Arab World: Arafat and some 4,000 loyalists sail from Tripoli on 5 chartered Greek passenger ships escorted by French Navy.

Other Countries: Resolutions adopted in UN Gen. Assembly: denouncing new US-Israeli accord [87-29, 29 abstentions]; condemning increasing collaboration between Israel and S. Africa (especially in nuclear field) [101-18, 20 abst.]; calling for economic and military sanctions against Israel [84-24, 31 abst.]; declaring Israel's decision to impose jurisdiction over Jerusalem null and void [137-1, 3 abst.]; and condemning Israel's plundering of Palestinian cultural property during occupation of Lebanon [ 120-1, 20 abst.]. MILITARY ACTION:

Occupied Palestine!Israel: Hand-grenade thrown at Border Patrol vehicle in Gaza. Israeli troops use teargas against about 100 students protesting occupation and attempts to put al-Najah National U. under military control; hours later, petrol bomb flung at Israeli foot patrol, no injuries. Greek Orthodox nun and Muslim muezzin injured when 2 IDF grenades explode in al-Eizariya (Bethany); "TNT" claims responsibility.

Arab World: 2 Israeli soldiers and 5 Lebanese civilians wounded by grenade hurled at Israeli patrol in Sidon; 2 Israeli soldiers wounded by land mine near Jib Jennin; explosive device wounds 1 Israeli in Ghaziyeh village in S. Lebanon; attacks on Israelis in Lebanon total 6 today.

Occupied Palestine/Israel: Israeli police detain 7 Kiryat Arba settlers forcing way into Abraham's tomb during Muslim prayer times.

MILITARY ACTION:

Occupied Palestinel Israel: Jerusalem police find and detonate 5 IDF grenade bombs near 3 Christian churches and a mosque in city; grenade explodes in Salah al-Din Street; no injured reported; 6 Arab- owned automobiles burnt in Jerusalem; "TNT" claims responsibility for all incidents. Israeli troops extend military camp on farm land in 'Ush al-Ghurab belonging to Beit Sahour residents confiscated 10/7/83 for "military purposes. "

Arab World: Israeli gunboats attack Arafat base in Tripoli.

Military Action:

Arafat forces resist rocket and artillery attack on Baddawi camp, shells fall in Tripoli,more oil storage facilities hit; cease-fire in Tripoli accepted by combatants late in day; small arms fire directed at Marine positions in Beirut; PSP and LF militias engage in fierce artillery battles south of Aley; leader of IDF-backed militia in Kharouf shot and seriously wounded.

Casualties:

F-14 naval jet fighter on training mission from carrier John F. Kennedy crashes into Mediterranean, 2-man crew missing, presumed dead; UNRWA official in Tripoli says casualties in Nahr al-Bared fighting were exaggerated, 13 civilans were killed, 45 wounded.

Political Responses:

Palestinians/ Lebanese: Factional representatives meeting in Geneva report agreement in principle on constitutional and political changes in Lebanon, including Muslim-Christian parity in parlianment, establishment of supreme court.

Arab Governments: Delegations from Tripoli and from Gulf Cooperation Council in Damascus to discuss Tripoli cease-fire.

US and Other Countries: US State Dept. says it is revolted that once again the people of Lebanon, this time around Tripoli, are subjected to terror and injury by the radical and brutal behavior of Palestinian factions and their supporters.

Military Action:

LAF and Muslim militiamen exchange fire in southern Beirut suburbs; pro- and anti-Syrian militias in Tripoli battle overnight with RPGs, mortars, machine guns; IDF and Syrian forces in Beqaa exchange artillery and machine gun fire.

Casualties:

6 killed in Tripoli fighting. Political Responses:

US and Other Countries: Pentagon proposes to sell additional 253 APCs plus .50-cal. machine guns to Lebanon.

Military Action:

24-hour curfew declared in Beirut; 300 Lebanese Rangers make helicopter landing, attack militia positions at Holiday Inn, other hotels; 6,000-10,000 Lebanese Army troops make combined armor and infantry sweep into West Beirut, recapture positions lost in past two days; Corniche Mazraa occupied by special force of 300, using mortars and tanks; artillery shelling continues from mountain positions; Italian MNF compound hit by 12 artillery rounds; Commodore Hotel hit by several shells; army sets up checkpoints near port area, occupies Mourabitoun HQ, Amal militia, Army maintain informal cease-fire in Shi'ite neighborhoods; heavy fighting occurs in Tripoli between rival Muslim militias.

