In the West Bank, Israeli settlers assault a Palestinian man at his home in Kisan. Israeli forces shoot and kill a Palestinian man in Tammun during a raid. Israeli forces also continue the raid in Nur Shams refugee camp for the second day in a row. The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. Elsewhere, Israeli forces begin constructing settler roads in the Masafer Yatta area near Umm al-Khair. Israeli forces also arrest a child and confiscate 60 sheep he is herding. Israeli forces arrest 27 Palestinians during late-night raids in and around Tulkarm, Salfit, Qalqilya, Hebron, Bethlehem, Jenin, Nablus, Tubas, and Ramallah. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Maghazi, Nuseirat refugee camp, killing at least 125 people, including at the Palestinian Red Crescent Society’s headquarters in Khan Yunis for the third day in a row. Palestinians in Maghazi report that Israeli forces massacre Palestinian civilians with snipers and bulldozers. Jabalia refugee camp floods after heavy rain, leading to sewage mixing with the standing water. An anti-aircraft missile fired at an Israeli helicopter hits a clinic in Kibbutz Nirim. In Lebanon, Hezbollah fires rockets at Israeli soldiers near al-Marj and Israeli forces target Hezbollah in Maroun al-Ras. More than 22,438 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,697 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 318 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 80 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,003 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 177 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. Israel’s military publishes on Facebook that it has closed the evacuation corridor on Salah al-Din Street and opened a new corridor on al-Rashid Street. Movement is only allowed from north to south between 9 a.m. and 4 p.m. (AJ, UNOCHA 1/4)

The Palestinian Prisoners and Ex-Prisoners Affairs Authority names 51 Palestinian women and children who had been abducted by Israeli forces in Gaza and taken to the Damon Prison. (AJ, WAFA 1/4)

Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. National Security Council spokesperson John Kirby says the U.S. has “not seen anything that would convince us that we need to take a different approach in terms of trying to help Israel defend itself.” Kirby also says that Israel should release the PA tax revenue to the PA, saying it is “Palestinian money,” and defends UNRWA from attacks by Israel and U.S. Republicans, saying “UNRWA does important work.” (AJ, HA 1/4; HA 1/5)

U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. Israel chooses British lawyer Malcom Shaw to represent the country at the upcoming genocide hearings at the ICJ. Axios reports that Israel’s Foreign Ministry has sends out a cable to its embassies instructing its diplomats to pressure countries into issuing statements against South Africa’s case against Israel at the ICJ. A political appointee at the U.S. Department of Education, Tariq Habash, resigns over U.S. support for Israel’s attacks on Gaza, saying he will not be quietly complicit. Habash was the political advisor in the department’s Office of Planning, Evaluation and Policy Development. (HA, NYT 1/4)

Peace Now issues a report saying settlement activity in the West Bank has surged at unprecedented levels since 10/7. The report says Israeli settlers have created 9 new settlement outposts, made 18 paved roads, returned to the Amona outpost, closed roads for Palestinian vehicles, and built fences outside settlements. The Intercept reports that all CNN stories related to Israel and Palestine are being reviewed at the CNN Jerusalem bureau before publication, where the stories are subject to the Israeli military’s censor. The Intercept also says CNN has issued directives to its journalists on language to avoid, directed them not to relay statements from Hamas, and has hired a former Israeli soldier from the Military Spokesperson Unit to serve as a reporter. Approximately 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Gaza City, Rafah, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp; at least 15 Palestinians are injured. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Rafah. Five unidentified assailants raid the Gaza City office of the PA-run Palestinian Broadcasting Corporation and destroy much of the technical equipment on site. The assailants flee before the police arrive on the scene. Later, a PA official says, “We hold the Hamas authorities fully responsible for this crime.” In the West Bank, IDF troops arrest 3 Palestinians during a raid near Ramallah; and patrol near Nablus, Jenin, Hebron, Salfit, and Qalqilya. They also violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in al-Mughayyir near Ramallah; 2 Palestinians are injured. Israeli settlers throw stones at a Palestinian school in Urif village near Nablus, sparking minor clashes between their IDF escort and Palestinians in the area; 1 Palestinians is injured and another is arrested (AFP, MNA, TOI, TOI, WAFA 1/4; MNA 1/5; PCHR 1/10)

