In the West Bank, Israeli settlers blocked a road between Jerusalem and Hebron. Israeli settlers also vandalized 10 olive trees, 2 water tanks, and an irrigation system in Wadi Qana. Israeli forces violently dispersed Palestinian protesters in Bayt Dajan; 1 Palestinian sustained fractures from a fall after being chased by the forces. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. Israeli forces also blocked several roads in the Masafer Yatta area and sealed entrances to Beita. 23 Palestinians were arrested, including 19 during late-night raids in Ni‘lin and Bayt Umar, 2 were arrested and their car seized in Hebron, and 2 were arrested on a street in Jenin. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

Haaretz reported that the Israeli police have not opened an investigation into the killing of a Palestinian shot by an Israeli settler on 5/14 in al-Rihiya. (HA 6/23)

In the West Bank, Israeli forces demolished 15 tents, seized 3 vehicles, and arrested 1 Palestinian activist trying to prevent the forces from demolishing and seizing Palestinian property in Khirbat Humsa; Israeli forces demolished 25 structures in Khirbet Humsa on 2/1. The EU said it would send representatives to Khirbet Humsa on 2/4 to witness the destruction; more than 70 Palestinians were displaced during the mass demolitions on 2/1 and 2/3. Israeli forces also conducted military drills in the Masafer Yatta area, damaging crops and agricultural structures for the 2d day in a row. Elsewhere, Israeli forces demolished 1 house under construction in Anata and 11 vending stalls near Jenin. Israeli forces also delivered 1 demolition notice for a house in al-Khadir. 25 Palestinians were arrested during raids in and around Tuqu‘, al-Fawar refugee camp, Bayt Umar, Hizma, Salfit, Nablus, Sabastiyya, Tulkarm, and Qabatiya. In Gaza, Israeli forces opened fire at Palestinian farmers east of al-Shuka and arrested 1 Palestinian in the vicinity of the Gaza fence; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. The Israeli high court of justice approved the punitive demolition of the family home of 1 Palestinian accused of killing an Israeli settler on 12/20/2020. The punitive demolition will displace 7 people: the accused Palestinian, his wife, 3 children, and 2 parents. (HA 2/3)

Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. Ayman Odeh of Hadash (The Democratic Front for Peace and Equality) called the plan inadequate and an “election ploy.” (HA 2/4)

3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. The 3 remaining parties in the Joint Arab List are Hadash, Ta’al (Arab Movement for Renewal), and Balad (National Democratic Alliance). Hadash leader Ayman Odeh will continue to lead the slate. The leader of Ra’am Mansour Abbas said his party had not decided on who it would support amidst rumors that the party will support Benjamin Netanyahu. (HA 2/3; AJ, AP 2/4; MEMO 2/5)

Israeli forces conducted air strikes in Syria near Quneitra, causing damage but no injuries. Israeli forces also flew a drone over Lebanon, which evaded an anti-aircraft missile fired at it. Hezbollah said it shot down an Israeli drone on 2/1. (AP, HA, HA 2/3; AJ, JP, JP 2/4)

In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. In the West Bank, Israeli forces demolished 1 house and 1 water well, displacing 5 Palestinians west of Jenin; and demolished 1 house in Bayt Iksa. Elsewhere, Israeli forces seized 3 water pumps from Bayt Umar. 7 Palestinians were arrested during raids in and around Hizma, Nablus, Jenin, Jericho, and Yatta. In East Jerusalem, 5 Palestinians were arrested during late-night raids in Shu‘fat refugee camp and Issawiyya. The Israeli high court of justice blocked a punitive demolition of the family home of an alleged Palestinian attacker who is accused of killing an Israeli soldier on 5/12 during a raid in Ya‘bad. The majority opinion cited “serious damage to a number of basic rights, including property rights and human dignity.” Israeli prime minister Benjamin Netanyahu called the decision a “miserable ruling.” (HA 8/10)

Prime Minister Netanyahu said in an interview that Israel had not annexed parts of the West Bank yet because the U.S. had not given him their final approval. Netanyahu said that U.S. president Donald Trump had been preoccupied by other issues and had put Israeli annexation on hold. (JP 8/11)

After daily protests since the massive explosion in the Beirut port on 8/4, Lebanese prime minister Hassan Diab and his cabinet resigned. Lebanese president Michal Aoun asked the prime minister to stay in a capacity as caretaker until a new government is formed. (AJ, REU 8/10; HA, REU 8/11)

