In the West Bank, thousands of Israeli settlers with a military escort toured Jabel ‘Aybal in Area B in an effort to assert their claim to the hill near Nablus. Israeli settlers also vandalized an agricultural structure in Ein al-Beida. Elsewhere, Israeli settlers with a military escort attacked Qusra, causing tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, assaulting 1 and firing tear gas. Elsewhere, Israeli forces prevented students and teachers from reaching 27 schools in the Masafer Yatta area. Israeli forces also closed the Ibrahimi Mosque to Muslim worshippers, citing the Jewish celebration of Sukkot. Meanwhile, Israeli forces erected dirt mounts on 3 roads leading to Sabastia and its Roman ruins, preventing Palestinian travel. Israeli forces also seized 1 tractor in Deir Istiya and 1 car in Khirbet Humsa. 12 Palestinians were arrested during late-night raids in Jenin, Ya’bad, Jalazone refugee camp, and Turmus ‘Ayya. In East Jerusalem, Israeli settlers were filmed spitting on Christians in the Old City. Israeli settlers also assaulted 1 Palestinian man in Silwan, causing bruises. Israeli forces assaulted 2 Palestinian women at the Chain Gate in the Old City near the Haram al-Sharif compound. 4 Palestinians were arrested in Isawiya and Silwan, including the son of PA governor of Jerusalem Adnan Ghaith. In the West Bank, Israeli settlers attacked Palestinian herders in al-Thaala in the Masafer Yatta area, forcing them to leave their pastures. Israeli forces shot and killed 1 Palestinian and wounded 2 others with live ammunition and 170 with tear gas during a punitive demolition raid in Nablus. The Israeli forces demolished the family home of 1 Palestinian accused of having killed an Israeli soldier in October 2022. Israeli forces also raided Ya’bad, razing a road, damaging 2 vehicles, and raiding the Electricity Authority building. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Bayt Jala. Israeli forces also demolished 8 residential structures east of Tubas, displacing 16. In East Jerusalem, an Israeli settler threw stones at the Cenacle Christian site, damaging windows. PA president Mahmoud Abbas met with Chinese prime minister Li Qiang in Beijing. At the end of Abbas’ 4-day trip, the PA and China issued a joint statement where the PA supported China’s treatment of its Muslim minority in Xinjiang, which has been severely condemned by human rights organizations. The Islamic Supreme Fatwa Council in Palestine issued a fatwa against participation in the upcoming Israeli municipal elections in Jerusalem. (QDS, WAFA 6/15)

