In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Elsewhere, Israeli forces shoot and kill a Palestinian man and injure another during a raid in Abwein. Israeli forces also assault a Palestinian near Deir Sharaf. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Faluja, Jabalia refugee camp, Nuseirat refugee camp, Dayr al-Balah, and Rafah, killing at least 85 people, including Al Jazeera Gaza bureau chief Wael Dahdouh’s son Hamza, who is also a journalist, and his colleague Mustafa Thuraya in an airstrike on their car in Khan Yunis. Israel has targeted Dahdouh and his family previously, killing his wife, 2 of his other children, and a grandchild among other relatives in October and injured Dahdouh in December. Medical Aid for Palestinians and the International Rescue Committee say their staff have been forced to evacuate al-Aqsa Martyrs Hospital due to Israel declaring the area around the hospital a “red zone.” Rockets are fired at Sderot, Yakhini and Nirim, lightly injuring 1 in Yakhini. In Lebanon, Hezbollah militants fire a missile at an Israeli tank across the Blue Lin near Metula. Israeli forces attack Aita al-Shaab, Bint Jbeil, and Majdal Zoun. More than 22,835 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 58,416 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 330 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 81 children. More than 4,042 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 174 Israeli soldiers have been killed and 1,023 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 102 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. WAFA reports that the Israeli-run Jerusalem municipality has approved the Silicon Valley settlement project, to be built on the Wadi al-Juz industrial area in East Jerusalem, and approved a landfill near Isawiya. (WAFA 1/7)

Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Defense Minister Yoav Gallant tells the Wall Street Journal that Hezbollah leaders “know we can copy-paste [Israel’s attacks on Gaza] to Beirut,” adding Israel’s priority is not a war in Lebanon. Israeli national security minister Itamar Ben-Gvir reiterates his calls for the displacement of Palestinians in Gaza to other countries and the resettlement of Gaza. Finance Minister Bezalel Smotrich calls Palestinians in Gaza “Nazis,” saying Israel must resettle Gaza. (HA, HA 1/7; AJ, AP 1/8)

U.S. secretary of state Antony Blinken meets with Qatar prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the situation in Gaza and the Red Sea. Blinken calls the killing of Hamza Dahdouh (see above) an “unimaginable tragedy” and says Palestinians in Gaza must be allowed to return to their homes and “must not be pressed to leave Gaza.” Al Thani says the Israeli assassination of Saleh al-Arouri in Beirut has affected Qatari mediation efforts but that the negotiations continue. Blinken also meets with Jordanian king Abdullah II and foreign minister Ayman Safadi in Amman. King Abdullah II warns Blinken of “catastrophic repercussions” if Israel’s war on Gaza continues. Israeli MK Ofer Cassif signs the petition filed by South Africa to the ICJ, accusing Israel of genocide in Gaza. Several other members of Knesset call for his removal. Cassif says he signed the petition as part of his constitutional duty to Israeli society. (JP 1/7; AJ, HA 1/8)

Israeli news website Globes reports that the fourth largest shipping company in the world, Chinese COSCO, has suspended shipments to Israel due to the attacks by Yemen’s Houthi governments on ships bound for Israel. (HA 1/7)

The Washington Post reports that U.S. president Joe Biden has tasked his staff with preventing an all-out war between Israel and Hezbollah. The Post says U.S. officials are worried that Israeli prime minister Benjamin Netanyahu sees an escalation with Hezbollah as a way to stay in power. A Defense Intelligence Agency report saying that Israel would have trouble winning a war against Hezbollah while fighting in Gaza is also leaked to the press. (HA 1/8)

In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif compound for the third day in a row. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

The PA Ministry of Education said that most teachers had resumed work in Palestinian public schools after striking since the start of the semester. According to the ministry, the PA granted the public school teachers some concessions, including better pay. (WAFA 4/24; QDS, WAFA 4/25)

PA foreign minister Riyad al-Maliki addressed the UN Security Council ministerial meeting on the Middle East and the question of Palestine, calling on its members to help “bring the Nakba to an end.” On the sidelines of the meeting, al-Maliki met with UN secretary-general António Guterres who he briefed on the latest developments and called for accountability for Israel. In a statement celebrating Israel’s 75th Independence Day, U.S. president Joe Biden did not mention the two-state solution or Palestinians but said he would work with Israel to “create a more prosperous, peaceful, and integrated Middle East.” (WH 4/25; HA 4/26)