In the West Bank, Palestinians protested the U.S. administration’s peace plan in several places throughout the West Bank, leading to clashes with Israeli forces, causing 41 injuries, including 3 Palestinians shot by live ammunition in Ramallah and others suffering injuries from rubber-coated bullets and tear gas. 5 Palestinians were arrested, including 4 during late-night raids in and around Bayt Umar and Dura; and 1 was arrested at a checkpoint near Qalandia. In East Jerusalem, the gates to the Haram al-Sharif compound were closed by Israel temporarily after 2 Palestinians were arrested at the compound. Another 4 Palestinians were arrested in the vicinity of the compound, including a Waqf guard. In Gaza, Palestinians observed a general strike in protest over the U.S. administration’s peace plan. Israeli forces struck targets in Dayr al-Balah and Khan Yunis, causing damage and minor injuries to 2 Palestinian minors. Israel’s Central Elections Committee voted to prevent the Palestinian-Israeli politician Heba Yazbak from the Joint List from running during the Israeli elections in March. The committee claimed that she had expressed support for terrorists. Yazbak called the campaign against her a plot of the right wing in “trying to hide the real injustice of the occupation and the blockade.” The Israeli high court of justice will issue a final ruling. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli forces shot and injured a Palestinian man using rubber-coated bullets as he was trying to enter Israel at a checkpoint southwest of Jenin. Elsewhere in Hebron, a video showed Israeli soldiers assaulting 1 Palestinian man and his 5-year-old boy. Israeli forces also delivered a stop-work notice for a house near Ya‘bad. Israeli settlers stole olive harvests from Palestinian farmers in Luban al-Sharqiyya. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, and Silwad. In East Jerusalem, Israeli forces demolished a Palestinian-owned home in Silwan. 2 Palestinians were arrested during late-night raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles off the shore from Jabalia; no injuries were reported. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. The Israeli government accused Shakir of supporting boycotts of Israel, an accusation that the Human Rights Watch and Shakir have denied. (AJ, REU, WAFA, WP 11/5)

The European Union donated $17.84 million to the PA to help make payments for PA civil servants and pensioners as the PA faces economic hardship due to Israel withholding part of its tax revenue. (WAFA 11/5)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Bayt Umar nr. Hebron, and Kafr Qaddum nr. Qalqilya. Elsewhere in the West Bank, IDF troops raid several areas nr. Tubas, confiscating a garbage truck and tractors, and delivering several stop-work orders to Palestinians constructing a power line. They also arrest 1 Palestinian and issue 1 arrest summons during late-night raids nr. Hebron, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces raid a children’s center in Silwan following reports of stone throwing in the area; they make no arrests. Late at night, they arrest 5 Palestinians during raids in the Old City. Along Gaza’s border, IDF troops arrest a Palestinian man as he attempts to cross into Israel. The Israeli govt. informs the High Court of Justice that it has decided to return 7 corpses of Palestinians killed in violent attacks against Israelis in recent mos., but only if the families agree to certain conditions. The decision comes in response to the families’ petitions. The Israeli authorities say that the cases of 3 other corpses must be studied further because of their relation with Hamas and the security cabinet’s 12/8 ruling on the matter. (HA, MNA, YA 12/9)

In the Gaza Strip, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and 1 village and Balata r.c. nearby, and 1 village nr. Tulkarm at night; patrols in 1 village nr. Jenin in the morning, in 3 villages each nr. Jenin, 2 villages nr. Qalqilya and 1 village nr. Ramallah in the afternoon, and in 3 villages nr. Hebron at night. Jewish settlers attack Palestinians nr. Israel’s Supreme Court rejects an appeal against the construction of a highway set to cut in half the Palestinian East Jerusalem neighborhood Bayt Safafa. The court’s rejection of the residents’ appeal removes an obstacle for the highway to go ahead, which will link Jerusalem to the Gush Etzion settlement bloc. (HA 1/26)

Gunmen attack Egyptian soldiers in Sinai, killing 4 and wounding 11. Meanwhile, interim pres. Mansour goes on television and says that the country will hold a presidential vote before parliamentary polls. (AP, MNA 1/26)

An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. During the day, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the evening, Palestinian gunmen inside Gaza fire into Israel, hitting a parked civilian vehicle, but causing no injuries. Late at night, Israeli warplanes and helicopters carry out 3 air strikes on Khan Yunis and Rafah in s. Gaza, causing no reported casualties. The targets include a training site used by the al-Ansar Brigades (military wing of a small faction called al-Ahrar Movement, which was formed shortly after Hamas’s 2007 takeover of Gaza by disaffected Fatah members who aligned themselves with Hamas), and 2 open areas used by rocket-launching teams. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Tulkarm in the afternoon; and in Qalqilya, 1 nearby village, and 1 village nr. Jenin late at night. The IDF also bulldozes a plot of Palestinian agricultural land outside Qalqilya and conducts late-night arrest raids, house searches in Bayt Umar. Jewish settlers stone Palestinian cars driving nr. Hebron. Jewish settlers also enter a Palestinian area (exact location not reported) to pray at a local religious site without proper coordination with the IDF; the IDF intervenes to remove the settlers. For a 3d day, Israel allows significant cross-border transit through the Rafah crossing, allowing 600 Palestinians to enter Egypt and 494 to return to Gaza. IDF troops on the central Gaza border e. of Gaza Valley, supported by IDF helicopters, engage in a cross-border exchange of fire with armed Palestinians; the only casualty is a 12-yr.-old Palestinian boy seriously wounded by IDF fire outside his home, 1,500 m fr. the border. In the West Bank, the IDF conducts a rare daytime arrest raid, house searches in Bayt Umar village nr. Hebron; conducts late-night arrest raids, house searches in and around Balata r.c. and Nablus, in Bil‘in, and nr. Jenin and Qalqilya.