A conference on spitting attacks by Jewish people on Christians in the Old City organized by the Center for the Study of Relations Between Jews, Christians, and Muslims at the Open University of Israel was forced to change its venue from the Tower of David Museum in the Old City of Jerusalem after pressure from the Israeli-run municipality, including from the mayor’s office. Jerusalem deputy mayor Arieh King called the conference “anti-Semitic.” Officials from the Israeli Foreign Ministry and Jerusalem municipality were invited to attend the conference but refused. A CNN investigation confirmed Palestinian eyewitness accounts that Israeli forces did not intervene to protect Palestinians from the Israeli settler pogrom in Huwwara on 2/26. An Israeli soldier told CNN that he and the other soldiers knew of the threat posed by the Israeli settlers but chose not to intervene and instead allowed the settlers to enter Huwwara. The CNN investigation also said that Israeli soldiers only intervened to prevent Palestinian residents from trying to repel the settler attack. (CNN, HA 6/15)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3, including 1 minor, with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 40 with tear gas. 3 Palestinians were arrested, including 2 who also had their vehicle seized near Ya’bad and 1 during a house raid in Balata refugee camp. In East Jerusalem, some 130,000 Muslim worshipers attended the last Friday noon prayer of Ramadan at the Haram al-Sharif compound. Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. The Wall Street Journal reported, based on anonymous sources, that the rockets launched at Israel from Lebanon on 4/6 were launched by Shi’ite forces in coordination with the head of the Iranian Revolutionary Guards’ Quds Force Esmail Qaani, Hamas leaders Saleh al-Arouri and Ismail Haniyeh, and Hezbollah secretary-general Hassan Nasrallah. In the West Bank, Israeli settlers uprooted 170 olive trees in al-Lubban ash-Sharqiya and set 1 vehicle on fire in Asira al-Qibliya, writing “Jewish blood is not cheap” on nearby walls. Israeli settlers also opened fire on Palestinian vehicles driving near the Migdal Oz settlement. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near the al-Hamra checkpoint, smashing the windshields on 5 vehicles. Israeli settlers also threw stones at 1 Palestinian vehicle near Jericho, injuring the driver. Meanwhile, Israeli settlers stopped a Palestinian taxi driver near the Dead Sea before beating him. Israeli settlers also vandalized 2 vehicles in the Masafer Yatta area. Israeli forces raided Ya‘bad, arresting 4 of the family members of 1 Palestinian man who killed 5 people in Israel on 3/29. Israeli forces also took measurements for a punitive demolition. Elsewhere, Israeli forces raided al-Khader, causing tear-gas related injuries. 20 Palestinians were arrested during late-night raids in Bayt Rima, Ein Misbah, Deir Abu Masha‘al, Bir al-Basha, Kafr Qaddum, Balata refugee camp, al-‘Ibayyat, and Beit Umar. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen; no injuries were reported. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to. In the West Bank, Israeli settlers stole olive harvesting equipment in Jalud. Israeli settlers also attacked Palestinians harvesting olives near Aqraba, disturbing their harvest. Elsewhere, Israeli settlers with Israeli military escort attacked Palestinians harvesting olives and a member of Rabbis for Human Rights in Awarta, using pepper spray against the member of Rabbis for Human Rights, who was hospitalized. Israeli forces delivered stop-work orders for 12 houses in Duma. Israeli forces also denied Palestinian farmers entry to their lands in Jalud. Elsewhere, Israeli forces seized a tent set up by solidarity activists in Khirbet al-Mufqara and dismantled part of a school in al-Maleh. Israeli forces also violently dispersed a protest in Ya‘bad, injuring 1 with a rubber-coated bullet. 10 Palestinians were arrested during late-night raids in al-Bireh, al-Am’ari refugee camp, al-Zawiya, Beita, and Ya‘bad. In East Jerusalem, Israeli authorities continued to raze Muslim graves at al-Yusufiya Muslim cemetery to make space for an Israeli park near the Haram al-Sharif compound; a video showed Israeli forces ripping a grieving Palestinian mother off her son’s grave before demolishing it. 3 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A hearing at the Israeli supreme court did not yield a decision on the eviction case of the Dweik family in Silwan. The family of 26 is under threat of eviction by the Israeli settler organization Ateret Cohanim, which claims to own the family’s homes. The Palestinian family has lived on the property for more than 50 years, from when Silwan was controlled by Jordan. (AJ, HA 10/25)

PA president Mahmoud Abbas promised a delegation from the 6 Palestinian rights organizations that were classified, by Israel, as terrorist organizations on 10/22 that the PA would take action against the decision. The head of the Israeli Labor party and transportation minister Merav Michaeli also criticized the Israeli government’s decision. Transportation Minister Michaeli’s main criticism was the manner in which the classifications were announced and that it could damage Israel’s relations with its allies. (HA 10/25; MEMO, WAFA 10/26)

Israel’s foreign minister Yair Lapid of Yesh Atid criticized the Israeli government’s decision to publish tenders for 1,300 new settler units in the West Bank. Meretz MK Mossi Raz also criticized the decision. (MEMO 10/26)

In Sudan, the prime minister of the transitional government Abdalla Hamdok was placed in house arrest and 4 cabinet ministers were arrested in a military coup. Sudan’s interim government made moves to normalize relations with Israel in 2020 after a deal was made with the U.S. to take the country off the list of state sponsors of terror and to erase state debt to the U.S. Later in the day, the U.S. announced that it would freeze $700 million in aid for Sudan and that the normalization deal with the U.S. and Israel will have to be reevaluated. In the West Bank, Israeli forces demolished 1 house in Harmala, 1 house in Bayt Ta‘mar, and 3 agricultural structures in Duma. 4 Palestinian children were arrested during late-night raids in Bethlehem. 11 others were arrested, including 9 during raids in and around Bayt Rima, Kobar, Jenin, Jaba‘, Bethlehem, Bayt Jala, Halhul, and Dura, and 2 were arrested at checkpoints in Bethlehem and Ya‘bad. In East Jerusalem, Israeli forces raided the Muslim Girls Secondary School in Wadi al-Juz and arrested 2 employees, including the principal of the school. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Rafah, injuring 1 with a rubber-coated bullet and others with tear gas. Israel said it would expand the Gaza fishing zone to 15 nautical miles at its largest, increase the number of merchant permits for Palestinians in Gaza from 5,000 to 7,000, and provide 175 million cubic feet of fresh water. (HA 8/31; ALM, ALM, AP, MEE, MEMO 9/1)