18 Democratic members of the U.S. House of Representatives and 1 Republican voted against a resolution celebrating Israel’s Independence Day. The resolution did not have any reference to a two-state solution or to Palestinians but instead lauded normalization efforts. 9 other Democrats did not vote. (HILL 4/25; HA 4/26; QDS 4/27)

In the West Bank, 4 Israeli soldiers were injured by an explosive device thrown at them at a military checkpoint near Nabi Saleh. Israeli settlers threw stones at Palestinian vehicles near the Ofra settlement, seriously injuring 1 Palestinian. Israeli forces shot and killed 1 Palestinian and injured 1 other during a raid in Qabatiya; 5 were arrested. Israeli forces also delivered a demolition notice against retaining walls in al-Khader. 12 Palestinians were arrested during late-night raids in Ramallah, al-Bireh, Nablus, Qabalan, Hebron, and Bani Na’im. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. In addition to the housing units, a school and commercial buildings were also approved. (ABC, AP, HA, PCN 9/5; MEMO 9/7)

Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. The regulations were originally released by COGAT in April. PA prime minister Mohammed Shtayyeh called the regulations racist and said they were aimed at Palestinians with foreign passports. In the West Bank, Israeli forces shot and killed 1 Palestinian minor in Hebron during clashes between Israeli forces and Palestinians protesting the U.S. peace plan. Israeli forces demolished a shack and seized another 1 north of Ramallah, delivered a demolition notice for a structure in Sabastiyya and a stop-work order for a playground in Susiya. Israeli forces cleared a settlement outpost near the Ofra settlement, leading to clashes with Israeli settlers. 19 Palestinians were arrested during late-night raids in and around Hebron, Jenin, Nablus, Qalqilya, Salfit, and Birzeit. Israeli settlers threw stones at Palestinian vehicles in Nahalin, causing damage to 2. In East Jerusalem, 2 Palestinian families were ordered evicted from their homes in Silwan to allow Israeli settlers to move in. In Gaza, 3 rockets were launched at Israel and Israeli forces struck targets in Khan Yunis, firing at least 4 missiles; no injuries were reported, but damage was reported in Gaza. Israel reduced the Gaza fishing zone from a maximum 15 nautical miles to 10 nautical miles. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Israeli settlers cut down 18 olive trees on Palestinian land nr. Bethlehem. Meanwhile, PASF troops conduct a raid in Balata r.c., sparking clashes with armed gunmen in the camp; 2 residents of the camp and 1 Palestinian security officer are injured. Israeli soldiers also arrest 1 Palestinian at a checkpoint outside Bayt ‘Amr village and construct a surveillance tower at a checkpoint nr. Tulkarm. Private Israeli security guards from the Ofra settlement assault and detain a Palestinian nr. Silwad. Off the coast of the n. Gaza Strip, Israeli naval forces open fire on Palestinian fishing boats on 2 separate occasions, causing no damage or injuries. Jordan submits the Palestinians’ amended draft res. to the UNSC after the Arab Group at the UN approves the amendments. PA Pres. Abbas predicts a vote will be held on 12/30. Secy. of State Kerry calls 13 FMs from around the world to argue against the measure, then a U.S. State Dept. spokesperson says that the U.S. will not support it. A PA unity govt. delegation arrives in Gaza City to coordinate reconstruction efforts, open the crossings, and deal with issues facing Gaza’s workers. It is the 2d meeting of the govt. in Gaza since its formation on 6/2 (the 1st was on 10/9). Dozens of Palestinians gather at the Erez border crossing to protest the unity govt.’s perceived inaction. Meanwhile, the Palestinian Environmental Quality Authority of Gaza announces that it will stop importing batteries and electrical appliances from Israel, citing their detrimental effects on the environment and the import fees collected by Israeli authorities. In the Gaza Strip, Israeli forces kill a senior Islamic Jihad operative in an air strike on Jabaliya r.c., wounding 2 (including a child). The Israeli military claims the targeted operative was responsible for rocket fire. Two other Israeli air strikes cause some damage but no injuries. Islamic Jihad say that strikes on Gaza may lead to the end of the cease-fire broadly observed since 11/2012. Separately, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries.
