In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Palestinian owners of the land seized by Israeli settlers for the Evyater settlement outpost petitioned the Israeli high court of justice to cancel the deal made between the Israeli settlers and the Israeli government on 7/1. (HA, WAFA 7/8)

PA president Mahmoud Abbas and other senior PA officials met with 11 U.S. congresspeople in Ramallah, including the chairman of the House Foreign Affairs Committee Gregory Meeks (D-NY), Ted Deutch (D-FL), David Cicilline (D-RI), Abigail Spanberger (D-VA), Sara Jacobs (D-CA), Kathy Manning (D-NC), Brad Schneider (D-IL), Andy Barr (R-KY), Nicole Malliotakis (R-NY), and French Hill (R-AR). Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. Arafat, Barak, Clinton, Mubarak, King Abdallah, the UN's Annan, the EU's Solana meet in Sharm al-Shaykh. Talks continue for 16 hrs., stretching past midnight, without success. A separate, very heated mtg. is held among Secy. of State Albright, Israel's acting FM Ben-Ami, the PA's Local Government M Erakat, Egyptian FM Musa to draft an outline of the rules of disengagement. Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured. In Gaza, Fatah, Hamas stage demonstrations against Arafat's participation in the Sharm al-Shaykh talks. Palestinian refugees in Lebanon, hold similar protests in `Ayn al-Hilwa, Baalbek, Tyre. In Iran, 1,000s of students march to the local UN offices to urge UN support for the Palestinians, condemnation of Israel. Smaller rallies in solidarity with the Palestinians are held in Amman, Ankara, Tokyo. In the U.S., demonstrations are held in Madison, San Francisco. The UNGA, citing a rule that allows it to take up matters of international peace and security when the UNSC proves unable or unwilling to do so, begins preparing for an emergency session to debate a resolution condemning recent Israeli violence. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment. In Washington, King Abdallah, Pres. Clinton hold talks on the peace process, bilateral economic ties. Previously, Abdallah said he would bring with him a message for Clinton fr. Iraqi pres. Saddam Hussein (see 10/4); the U.S. says Abdallah brought no message, though one might exist. Some reports maintain that U.S. officials told Jordan that Abdallah should not pass the message to Clinton, since the U.S. was not interested in a dialogue with Iraq. Barak orders 15 of the 42 unauthorized settlements constructed after the Wye accord to be dismantled; allows 11 others to stay; says remaining 16 may remain for now, but new building is forbidden. The Israeli High Court rules that Muhammad Abbas, head of the Palestine Liberation Front, is immune from trial in Israel for the 1985 Achille Lauro hijacking during which hijackers shot dead U.S. citizen Leon Klinghoffer. (WP 10/13)

In Ramallah, Palestinian nationalist and Islamist organizations (including, ALF, DFLP, Fatah, FIDA, Hamas, the Palestine Liberation Front, PFLP, PPP, PPSF) hold unity talks aimed at drawing up a list of principles for resolving the Palestinian-Israeli conflict. Participants call on Arafat to approve the PC's law on the independence of the judiciary, release political detainees fr. PA prisons. (al-Quds 10/14 in WNC 10/18)

The PA rejects Israel's offer to partially implement the expired Wye agmt. by opening the open s. safe passage route, releasing more criminal prisoners; says that any proposal for partial implementation must include transfer of land. (NYT, WP 2/26)

In a 1-hr. trial, PA military court finds Palestinian Col. Ahmad Abu Mustafa guilty of kidnapping, raping a 6-yr.-old boy; sentences him to death for "inciting the public against the Palestinian Authority." 2,000 Palestinians stage demonstration in Gaza to demand Abu Mustafa's punishment. Israeli High Court rules (3-2) that American Samuel Sheinbein, charged committing murder in the U.S. in 9/97, is a citizen of Israel, cannot be extradited, will be tried in Israel. The decision reverses a lower court judgement that Sheinbein did not qualify for automatic citizenship through his father, who was born in Mandated Palestine. Saudi businessman Salih Idris, whose pharmaceutical plant in Sudan was bombed by the U.S. in 8/98 for allegedly housing chemical weapons for Saudi dissident Osama Bin Laden, files suit against the U.S. Treasury Dept. for freezing his London assets without formally declaring him linked to a designated terrorist, as the law demands. Turkish officials allow 2 lawyers for Ocalan to see the jailed PKK leader for the 1st time. The mtg. lasts 20 minutes; jailers confine the discussion to Ocalan's health, forbid discussion of his case. Afterward, 1 lawyer is arrested for maintaining ties to the PKK.