Following a complaint from Israeli prime minister Benjamin Netanyahu, the IDF formally censures Colonel Avi Bluth for failing to pass along the Netanyahu’s order to postpone the evacuation and dismantlement of 2 makeshift residential structures at the site of the former illegal settlement outpost Amona on 1/3. In the context of a disciplinary hearing, IDF Chief of Staff Eisenkot reportedly “made it clear to Colonel Bluth that he had erred in handling the incident and that it would have been expected that he would have conducted himself more professionally.” (HA, JP, TOI, YA 1/4)

IDF troops shoot and kill a Palestinian at al-Jaba‘ checkpoint nr. Ramallah after he allegedly attempts to stab 1 of them. After the incident, the IDF raids the alleged attacker’s home in al-‘Izzariya and arrests his father. Elsewhere in the West Bank, Israeli forces begin leveling land nr. Nablus to expand settlement infrastructure in the area. IDF troops arrest 2 Palestinians during late-night raids nr. Hebron. A day after the Israeli authorities began cutting the electricity supply to Gaza, a Hamas-affiliated source says that the Egyptian govt. has agreed to ship diesel fuel into the region via the Rafah border crossing to allow Gaza’s sole power plant to resume operations for a limited time. It’s unclear if the shipments are linked to a rumored agreement between Egypt and Hamas earlier this mo. (HA, TOI 6/20)

Israeli forces begin construction on Amichai, a new settlement to house residents of the illegal Amona outpost, which was demolished in early 2/2017 (see JPS 46 [3, 4]). Amichai is reportedly the 1st settlement built officially by the Israeli govt. in 25 years. (HA, MNA, TOI 6/20)

A senior Hamas military cmdr. is seriously injured in an explosion at a “resistance site” in s. Gaza, according to the Gaza-based Ministry of Health. He succumbs to his injuries later in the day. Along Gaza’s border, IDF troops violently disperse Palestinians protesting the Israeli blockade nr. Jabaliya; 1 Palestinian is moderately injured. In the West Bank, IDF troops assault 2 Palestinians and confiscate a tractor during a raid nr. Nablus. They also arrest 5 Palestinians during late-night raids nr. Bethlehem, Nablus, and Hebron. Israeli forces bulldoze Palestinian land and establish a mobile checkpoint nr. Jenin. The Higher Planning Council of Israel’s Civil Admin. meets for a 2d day in a row to discuss and debate plans for settlement growth in the West Bank. Over the course of 2 days, the council advances plans for more than 2,000 new settler units, including 102 in Amichai, the new settlement that will house residents of the illegal Amona outpost, which was demolished earlier this year (see JPS 46 [3, 4]). Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Khan Yunis, causing no major damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis, causing no injuries or damage. In the West Bank, IDF troops arrest 7 Palestinians and issue 1 arrest summons during late-night raids nr. Hebron, Tulkarm, and Ramallah; and patrol nr. Amid the ongoing investigation of the 3/24 killing of senior Hamas military cmdr. Fuqaha, the Hamas-run interior ministry in Gaza indefinitely shuts down the Erez border crossing, except for humanitarian cases; orders all fishermen to return to the shore; and shuts down the Rafah border crossing into Egypt. (Most of these restrictions will remain in place through 4/6.) The Kerem Shalom border crossing remains open. (HA, JP, MNA, TOI 3/26; MNA 4/6)

A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves. The spokesperson is likely responding to reports in the Israeli press about Israel-U.S. talks in Washington last week, and specifically an unconfirmed report that the U.S. may condone the Amona replacement in exchange for other limitations on settlement growth. There are no injuries in either incident. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian home and a water pipeline under construction in Kardala village nr. Tulkarm. They also weld shut a car wash nr. Bethlehem. IDF troops arrest 6 Palestinians and issue 2 arrest summons during late-night raids nr. The PA cabinet announces that municipal elections will be held in the West Bank and Gaza on 5/13 (they were originally set for 10/8/16; see JPS 46 [2]). A Hamas spokesperson criticizes the announcement, saying that “elections should take place after disagreements are ended, reconciliation is achieved, and Palestinian institutions in Gaza and the West Bank are united.” (AP, JP, MNA, TOI 1/31)