Israel’s foreign minister Yair Lapid said that reopening the U.S. consulate to Palestinians in Jerusalem is a “bad idea,” saying it would weaken the Israeli government coalition and send the “wrong message.” Israeli and U.S. government sources have told Haaretz that the U.S. is moving slowly on reopening the consulate because of the potential ramifications it could have on Israel’s government coalition. Foreign Minister Lapid also criticized the way the U.S. withdrew from Afghanistan. Haaretz reported that Israel’s public security minister Omer Bar-Lev had ordered the Israeli police to stop its policy of confiscating Palestinian flags during protests except in exceptional circumstances. (HA 9/1)

The U.S. Central Command announced that it had taken over the responsibilities of Israel from the U.S. European Command. The move, welcomed by Israel, was seen as an effort to strengthen the normalization deals between Israel, the UAE, and Bahrain as it allows for easier coordination of military exercises arranged by the U.S. (JINSA 9/2; Defense News, Defense News 9/7)

In the West Bank, Israeli settlers attacked Palestinian shepherds and international activists using stones and batons near Yatta, damaging 1 vehicle. Israeli settlers also threw stones at Palestinian vehicles traveling near Umm Safa and Ya‘bad. Elsewhere, Israeli settlers with military protection raided al-Twana; 1 Palestinian was shot by Israeli forces using live ammunition and 7 others were shot by rubber-coated bullets. Israeli forces shot and killed 1 Palestinian who allegedly shot and injured 2 soldiers at a checkpoint near Madama. 6 Palestinians were arrested, including 5 during house raids in and around Bethlehem, Surayf, Abu Dis, and al-Khadir, and 1 at a checkpoint near Jenin. In East Jerusalem, 11 Palestinians were arrested during late-night raids in Issawiyya and the Old City. In Gaza, 50 Palestinians were killed, including 11 children and 2 pregnant women, and dozens were injured, raising the comprehensive death toll since 5/10 from 64 to 114, including 27 children and 2 pregnant women. In Israel, 1 Jewish-Israeli man was injured in a stabbing in Lydda. 1 Muslim cemetery and 1 synagogue were vandalized in Lydda. Israeli forces shot and injured 1 Palestinian-Israeli man with a rubber-coated bullet as he was filming the soldiers from the inside of his house in Jaffa. Israeli right-wingers attacked Palestinian-Israelis and Israeli journalists in the Hatikva neighborhood of Tel Aviv. Israeli forces violently dispersed Palestinian protesters in ‘Akka and Israeli right-wingers attacked 1 Palestinian-owned grocery store. 3 rockets were fired at Israel from Lebanon; all 3 landed in the sea. Dozens of rockets were fired at Israel from Gaza, most of them intercepted. 1 Israeli woman died after falling while running to a shelter near Ashdod, raising the Israeli death toll to 8. Israeli defense minister Benny Gantz ordered 10 reserve border police companies to cities in Israel where violence has been rising. Several Israeli media outlets also reported that Israeli military officials were preparing to approve plans for a ground invasion of Gaza. Defense Minister Gantz also spoke with senior executives of social media companies Facebook and TikTok to convince them to prevent content critical of Israel on their platforms. U.S. president Joe Biden said that he did not believe that the Israeli bombardment of Gaza is a “significant overreaction.” The Biden administration also rejected a publicly held UN security council (UNSC) meeting on 5/14 discussing the situation in Israel and Palestine. The U.S. has prevented any statements from the UN security council on the matter from 2 other UNSC meetings held in the past week. The Biden administration also notified Congress that it will be sending $10 million to Palestinian groups in the West Bank and Gaza to support exchange and reconciliation projects with Israelis.