18-22 civilians killed, 49 wounded in Beirut; 21 Lebanese soldiers killed, 87 wounded, bringing total Army casualties in past 4 days to 42 killed, 176 wounded; Mourabitoun and Amal militia leaders placed under house arrest; part of US Special Forces unit, training Lebanese Army, evacuated from Cadmos Hotel to British Embassy; 25 killed, 60 wounded in Tripoli battles.

Israel/ Occupied Territories: Foreign Minister Shamir and Deputy PM Levy emerge as competing candidates to succeed Begin.

Palestinians/ Lebanese: After emergency Cabinet meeting, Gemayel invites 11 opposition leaders to join in national reconciliation conference; Jumblatt says Gemayel's call for direct dialogue among factional groups is out of the question; Berri condemns Army's move into West Beirut, calls on other Arab states to stop the massacre of Muslims.

Military Action:

Syrian Army encircles loyalist Fateh positions in Beqaa, prevents movement of arms and ammunition; Muslim militias battle in Tripoli.

10 killed in Tripoli fighting.

Palestinians/ Lebanese: Fateh rebel leader Abu Musa denies Syrian tank support in recent fighting; PLO Research Center in Beirut closed and sealed by Lebanese authorities.

Arab Governments: 20 Palestinian students, said to be members of the PFLP, expelled from Egypt.

US and Other Countries: Shultz says conditions under which a partial IDF withdrawal takes place would determine whether or not it was a setback; Dutch foreign ministry says its 612-man battalion with UNIFIL cannot do its job under Israeli occupation and will be withdrawn on October 19 if situation remains unchanged.

Military Action:

Lebanese Army patrol opens fire on illegal protest against withdrawal agreement by Shiite Muslims in Beirut suburb of Bir Abed, grenade reportedly thrown at patrol; demonstration also in Baalbek; fighting in Tripoli between Palestinian forces and Muslim militia.

Casualties:

1 killed, 10 injured in Beirut protest; Syria cuts off road, telephone and telex links between Syrian controlled areas of Lebanon and rest of country; many schools in Beirut closed; 4 persons killed in Tripoli fighting.

Israel/ Occupied Territories: Uri Lubrani, former senior Israeli representative in Uganda, Ethiopia and Iran, reportedly selected to coordinate relations with Lebanon under terms of withdrawal agreement.

Palestinians/ Lebanese: Lebanon, Israel and US sign troop withdrawal agreement at consecutive ceremonies in Khalde and Kiryat Shemona.

Arab Governments: Saudi Arabia and Sudan support Lebanon on agreement; Libya asks Lebanese ambassador in Tripoli to leave, withdraws its ambassador in Beirut; Jordan announces that Palestinians from West Bank and Gaza can enter the country only across Jordan River bridges; Egypt Air lands first flight in Beirut since 1979.

US and Other Countries: State Dept. says Congress, but not public, will be informed of all details of secret US agreements with Israel and Lebanon; agreement with Israel reportedly recognizes its right of self-defense to retaliate against attacks in Lebanon, acknowledges that it can delay withdrawing troops until Syria and the PLO withdraw, pledges to help bring about Syrian and PLO withdrawal and to see that Lebanon lives up to its agreement with Israel; Reagan indicates he is ready to release 75 F-16 jet fighters to Israel.

Military Action:

Marines prevent IDF from entering Bourj-al-Barajneh for second time, but IDF moves into Lailaki using random anti-tank grenades and machine gun fire to search area; after fourth encounter between IDF and Marines in 1 week, US Embassy in Beirut expresses concern; truce in Tripoli policed by PLO because Lebanese security forces refuse to patrol area so long as opposing forces maintain positions.

Casualties:

1 PLO member killed, 3 wounded in Tripoli.

Military Action:

After day of quiet, renewed artillery exchanges in Tripoli, coastal road cut 20 miles south of city; IDF announces 4 Katyusha rockets found in South Lebanon.

UNRWA asks IDF for protection from Palestinian refugees in Sidon protesting delay in distribution of kerosene heating stoves, cement and winter clothing; 16-tent school operating in Ain el-Hilweh; 625 building plots cleared and allocated by UNRWA, 590 plots cleared by refugees, 850 plots allocated in Tyre; 40 killed, more wounded, large sections of Tripoli without electricity, water, telephone and basic food, hospitals short of supplies, many civilians living in shelters.