The IDF delivers a notice to the illegal Amona settlement outpost overnight, ordering residents to evacuate within 48 hours (midnight on 2/1 is the deadline). Israel’s High Court of Justice previously ordered the outpost demolished by 2/8. During the day, hundreds of settler youths flock to Amona to demonstrate in solidarity with its residents. Many of Amona’s residents are planning to resist the IDF’s order because the govt. has failed to implement its side of their 12/22 deal trading a pledge to peacefully evacuate for sanctioned relocation to a nearby plot of land. Israeli PM Netanyahu and DM Lieberman approve the construction of 3,000 residences in Israel’s West Bank settlements. Hours earlier, a joint Knesset comm. approves the so-called regulations bill, clearing it for a 2d and 3d reading in the full plenum on 2/6. (HA, JP, MNA, TOI 1/31; MNA, NYT, TOI, WAFA 2/1)

Along Gaza’s border, IDF troops and tanks open fire on a Hamas military site nr. al-Bureij r.c., causing no reported damage or injuries. The IDF says that the attack was ordered in response to shots fired at IDF patrols in the area earlier in the day. In the West Bank, IDF troops arrest a Palestinian youth after she allegedly attempts to stab them nr. Qalqilya. They also arrest 4 Palestinians and issue 3 arrest summons during raids nr. Bethlehem, Nablus, Ramallah and Hebron, and patrol nr. Salfit, Ramallah, and Hebron. Armed gunmen shoot and injure an Israeli settler nr. Nablus. The Israeli NGO Yesh Din files a motion with the Custodian of Absentee Property stating that the current relocation plan for the Amona settlement outpost, which the outpost’s residents approved on 12/18, is illegal because a section of the proposed relocation site, dubbed Plot 38, is privately owned by Palestinians. They also arrest 2 of the fishermen and confiscate their boat. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids nr. Bethlehem, Hebron, and Jenin, and patrol during the day nr. Salfit, Hebron, and Qalqilya. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. The PA has been requesting approval for such transfers for at least 4 years. (MNA, TOI 12/7)

After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. Netanyahu and Kahlon agree to reverse their positions and support the bill as long as Clause 7, the provision that specifically addresses Amona, is removed. (HA, JP, TOI, YA 12/4; HA, JP, YA 12/5)

In the Gaza Strip, a 15-year-old Palestinian boy from Bayt Hanun succumbs to injuries sustained in an Israeli air strike on 7/30, during OPE. Nr. al-Waha, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Nr. Gaza, the IDF deploys 2 Iron Dome missile defense batteries in response to the 12/24 cross-border violence. In the West Bank, Israeli forces demolish a dairy factory and an animal barn nr. Hebron, as well as EU-funded irrigation pools in the n. Jordan Valley. Elsewhere, IDF troops conduct house searches and arrest raids nr. Qalqilya and Salfit; patrol nr. Hebron, Qalqilya, and Salfit; establish a checkpoint outside Bayt ‘Amr village, where they arrest 1 Palestinian. Unknown Palestinian assailants throw Molotov cocktails at 2 Israeli settlers driving nr. Qalqilya, seriously injuring 1. Leaders of Hamas and other Palestinian factions in Gaza meet to discuss the 12/24 cross-border violence, and release a joint statement reaffirming their commitment to the 8/26 open-ended cease-fire. (JP 12/25)

The Israeli High Court of Justice orders the evacuation and demolition of the Amona settlement outpost nr. Ramallah, the largest outpost in the West Bank, within 2 years because it was built on privately-owned Palestinian land in 1997. (HA, TOI, YA 12/25; MNA 12/26)

In the West Bank, Jewish settlers attack Palestinian-owned vehicles in between Bethlehem and Hebron. Settlers also damage around 250 olive trees southeast of Nablus, and later cut down 12 olive trees in Basalta nr. Nablus. In the latter case, Palestinians throw stones at the settlers, who are subsequently protected by IDF soldiers, who fire rubbercoated steel bullets and injure 3 Palestinians. The IDF also opens fire with live ammunition and rubber-coated steel bullets on Palestinians in Tamoun village nr. Jenin during clashes sparked by an arrest raid, injuring 30. The IDF also opens fire on stone-throwing Palestinian youths who challenge troops entering ‘Urif village nr. Nablus. The IDF patrols in 2 villages nr. Jenin and 1 village nr. Tulkarm in the morning, in 1 village each nr. Jenin and Tulkarm in the afternoon, and in 3 villages nr. Tulkarm and 2 nr. Jenin at night; conducts house searches and arrest raids in 1 village nr. Israel’s High Court of Justice gives the state an extended deadline for the demolition of unauthorized settler outpost Amona in the c. West Bank, delaying removal until the end of 4/2013. The outpost was set up on the site of a previous outpost of the same name that was evacuated in 2006, and had been slated for evacuation in February. (ToI 1/1)

