Amona outpost, which was demolished earlier this year (see JPS 46 [3, 4]). Palestinians gather across the West Bank to commemorate Land Day. IDF troops violently disperse them in Bethlehem, Madama village nr. Nablus, and several other areas; at least 16 Palestinians are injured and at least 4 are arrested. Meanwhile, Israeli forces raze around 20 dunams (5 acres) of land nr. Salfit to make way for the expansion of a settlement industrial zone. IDF troops arrest 6 Palestinians during late-night raids nr. Bethlehem, Ramallah, and Salfit; and patrol nr. In a meeting with his security cabinet, Israeli PM Netanyahu announces a new policy to manage settlement growth: the Israeli govt. will continue construction in previously developed areas, when permissible, and adjacent areas, when not permissible; allow construction on the closest land possible to developed areas when neither adjacent nor permissible land is available; and bar the creation of any new settlement outposts. The PM insists that the new policy is not based on an understanding with the Trump admin., although it comes a week after an Israeli delegation’s visit to Washington for talks on settlement growth. Netanyahu also says that 900 dunams (approx. 222 acres) nr. the Eli settlement have been declared state land and that final approval has been given to market 2,000 new homes in existing settlements (these 2,000 are among the 5,700 advanced in the 3 weeks following U.S. pres. Amid the ongoing investigation of the 3/24 killing of senior Hamas military cmdr. Fuqaha, the Hamas-run interior ministry in Gaza indefinitely shuts down the Erez border crossing, except for humanitarian cases; orders all fishermen to return to the shore; and shuts down the Rafah border crossing into Egypt. A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves. The spokesperson is likely responding to reports in the Israeli press about Israel-U.S. talks in Washington last week, and specifically an unconfirmed report that the U.S. may condone the Amona replacement in exchange for other limitations on settlement growth. IDF troops deliver demolition orders to more than 40 homes and a makeshift school in the Bedouin community Khan al-Ahmar n. of Jerusalem, arrest 11 Palestinians during latenight raids nr. The Egyptian army announces that it has discovered and destroyed a “central tunnel” leading from the n. Sinai Peninsula into Gaza that it claims was being used by a “terrorist group.” (MNA 2/20)

At Israel’s weekly cabinet meeting, PM Netanyahu says that the new Trump admin. shares Israel’s view of regional threats to Israel, and strategies for Israel to improve its relations with select Arab states. Netanyahu also says that the govt. will need to find a new housing solution for the 40-odd families that were evacuated from the illegal Amona settlement outpost, since Trump might oppose the plan to build a new settlement. The IDF begins evacuating the illegal Amona settlement outpost overnight, sparking clashes with residents and hundreds of protesters gathering in solidarity; 13 settlers are arrested, and 2 protesters and 24 soldiers are injured. Meanwhile, PM Netanyahu announces that he has taken preliminary steps to establish a new settlement to house the Amona settlers by the end of 3/2017. He has reportedly formed a comm. comprising DM Lieberman and reps. from Amona and the PM’s office to advance the plan. Amona’s residents reportedly accept the plan, although some are still defying the Israeli forces attempting to evacuate them from their homes. Separately, Israel’s High Court of Justice rejects the Israeli govt.’s plan to relocate the settlers from Amona to nearby plots of land, citing Palestinian ownership claims. The PA cabinet announces that municipal elections will be held in the West Bank and Gaza on 5/13 (they were originally set for 10/8/16; see JPS 46 [2]). A Hamas spokesperson criticizes the announcement, saying that “elections should take place after disagreements are ended, reconciliation is achieved, and Palestinian institutions in Gaza and the West Bank are united.” (AP, JP, MNA, TOI 1/31)

The IDF delivers a notice to the illegal Amona settlement outpost overnight, ordering residents to evacuate within 48 hours (midnight on 2/1 is the deadline). Israel’s High Court of Justice previously ordered the outpost demolished by 2/8. During the day, hundreds of settler youths flock to Amona to demonstrate in solidarity with its residents. Many of Amona’s residents are planning to resist the IDF’s order because the govt. has failed to implement its side of their 12/22 deal trading a pledge to peacefully evacuate for sanctioned relocation to a nearby plot of land. Israeli PM Netanyahu and DM Lieberman approve the construction of 3,000 residences in Israel’s West Bank settlements. Israeli forces punitively demolish a Palestinian home in Kafr ‘Aqab, n. of Jerusalem, sparking clashes with stone-throwing residents of the area; 1 Palestinian is killed and several are injured. The owner of the home was killed on 10/9 after participating in the drive-by shooting of a crowd of Israelis. Elsewhere in the West Bank, IDF troops conduct arrest raids in Balata r.c. nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Israeli soldier and 1 Palestinian are injured. They also arrest 2 Palestinians during raids nr. Nablus and Salfit, assault and seriously injure a Palestinian at a checkpoint nr. Nablus, and patrol during the day nr. Hebron and Salfit. An Israeli settler driver attempts to ram 2 Palestinian youths nr. Hebron, causing no injuries. Following high-level contacts between the Israeli and Egyptian govts. and massive Israeli pressure against the draft UNSC res. Egypt circulated on 12/21, 2 Western diplomats say that the vote set for today has been postponed indefinitely. Later, 4 mbrs. of the UNSC—New Zealand, Venezuela, Malaysia, and Senegal—give Egypt an ultimatum. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents.