Israeli newspaper Ha’Aretz reports that around 50 residents of Issawiyya in East Jerusalem have been arrested over the last month in clashes with security forces. Tensions are linked to the hunger-striking Palestinian prisoner Samer Issawi, who comes from the village. (HA 1/1)

Reporters Without Borders (RSF) registers its opposition to the 12/27 Hamas-imposed ban on Palestinian journalists in the Gaza Strip working with the Israeli media. (Guardian 1/1)

Palestinians demonstrate in Nablus against a recent decision to end refugees’ exemption from electricity costs. Around 200 protesters clash with PA security forces, angry that a debt-exemption clause is not applicable to non-refugees. (MNA 1/1)

Senior Likud officials speak at a conference in Jerusalem on a ‘‘one-state solution,’’ including Min. Yuli Edelstein, who voices support for the annexation of Area C of the West Bank. Likud politician and Knesset candidate Moshe Feiglin outlines his plan to pay Palestinian families in the West Bank $500,000 each to emigrate abroad. (Guardian, ToI 1/1)

A report in JTA indicates that 2 major American Jewish groups—the American Israel Public Affairs Comm. (AIPAC) and the Reform movement—are in disagreement about how to respond to the Palestinians’ successful UN bid. AIPAC has supported 2 congressional bids to shut down the PLO office in Washington, D.C., while the Reform movement has urged Obama not to punish the Palestinians for the initiative. Both groups, however, are apparently waiting to see if the Palestinians will use their new status to bring Israel before the ICC before backing penalties. (JTA 1/1)

The IDF conducts arrest raids, house searches in and around Tulkarm, nr. Bethlehem, Hebron, Nablus, Ramallah and in al-Arub r.c., al-Fawwar r.c., Jenin r.c. and town. Some 6,000 Israeli troops and riot police evacuate the unauthorized Amona outpost and demolish 9 settler homes there (leaving 12 mobile homes intact), scuffling with 100s of Jewish settlers who come to defend the site; settlers pelt police with rocks, sand, paint and police respond with batons, water cannons, leaving a total of 219 injured, including at least 80 officers, some 140 settlers, 2 right-wing MKs. Hamas mbrs. fire a rocket at the home of PA security forces cmdr. Sulayman Abu Mutlik and towards the PA security forces cmdr. in Dayr al-Balah; no injuries are reported. Armed AMB mbrs. raid the offices of Palestinian Satellite Channel in Ramallah to protest the PA’s failure to pay the salaries of some 65 employees of PA controlled media outlets. Overnight, the IDF deploys an artillery battery outside the s. Gaza Strip (since Operation First Rain, artillery has been positioned in Nahal Oz, outside the n. Gaza); begins massing troops in the Gaza border in case the Israeli cabinet calls for ground operations; conducts arrest raids, house searches in the n. West Bank targeting mostly Islamic Jihad mbrs. During the day, the IDF begins erecting a massive new checkpoint (the Zaatara checkpoint) s. of Nablus at Tapuach Junction that will sever the Nablus and Jenin districts from the rest of the West Bank, creating a northern West Bank canton; the crossing, which is similar to the Qalandia checkpoint that Israel has said will be treated as an international crossing, was approved by the IDF Central Command 9 mos. ago and should begin operation in 2 mos. An IDF drone fires on a car in n. Gaza that launched rockets toward Sederot (causing no damage), killing AMB mbr. Majid Nattat. Soon after, Palestinians fire another 2 rockets and a mortar toward Sederot, and the IDF carries out 2 air strikes on 2 roads leading to Bayt Lahiya; no injuries are reported in the exchange. Later, the IDF carries out another 3 air strikes on n. Gaza, causing no reported injuries; fires stun grenades to disperse Palestinians hoping to cross the al-Ram checkpoint into Jerusalem to mark the final Friday of Ramadan at al-Aqsa mosque.
